AN ORDINANCE AMENDING Title 18, Chapter 15, of the Revised
Ordinances of Salt Lake City, Utah, relating to swimming pools.
Be it ordained by the Board of Commissioners of Salt Lake City,
Utah:
SECTION 1. That Chapter 15 of Title 18 of the Revised Ordinances
of Salt Lake City, Utah, 1965, relating to swimming pools, be, and
the same hereby is, amended to read as follows:

Sec. 18-15-1. Definitions. The following definitions shall
apply in the interpretation and enforcement of this code. The
word "shall" as used herein indicates a mandatory requirement.
a. Swimming pool. Any structure, basin, chamber or
tank containing an artificial body of water for swimming,
diving, recreational bathing, or wading pool and having
a depth of two feet or more at any point.
b. Public swimming pool. Any swimming pool, other than
a private residential swimming pool or wading pool intended
to be operated by any person as defined herein, whether
he be owner, lessee, operator, licensee, or concessionaire,
regardless of whether a fee is charged for such use.
c. Private residential swimming pool. Any swimming pool,
located on private property used or intended to be used
solely by the owner, operator or lessee thereof and his
family or their invited guests without the payment of any
fee or consideration for swimming or for lessons given
therein. (The design, construction, and operation of such
pools are not subject to the provisions of this code). Except,
it shall be unlawful for any person to own, operate or maintain
a private swimming pool or wading pool without surrounding
the entire pool area by a substantial fence or barrier at
least 4 feet in height with a sturdy nonclimbable gate that
is to be locked at all times when the pool is not in use.
d. Person. Any individual, firm, partnership, association,
corporation, company, governmental agency, club, or organiza-
tion of any kind.
e. The health department.- shall mean the Salt Lake City-
County Health Department which shall have jurisdiction through-
out the whole of Salt Lake County by reason of the combining
of the Salt Lake City Health Department with the Salt Lake
County Health Department and the abrogation of the rights of
the other incorporated municipalities to Salt Lake County
pursuant to agreement.
Sec. 18-15-2. Operation permit required. It shall be unlawful
for any person to operate within the limits of Salt Lake City,
Utah, or within the watershed area of Salt Lake City, as defined
in the provisions of these ordinances relating to the water
supplies, a public swimming pool, including a swimming pool in
connection with a motel, hotel or trailer court, without first
having obtained a permit for such operation from the Salt Lake
City Health Department.
Sec. 18-15-3. Application for operation permit. Application
for such permit shall be made in writing upon forms to be fur-
nished by the health department, which shall contain, among
other things, the name and location of the pool, owner, manager,
proposed season of operation, proposed source of water supply,
proposed method of laundering, disinfecting and drying bathing
apparel, and shall further indicate that compliance with these
rules and regulations has been or will be effected.
Sec. 18-15-4. Certificate from engineer required. Before
each permit is granted, the applicant therefor shall obtain a
certificate from an engineer or architect licensed to practice
in the State of Utah to the effect that the plans and specifica-
tions meet the requirements of the city ordinances. Such cer-
tificate to be obtained at the expense of the applicant.
Sec. 18-15-5. Inspection prior to issuance. Operation permits
for newly constructed or remodeled pools will be issued only
after an inspection of the pool by a health department represen-
tative indicates that construction work has been completed in
accordance with approved plans.

Sec. 18-15-6. Duration of permit. Operation permits shall
cover the calendar year in which the permit is issued, expiring
on the 31st Day of December of the year of issuance regardless
of the date of issuance thereof.
Sec. 18-15-7. Reports to be furnished. The operation permit
shall be continued in full force and effect only if pool water
samples and pool operation reports are submitted to the health
department in accordance with the regulations prescribed by the
director of health.
Sec. 18-15-8. Construction permit required. It shall be
unlawful for any person to construct a public swimming pool or
to change the construction, equipment or appurtenances of any
existing public swimming pool without first obtaining a permit
therefor from the health department. No contract for swimming
pool construction or reconstruction work shall be let and no
construction work shall be commenced, until a construction
permit has been received by the builder.
Sec. 18-15-9. Plans and specifications to be furnished.
Before such permit is granted, the applicant therefor shall
submit complete plans and specifications for such construction
or change, which plans and specifications shall be reviewed by
the health department and be either approved or rejected within
fifteen (15) days after their receipt by the health department.
Plans must be submitted in printed form, as stamp of approval,
will not be affixed to tracings.
Sec. 18-15-10. Construction permit upon approval. A minimum
of five copies of the plans shall be submitted to the health
department who shall distribute one copy to the State Health
Division and, after approval, a copy shall be distributed to the
building and zoning enforcement. If approved, plans and speci-
fications will be stamped with the health department approval
stamp, and the stamp of the building and zoning enforcement, and
all except three sets will be returned to the sender. Simul-
taneously, a construction permit will be issued. Approval of
plans and specifications submitted will be contingent on complete
compliance with pertinent standards listed herein and in con-
formance to accepted design practices.
Sec. 18-15-11. Duration of construction permit. Construction
permits will expire one year from date of issue, if construction
work has not been completed.
Sec. 18-15-12. Set of approved plans required on construction
site. At least one set of plans bearing the approval stamp of
the health department shall be available on the construction job
at all times.
Sec. 18-15-13. Water supply.
a. The water supply serving the swimming pool and all
plumbing fixtures, including drinking fountains, lavatories,
and showers, shall meet the requirements of the Utah State
Division of Health and the Salt Lake City-County Health
Department.
b. All portions of the water distribution system serving
the swimming pool and auxiliary facilities shall be protected
against backflow. Water introduced into the pool, either
directly or to the recirculation system, shall be supplied
through an air gap (American Standards Association A40 - 1942).
When such connections are not possible, the supply shall be
protected by a suitable backflow preventer (American Standards
Association A40.6-1943) installed on the discharge side of
the last control valve to the fixture, device, or appurtenance.

