Be it ordained by the Board of Commissioners of Salt Lake City, Utah:
SECTION 1. That Chapter 1, Title 5 of the Revised Ordinances of
Salt Lake City, Utah, 1965, relating to the Uniform Building Code, be,
and the same hereby is, amended to read as follows:

Sec. 5-1-1. Building code adopted. The Uniform Building Code,
the Uniform Code for the Abatement of Dangerous Buildings, and the
Uniform Building Code Standards, 1973 Editions, are hereby adopted
by Salt Lake City as the ordinances, rules and regulations of said
City, subject to the amendments and exceptions thereto as herein-
after set out; three (3) copies of which codes shall be filed for
use and examination of the public in the Office of the Recorder

of Salt Lake City. The said codes deal with and establish rules
and regulations for the erection, repair, construction, enlarge-
ment, alteration, equipment, use, height, area and maintenance
of buildings and/or structures in Salt Lake City; they provide for
the issuance of permits and the collection of fees therefor; they
establish fire districts; and they, further, provide penalties for
the violations of the provisions thereof.
Sec. 5-1-2. Exemptions. Expressly exempted, deleted and omitted
from the Uniform Building Code, 1973 Edition, adopted by reference
in Section 5-1-1 of this chapter are: (a) Chapter 38 of the Appen-
dix to that code and Section 3807 thereof, (b) the exceptions to
Chapter 17 listed in Section 1710, relating to a Fire Zone 1, (c)
that part of Chapter 17, Section 1705(c) , relating to Fire Zone 1.
Sec. 5-1-3. Violations and penalties. Section 205 of the
Uniform Building Code, 1973 Edition, adopted by Section 5-1-1 of
this chapter is amended to read as follows:
It shall be unlawful for any person, firm or corporation to
erect, construct, enlarge, alter, repair, move, improve, remove,
convert or demolish, equip, use, occupy or maintain any building
or structure in the City or cuase the same to be done, contrary
to or in violation of any of the provisions of this code.
Any person, firm or corporation violating any of the provisions
of this code shall be deemed guilty of a misdemeanor, and each
such person shall be deemed guilty of a separate offense for each
and every day or portion thereof during which any violation of
any of the provisions of this code is committed, continued or
permitted, and upon conviction of any such violation such persons
shall be punishable by a fine of not more than two hundred ninety-
nine dollars ($299) , or by imprisonment for not more than six months,
or by such fine and imprisonment.
Sec. 5-1-4. Special hazards. Group E. occupancies. The fifth
paragraph of Section 1008 of the Uniform Building Code, 1973
Edition, adopted by Section 5-1-1 of this chapter is amended to
read as follows:
In any room in which volatile flammable liquids are used or
stored, no device generating a glow or flame capable of igniting
gasoline vapor shall be installed or used within eight feet of
the floor.
Sec. 5-1-5. Id. Group F occupancies. The third paragraph of
Section 1108 of the Uniform Building Code, 1973 Edition, adopted
by Section 5-1-1 of this chapter is amended to read as follows:
Devices generating a glow or flame capable of igniting gasoline
vapor shall not be installed or used within eight feet of the floor
in any room in which volatile flammable liquids are used or stored.
Sec. 5-1-6. Id. Group G. occupancies. The second paragraph
of Section 1208 of the Uniform Building Code, 1973 Edition, adopted
by Section 5-1-1 of this chapter is amended to read as follows:
In any room in which volatile flammable liquids are used or
stored, no device generating a glow or flame capable of igniting
gasoline vapor shall be installed or used within eight feet of the
floor.
Sec. 5-1-7. Corridors and exterior balconies. Section 3304
of the Uniform Building Code, 1973 Edition, adopted by Section
5-1-1 of this chapter is amended by adding thereto a new sub-
section (j) to read as follows:
(j) Requirements.
1. In buildings of Group H occupancy more than two stories
in height, open balcony-type corridors may be permitted in
lieu of enclosed corridors. Such open balcony-type corridors

