023 of 2020 - Approving a one-year extension of the existing MOU between Salt Lake City and the Salt Lake City PolSALT LAKE CITY ORDINANCE No. ______ of 2020 (Approving a one-year extension of the existing Memorandum of Understanding between Salt Lake City Corporation and the Salt Lake Police Association, representing eligible employees, pursuant to the Collective Bargaining and Employee Representation Joint Resolution dated March 22, 2011) An ordinance approving a one-year extension of the existing Memorandum of Understanding between Salt Lake City Corporation and the Salt Lake Police Association, representing eligible employees, pursuant to the Collective Bargaining and Employee Representation Joint Resolution dated March 22, 2011. PREAMBLE The existing Memorandum of Understanding between Salt Lake City Corporation and the Salt Lake Police Association, as the certified bargaining representative for eligible employees, expires on June 28, 2020. In accordance with the Collective Bargaining and Employee Representation Joint Resolution dated March 22, 2011 (the “Resolution”), Salt Lake City Corporation engaged in good faith negotiations with the Salt Lake Police Association in an attempt to reach agreement on the wages, hours, and other terms and conditions of employment of the employees represented by the Salt Lake Police Association. However, on May 26, 2020, the Salt Lake Police Association rejected Salt Lake City Corporation’s most-recent proposal, declared impasse, and terminated negotiations. Subsequently, and in accordance with Section 6 of the Resolution, the Mayor recommended that the City Council approve and extend the existing Memorandum of Understanding between Salt Lake City Corporation and the Salt Lake Police Association, representing eligible employees, for one additional year (i.e. from June 28, 2020 through June 27, 2021) and appropriate necessary funds to implement, for fiscal year 2021, the provisions of the extended Memorandum of Understanding. O 20-1 O 17-7 23 2 Section 6 of the Resolution requires the City Council to approve a one-year extension of the Memorandum of Understanding, enact implementing legislation, and appropriate all necessary funds to implement the provisions of the extended Memorandum of Understanding. As such, and based on the above, the City Council therefore wishes to approve the Mayor’s recommendation; extend the existing Memorandum of Understanding between Salt Lake City Corporation and the Salt Lake Police Association, representing eligible employees, for one additional year (i.e. from June 28, 2020 through June 27, 2021); and appropriate necessary funds to implement, for fiscal year 2021, the provisions of the extended Memorandum of Understanding. Be it ordained by the City Council of Salt Lake City, Utah: SECTION 1. PURPOSE. The purpose of this ordinance is to approve a one-year extension of the existing Memorandum of Understanding between Salt Lake City Corporation and the Salt Lake Police Association, representing eligible employees, and to appropriate necessary funds to implement, for fiscal year 2021, the provisions of the extended Memorandum of Understanding (a copy of which is attached). SECTION 2. The existing Memorandum of Understanding between Salt Lake City Corporation and the Salt Lake Police Association, representing eligible employees, is hereby approved and extended for one additional year (i.e. from June 28, 2020 through June 27, 2021) and the necessary funds to implement, for fiscal year 2021, the provisions of the extended Memorandum of Understanding are hereby appropriated. SECTION 3. AUTHORIZATION. The Mayor of Salt Lake City, Utah is hereby authorized to act in accordance with the terms and conditions of the extended Memorandum of Understanding between the City and the Salt Lake Police Association. 3 SECTION 4.