Sec. 18-15-14. Sewer system
a. The sewer system shall be adequate to serve the facility,
including the bathhouse, locker room, and related accommodations.
b. There shall be no direct physical connection between
the sewer system and any drain from the swimming pool or re-
circulation system. Any swimming pool or gutter drain or
overflow from the recirculation system when discharged to
the sewer system, storm drain or other approved natural
drainage course shall connect through a suitable air gap so
as to preclude possibility of backup of sewage or waste into
the swimming pool piping system.
c. The sanitary sewer serving the swimming pool and
auxiliary facilities shall discharge to the public sewer
system wherever possible. Where no such sewer is available,
the connection shall be made to a suitable disposal plant
designed, constructed, and operated in accordance with the
requirements of the health division.
Sec. 18-15-15. Swimming pool construction materials.
a. Swimming pools and all appurtenances thereto shall be
constructed of materials which are inert, nontoxic to man,
impervious, permanent, and enduring; which can withstand
the design stresses; which will provide a tight tank with a
smooth and easily cleaned surface, or to which a smooth,
easily cleaned surface finish can be applied, and which may
be finished in white or light color.
b. Sand or earth bottoms are not permitted in swimming
pool construction.
c. Swimming pool finish, including bottoms and sides,
must be of white or light colored material, nontoxic to man,
with a smooth finished surface without cracks or joints
bonded to the supporting members, including structural
expansion joints.
Sec. 18-15-16. Design detail and structural stability.
a. The designing architect or engineer shall be respon-
sible for certifying to the structural stability and safety
of the pool.
b. No limits are specified for length and width of
swimming pools, except that swimming pools used for com-
petition should meet required dimensions, and the require-
ments for diving areas as outlined in 18-15-29 shall be
observed. Consideration shall be given to shape from the
standpoint of safety and the need to facilitate supervision
of bathers using the pool.
c. Provisions shall be made for complete, continuous
circulation of water through all parts of the swimming pool.
All swimming pools shall have recirculation system with
necessary treatment and filtration equipment as required in
these standards, unless turnover rate requirements can be
met by continuous introduction and easting of a water supply
under conditions satisfying all other requirements of these
regulations.
d. The shape of any swimming pool and design and location
of all appurtenances shall be such that the circulation of
pool water and control of swimmers' safety are not impaired.
e. Any wading facilities provided for children shall be
served by a swimming pool recirculation system, or equivalent,
with turnover rates of once every two hours.

Sec. 18-15-17. Depth markings and lines. Depth of water
shall be plainly marked at or above the water surface on the
deck or walk next to the swimming pool, at maximum and minimum
points and at the points of break between the deep and shallow
portions and at intermediate one-foot increments of depth,
spaced at not more than 25 foot intervals measured peripherally.
The depth in the diving areas will be appropriately marked.
Sec. 18-15-18. Inlets and outlets.
a. All swimming pools shall be provided with an outlet
at the deepest point to permit the pool to be completely and
easily emptied. Openings must be covered by a proper grating
which is not readily removable by bathers. Outlet openings
of the grating in the floor of the pool shall be at least four
times the area of discharge pipe or provide sufficient area
so the maximum velocity of the water passing the grate will
not exceed 11/2 feet per second. The minimum width of grate
openings shall be one-half inch, and the maximum not over one
inch.
b. In swimming pools with deep water at or near one end,
multiple outlets shall be provided where the width of the pool
is more than 30 feet. In such cases, outlets shall be spaced
not more than 30 feet apart, nor more than 15 feet from side
walls.
c. Nor direct connections to sewers shall be permitted and
all drains from the swimming pool to sewers shall be broken
at a point where any sewage which may back up from the sewer
will overflow to waste instead of reaching the pool.
d. Devices used for draining swimming pools shall be sized
to prevent the surcharging of the sanitary sewer.
e. Inlets for fresh and/or repurified water shall be located
to produce uniform circulation of water and to facilitate the
maintenance of a uniform disinfectant residual throughout the
entire swimming pool, without existence of dead spots. Inlets
from the circulation system shall be flush with the pool wall
and submerged at least 5 feet below the water level, or not to
exceed 3 inches above pool floor. Where water from the public
water system is added to the pool, cross-connections between the
public water system and the pool water shall be eliminated by
pumping make-up water from a pump suction well or admitting
water to the pool by means of an air gap connection preferably
located under a low diving board. (See section 18-16-13.)
f. Inlets shall be placed on every 10 feet around pool
perimeter.
g. Each inlet shall be designed as an unadjustable orifice
with sufficient head loss to insure balancing of flow through
all inlets.
Sec. 18-15-19. Slope of bottom. The slope of the bottom of
any portion of the swimming pool having water depth of less than
five feet shall not be more than one foot in 12 feet and said slope
shall be uniform. In portions with a depth greater than 5 feet,
the slope shall not exceed 1 foot in 3 feet.
Sec. 18-15-20. Side walls.
a. Walls of a swimming pool shall be either (a) vertical
for water depths of at least six feet; of (b) vertical for a
distance of three feet below the water level, below which the
wall may be curved to the bottom with a radius not greater
than the difference between the depth at that point and three
feet, provided that vertical is interpreted to permit slopes
not greater than 1 foot horizontally for each 5 feet of depth
of sidewall (11° from vertical).

