Green Neslen Scheid Mr. Chairman Result AN ORDINANCE An ordinance providing for and ordering a special election for the purpose of submitting to the 'lualified electors of Salt Lake City, Utah, the question of incurring a bonded indebtedness to the amount of $2,000,000.00, as follows: $540,000.00 for .rater supply conduit from the mouth of Parley's Canyon to the Northeast Bench, and various feeder water • mains throughout the distributing system, water main stubs and lowering water mains; $250,000.00 for the ac_iuiring of water rights in canyons and creeks adjacent to the City, and other sources of water supply, by exchange or purchase, or both, and the development of local sources of supply; $100,000.00 for the conservation and development of City Creek Canyon water supply; $50,000.00 for the City's portion of construction of sanitary sewers; $100,000.00 for the City's contribution toward a Soldiers,4 eft& Sailors?Altemorial Building; $196,000.00 for the construction of storm sewers; $35,000.00 for the construction of bridges over the Jordan River and Surplus Canal; $200000.00 for the City's portion of street paving; $85,000.00 for the City's portion of curbing, guttering and 1 grading streets; $20,000.00 for the City's portion of the c.mstruction of sidewalks; $200,000.00 for Municipal Bath House and improvement of grounds at the Warm Springs; $132,000.00 for paving, buildings and other improvements at Liberty Park, and improving new parks and boulevards; ' $27,500.00 for paving and other improvements at the Ci+ y Cemetery; $42,500.00 for construction of paving repair plant, a west side fire station and a comfort station in the business district; $22,000.00 for underground fire alarm system; Be it ordained by the Board of Commissioners of Salt Lake City, Utah: SECTION 1: That there is immediate and pressing necessity for increasing, improving, enlarging, extend ing, perfecting and adding to the present waterworks system of Salt Lake City for the purpose of supplying and distributing water to the inhabitants thereof, and to that end to construct a supply conduit from the mouth of I' ley`s Canyon to the Northeast Bench; and to construct various feeder water mains throughout the distributing system, and to construct water main stubs, and to lower water mains on streets to be graded, curbed and guttered and paved, and to do which in an adequate manner calls for and requires an expenditure of 4'540,000.00. SECTION 2: That there is immediate and pressing necessity for increasing, improving, enlarging, extending and adding to the present water supply of said city, and to that end to acquire additional water rights in canyons and creeks adjacent to the City and other sources of water supply, by exchange or purchase, or both, and by the development of local sources of supply, including the development of water at Liberty Park, to do which in an adequate manner calls for and requires an expenditure of ti 250,000.00. • i SECTION 3: That there is immediate and pressing necessity for increasing, improving, enlarging, extending and perfecting the present water supply from City Creek Canyon, and to that end mut to construct additional small storage reservoirs in said canyon, to do which in an adequate manner calls for and requires an expenditure of $100,000.00. SECTION 4: That tmlere is immediate and pressing necessity for improving, extending and adding to the present sewer system of said city for purpose of oaring for and disposing of sewerage of said city, and to that end to lay additional mains to serve the southern portion of the city where no sewer system now exists, to do which in an adeyuate manner and pay the city's portion of the cost thereof calls for and requires an expenditure of $50,000.00. SECTION 5: That there is immediate and pressing necessity CVnd*Vt;hp,o for the construction of a public building as a Soldiers',aird Sailors'.^ Memorial to commemorate the splendid achievements of Uta4 Soldiers, 044 5kafuj-,A.A and Sailors in the Great World War, and for the city to erect same, or to contribute to the construction of such memorial building for the purpose named, within Salt Lake City, where the cost thereof shall be borne partly by the city and partly by the State of Utah and other contributors, the same to be under the control of said city and state, to do which in an adequate manner calls for and requires an expenditure of $100,000.00. SECTION 6: That there is immediate and pressing necessity for increasing, improving and adding to the present drainage system of said city for t'i.e purpose of carrying away the waters that gather in and flow through said city, and to that end to construct storm sewers in and upon the following streets; Ninth South Street, Thirteenth South Street and Fourth Avenue, and to conduit Emigration Creek and the Salt Lake City and Jordan Canal within the city limits, to do which in an adeuate manner calls for and requires an expenditure of $196,000.00. -3- III SECTION 7. That there is immediate and pressing necessity for the construction within the limits of Salt Lake City, of two bridges across the Jordan River and one bridge across the Surplus Canal, to do which in an adequate manner calls for and requires an expenditure of tip35,000.00. SECTION 8. That there is immediate and pressing necessity for the improvement of the public streets of said city, and to that end to pave additional streets within the City, to do which in an adequate manner, and to pay the City's portion of the cost of the same, calls for and requires an expenditure of :0200,000.00. SECTION 9. That t'=ere is immediate and pressing necessity for the improvement of the public streets of said city, and to that upon end to grade, and construct, curb and gutter/additional streets within Lhe c.iiy, to do which in an adequate manner, anu i;o „he City's portion of the cost of the same, calls for and requires an expenditure of 585,000.00. SECTION 10. That there is immediate end pressing necessity for the improwent of the public streets of said city, and to that end to construct additional sidewalks