H••ensen Phillips Result / AN ORDINANCE , �/ AN ORDINANCE AMENDING Sections 1 and 2 of Chapter 1, Title 24, of the Revised Ordinances of Salt Lake City, Utah, 1965, relating to organization of department of city government. Be it ordained by the Board of Commissioners of Salt Lake City, Utah: SECTION 1. That Sections 1 and 2 of Chapter 1, Title 24 of the Revised Ordinances of Salt Lake City, Utah, 1965, relating to organ- ization of department of city government, be, and the same hereby are amended as follows: Sec. 24-1-1. Governing authority. The municipal government of Salt Lake City is vested in the board of five commissioners, consisting of a mayor and four commissioners. The board of commissioners shall discharge, exercise and have all the duties, powers and privileges, as are now or may hereafter be provided by law. The executive and administrative powers, authority and duties shall be distributed into and among five departments, as follows: (1) Department of public affairs and finance. (2) Department of public utilities. (3) Department of public safety. (4) Department of public works. (5) Department of public planning and development. The board of commissioners shall, by a majority vote, designate one commissioner to be superintendent of each of the said departments, but when it appears that the public service shall be benefited thereby, such designation shall be changed, and it shall determine the powers and duties to be performed by the commissioners of departments and of all officers and employees. It may assign any particular member, officer or employee to perform duties of two or more depart- ments and may make such other rules and regulations as may be necessary and proper for the efficient and economical conduct of the business of the city. Sec. 24-1-2. Subordinate departments classified. The various departments and functions in the administration of the affairs of Salt Lake City are hereby classified under and distributed into and among the five departments as follows, to wit: 108 -2- (1) DEPARTMENT OF PUBLIC AFFAIRS AND FINANCE (a) Animal control (b) City cemetery (c) City court, civil and criminal (d) City recorder (e) City treasurer (f) Civil service (g) Law department (h) License department (i) Parking meter collection (j) Purchasing agent (k) Traffic violations bureau (1) Data processing (m) Intergovernmental relations (n) Personnel department (2) DEPARTMENT OF PUBLIC UTILITIES (a) Water department (3) DEPARTMENT OF PUBLIC SAFETY (a) Police department (b) Fire department (c) Public safety shops (d) Hall of justice building (e) Impound lot (f) Central city community center (4) DEPARTMENT OF PUBLIC WORKS (a) Transportation (b) Street maintenance (c) Engineering (d) Airport engineering (e) Permit services (f) Water reclamation (g) Street lighting (5) DEPARTMENT OF PUBLIC PLANNING AND DEVELOPMENT (a) Parks and recreation (b) Golf courses (c) Public property (d) Community redevelopment (e) Planning and zoning (f) Housing policy The office of the city auditor and the Salt Lake City International Airport shall not be classified into any of the five statutory departments above, but shall be responsible to the board of commissioners as a whole and shall be adminis- tered by the city auditor and mayor, respectively, subject to the control and direction of the board of commissioners. SECTION 2. In the opinion of the Board of Commissioners of Salt Lake City, it is necessary to the health, peace and welfare of the inhabitants of Salt Lake City that this ordinance become effective immediately. SECTION 3.