b. Safety ledges when provided on vertical walls in the
deep portion of the swimming pool shall be not over four inches
wide, at least four feet below the water surface, and shall
slope one-half inch in four inches toward the pool.
Sec. 18-15-21. Overflow gutters.
A. Overflow gutters shall be required on all swimming pools
having a surface area of over 1,600 square feet. (Pools having
a surface area of less than 1,600 square feet shall be pro-
vided either with overflow gutters or skimmers) .
b. Overflow gutters shall extend completely around the
swimming pool, except at steps or recessed ladders. The over-
flow gutter shall also serve as a handhold. This gutter shall
be capable of continuously removing 100% or more of the recir-
culated water and returning it to the filter. All overflow
gutters shall be connected to the recirculation system through
a properly designed surge tank. The gutter, drains, and return
piping to the surge tank shall be designed to rapidly remove
overflow water caused by recirculation displacement, wave action,
or other causes produced from the maximum pool bathing load.
The opening into the gutter beneath the coping shall be not less
than three inches wide with a depth of at least three inches.
Where large gutters are used, they shall be designed to prevent
entrance or entrapment of bathers' arms or legs. The overflow
edge or lip shall be rounded and not thicker than 2' inches
for the top, two inches. The overflow outlets shall be provided
with outlet pipes which shall in any case be at least two inches
in diameter. The outlet fittings shall have a clear opening
in the grating at least equal to 11/2 times the cross-sectional
area of the outlet.
c. Nothing in this section shall preclude the use of roll-
out or deck level type swimming pools. Such designs shall con-
form to the general provisions relating to overflow rates. The
design of the curb and handhold shall conform to accepted stand-
ards, and the approval of the health department shall be based
on detailed review of this feature of construction and evaluated
in the light of proposed use of the pool.
Sec. 18-15-22. Skimmers.
a. Skimmers complying in all respects with the standards
of the National Sanitation Foundation are permitted on public
swimming pools with not more than 1,600 square feet of water
surface area, providing approved handholds are installed and
sufficient motion to the pool water is induced by the pressure
return inlets. At least one skimming device shall be provided
for each 500 square feet of water surface area or fraction
thereof. Where two or more skimmers are required, they shall
be so located as to minimize interference with each other.
Handholds shall consist of bull-nosed copping not over 21/2 inches
thick for the outer two inches or an equivalent approved hand-
hold. The handholds must be no more than nine (9) inches above
the normal water line. Skimming devices shall be built into the
pool wall and shall meet the following general specifications.
1. The piping and other pertinent components of Skimmers
shall be designed for a total capacity of at least 80% of the
required filter flow of the recirculation system and no skimmer
shall be designed for a flowthrough rate of less than 30 gallons
per minute or 3.75 gallons per minute per lineal inch of weir.
2. The skimmer weir shall be automatically adjustable and
shall operate freely with continuous action to variations in
water level over a range of at least four inches. The weir shall
operate at all flow variations.

3. An easily removable and cleanable basket or screen
through which all overflow water must pass shall be provided
to trap large solids.
4. The skimmer shall be provided with a device to prevent
air-lock in the suction line. If an equalizer pipe is used,
it shall provide an adequate amount of water for pump suction
should the water of the swimming pool drop below the weir level,
provided, that, if any other device, surge tank, or arrangement
is used, a sufficient amount of water for pump suction shall be
assured.
5. Where the equalizer pipe is used, it shall be sized to
meet the capacity requirements of the filter and pump and shall
in no case be less than two inches in diameter. This pipe shall
be located about one foot below the lowest overflow level of the
skimmer. It shall be provided with a valve or equivalent device
that will remain tightly closed under normal operating conditions.
6. The skimmer shall be of sturdy, corrosion-resistant
materials.
Sec. 18-15-23. Recirculation systems.
a. A recirculation system, consisting of pumps, piping, filters,
water conditioning, and disinfection equipment and other accessory
equipment shall be provided which will clarify and disinfect the
swimming pool volume water in eight hours or less, thus providing
a minimum turnover of at least three times in 24 hours except
that the recirculation rate shall be increased to provide a six-
hour turnover for swimming pools subjected to heavy bather loads.
Additional capacity shall be provided as required by Section
18-15-16 (e) if wading facilities are provided.
b. All piping shall be designed to reduce friction losses
to a minimum and to carry the required quantity of water at a
reasonable velocity. Piping shall be of nontoxic material,
resistant to corrosion, and able to withstand operating pressures.
Pipes shall be identified by a color code or tags.
c. The recirculation system shall include a strainer to pre-
vent hair, lint, etc., from reaching the pump. Strainers shall be
corrosion-resistant with openings not more than one-eighth inch
in size providing a free flow area at least four times the area
of pump suction line and shall be readily accessible for frequent
cleaning.
d. A vacuum cleaning system shall provided. When this system
is an integral part of the recirculation system, sufficient con-
nections shall be located in the walls of the swimming pool, at
least eight inches below the water line.
e. A rate-of-flow indicator, reading in gallons per minute,
shall be installed and located so that the rate of recirculation
and backwash will be indicated. The indicator shall be capable
of measuring flows from a few gallons per minute up to at least
11/2 times the design flow rate, and shall be accurate within 10%
of true flow, and shall be easy to read.
f. Pumps shall be of adequate capacity to provide the required
number of turnovers of swimming pool water as specified in
paragraph (a) of this section, and shall be so located as to
eliminate need for priming. The pump or pumps shall be capable
of providing flow adequate for the backwashing of filters. Under
normal conditions, the pump or pumps shall supply the recircu-
lation rate of flow at a dynamic head which includes, in addition
to usual equipment, fitting and friction losses, an additional

