AN ORDINANCE AMENDING SECTIONS 2502 and 2508 of the
Revised Ordinances of Salt Lake City, Utah, 1944, relating to
electrical inspection.
Be it ordained by the Board of Commissioners of Salt
Lake City, Utah:
SECTION 1. That Sections 2502 and 2505 of the Revised
Ordinances of Salt Lake City, Utah, 1944, relating to electrical
inspection, be and the same are hereby amended to read as follows:
"SEC. 2502. BOARD OF REGISTRATION. ITEM 1. BOARD
CREATED. There is hereby created in the Engineering Department
a Board of Registration of the Division of Electrical Inspection
which shall consist of the Chief Electrical Inspector and the City
Engineer.
Subject to the approval of the Board of City Commissioners,
the City Engineer shall select a Board of Review consisting of
members of the Professional Building Trades and shall include one
�.. registered architect, one electrical engineer, one electrical con-
= tractor (licensed by Salt Lake City), the Fire Marshal and the
Chief Electrical Inspector. This Board shall serve voluntarily
without pay and under a chairman, to bd designated by the Board of
City Commissioners, from the membership of such Board. The Board
of Review shall examine and pass on the qualifications of all appli-
cants for licenses in the electrical industry in Salt Lake City.
This Board of Review shall, immediately after every
examination, submit to the Board of Registration their findings
as to the qualifications of each applicant for a license.
After the initial appointment of the membership of
the said Board of Review, the term of each member, except the Fire

Marshal and Chief Electrical Inspector, shall be staggered so
that one member of said Board shall be replaced each six months
thereafter by another person of the same trade or profession as
the member being replaced, and any vacancy, created by the resigna
tion of any member, or replacement, as above provided, shall be
filled by the City Engineer, subject to the approval of the Board
of City Commissioners.
ITEM 2. CERTIFICATE. No person shall engage in the
installation, maintenance, alteration, repair or construction of
any electrical work, wiring devices, fixtures, appliances or equip
ment inside or outside of any building either by himself or his
agents or employees, except work done for or on the property of a
public utility company, without first securing a certificate from
the Board of Registration and paying the license fee herein pro-
vided.
ITEM 3. APPLICATION, All applications must be made
on application forms provided by the Bureau of Mechanical Inspection,
ITEM 4. POWER OF BOARD. The applicant shall, if re-
quested, appear before the Board of Review and answer such questio s
concerning his competency as will aid the Board in determining
the fitness of such applicant to engage in a particular class of
electrical work for which certificate is requested. Upon denial
of any application for certificate the Board of Registration
shall make a report to the Board of Commissioners of Salt Lake Cit
of its findings in said investigation. Any applicant dissatisfied
with the findings of the Board of Registration may, within ten day
after said findings are rendered, appeal to the Board of Commissio ers
of Salt Lake City.
ITEM 5. ISSUING OF CERTIFICATES. The Board of Registr -
tion shall have power to issue the following certificates:
(a) ELECTRICAL CONTRACTOR'S CERTIFICATE. Electrical
Contractor's certificate to be issued to electrical contractors,
which certificate shall e ntitle the holder to engage in the work
described in Section 250d.
(b) ELECTRICAL MAINTENANCE CERTIFICATE. Electrical
maintenance certificate which shall entitle the holder to engage
in the work described in Section 2508 in any premises owned,
occupied or controlled by the holder of such certificate, which
premises shall be described in the certificate.
(c) JOURNEYMAN'S CERTIFICATE. Journeyman's certificate
which shall be issued without charge to every electrical contracto
holding a contractor's certificate as herein above provided for
each bona fide employee of said contractor; provided that each
journeyman's certificate shall be valid only while said employee
is in the actual employment of the contractor to which such journe -
man's certificate is issued.
(d) CERTIFICATE OF COMPETENCY. Upon making the find-
ing that the applicant is competent the Board of Registration
shall certify its findings to the License Assessor and Collector
who shall issue the proper license.
ITEM 6. FEE. At the time of application and for the
annual renewal thereof, the applicant shall pay to the City Treasu er
of Salt Lake City for an Electrical Contractor's certificate a fee
in the amount of $35.00 and for an electrical maintenance certifi-
cate a fee in the amount of n0.00. The fee shall be returned if
the application is denied.
ITEM 7. EXPIRATION OF CERTIFICATE. Each certificate
shall be for the calendar year, shall expire at midnight on December
31st following the date of its issue and shall be renewed by the
Board of Commissioners upon application of the holder of the certi
ficate and by his compliance with all the provisions of this ordin-
ance.
ITEM $. REVOCATION. Upon presentation to the Board of
Registration charges in writing that the holder of any certificate
has violated any provisions of this ordinance, or any ordinance of
Salt Lake City regulating electrical installation, and permits of
the use of electricity or is incompetent or unfit to comply with
such provisions, the Board of Registration shall investigate such
charges and if, in its opinion, the same are sustained shall make
recommendations to the Board of Commissioners of Salt Lake City
for the revocation of such certificate. The holder of the certifi-
cate shall be notified in writing by the Board of Commissioners tha
such recommendation has been made and that unless he can show good
and sufficient cause to the Board of Commissioners why the certifi
cate should not be revoked, then the Board of Commissioners may
revoke the same, This notification shall be delivered to the hold:r
of the certificate at least five days in advance of his hearing
by the Board of Commissioners of Salt Lake City. When a certifi-
cate has been revoked, a new one shall not be granted to the same
person until the Board of Review determines that the applicant is
qualified as provided in this ordinance.
The Board of Commissioners may at any time, on its own
motion and after notice and hearing and for good and proper cause,
revoke any certificate."
"SEC. 2508. PERMITS. No person shall install, maintai
alter, repair, extend or re-construct any electrical work, electri
cal wiring, devices, fixtures, appliances or equipment, either in-
side or outside of any building, and no alterations or additions
shall be made in existing wiring, nor shall any wiring be installe
or done for the placing of any lights, power or heating devices,
or any apparatus which generates, transmits, transforms or utilize-
any electricity, nor shall any alterations be made in any wiring
system after final inspection, without first notifying the Chief
of the Division of Electrical Inspection and securing a permit
therefor; except minor repair work such as repairing flush and
snap switches, replacing fuses, changing lamp sockets and receptacl-s ,
taping bare joints and repairing drop cords, and all work done for
or on the property of a public utility company, and wiring for
appliances and devices operating at less than 25 volts, for which
work a permit shall not be required. Permits shall be issued to
no one except holders of electrical contractor's certificates,
electrical maintenance certificates or their bona fide employees
and to individuals for work to be done by themselves on single
family dwellings owned and occupied by themselves, provided that
such individuals prove competency to the satisfaction of the Chief
Electrical Inspector. A double fee shall be charged for all elec-
trical permits where work has been started before the proper permit
has been issued.
No permit shall be issued to any applicant for a permi
during the time that he shall fail to correct any defective
electrical work after he has been duly notified to correct such
defective work by the Chief of the Division of Electrical Inspection."
SECTION 2. In the opinion of the Board of Commissione s,
it is necessary to the peace, health and safety of the inhabitants
of Salt Lake City that this ordinance shall become effective im-
mediately.
SECTION 3. This ordinance shall take effect upon its
first publication.