need not be protected from fire within the building as required
by this section, except where such corridors serve as a means
of access to required exits and are constructed with a dead-end
in which occupants might be trapped.
2. In such buildings all required exit stairways shall be
enclosed as required by Section 3308.
3. On such buildings all open balcony-type corridors shall
be equipped with substantial railings a minimum of forty-eight
inches in height with no openings more than six inches in width
except at exit stairways.
4. In such buildings all open balcony-type corridors shall
be at least six feet in width and no obstacles or obstructions
shall be permitted in such width. No balcony-type corridor of
less than eight feet in width shall be used for outdoor living
purposes or have furniture placed thereon.
5. When the design of such building includes an interior
court upon which the building faces, an opening at the grade
level shall be provided sufficient to permit the ingress and
egress of fire-fighting equipment. No building shall be
designed which would require such opening unless the design of
such opening has been approved by the Fire Department of Salt
Lake City.
Sec. 5-1-8. Exit signs and illumination. The first paragraph
of Subsection (b) of Section 3312 of the Uniform Building Code,
1973 Edition, adopted by Section 5-1-1 of this chapter is amended
to read as follows:
(b) Exit signs. At every required exit doorway and
wherever otherwise required to clearly indicate the dir-
ection of egress, an exit sign with letters at least five
inches high with white letters upon a green field, illumi-
nated from within or behind to conform to Section 15-28-2
of the Revised Ordinances of Salt Lake City, Utah, 1965,
shall be provided from all areas serving the occupant load
specified in this subsection. In interior stairways the
floor level leading direct to the exterior shall be clear-
ly indicated.
EXCEPTION: Main exterior exit doors which obviously and
clearly are identifiable as exits need not be sign posted
when approved by the building official.
Sec. 5-1-9. Height. Subsection (f) of Section 3703 of the
Uniform Building Code, 1973 Edition, adopted by Section 5-1-1
of this chapteris amended to read as follows:
(f) Height. Every chimney shall extend at least two
feet above the part of the roof through which it passes
and at least two feet above the highest elevation of any
part of the building within fifteen feet of the chimney.
The building official may approve a chimney of lesser
height installed with an approved vent cowl having a
spark arrester whose opening shall be not less than six
feet from any part of the building measured horizontally.
For altitudes over two thousand feet the building official
shall be consulted in determining the height of the chimney.
Sec. 5-1-10. Wet standpipes; detailed requirements. Section
3806 of the Uniform Building Code, 1973 Edition, adopted by
Section 5-1-1 of this chapter is amended by adding thereto a
new subsection (e) to read as follows:

(e) Wet standpipes; detailed requirements. When build-
ings or structures which would otherwise be required to have
wet standpipes are unheated and exposed to freezing tempera-
tures, gas or powder type extinguishers may be used in lieu
of wet standpipes when both the change and the said alternate
extinguishing system are approved by the Chief of the Fire
Department in writing.
Sec. 5-1-11. Existing buildings. Effective date. Section
1313(c) of the Uniform Building Code, 1973 Edition, adopted by
Section 5-1-1 of this chapter is amended to read as follows:
Every building falling within the scope of this section shall
be vacated until made to conform to the requirements of this
section, subject to the following dates of completion and condi-
tions, to-wit:
1. A building permit for the construction or alteration to
make a building conform to the requirements of this section
shall be obtained not later than September 1, 1970.
2. Every apartment and every other sleeping room shall
have access to not less than two exits and every exit doorway
or change of direction in a corridor shall be marked with a
well-marked exit sign. These requirements must be completed
on or before January 31, 1971.
3. All room doors, transoms, elevators, shafts and ducts
must conform to the requirements of this section on or before
September 1, 1972.
Sec. 5-1-12. Id. Doors and openings. Sections 1313(i) of
the Uniform Building Code, 1973 Edition, adopted by Section 5-1-1
of this chapter is amended by adding thereto the following:
Room doors opening into a corridor shall not be less than 1-3/8"
solid core doors except that use of existing panel doors may be
continued if they are protected on one side by equivalent of 3/8"
fire retardant plywood bearing the Underwriters Laboratory label
of approval; provided, that in lieu of the fire resistant plywood
above referred to, doors and frames and casings may be painted
with two coats of intumescent fire retardant paint, the undercoat
of a contrasting color and all edges and surfaces to be painted
with approved covering; and, provided further, that the intumescent
fire retardant paint meet the following specifications: Flame
spread 15 to 25; fuel contributed 25 to 30; smoke developed 0 to 10.
Sec. 5-1-13. Id. Interior stairways. Section 1313(f) of the
Uniform Building Code, 1973 Edition, adopted by Section 5-1-1 of
this chapter is amended to read as follows:
(f) Interior stairways. Every interior stairway shall be
enclosed with walls of not less than one-hour fire-resistive
construction.
Where existing partitions form part of a stairway enclosure
wood lath and plaster in good condition will be acceptable in
lieu of one-hour fire-resistive construction. Doors to such
enclosures shall be protected by a self-closing door equivalent
to a solid wood door not less than one and three-fourths inches
(1-3/4") thick. Enclosures shall include landings between
flights and any corridors, passageways or public rooms necessary
for continuous exit to the exterior of the building.
The stairway need not be enclosed in a continuous shaft if
cut off at each story by the fire-resistive construction required
by this subsection for stairwell enclosures.
If it is determined by the Chief Building Inspector to be
totally impractical to enclose the stairways as contemplated by
this subsection (f) , he may provide that not more than two