loss of 15 feet for sand filters or gravity diatomite filters
and 40 feet for pressure diatomite filters, as well as pool
inlet orifice loss of about 15 feet.
g. Swimming pools equipped with heaters shall have a fixed
thermometer in the recirculation line at the heater outlet and
another near the outlet to the pool.
Sec. 18-15-24. User loading.
a. For the purposes of computing user loading, those portions
of the swimming pool five feet or less in depth shall be desig-
nated as "non-swimmer" areas. Portions of the pool over five
feet in depth shall be designated as the "swimming" area.
b. In order to compute swimmer and bather capacity, swimming
pool areas shall be determined as follows:
1. Ten square feet of pool water surface area shall be
provided for each non-swimmer expected at time of maximum load.
2. Twenty-four square feet shall be provided for each swimmer
expected at time of maximum load.
3. Three hundred square feet of pool water surface area
shall be reserved around each diving board or diving platform
and this area shall not be included in computing the area of the
swimming section.
c. The health division shall make additional allowances for
bathers in cases of swimming pools with extensive deck areas
used by patrons for lounging or sunbathing.
Sec. 18-15-25. Sand type filters.
a. The following requirements are applicable to gravity and
pressure sand type filters, all of which shall comply in all
respects with the standards of the National Sanitation Foundation.
(See Note 1, Section 18-15-39.)
b. Sand filters shall be designed for a filter rate not to
exceed 3 gallons per minute per square foot of bed area at time
of maximum head loss with sufficient area to meet the design
rate of flow required by the pres.cribed turnover.
c. The filter system shall be provided with filter influent
and effluent pressure gauges. Also air-relief valves shall be
provided at or near the high point of the filter or piping
system.
d. The filler system shall be designed with necessary valves
and piping to permit:
1. Filtering to swimming pool.
2. Individual backwashing of filters to waste at a rate of
not less than 15 gallons per minute per square foot of
filter area.
3. Isolation of individual filters for repairs while other
units are in service.
4. Complete drainage of all parts of the system.
5. Necessary maintenance, operation and inspection in a
convenient manner.
e. Each pressure type filter tank shall be provided with an
access opening of not less than a standard 11-inch by 15-inch
manhole and cover.
f. Suitable means of dosing recirculated water with necessary
chemicals shall be provided.

g. On pressure type filters, the tank and its integral parts
shall be constructed of substantial material capable of with-
standing continuous anticipated usage and shall be designed
for a pressure safety factor of 4 based on the maximum shutoff
head of the pump. This shutoff head for design purposes shall
in no case be considered less than 50 pounds per square inch.
Manufacturer shall certify compliance with these requirements.
Sec. 18-15-26. Diatomaceous earth type filters.
a. All diatomaceous earth type filters, whether of the
vacuum or pressure type, shall comply in all respects with the
standards of the National Sanitation Foundation covering such
filters (see Note 2, Section 18-15-39), and sufficient filtering
area shall be provided to meet the design pump capacity as
required by 18-15-23 (a).
b. Rate of filtration: The design rate of filtration shall
not be greater than 2.0 g.p.m./sq. ft. of effective filtering
surface without continuous body feed, and not greater than 2.5
g.p.m. sq. ft. with continuous body feed.
c. Where body feed is provided, the device shall be accurate
within 10% and dependable, and shall be capable of continually
feeding within a calibrated range, adjustable from 2 to 6 ppm.
at the design capacity of the recirculation pump.
d. Filtering area, where fabric is used, shall be determined
on the basis of effective filtering surfaces, with no allowances
for areas of impaixel filtration, such as broad supports, folds
or portions which may bridge.
e. The filter and all component parts shall be of such
materials, design and construction as in withstand normal con-
tinuous use without significant deformation, deterioration,
corrosion of wear which could adversely affect filter operations.
f. A suitable precoating device shall be provided, and the
filter shall be so designed and constructed, or provision made,
to preclude the introduction of appreciable quantities of filter-
aid into the pool during precoating operations.
g. The tank containing the filter elements shall be con-
structed of steel, plastic or other suitable material, which will
satisfactorily provide resistance to corrosion, with or without
coating. Pressure type filters shall be designed for a minimum
working pressure of 50 lbs. per square inch with a four to one
safety factor. Vacuum type filters shall be designed to with-
stand the pressure developed by the weight of the water contained
therein and closed vacuum type filters shall, in addition, be
designed under a vacuum of 25 inches of mercury with a safety
factor of 1.5 in both instances. The septa or elements which
support the filter-aid shall be of corrosion-resistant material.
The septa shall be constructed to be resistant to rupture under
conditions of the maximum differential pressure between influent
and effluent which ban be developed by the circulating pump, and
of adequate strength to resist any additional stresses developed
by the cleaning operation. Manufacturer shall certify compliance
with this requirement.
h. The filters shall be designed in such a manner that they
may be easily disassembled with allowances made for adequate
working space above and around the filter to allow the removal
and replacement of any part and for proper maintenance.
i. The filter plant shall be provided with such pressure,
vacuum or compound gauges as are required to indicate the con-
dition of the filter. In vacuum type filter installations where

