AN ORD I1T _'_ NC E. • An ordinance regulating travel and traffic on the streets and other public places of Salt Lake City, Utah, and repealing Sections 779, 700 and 791 of the Revised Ordi.rnces of Salt Lake City of 1903. Be it ordained by the City Council of Salt Lake City, Utah: SECTICI 1. CONSTRUCTION AND DEFINITION OF '.LORDS PJTD P?I ASES USED IN TIIIS ORDINANCE. The words and phrases used in this ordin- ance, shall for the purposes of this ordinance, unless the same be contrary to or inconsistent with the context, be construed as follows, and any such words used in the singular number shall be held. to include the plural: STREET, Shall include any highway, public street, avenue, alley, park, parkway, driveway, bridge, viaduct or public place in Salt Lake City. CURB, The lateral boundaries of that portion of a street designat- ed by curb constructed of stone, cement, concrete or other material or thing so marked. VEIIICIN, Equestrians, led horses, and everything on wheels or runners except street cars, baby carriages and invalid wheel chairs. HORSES, All animals used for the purpose of riding and drawing .vehicles. DRIVER, The rider of wheels and the operator of morots, wheels, automobiles, and the rider of a horse and the driver of vehicles drawn by a horse or horses. CLOSELY BUILT UP, (1) The territory in Salt.'Lake City contigu- ous to a street which is at that point built up with structures de- voted to business. • (2) The territory in Salt lake City contiguous to a street not devoted to business, Where for not less than a quarter of a mile the dwelling houses on such highway average 'less than 300 feet apart. LECTIOI'T 2. KEEP' TO -:RIGHT ":ID E.RSUIIiG. Every driver of a., 0 vehicle meeting another vehicle shall pass on the right. SECTION 3. OVERTAKING ANOTHER VEHICLE PASS TO THE LEFT. Every driver of a vehicle overtaking another vehicle shall pass on the left side of the overtaken vehicle, and not pull over to the right until entirely clear of the overtaken vehicle. SECTION 4. HEAVILY LOADED KEEP CLOSE TO RIGHT CURB. Drivers of slow moving and heavily laden vehicles shall keep close to the right curb, on all paved streets. SECTION 5. KELP TO RIGHT ON ST_ERT DIVIDED BY PARKING AID VIADUCTS. On all avenues or streets divided by parkway, walk, sunkenway or vidduct , drivers of vehicles shall keep to the right of such division. Ail0THER SECTION 6. KEEP TO RIGHT RIGID CURB TURNING IBTO,STRB;T TO TEE RIGHT. Every driver of a vehicle turning into another street to the right shall turn the corner as near the right hand curb as possible. SECTION 7. TURITIITG TO THE LEFT WILL TURN AROUND TILE INTER- SECTION. Every driver of a vehicle turning into another street to the left shall turn around the intersection of the two streets. SECTION 8. Drivers of vehicles that are proceeding correctly along the right side of the street and desire to discharge or take on merchandise or passengers on the left side of the street shall cross over, making a complete turn.. SECTION 9. NOT STOP LEFT SID' TO CURB. ' No vehicle shall stop or be permitted to by the driver thereof v,Ti_th the left side to the curb. SECTION 10. The drivers of vehicles owned or controlled by any firm, person or corporation shall not proceed in procession, and a distance of at least twenty- five (25) feet must be between every such vehicle. The driver or person in control of the vehicle, in slowing or stopp- ing, shall signal those in the rear by raising a whip or hand ver- tically. SECTION 13. No vehicle shall be turned while in notion, or in starting to turn from a standstill, unless a signal shall previously be given by raising the whip or hand, indicating by it the direction in which the turn is to be made. No person in control of a vehicle shall back same without ample warning having been given, and while backing unceasing vigilance must be exercised not to injure those in the rear of them. SECTION 15. PULL TO RIGHT VEHIC;';' BEHIND DGSIR,NS TO PISS. Every person in charge of a vehicle shall pull to the right side of the street or mad when signaled from a vehicle behind desiring to pass. SECTION 16. GIGGLE OTT AIL VEHICLES. It shall be unlawful for any person to ride, drive or propel any bicycle, tricycle, veloci- pede, motor bicycle, automobile, or any other riding machine or horse- less vehicle upon the streets of alt Lake City without having attach- ed thereto a bell or horn in good working order and of proper size and character sufficient to give warning of the approach of each vehicle to pedestrians, and to riders and drivers of other vehicles, and to persons entering or leaving street cars; and such bells and horns shall not be sounded except when necessary to give yarning; and the driver of such vehicle shall, before crossing any street within the business district of Salt Lake City, and before passing any street car in said district, or elsewhere, and upon approach- ing ing any pedestrian or vehicle, sound said bell or horn, provided, that the provisions of this section shall not apply to ambulances or vehicles belon;inn,•' to the Eire and Police Departments nT It shall also be unlawful for any person operating any�bicycle,ine or tricycle, velocipede, motor-cycle, automobile, or any riding • horseless vehicle to use