apartment doors on each floor be within each stairway enclosure,
provided that these doors are one and three quarter inches
(1-3/4") solid core doors and further provided, that such en-
closure wall be built as close to these doors as possible but
in no case more than five (5) feet away. Where this variance
is permitted, a second door from each apartment so affected
shall be provided on the hall side of the enclosure, or in
lieu of such secondary exit, an approved product of combustion
detection system shall be installed in each such stair enclosure
with a six inch (6") alarm bell on each floor.
Enclosures shall not be required if an automatic fire extin-
guishing system is provided for all portions of the building
except attics, bedrooms, apartments, and room accessory thereto.
Sec. 5-1-14. Alternate methods. Section 1313(m) of the Uniform
Building Code, 1973 Edition, adopted by Section 5-1-1 of this
chapter is amended to read as follows:
(m) No alternate method of obtaining the fire protection and
safety required by this section or imposed by the Chief Build-
ing Inspector of Salt Lake City, may be used unless the Board
of Appeals, including as a voting member for this purpose, the
Chief of the Fire Department, finds that such alternate method
provides protection and safety equivalent to that required therein,
Sec. 5-1-15. Id. Additional requirements. Section 1313 of the
Uniform Building Code, 1973 Edition, adopted by Section 5-1-1 of
this chapter is amended by adding thereto a new subsection (n) as
follows:
(n) Requirements of this section 1313 are deemed minimum
requirements and if the Chief Building Inspector determines
that the building in question is otherwise unsafe, and does
not provide the protection and safety contemplated herein, he
may invoke whatever applicable law he deems appropriate to
effectuate the intended purposes of this section.
Sec. 5-1-16. Plugging sewer lateral. Section 301 of the
Uniform Building Code, 1973 Edition, adopted by Section 5-1-1 of
this chapter is amended by adding thereto an additional subsection
(e) to read as follows:
(e) The permit required by subsection (a) hereof shall be
obtained by the person, firm or corporation doing the work therein
specified and such permittee must plug all sewer laterals at or
near the sidewalk line as staked out by the City Engineer before
any demolition or moving begins. No excavation shall be covered
until the plugging is approved by the City Inspector.
Sec. 5-1-17. Definitions. Section 407 of the Uniform Building
Code, 1973 Edition, adopted by Section 5-1-1 of this chapter is
amended to read as follows:
Sec. 407. FAMILY is an individual or two or more persons
related by blood or marriage or a group of not more than
five persons (excluding servants) who need not be related by
blood or marriage living together in a dwelling unit.
FIRE ASSEMBLY. See Section 4306(b).
FIRE CODE is the Salt Lake City Fire Code, 1965 Edition.
FIRE RESISTANCE OR FIRE-RESISTIVE CONSTRUCTION is construction
to resist the spread of fire, details of which are specified
in this code.
FIRE-RETARDANT TREATED WOOD is lumber or plywood impregnated
with chemicals and when tested in accordance with U.B.C. Standard