the circulating pump is two horsepower or higher, an adjustable
high vacuum automatic shut-off shall be provided to prevent
damage to the pump.
j. All filters shall be equipped for cleaning by one or more
of the following methods: backwashing, air-bump-assist back-
washing, spray wash (mechanical or manual), or agitation.
k. Provision shall be made for completely and rapidly drain-
ing the filter.
Sec. 18-15-27. Ladders, recessed treads, and stairs.
a. Steps or ladder shall be provided at the shallow end of
the swimming pool if the vertical distance from the bottom of
the pool to the deck or walk is over two feet. Recessed steps
or ladder shall be provided at the deep portion of the swimming
pool, and, if the pool is over 30 feet wide, such steps or
ladders shall be installed on each side.
b. Steps leading into the swimming pool shall be of non-slip
design, have a minimum tread of 12 inches and a maximum rise or
height of 10 inches. There shall be no abrupt drop off or sub-
merged projections into the pool, unless guarded by handrails.
c. Swimming pool ladders shall be corrosion-resistant and
shall be equipped with non-slip treads. All ladders shall be
designed to provide a handhold and shall be rigidly installed.
There shall be a clearance of not more than five inches nor less
than three inches between any ladder and the pool wall. If steps
are inserted in the walls or if stepholes are provided, they shall
be of such design that they may be cleaned readily and shall be
arranged to drain into the pool to prevent the accumulation of
dirt thereon. Stepholes shall have a minimum tread of five inches
and a minimum width of 14 inches.
d. Where steps, stepholes or ladders are provided within the
swimming pool, there shall be a handrail at the top of both sides
thereof, extending over the coping or edge of the deck.
e. Supports, platforms and steps for diving boards shall be
of substantial construction and of sufficient structural strength
to safely carry the maximum anticipated loads. Steps shall be of
corrosion-resistant material, easily cleanable, and of non-slip
design. Handrails shall be provided at all steps and ladders
leading to diving boards more than one meter above the water,
except those set at 15° or more from the vertical. Platforms and
diving boards which are over one meter high shall be protected
with guard railings.
Sec. 18-15-28. Decks and walkways. A continuous deck at least
five feet (and preferably eight or more feet) wide shall extend
completely around the swimming pool, and also the wading pool, if
provided. The deck shall be sloped away from the pool to drain at
a grade of 1/4 inch to 3/8 inch per lineal foot and shall have a
non-slip surface. Deck drains connected to the recirculation system
or gutters shall be provided only with specific permission of the
health officer.
Sec. 18-15-29. Diving areas.
a. The dimensions of the swimming pool in the diving area
shall conform to the following table:

b. At least 15 feet free and unobstructed head room shall be
provided above diving boards.
c. Horizontal separation of 10 feet shall be provided between
diving boards and side walls except this may be reduced to 8 feet
for surface boards.
Sec. 18-15-30. Disinfectant and chemical feeders.
A. The swimming pool shall be equipped with a chlorinator,
hypochlorinator, or other disinfectant feeder or feeders which
meet the following requirements:
1. The feeder shall be of sturdy construction and materials
which will withstand wear, corrosion, or attack by disinfectant
solutions or vapors and which are not adversely affected by
repeated regular adjustments or other conditions anticipated in
the use of the device. It shall be capable of being easily dis-
assembled for cleaning and maintenance. The design and construction
shall be such as to preclude stoppage from chemicals intended to
be used or foreign materials that may be contained therein. The
feeder shall incorporate failure-proof features so that the dis-
infectant cannot feed directly into the swimming pool, the pool
piping system, water supply system, or the swimming pool enclosure
under any type of failure of the equipment or its maintenance.
2. It shall be capable of supplying at least the equivalent
of one pound of chlorine per eight hours for each 10,000 gallons
of swimming pool capacity under conditions of operation to be
anticipated at the proposed installation. This requirement may
be reduced for special purpose swimming pools.
3. It shall have a graduated and clearly marked dosage adjust-
ment to provide flows from full capacity to 25% of such capacity.
The device shall be capable of continuous delivery within 10% of
the indicated dosage at any setting.
4. When the disinfectant is introduced at the suction side of
the pump, a device or method shall be provided to prevent air
lock of the pump or recirculation system.
b. When compressed chlorine gas is used, the following addi-
W tional features shall be provided:
Z1. The chlorine and chlorinating equipment shall be in a separate,
Q well ventilated room. Such rooms shall not be below ground level
Zand shall be provided with vents near the floor which terminate at
2g a suitable location out-of-doors.
Cg 2. The chlorinator equipment shall be of rugged design, capable
Q of withstanding reasonable wear without developing leaks.
3. Chlorine cylinders shall be anchored to prevent their falling
over. A valve stem wrench shall be maintained on the chlorine
cylinder so the supply can be shut off quickly in the case of an
emergency. Valve protection hood shall be kept in place except
when the cylinder is connected.
4. The chlorine feeding device shall be designed so that during
accidents or interruptions of the water supply, leaking chlorine
gas will be conducted to the out-of-doors.
5. The chlorinator shall be a solution feed type, capable
of delivering chlorine at its maximum rate without releasing chlorine
gas to the atmosphere. Injector water shall be furnished from the
pool recirculation system with necessary pressure increase supplied
by a booster pump.
6. The chlorinator shall be designed to prevent the backflow
of water into the chlorine solution container.