upon the public streets of said City, to do which in an adequate manner, and to pay the City's portion of the cost of the same, calls for and requires an expenditure of 20,000.00. SECTION 11. That there is immediate and pressing necessity for the construction and furnishing of a Municipal Bath House, and to park and improve the grounds surrounding the same, at and upon the ;farm Springs property owned by the City, to dd which in an adequate manner calls for and requires an expenditure of 200,000.00. SECTION 12. That there is immediate and pressing necessity for the extending and improving of the park system of said city, and to that end to macadamize or pave the center drive, build garage. shop, comfort station, concession and zoo buildings, water mains and sewers, ;fences and other improvements at liberty Park, and to i lay out, plant and improve the West Side Park, the new Sugar House Park and Parley's Park, and to construct boulevard along Parley's Creek from Sugar House Park to Parley's Park, to do which in an adequate manner calls for and requires an expenditure of $"132,000.00. SECTION 13. That there is imme iate and pressing necessity for improving the City Cemetery, and to that end to construct hard surface roads along the main streets,and to construct a new residence at said Cemetery, to do which in an adequate manner calls for and requires an expenditure of 027,500.00. SECTION #t.14. That there is immediate and pressing necessity for the construction and furnishing of a paving repair plant, a new west side fire station,and an additional comfort station in the busi- ness district, all within Salt Lake City, to do which in an adequate manner calls for and requires an expenditure of 042,500.00. SECTION 15. That there is immediate and pressing necessity for the installation of an underground fire alarm system in the busi- ness district and two main lines running east and west within the city, to do which in an adequate manner calls for and requires an expendi- ture of 022,000.00. SECTION 16. That there are not sufficient funds in the City Treasury to defray said expenses or any part thereof, and in order to defray the expense of making the proposed improvements mentioned in Sections 1 to 15, inclusive, of this ordinance, it is necessary for Salt Lake City to incur a bonded indebtedness to raise funds therefor in the following amounts: $540,000.00 for water supply conduit from the mouth of Parley's Canyon to the Northeast Bench, and various feeder water mains throughout the distributing system, water main stubs and lowering water mains; $250,000.00 for the acquiring of water rights in canyons and creeks adjacent to the City, and other sources of water supply, by exchange or purchase, or both, and the development of local sources _5- i of supply; $100,000.00 for the conservation anc development of City Creek Canyon water supply; $50,000.00 for the City's portion of construction of sanitary sewers; $100,000.00�� ` for the City's contribution toward a Soldiers',, D aid Sailors' Memorial Building; $196,000.00 for the construction of storm sewers; $35,000.00 for the construction of bridges over the Jordan River and Surplus Canal; $200,000.00 for the City's portion of street paving; $85,000.00 for the City's portio0 of curbing, guttering and grading streets; $20,000.00 for the City's portion of the construction of sidewalks; $200,000.00 for Municipal Bath House and improvement of grounds at the Warm Springs; $132,000.00 for paving, buildings and other improvements at Liberty Park, and improving new parks and boulevards; $27,500.00 for paving and other improvements at the City Cemetery; $42,500.00 for construction of paving repair plant, a noom west side fire station, and a comfort station in the business dis- trict. i22•o0 0.n o Una d.euTow,.v\ }...s 0-440w& SECTION 17. That in pursuance of and under the power and authority contained in Section 308 of the Compiled Laws of Utah, 1907, as amended by Chapter 4 of the Laws of Utah, 1911, and Section 308 of said Compiled Laws of Utah, 1907, as amended by Chapter 3 of the La:%s ,of Utah, 1909, and Section 310 of the Compiled Laws of Utah, 1907, said sections now being known as Sections 792, 793 and 794, respectively, of the Compiled Laws of Utah, 1917, it is hereby ORDERED, that a special election be held in Salt Lake City, Salt Lake County, State of Utah, on Tuesday .s- ' I the "5th 0A: of February, 1919, for the purpose of submitting to such qualified electors of Salt Lake City as shall have paid a property tax in Salt Lake City in the year 1918, the following Question: (1) The question of incurring a bonded indebtedness in the sum of $540,000 for the purpose of defraying the ex- pense of increasing, improving, enlarging, perfecting and adding to the present waterworks system of Salt Lake City as set out in Seotion 1 of this ordinance bythe construction of a supply conduit from the mouth of Parley's Canyon to the Northeast Bench. The construction of various feeder water mains throughout the distributing system and the construction of water main stubs and the lowering of water mains on streets to be paved, graded, curbed and guttered. (2) The question of incurring a bonded indebtedness in the sum of $250,000 for the purpose of increasing, improv- ing, enlarging, extending, perfecting and adding to the pre- sent water supply of said city as set out in Seotion 2 of this ordinance by the acquiring of additional water rights in canyons and creeks adjacent to the city and other sources of water supply by exchange or purchase, or both, and for the development of looal sources of supply, including development of water at Liberty Park. (3) The c iestion of incurring a bonded indebtedness in the sum of $100,000 for t'ae purpose of increasing, improv- ing, enlarging, extending, perfecting and adding to the pre- sent water supply from City Creek Canyon as set out in Section 3 of this ordinance and to that end to construct additional small storage reservoirs in said canyon. (4) The question of incurring a bonded indebtedness in the sum of $50,000 for the