No. 42-1 for a period of 30 minutes, shall have a flame spread
of not over 25 and show no evidence of progressive combustion.
Materials which may be exposed to the weather, shall maintain
this fire-retardant classification when tested in accordance
with the rain and weathering tests of U.B.C. Standard No. 32-7.
All materials shall bear identification showing the fire
performance rating thereof and, if intended for exterior use,
shall be further identified to indicate suitability for exposure
to the weather. Such identifications shall be issued by an
approved agency having a service for inspection of materials
at the factory.
FLOOR AREA is the area included within the surrounding
exterior walls of a building or portion thereof exclusive of
vent shafts and courts. The floor area of a building, or portion
thereof, not provided with surrounding exterior walls shall be
the usable area under the horizontal projection of the roof or
floor above.
FOOTING is that portion of the foundation of a structure
which spreads and transmits loads directly to the soil or the
piles.
FRONT OF LOAD is the front boundary line of a lot bordering
on the street, and in the case of a corner lot may be either
frontage.
Sec. 5-1-10. Section 3203(e) of the Uniform Building Code, 1973
Edition, amended.
Sec. 3203(e) of the Uniform Building Code, 1973 Edition, adopted
by Section 5-1-1 of this chapter is amended by adding a new para-
graph 12 to read as follows:
12. No wooden shingles or facing of any description, nature
or kind may be used in a Fire Zone 1.
Sec. 5-1-19. The first paragraph of Subsection (a) of Section
3302 of the Uniform Building Code, 1973 Edition, adopted by
Section 5-1-1, as amended, is amended to read as follows:
(a) Number of exits. Every building or usable portion thereof
shall have at least one exit, and shall have not less than two
exits where required by Table No. 33-A, except that all dwellings
shall have a minimum of two exits on the main level.
Sec. 5-1-20. Demolition permits for residential structures.
Section 301(a) of the Uniform Building Code, 1973 Edition, adopted
by Section 5-1-1 of this chapter is amended to read as follows:
Sec. 3014a). Permits required. No person, firm or corpora-
tion shall erect, construct, enlarge, alter, repair, move,
improve, remove, convert, or demolish any building or structure
in the city, or cause the same to be done, without first obtain-
ing a separate building permit for each such building or
structure from the building official.
No permit which authorizes the demolition of a residential
structure which is presently occupied by tenants shall be issued
unless the owner of said residential structure has provided
notice of the proposed demolition of said residential structure
to said tenants by registered mail at least 60 days prior to
applying for a permit to demolish said structure.
This section shall not be applicable to any structure which
the building official or housing official has ordered to be
demolished pursuant to this Title or Volumes 3 or 4 of the
Uniform Building Code or the Salt Lake City-County Housing Code.

This section shall not be applicable to any residential
structure which is vacant at the time of application for a
demolition permit, nor shall it preclude the issuance of a
demolition permit once a residential structure is vacated
even though prior to the expiration of 60 days as provided
above.
Sec. 5-1-21. Elevator requirements for Group F, Division 2
Office Buildings and Group H occupancies. Section 1807(i) of
the Uniform Building Code, 1973 Edition, adopted by Section
5-1-1 of this chapter is amended to read as follows:
Sec. 1807(i) . Elevators. There shall be provided at
least one elevator in each bank available for fire department
access to any floor. The elevator shall open into a lobby
which may serve other elevators, and shall be separated from
the remainder of the building by construction as required for
corridors. The elevator may be located within a smokeproof
enclosure.
In addition to the above requirements, an automatic elevator
override system shall be installed to prevent a car from
stalling at fire floors for protection of the occupants of
the elevator and to enable firemen to have access and full
control of elevators during an emergency.
See Chapter 51 for additional requirements.
SECTION 2. That Chapter 3 of Title 5, of the Revised Ordinances of
Salt Lake City, Utah, 1965, relating to the Housing Code, be, and the
same hereby is, amended to read as follows:
CHAPTER 3
UNIFORM HOUSING CODE
Sections:

5-3-2. Governing body.
5-3-3. Definitions.
Sec. 5-3-1. Uniform housing code adopted. The Uniform Housing
Code, 1973 Edition, is hereby adopted by Salt Lake City as an
ordinance, rules and regulations of said city, subject to the
amendments and exceptions thereto as hereinafter set out; three
copies of which code shall be filed for use and examination by
the public in the office of the Recorder of Salt Lake City. The
purpose of this code is to provide minimum requirements for the
protection of life, limb, health, property, safety and welfare
of the general public and the owners and occupants of residential
buildings within Salt Lake City and providing for violation thereof.
Sec. 5-3-2. Governing body. All references to the City Council
in the Uniform Housing Code, 1973 Edition, adopted by Section
5-3-1, are amended to read the Board of Commissioners of Salt Lake
City.
Sec. 5-3-3. Definitions. For terms not herein defined, see
Page 13, Uniform Housing Code, 1973 Edition.
APARTMENT HOUSE. Apartment house is any building, or portion
thereof, which is designed, built, rented, leased, let, or
hired out to be occupied, or which is occupied as the home or
residence of three or more families living independently of
each other and doing their own cooking in the said building and
shall include flats and apartments.