7. A gas mask designed for use in a chlorine atmosphere and
of a type approved by the U.S. Bureau of Mines shall be provided.
In addition, replacement canisters shall be provided and a record
shall be kept of gas mask usage to insure that the mask will be
serviceable when needed.
8. The gas mask shall be kept in a closed cabinet, accessible
without a key, located outside of the room in which the chlorinator
is maintained.
9. Installation of chlorinator equipment, and operation thereof
shall be carried on by and under the supervision of personnel
experienced with installation and operation of such equipment.
c. When a hypochlorite solution is used to be fed through hypo-
chlorinator equipment, such equipment shall also provide the follow-
ing additional features:
1. Feed shall be positive under all conditions of pressure in
the circulating system, and without artificial constriction of the
pump suction line whether this line is under vacuum or pressure
head.
2. Regulation shall be provided to insure constant feed with
varying supply or back pressure.
3. Provision to prevent siphoning of hypochlorite solution when
the recirculation pump and hypochlorinator are both turned off.
(This applies to above swimming pool level installations only.)
d. Equipment and piping used to apply other chemicals to the
water shall be of such size, design, and material that they may
be cleaned and will be free from clogging, preferably of the
positive displacement type. All material used for such equipment
and piping shall be resistant to action of chemicals to be used
therein.
Sec. 18-15-31. Lighting, ventilation and electrical requirements.
a. Where underwater lighting is used, not less than 0.5 watts
should be employed pdr square foot of swimming pool water surface
area. Such lights shall be designed to provide illumination so that
all portions of the pool, including the bottom, may be readily
seen without glare. In addition, adequate area lighting shall be
provided to insure satisfactory illumination of the entire pool
deck. Decorative lighting is not controlled by this regulation.
b. All electrical wiring shall conform with the National Electrical
Code of the National Underwriters Laboratory and applicable local codes.
c. Each underwater light shall be individually grounded by means
of a screwed or bolted connection to the metal junction box from
which the branch circuit to the individual light proceeds. Such
junction boxes shall not be located in the swimming pool deck.
d. No overhead electrical wiring shall pass within 20 feet of
the swimming pool enclosure.
e. All indoor swimming pools, bathhouses, dressing rooms, shower
rooms, and toilet spaces shall be adequately ventilated either by
natural or mechanical means.
Sec. 18-15-32. Dressing rooms.
a. Bathhouses to be used simultaneously by both sexes shall be
divided into two parts separated by a tight partition, each desig-
nated for men and women. The entrances and exits shall be screened
to break line of sight.
b. Floors of bathhouse shall be of smooth finished material
with non-slip surface, impervious to moisture, and sloped to a

drain or otherwise designed to prevent accumulation of water.
Junctions between walls and floors shall be coved.
c. Walls and partitions shall be of smooth, impervious material,
free from cracks or open joints. Partitions between dressing rooms
shall terminate at least 10 inches above the floor or shall be
placed on continuous raised masonry or concrete bases at least
four inches high. Lockers shall be set either on solid masonry
bases four inches high or on legs with bottom of locker at least
10 inches above the floor. Lockers shall be properly vented.
d. The requirements relating to bathhouse, dressing rooms,
toilet facilities and showers may be waived when such facilities
are conveniently available to swimming pool patrons.
Sec. 18-15-33. Toilets and showers.
a. Toilet and shower facilities shall be provided on the basis
of the following fixture schedule:*

Drinking fountain - minimum of one to be located in swimming pool
area.
*Fixture schedules shall be increased for swimming pools at
schools or similar locations where bather loads may reach peaks
due to schedules of use. (See Utah Plumbing Code.)
b. Showers shall be supplied with water at a temperature of at
least 90° F at a rate of at least three gallons per minute. Ther-
mostatic tempering, or mixing valves shall be installed if necessary
to prevent scalding of the bathers.
Sec. 18-15-34. Visitor and spectator areas.
a. There shall be absolute separation between the spaces used by
visitors and spectators from spaces used by bathers. A man-proof
fence or other barrier at least six (6) feet in height shall com-
pletely encircle pool area, except that in the case of hotel, motels
and apartment house pools modifications are permissible in con-
sideration of architectural and landscaping requirements, provided
the barrier is not less than 3 feet high and provided further, that
it adequately fulfills the function of excluding all spectators
from the pool enclosure.
b. No food or drink shall be permitted in the immediate area of
the swimming pool or on the decks surrounding the pool.
Sec. 18-15-35. Safety requirements - lifesaving equipment.
a. Swimming pools operated primarily for unorganized use and
having an area of more than 2,250 sq. ft. of water surface area
shall be provided with an elevated lifeguard platform or chair. In
pools with 4,000 sq. ft. or more of water surface area, additional
elevated chairs or stations shall be provided, located so as to
provide a clear unobstructed view of the pool bottom in the area
under surveillance.
b. One unit of lifesaving equipment shall consist of the follow-
ing: A ring buoy not more than 15 inches in diameter to which shall
be attached a 60 foot length of three-sixteenth inch manila rope;
a life pole or shepherd's crook type of pole having blunted ends
with minimum length of 12 feet; a separate throwing line of one-quarter
inch rope with length no less than 11/2 times the maximum width of pool.

