AN ORDINANCE AMENDING Sections 43-5-11, 43-5-14, 43-5-15 43-5-20,
of the Revised Ordinances of Salt Lake City, 1965,
and 43-5-21/relating to taximeter regulations.
Be it ordained by the Board of Commissioners of Salt Lake City,
Utah:
SECTION 1. That Sections 43-5-11, 43-5-14, 43-5-15, 43-5-17,
of the Revised Ordinances of Salt Lake City, 1965,
43-5-20, and 43-5-21/relating to taxilig.meter regulations, be, and
the same hereby are, amended to read as follows:
"Sec. 43-5-11. Sealing of meters required. Every taxi-
meter shall have adequate provisions for the affixing of two
(2) lead and wire seals so that no adjustments, alterations
or replacements affecting in any way the indications, rates
or accuracy of the taximeter can be made without mutilating
the seals. One such seal shall be affixed by the owners of the
taxicab and the other shall be affixed by the Bureau of Weights
and Measures as hereinafter provided.
"It shall be unlawful for any person to operate any taxi-
cab at any time with the owner's seal of the taximeter broken
or mutilated or removed, and it shall be unlawful for any per-
son to operate any taxicab with the Bureau of Weights and
Measures' seal of the taximeter broken or mutilated or removed
for any period of time running beyond the next Thursday morning
after which the taxicab having such a broken, mutilated or re-
moved seal is returned to service."
"Sec. 43-5-14. Subject to inspections. All taximeters shall
be subject to inspection from time to time by the police depart-
ment and/or Bureau of Weights and Measures of Salt Lake City."
"Sec. 43-5-15. Required Inspections. It shall be the duty
of the Bureau of Weights and Measures to inspect, test and seal
with a city seal every taximeter at least once every six months.
Said semiannual inspection shall be conducted between the 1st
and the 15th of April and the 1st and 15th of October of each
year. The Bureau of Weights and Measures shall set aside each
Thursday morning for the inspection and installation of city
seals on meters installed in new taxicabs and the replacement
of seals which have been broken through inadvertence or neces-
sary repair.
"It is further required that the semiannual meter checks on
the dates above set shall be required for every taxicab in which
a meter is installed, irrespective of whether or not that partic-
ular cab is in operation at the time of said inspections. Provided,
however, that those taxicabs which cannot be tested because of
mechanical failures shall be inspected on the first Thursday
after the mechanical probl.m is corrected."
"Sec. 43-5-17. Records of Inspection. The Bureau of Weights
and Measures shall keep a record of the identification of every
taxicab meter number and date of inspection thereof in its office."
"Sec. 43-5-20. inspection upon Complaint. It shall be
the duty of said Bureau of Weights and Measures to make an
immediate inspection of any taximeter when complaint is
received that the said taximeter is registering incorrectly
or not in accordance with the rate posted in the taxicab and
set forth in this title."
"Sec. 43-5-21. Immediate inspection upon change in rates.
In the event a change of rates is made, the taximeter shall
be adjusted to the new rates and the taximeter of every cab
in which a meter has been installed shall be immediately in-
spected, tested and sealed by the said Bureau of Weights and
Measures."
SECTION 2. In the opinion of the Board of Commissioners of Salt
Lake City, it is necessary to the peace, health and welfare of the in-
habitants of Salt Lake City that this ordinance become effective
immediately.
SECTION 3. This ordinance shall take effect upon its first
publication.
Passed by the Board of Commissioners of Salt Lake City, Utah, this
26th day of September, 1973.