LODGING HOUSE. See Rooming house.
ROOMING HOUSE. Rooming house shall mean any dwelling or
that part of any dwelling containing one or more rooming
units, in which space is let by the owner or operator to
three or more persons who are not husband or wife, son or
daughter, mother or father, or sister or brother of the
owner or operator, and where meals may or may not be
served to guests.
SECTION 3. That Title 31 of the Revised Ordinances of Salt Lake
City, Utah, 1965, relating to Power and Heating, be, and the same hereby
is, amended by adding thereto a new Chapter 2, relating to Uniform
Mechanical Code, to read as follows:
CHAPTER 2
UNIFORM MECHANICAL CODE
Sections:
31-2-1. Uniform Mechanical Code adopted.
31-2-2. Mechanical refrigeration and air conditioning.
Section 304 of Uniform Mechanical Code, 1973
31-2-3. Edition, amended.
Sec. 31-2-1. Uniform mechanical code adopted. The Uniform
Mechanical Code, 1973 Edition, is hereby adopted by Salt Lake City
as an ordinance, rules and regulations of said city, subject to
the amendments and exceptions thereto as hereinafter set out;
three copies of which code shall be filed for use and examination
by the public in the office of the Recorder of Salt Lake City.
The purpose of this code is to provide minimum requirements for
the installation and maintenance of heating, ventilating, cooling
and refrigeration systems within Salt Lake City and providing for
violations thereof.
Sec. 31-2-2. Mechanical refrigeration and air conditioning.
Air conditioning system; water conservation; applications for
inspection; inspection fees; effective date; new and existing
installations; penalties; conflicting ordinances repealed; separa-
bility. Uniform Mechanical Code, Chapter 14, 1973 Edition, is
amended by adding thereto new subsections 1406, 1407, 1408, 1409,
1410, 1411, 1412, 1413, 1414 and 1415, to read as follows:
Sec. 1406. Cooling towers. (a) Every cooling tower shall
comply with the requirements for roof structures as set forth
in the Uniform Building Code, 1973 Edition, provided, however,
that cooling towers on buildings outside of any fire district
may be constructed Of wood.
(b) Cooling towers when used in connection with water-
cooled condensing units, shall be equipped with a positive bleed
to prevent excessive build-up of alkalinity and algae. Disposal
of bleed-off water shall be into a storm sewer system. If
storm sewer is not available, sanitary sewer may be used. Con-
nection to be made in a manner complying with the Salt Lake
Plumbing Code, 1969 Edition.
(c) All water supply and waste water piping connection shall
comply with provisions of the Salt Lake City Plumbing Code,
1969 Edition.
Sec. 1407. Water conservation. Definition--For the purpose
of Sections 1406 to 1413 hereof, inclusive, the following terms
shall have, and shall be, construed to have the following meanings:

