Be it ordained by the Board of Commissioners of Salt Lake City, Utah: SECTION 1. That Section 25-11-e of the Revised Ordinances of Salt Lake City, Utah, 1965, is hereby REPEALED and Section 25-11-5 of said ordinances pertaining to grievances by Salt Lake City employees is hereby AMENDED to read as follows: Sec. 25-11-5. Employee grievances. Salt Lake City employees shall have the following specified grievance rights and none other: (1) Confidential and executive level employees shall possess only such grievance rights as are provided under Sections 10-3-912 and 10-3-1012, Utah Code Annotated, 1953, for Civil Service Employees, and Section 10-3-1106, Utah Code Annotated, 1953, for Career Service Employees (or any successor sections thereto). (2) Employees in collective bargaining units shall have only such grievance rights as are provided for in applicable collective bargaining agreements, (copies of which are on file for public inspection in the office of the City Recorder), or are otherwise provided under state statute for career and Civil Service employees. (3) Seasonal. and probationary employees shall have no grievance rights. (4) Members of special classes protected under state and federal law shall have such grievance rights, alternative to the above, as are specified in the City's current affirmative action plan, a copy of which is on file for public inspection in the office of the City Recorder. In addition to the above, all employees are encouraged to express non-grievable concerns informally through their departmental chains of supervision. SECTION 2. That Section 3, Article IX of Salt Lake City Career. Service Rules and Regulations be amended to comport with the above. SECTION 3. In the opinion of the Board of Commissioners of Salt Lake City, it is necessary to the peace, health and welfare of the 1.08 inhabitants of Salt Lake City that this ordinance become effective immediately.
