AN ORDINANCE AMENDING Section 25-4-7 of the Revised Ordinances of
Salt Lake City, Utah, 1965, relating to merit increases for executive-
level employees.
Be it ordained by the Board of Commissioners of Salt Lake City,
Utah:
SECTION 1. That the second full paragraph of Section 25-4-7 of
the Revised Ordinances of Salt Lake City, Utah, 1965, relating to
merit increases for executive-level employees be amended as follows:
Sec. 25-4-7. * * *
Upon recommendation by a department head and upon certifica-
tion of available funds by the City Auditor, the City Commission
may grant a one-time incentive payment to any executive-level
employee on or after December 5, 1979, not to exceed ten percent
(10%) of such employees' then current annual salary. Total
monies allocated for such purposes shall not exceed 3.75% of the
gross annual salaries of all executive-level employees as of
August 1, 1979. Each department may draw upon such funds for
incentive pay purposes in accordance with this plan and in an
amount not to exceed 3.75% of the gross annual salaries of all
executive-level employees within such department as of August 1,
1979.
The determination of whether to award incentive pay to an
employee shall be based upon whether the employee has demon-
strated superior job performance under monitoring and evaluation
by supervisory personnel. Said evaluation shall be based upon a
plan and general performance criteria recommended by the
personnel director and approved by the City Commission and shall
include consideration of such factors and abilities as
leadership, organizational skills, forward planning ability,
analytical ability, judgment, quantity of work accomplished,
reliability, creativeness, experience, communication ability,
adaptability to change, cooperation, efficient use of time,
empathy, training ability, ability to appraise people,
motivation, initiative, and efficient use of City revenue.
The City Auditor (or chief budget officer succeeding him)
shall be responsible to determine that all incentive payments are
within budget and other required limitations and that no merit
increases are otherwise granted to executive-level employees
during the fiscal year commencing July 1, 1979.
SECTION 2. This ordinance shall take effect thirty (30) days
after its first publication.