Not less than one unit of equipment, as above shall be provided
at every public swimming pool. One unit shall be presumed to be
adequate for 2,000 square feet of water surface area, and one
additional unit shall be provided, for each additional 2,000
square feet, or major fraction thereof, of water surface area.
c. Every swimming pool shall be equipped with a standard
24-unit first aid kit which shall be kept filled and ready for
use.
d. Lifesaving equipment shall be mounted in conspicuous places,
distributed around swimming pool deck, at lifeguard chairs, or
elsewhere, readily accessible, its function plainly marked, and
kept in repair and ready condition. Bathers or others shall not
be permitted to tamper with, use for any purpose other than its
intended use, or remove such equipment from its established
location.
e. Where no lifeguard service is provided, a warning sign
shall be placed in plain view and shall state "Warning - No Life-
guard on Duty," with clearly legible letters, at least four inches
high. In addition, the sign shall also state "Children Should
Not Use Pool Without an Adult in Attendance."
f. Every swimming pool shall have a readily accessible foom
or area designated and equipped for emergency care.
Sec. 18-15-36. Disinfection and quality of water.
a. Swimming pools when in use shall be continuously disinfected
by a chemical which imparts an easily measured free available
residual effect. When chlorine is used, a free chlorine residual
of at least 0.4 ppm shall be maintained throughout the pool when-
ever it is open or in use. If other halogens are used, residuals
of equivalent disinfecting strength shall be maintained. A testing
kit for measuring the concentration of the disinfectant accurate
within 0.1 ppm, shall be provided at each swimming pool.
b. The State Division of Health may authorize other disinfecting
materials or methods when they have been adequately demonstrated
to provide a satisfactory residual effect which is easily measured
and to otherwise be equally as effective under conditions of use
as the chlorine concentration required herein, and not be dangerous
to public health, create objectionable physiological effects, or
impart toxic properties to the water.
c. The water shall at no time while the pool is in use, contain
residual chlorine at any point in excess of 0.75 ppm. Water
treated by the chlorine-amonia process shall at no time, while the
pool is in use, contain residual chloramine at any point in excess
of 1.0 ppm. Chlorine residuals shall be kept above 0.S5 ppm. at
all times and chloramine residuals shall be kept above 0.5 at all
times. This regulation is not intended to prohibit the use of
free chlorine residuals in excess of the limits stated above in
pools operated by a person who has demonstrated ability to success-
fully disinfect the water by this means.
d. At least one water sample shall be collected weekly from
each pool while it is in use and shall be submitted to a laboratory
approved by the Utah State Division of Health. Analyses shall be
completed and reported promptly by the pool manager to the Salt
Lake City-County Health Department.
e. Recirculation equipment shall be operated continuously.
The water shall have sufficient clarity at all times so that a
black disc, six inches in diameter, is readily visible when placed
on a white filed at the deepest point of the swimming pool. Failure
to meet this requirement shall constitute grounds for immediate
closing of the pool.
f. The swimming pool water shall be maintained in an alkaline
condition as indicated by a pH of not less than 7.2 and not over

8.2. A pH testing kit accurate to the nearest 0.2 pH unit shall
be provided each swimming pool. The alkalinity of the water should
be at least 50 ppm. as measured by the methyl orange test.
g. Not more than 15% of the samples covering any considerable
period of time shall either (a) contain more than 200 bacteria per
milliliter, as determined by the standard (35°C) agar plate count,
or (b) show positive test (confirmed test) for coliform organisms
in any of the five 10-milliliter portions of a sample or more
than 1.0 coliform organisms per ml. when the membrane filter test
is used. All samples shall be collected, dechlorinated, and
examined in accordance with the procedures outlined in the latest
edition of standard methods for Examination of Water and Wastewater
(APHA). Samples shall be collected and examined on a routine basis
when the swimming pool is in active use.
h. Chemicals used in controlling the quality of water shall
be demonstrated as imparting no toxic properties to the water.
Such chemicals as may be used for algae control shall be approved
for use by the State Health Division.
Sec. 18-15-37. Cleaning swimming pools.
a. Visible dirt on the bottom of the swimming pool shall be
removed every 24 hours or more frequently as required.
b. Visible scum or floating matter on the swimming pool
surface shall be removed within 24 hours by skimming or other
effective means.
Sec. 18-15-38. Supervision of swimming pools.
a. Every swimming pool shall be operated under the close super-
vision of a competent operator.
b. Proper operating records which may include the following,
as required by the State Health Division, shall be kept daily:
1. Total bather load
2. Peak bather load
3. Volume of fresh water added
4. Rate-of-flow meter readings
5. Amounts of chemicals used
6. Disinfectant residuals
7. pH readings
8. Maintenance (and malfunctioning) of equipment
c. Bather load shall be limited at all times as necessary to
insure adequate safety of bathers and suitable pool water quality.
Sec. 18-15-39. Supervision of bathers.
a. A qualified attendant, trained in first aid and life saving,
shall be on duty at all times when the swimming pool is open to use
by bathers except as provided in Section 18-15-35 (e). Such
attendant shall be in full charge of bathing and have authority
to enforce all rules of safety and sanitation. When the swimming
pool is not open for use, access to the pool shall be prohibited.
b. The following personal regulations should be enforced:
1. All persons using the swimming pool shall take a cleansing
shower bath in the nude, using warm water and soap, and thoroughly
rinsing off all soap suds, before entering the swimming pool room
or enclosure. A bather leaving the pool to use the toilet shall
take a second cleansing bath before returning to the swimming pool
room or enclosure.