thereon, while traveling through the streets, any instrument for the purpose of giving warning which shall produce a loud, annoying or distressing character, or such soundt an nutuafry y that will tend to frighten pedestrians or animals, it being the intention of this section to prohibit the use of so-called "sirens" or similar instruments for the purpose of producing unusually loud, or distressing, or annoying sounds. - as.uTTUU-17. -BRAKES ON VEHICLES. It shall be unlawful for • any person to ride, drive or propel any automobile, motor cycle, bicycle, tricycle or other similar vehicle, unless the same shall be equipped with a brake or set of brakes which shall be of sufficient power when applied to bring any such. vehicle when running at a speed of twelve miles an hour, to a full stop within ten feet from the point such vehicle was when such brake was applied. SECTION 18. lCHIVERY NOT TO EUI? WHILE IL.CMI1TE IS STANDING. It shall be unlawful to permit any automobile, motor cycle, or other similar vehicle, to stand in any street of the city with any part of its machinery running, except when occupied by a competent oper- ator, and then only for a period not to exceed ten minutes. SECTION 19. MOTORS NOT TO EMIT SMOEM OP STEAM. No person operating a self-propelled vehicle shall permit the motors of the same to operate in such a manner as to visibly emit an unduly great amount of steam, smoke or products of combustion from exhaust pipes or openings. • SECTION 20• V-HICLLS 01_ wiTD IN A _OI LE S A?LMR. No ' self-propelled vehicle shall be operated with the automobile or other p muffler open, and all such vehicles shall be so equipped as to make the operation of them as noisless as possible. SECTION 21. VEHICLES MUST C TRHY DAMPER LIGHTS. All automobileb -5- operating or standing upon the streets of Salt Lain City between one hour after sunset and one hour before sunrise, shall be provided with lighted lamps showing white at least twos lights, visible for a reasonable distance in the direction towards which such vehicle is going, and one red light attached to the rear of such vehicle, on left side, visible for a reasonable distance in the rear thereof. Said lamp shall have a glass on the side thereof to showawhite light and be so arranged that said white light shall make the number of said vehicle visible, and all other self-propelled vehicles operating or standing upon the streets of Salt Lake City between the hours aforesaid, shall be provided with at lease one lighted lamp showing white light, visible for a reasonable distance in the direction towards which such vehicle is going, and. one red light attached to the rear of such vehicle, visible for a reasonable distance in the rear thereof, and it shall. be unlawful for the owner, driver or operator of said vehicle to fail to comply with the provisions of this section. SECTION 22. VEHICLES TEAT HAVE RIGHT OF STAY. Vehicles of the Police Department, Fire Department, Fire Patrol, Traffic Emergency Repair, United States Mail and ambulances shall. have the right of way at all times in any street or through any procession. SECTION 23. GOING NORTH OR SOUTH TO HAVE RIGHT OF WAY. All vehicles traveling north and south on West Temple, State and .fain Streets have the right of way over vehicles traveling east and west on West Temple, State and rain Streets. SECTIOIN 24. TWO OR MUSE VEHICLES SIDE BY SIDE. It shall. be unlawful for two or more vehicles to travel side by side on any o:C the streets of the city. SECTION 25. ;TEVETS NOT TO SE CBO.,'T_.UCTED BY VEHICl S. The driver or person in control of a vehicle, on the approach of a fire engine or other apparatus, shall immediately draw up said vehicles as near as practicable to the right hand curb and parallel thereto and bring it to a standstill and upon the approach of any police patrol or ambulance shall turn to the right to eve right of way. 'SECTION 2e. KEEP. TEN FEET FROM STREET C i.S. Every person riding, driving, propelling or in charge of any vehicle upon any street shall keep said vehicle at least ten feet from the running board or lowest step of any street car which has stopped for the purpose of taking on or discharging passengers, aaxl if by reason of the presence of such vehicles at the place where such car has stopped, or by reason of the narrowness not of the street, or for any other reason, it isrpossible to preserve such distance of ten feet from such running board or lowest step (as herein prescribed) then such person shall stop such vehicle until such car shall have taken on or discharged its passengers and again started. SECTION 29. SPEED LEGULLTIONS. (1) No person shall operate a self-propelled vehicle on a street of Salt Lahe City at a rate of speed greater than is reasonable aryl proper having regard to the width, character, traffic and use of the street, or so as to endanger life or limb on any street where the territory contiguous thereto is closely built up, at a greater rate of speed than one mile in six minutes; or elsewhere in said cit: ata greater rate of speed than one mile in four minutes. 