purpose of defraying the City's portion of the cost of increasing, improving, extending and -q_ k.4 adding to the present sewer system of said city as set out in Section 4 of this ordinance, by the construction and laying of additional sanitary sewers to serve the gout q/section of 543 said city where no sewerage system now exists. (5) The ouestion of incurring a bonded indebtedness in the sum of 0100,000 for the purpose of constructing a public building within Salt Lake City as a Soldiers',ctad ac... htav�vo.e.i� Sailors' Memorial to commemorate the splendid achievements of Utah soldiers and sailors in the Great World War or to contribute to the construction of such Memorial Building for such purpose within Salt Lake City, where the cost thereof shall be borne partly by the City and partly b y the State of Utah, and other contributors, the same to be under the control of said City and State of Utah as set out in Section 5 of this ordinance. (6) The question of incurring a bonded indebtedness in the sum of 0196,000 for the purpose of increasing, improv- ing, extending and adding to the present drainage system of said city as set out in Section 6 of this ordinance for the purpose of carrying away the waters that gather in and flow through said city by construction of storm sewers in and upon the following streetd: Ninth South Street, Thirteenth South Street and Fourth Avenue, and the construction of a conduit for Emigration Creek and the Salt Lake and Jordan Canal within the city limits. (7) The question of incurring a bonded indebtedness in the sum of 435,000 for the purpose of defraying the cost of the expense of the construction of bridges as set out in Section 7 of this ordinance by the construction of two bridges across the Jordan River and one bridge across the Surplus Canal with- in the limits of Salt Lake City. -8- I i I (8) The question of incurring a bonded indebtedness in the sum of 4200,000 for the purpose of defraying the city's portion of the cost of the improvement of the public streets of Salt Lake City as set out in Section 8 of this ordinance, by the paving of additional streets within the city limits. (9) The question of incurring a bonded indebtedness in the sum of $85,000 for the purpose of defraying the city's portion of the cost of the improvement of the public streets it of said city as set out in Section 9 of this ordinance, by the grading, curbing and guttering of additional streets within said city. (10) The question of incurring a bonded indebtednesw in the su* of 020,000 for the purpose of defraying the city's portion of the cost of the improving of the public streets of said city as set out in Section 10 of this ordinnee, by the construction of additional sidewalks upon the public streets of said city. (11) The question of incurring a bonded indebtedness in the sum of $200,000 for the construction and furnishing of a Municipal Bathhouse, and the parking and improving of the grounds surrounding same at and upon the Warm Springs property, owned by the city, as set out in Section 11 of this ordinance. (12) The question of incurring a bonded indebtedness in the sum of 0132.000 for the purpose of improving the park system of said city as set out in Section 12 of this ordinance, by macadamizing or paving the center drive, the construction of a garage,shop, comfort station, concession and zoo buildings, and fences, and laying of water mains and sewers and making of other improvements at Liberty Park, and by the laying out, planting and improving of the West Side Park, the New Sugar House Park and Parley's Park, and construction of boulevard along Parley's Creek from Sugar House Park to Parley's Park. 11 � I Yi (l3) The question of incurring a bonded indebtedness in the sum of $27,500 for improvements at the City Cemetery as set out in Section 13 of this ordinance, by construction of hard surface roads along the main streets and a new residence at said cemetery. (14) The question of incurring a bonded indebtedness in the sum of 042,500 for the payment of the cost of the con- struction and furnishing of a paving repair plant, a west side fire station, and a comfort station in the business district, all within said city, as set out in Section 14 of this ordinance. (15) The question of incurring a bonded indebtedness in the sum of $22,000 for the payment of the cost of the in- stallation of an underground fire alarm system in the business district and two main lines running east and west, as set out in Section 15 of this ordinance. SECTION 18. Said improved additional and new water system, said improved and additional water supply and said improved, additional and new sewer system shall be owned and controlled by Salt Lake City. SECTION 19. Said paving bonds in the sum of 0200,000 as provided in Section 8 of this ordinance shall be issued at not to exceed $100,000 a year. SECTION 20. Said bonds shall bear interest at a rate not to exceed 5% per annum, which interest shall be payable semi-annually and said bonds shall be of such denomination as the Board of Commiss- ioners shall hereafter determine, and said Board of Commissioners shall provide for the payment of such interest, and the principal thereof within twenty years, as provided by law. SECTION 21. Said election shall be conducted according to the Statutes and Laws of the State of Utah and shall be held in manner and form as provided thereby. :lO_it SECTION 22. The Mayor and City Recorder of Salt Lake City are hereby directed and rewired to make proclamation of said special election by publication of a notice thereof in four daily newspapers published and circulated in said city for four successive weeks prior to the date of said election. SECTION 23. In the opinion of the Board of Commissioners of Galt Lake City it is necessary to the health, peace and safety of Salt Lake City that this ordinance become operative immediately so that the election provided for herein may be held on the date specified, the qualified electors of said city at said election having the right and power to determine the issue raised herein.