(a) The terms "air conditioning system" and "refrigeration
system" shall include any combination of equipment, whether
compressor or other type, by which heat is removed from the
air and from which the accumulated or effluent heat is wholly
or partially removed by the use of water.
(b) "Air conditioning system" shall mean an installation
for maintenance by heat removal of temperatures which are not
less than fifty degrees Fahrenheit.
(c) "System" shall mean any combination of apparatus or
individual units applied with water through any single
customer service pipe connected to the public water system.
(d) "Person" shall mean and include a natural person, partner-
ship, corporation or association. Whenever used with respect
to any penalty, the term "person," as applied to partnerships
or associations, shall mean the partners or members thereof,
and as applied to corporations, the officer or employees thereof.
(e) "Department" shall mean the division of building inspection.
Sec. 1408. Application for inspection required. An appli-
cation for inspection shall be required before the installation,
operation or use of any equipment for an air conditioning system
or refrigeration system, which, when in conjunction with all
other equipment in the same system, constitutes a total system
capacity of greater than one and one-half tons per hour and
which requires a supply of water from the public water system.
Sec. 1409. Application for inspection. (a) Every application
for inspection shall be made to the department and shall be
signed by the applicant who is either the owner or lessee of
the premises, or the duly licensed contractor authorized to per-
form the work. The application shall provide the following
information:
1. Name and address of the applicant.
2. Location of the premises where installation is proposed.
3. Name and address of the owners of the premises.
4. Names of manufacturers of the units requiring water.
5. Manufacturer's identification and classification of the
refrigeration units.
6. Manufacturer's rating of maximum refrigerative capacity
of the unit or units under the conditions of the planned
installation. (Rating may be stated in tons per hour
or BTU per hour) .
7. Horsepower of compressor prime mover, if unit is of com-
pressor type.
8. Where water conservation devices are required (to comply
with Section 1410 hereof) , the manufacturer's name,
identification, classification and size of the conser-
vation equipment.
9. Elevation and plan showing general piping arrangement
and details of all points of connection to building
supply water piping. (Piping direct to condenser units,
make-up supply into tower pan and so forth.)
10. Such additional information as shall be required by the
department.
(b) For the purposes of Section 1405 to 1414 hereof, inclusive,
in no event shall the rated capacity in tons be considered less
than the following:
1. Total maximum BTU per hour of capacity of the installation
divided by twelve thousand; or
2. The nameplate horsepower of any compressor prime mover
unit, for any air conditioning installation; or

3. Two-thirds of the nameplate horsepower of (2) above,
for any refrigeration installed.
(c) In the absence of the required manufacturer's maximum
rating (a) 6 above, the department may specify the tonnage of
the installation at the ratings indicated by paragraphs 1, 2
or 3 of this subsection; or if these appear inadequate then
by whatever other measure of capacity appears to it to be
proper.
Sec. 1410. Fee for inspection. A fee shall be paid at the
time of application for inspection to cover one rough and/or
one final inspection of the installation, in accordance with
the following table:

Replacement of complete condensing unit or water saving devices
shall follow same fee schedule as above (any component parts) of a
refrigeration system replaced for repair or maintenance.
For each additional inspection required because of condemnation
of work, or because of premature request for inspection, an add-
itional charge shall be made equal to 75 percent of the original
fee.
Sec. 1411. Equipment required. All systems having total
capacities exceeding one and one-half tons per hour shall be
equipped with evaporative condensers, cooling towers, spray
ponds or other approved water conservation equipment.
Sec. 1412. Effective date. (a) For new installations these
regulations shall be effective immediately.
(b) In the event that a critical condition develops in the
public water supply system, all installations not equipped to
conserve water as herein provided shall be subject to immediate
discontinuance on orders of this department.
Sec. 1413. Penalties. (a) Failure to comply with any of the
provisions of Sections 1406 to 1415 hereof, inclusive, shall be
sufficient cause for discontinuance of service of water for the
operation of the apparatus or equipment.
(b) Any person who shall install, replace, operate or use,
or permit or cause to be installed, replaced, operated or used,
any air conditioning system or refrigeration system without
first making an application for inspection as required by Section
1408 shall be guilty of a misdemeanor.

Sec. 1414. Inconsistent ordinances repealed. Inconsistent
ordinances or parts of ordinances heretofore in effect which
are inconsistent with the provisions of Sections 1406 to 1414
hereof, inclusive, to the extent of the inconsistency, are
hereby repealed.
Sec. 1415. Separability. The invalidity of any section,
clause, sentence or provision of Sections 1405 to 1414 hereof,
inclusive, shall not affect the validity of any other part
thereof which can be given effect without such invalid part
or parts.
Sec. 31-2-3. Section 304 of the Uniform Mechanical Code,
1973 Edition, amended.
Sec. 304 of the Uniform Mechanical Code, 1973 Edition,
adopted by Section 31-2-1 of this chapter is amended by adding
new subsection (22) to read as follows:
22. For each additional inspection required, becuase of
condemnation of the work to be performed, until the standards
of this code are met, $2.00.
SECTION 4. In the opinion of the Board of Commissioners it is
necessary to the peace, health and safety of the inhabitants of Salt Lake
City that this ordinance become effective immediately.
SECTION 5. This ordinance shall take effect upon its first publi-
cation.