9,2) Upon approaching a bridge, viaduct, sharp carve, dug-way or deep descent, alsd in traversing such bridge, viaduct, curve, dug- way or.descent the person operating such vehicle shall have it ander control and operate it at a rate of speed not exceeding one mile in ten minutes, :and upon approaching a crossing or intersecting streets, at a rate of speed not greater than six miles per hour. (3) Upon approaching any person walking in the roadway or traveled portion of any street of Salt Lake City, or a borne or any -7— other draft animal being led, ridden or driven therein, or a crossing of intersecting streets, or a bridge, viaduct or sharp turn or curve, dug—way or deep descent, sand alsM in passing such person, horse or other draft animal, and in traversing such crossing, bridge, viaduct, curve, dug—way or descent, the person operating such self—propelled vehicle shall have the same under control, and mak shall reduce its speed. If such horse or other draft animal being do led, ridden or driven, shall appear to be frightened, or if the person in charge thereof shall request or signal so to do, by putting up his hand, the person operating said vehicle shall immediately stop, and if traveling in the opposite direction, shall remain stationary so long as may be reasonable to allow such horse or animal to pass; of if traveling in the sane direction, shall use reasonable caution in thereafter parsing such horse or animal so as to prevent accident and insure the safety of others, and to prevent frightening the sane, and shall not use the exhaust cut—out of sash vehicle when so approaching or passing such horse or other draft animal. So person shall drive a vehicle that is so covered in as to prevent the driver thereof from having a sufficient view of the traffic following and at the sides of such vehicle, unless there is attached to such vehicle s miror of such Lind and so placed that the driver of said vehicle may see thereon the reflection of the street for a distance of at least 200 feet behind said vehicle. ShC"'If`. u • • • SECTION 33. GOT TO BE DRIVES' BY CHATTEUR UNDER EIGHTEEN YEARS OF AGE OR BY OTNER PERSONS CEDER SIXTEEN YEARS OF AGE. NOT TO .RIDE WITHOUT PERkISSION. No one shall ride or jump upon the rear of any vehicle without pencission, and when so riding no part of the body slop of such person shall protrude beyond the limits of the vehicle. SECTION 35. BACK= UP TO N CURB TURNED TO 1Til RIGHT. Horses attached to vehicles backed up to the curb shall be turned to the right. SECTION 36. UEL VIFUL TO U NECESSL_?ILY OBSTEUCT Pl_5 ECE OF OTTER VEHICLES. It shall be unlawful for any pedestrian or vehicle to wilfully or unnecessarily obstruct the passage of any other vehicle or pedestrian. SECTION 37. DRIVERS' OBEDIENCE TO COIELEDS OF 07nOOPS. Drivers must at all tines comply with any directions given by voice or hand of any officer of the police force as to stopping, starting, approaching or departing from any place, and also as to the manner of taking up or letting off passengers and the loading and unloading of vehicles. SECTION 380 ur:LEJFuL TO THROW OR 1/7IOSIT MILS, _L Ch:i; Pc, IN AN STREET. No person shall throw, deposit or place upon any street within Salt Lake City any nails, tacks, crockery, scrap iron, tin, wire, bottles, glass, thorns or thorny clippings, or thorny or other branches of trees, or bushes, or boxes, boards, lumber or stones, or any other article or thing liable to cause the tire of any vehicle to become punctured, or a vehicle to be otherwise injured or damaged. SECTION 39. RCCIDEIPS. In case of an accident to a person or property on the streets of Salt Lake City, due to the operation thereon of a vehicle, the person operating such vehicle shall stop, and upon request of the person injured, or any other person present, give such person his name and address , and if not the owner of such vehicle, the 1 name and address of such owner. SECTION 40. PIC:'a1Sl. No person shall ride any motor cycle, or motor bicycle on any street or public place eTi-thin this City unless a -9- license has been procured for the 11ee thereof as hereinafter ;rovided. .acre cr said vehicles shall be separately licensed', and such license shall be issued by the License '_ssecsor, signed by the ,"Pryor and attest- ed by the City eco nler, under the seal of the city, after the payment by the applicant for such license to the City Treasurer of the sum of 4;3.00 for each license per year. Such license shall be effective until the 31st de.y of December next following its issuance, and shall contain the name of the owner, the make, the style and number of such vehicle, and may be transferred with the machine for which it is issued, but not otherwise. There shall be issued with such license a tag four inches in height, to be paid for ha the licensee, stamped with the number of the license, which tag must be attached to said vehicle in a conspicuous place where it can be seen at all times. It shall be unlawful for any person while in an intoxicated condition to ride or drive, or attempt to ride or drive any animal, or to ride, drive or propel, or attempt to ' ride, or propel any vehicle, or to have charge or control of drivep P any animal or vehicle on any public street of this city. SECTION 48. ?'ENALTIlS FOR VIOLATIONS. Any person, firm or corporation who shall violate any of the provisions of this ordinance shall be deemed guilty of a misdemeanor, and punishable as such.