2. Any person having an infectious or communicable disease
shall be excluded from a public swimming pool. Persons having
any considerable area of exposed sub-epidermal tissue, open
blisters, cuts, etc., shall be warned that these are likely to
become infected and advised not to use the pool.
3. Spitting, spouting of water, blowing the nose, etc., in
the swimming pool shall be strictly prohibited.
4. No running, boisterous or rough play, except supervised
water sports, shall be permitted in the pool, on the runways,
diving boards, floats, platforms or in dressing rooms, shower
rooms, etc.
5. Suitable placards embodying the above personal regulations
and instructions and those relating to suits and towels shall
be conspicuously posted in the swimming pool room or enclosure
and in the dressing rooms and offices at all swimming pools.
NOTE 1: NSF approval may be waived if the sand filter meets the
following design requirements, in addition to those specified
in regulations 40 through 45. Pipe under drain systems for sand
filters shall consist of a central manifold and laterals with
drilled orifices. The ratio of total area of all orifices to
sand bed area shall not exceed 0.003. Total cross-sectional area
of all laterals shall be at least twice the total area of all
orifices and the cross-sectional area of the manifold shall be
at least 11/2 times the total cross-sectional area of all laterals.
Orifices in the manifold shall be drilled along the top and pro-
vided with umbrella strainers. All other orifices shall be drilled
on the underside of laterals. Orifice and lateral spacing shall
be about equal, and variations from nominal orifice spacing shall
not exceed 3/4 inches. If the manifold size is larger than the
piping to which it connects outside the filters, reducers shall
be used for the transition.
Gravel supporting the sand bed shall consist of at least 4
layers, suitably graded from a coarse size of 21 inches to a
minimum size of not more than 3/32 inch, with a depth of not less
than 12 inches above strainers. The bottom course shall extend
above the top of laterals and strainer nozzles. Gravel shall
consist of hard rounded particles.
Filter sand should consist preferably of clean silica grains
and the sand bed shall be at least 24 inches deep. Effective size
shall lie between 0.35 millimeter and 0.55 millimeter and the
uniformity coefficient shall not exceed 1.7. It is desirable to
support the filter sand on a 3-inch layer of torpedo sand having
an effective size between 0.8 millimeter and 2 millimeters and
a uniformity coefficeint of not more than 1.7.
Wash water troughs for gravity filters shall be designed to
handle the full wash water flow of 15 gallons per minute per square
foot of filter surface area without submergence. The lip of the
trough (or normal operating water level in the case of gravity
vacuum diatomite filters) shall be at least 36 inches below the
pool overflow gutter lip or such other distance as is necessary
to insure delivery of full filtration flow to the filter. Troughs
shall be so spaced that each one serves the same filter surface
area and so the maximum horizontal travel of wash water to
trough lip does not exceed three (3) feet. Troughs shall be set
far enough above the sand surface to provide a free space between
trough bottom and sand surface of at least one-half the sand bed
depth. In-pressure filters a pipe outlet may be used in lieu of
a wash water trough provided the outlet is placed high enough to
insure low lateral velocities of wash water above the surface of
the expanded sand bed, assuming 50% expansion. Filter walls must
extend vertically at least to this assumed level of the expanded
sand surface.
NOTE 2: NSF approval may be waived if the diatomite filter design
is such that elements are easily accessible for cleaning by hand

hosing after each filtering cycle, in addition to complying with
other design requirements specified in Section 46 through 56. Any
design which provides the equivalent in washing effectiveness will
be acceptable. Where necessary, a hose bibb shall be provided in
the vicinity of the filter to facilitate the washing operation.
Sec. 18-15-40. Penalty. Any person convicted of violating this
chapter shall be punished by a fine not to exceed two hundred and
ninety-nine dollars, or by imprisonment in the county jail not to
exceed six months, or by both such fine and imprisonment. And in
addition thereto his license to operate a pool may be revoked at the
discretion of the judge or board of health. Each day the violation
occurs shall constitute a separate offense.
SECTION 2. In the opinion of the Board of Commissioners of
Salt Lake City, Utah, it is necessary to the peace, health and welfare
of the inhabitants of Salt Lake City that this ordinance become
effective immediately.
SECTION 3. This ordinance shall take effect upon its first
publication.
