AN ORDINANCE Result AN ORDINANCE AMENDING SECTION 49-3-34 of the Revised Ordinances of Salt Lake City, Utah, 1955, relating to Pollution of Canyon Waters Prohibi- ted by adding thereto additional subsections denominated as subsections (q) (r) (s) (t) (u) (v) (w) and (x) and further specifying things prohibited within the watershed area of Salt Lake City, Utah. Be it ordained by the Board of Commissioners of Salt Lake City, Utah. SECTION I. That Section 49-3-34 of the Revised Ordinances of Salt Lake City, 1955, relating to Pollution of Canyon Waters Prohibited, be, and the same hereby is, amended by adding thereto the following subsections denominated as subsections (q) (r) (s) (t) (u) (v) (w) and (x) to read as follows: "(q) To deposit any human excreta within the watershed area except in a chemical type toilet using a chemical disinfectant approved by the Health Commissioner and Superintendent of Waterworks; provided, nowever, that other type receptacles for human excreta may be permitted upon written approval by the Superintendent of Waterworks and Health Commissioner as in these ordinances provided. "(r) To construct, locate or maintain any vault for the deposit or storage of human excreta within fifty (50) feet of any spring, marsh, water course, water source or reservoir within the watershed area of Salt Lake City or at any place or in such manner as to contaminate or threaten to contaminate the same. "(s) To fail to exercise the necessary care to prevent contamination of any spring, marsh, watercourse, water sourc or reservoir within the watershed area of Salt Lake City in emptying a vault or other approved receptacle or in transferring the contents thereof to a transportable receptacle or to fail to provide such 1. transportable receptacle with a tightly fitting cover, securely fastened during the process of removal to the place of ultimate disposal, or to transport such transportable receptacle except by a licensed scavenger service. "(t) To alter any existing, or construct or install, any new, receptacle for human excreta without first having the plans thereof approved by the Health Commissioner and Superintendent of Waterworks and all receptacles for human excreta shall be operated and maintained in a manner approved by said Superintendent of Waterworks and Health Commissioner. "(u) To discharge or throw upon the ground or into any spring, marsh, water course, water source or reservoir within the watershed area of Salt Lake City any house slops, sink or shower wastes (excluding human excreta) or to dispose of the same except in a sewage disposal system to be distributed into the ground, fulfilling the following requirements: "1. It shall be located in areas of substantial soil cover, (10' or more) where water table is a minimum of 4' below the ground surface. "2. It shall be located a minimum of 25 feet, and, where possible, at least 50 feet from any spring, marsh, water course or reservoir. "3. It shall consist of a septic tank, sized according to size of facility served, and a subsurface seepage field. Both septic tank and seepage field shall be constructed in accordance with regulations of the Utah State Department of Health, except that minimum septic tank size shall be 500 gallons, in consideration of the fact that no toilet water may be discharged therein. "4. Seepage field shall be designed on the basis of soil percolation tests conducted in accordance with requirements of the Utah State Department of Health, and supervised by qualified personnel of the Health Department of Salt Lake City. "5. Septic tank should be precast or pored tank with a minimum of 500 gallons for a one or two bedroom dwelling. "6. Drain field consists of a field of 12 inch lengths of 4 inch agricultural drain tile, 2 - 3 foot lengths of vitrified clay sewer pipe, or perforated, non-metallic pipe, laid in such a manner that flow from the septic tank will be distributed with reasonable uniformity into natural soil. The individual laterals preferably should not be over 60 feet long and the trench bottom and tile distribution lines should be laid at a grade of 2 to 4 inches per 100 feet and never to exceed 6 inches per 100 feet. There must be a minimum of 2 laterals. The depth of the absorption field trench shall be at least 18 inches minimum, and 36 inch maximum. Gravel shall be placed 6 inches under tile and 2 inches over tile with a cover of treated paper or straw. Trench width shall be a maximum of 36 inches. The trencn shall be of such length as to provide a minimum of 100 square feet of drainage. The minimum spacing between tile lines shall be 9 feet. -3- "7. The entire sewage disposal field must conform to the Utah State Code and before installation of septic tank a permit must be obtained from the Health Department, pre- inspection must be made, and preliminary plans must be approved. Before covering system an inspection must be made and approval given by the Health or Water Departments. "8. Where septic tanks cannot be used because of unusual conditions existing, a concrete vault, similar to chemical toilet vault must be used for the storage of all liquid wastes. These wastes must be hauled from the watershed. "(v) To deposit any dead animal, garbage, manure, compost, vegetable or any putrescible matters in any spring, marsh, water course, water source or reservoir within the watershed of Salt Lake City or to put the same into or upon the ground within said watershed unless sufficient and adequate provision is first made to prevent their being washed or carried into any such water source or supply. "(w) To wash any clothes, diapers, eating or cooking utensils or other unclean objects of any kind in any spring, marsh, water course, water source or reservoir within the watershed of Salt Lake City or to bathe, wade or swim therein. "(x) DEFINITIONS: 1. The term " water course " includes aqueducts, pipelines, natural or artificial streams or channels through or in which water at any time flows. 2. The term "reservoir" includes any natural or artificial lake or pond. 3. When any limiting distance is referred to in this section, it shall refer to the distance by horizontal measurement." SECTION II. In the opinion of the Board of Commissioners, it is necessary to the peace, health and safety of the inhabitants of Salt Lake City that this ordinance shall become effective immediately. SECTION III. This ordinance shall take effect upon its first publica- tion.
