AN ORDINANCE AMENDING Sections 30-1-1, 30-1-5 and 30-1-14 of the
Revised Ordinances of Salt Lake City, Utah, 1965, relating to organiza-
tion, salaries and regulations.
Be it ordained by the Board of Commissioners of Salt Lake City,
Utah:
SECTION 1. That Sections 30-1-1, 30-1-5 and 30-1-14 of the Revised

salaries and regulations, be, and the same hereby are amended as follows:
Sec. 30-1-1. Organization. The police department of Salt
Lake City shall consist of the following officers and employees
who, except for the chief of police and those appointed under
the provisions of section 30-1-27, shall be appointed by the
appointing power subject to the approval of the board of
commissioners from the certified list of the civil service
commission of Salt Lake City for each officer position to be
filled, to wit:
Chief of police who shall be head of the police depart-
ment and known as the appointing power wherever that term
is used throughout the statutes of Utah or the ordinances
of Salt Lake City
Lieutenant colonel shall be deputy chief
Major shall be an assistant chief
Captains
Lieutenants
Sergeants
Director - civilian components
Administrative technician (administrative assistant to
chief of police)
Administrative secretary II
Bomb technician supervisor
Sergeant - bomb technician
Public safety athletic program coordinator
Police officer
Probation - Grade 4
Grade 3
Grade 2
Grade 1
Corporal (temporary administrative rank)

Sec. 30-1-5. Appointment and removal of administrative positions.
(a) The chief, with the advice and approval of the board of
city commissioners and the civil service commission may establish
administrative positions. Persons being appointed to administra-
tive positions may be removed at any time by the chief of police
without cause, without charges being preferred and without trial,
hearing or opportunity to be heard except as required by regula-
tions creating the position, whenever, in the opinion of the chief,
the good of the service will be served thereby. Any officer so
removed from an administrative position shall immediately be
returned to his permanent civil service rank in the department
prior to appointment to said administrative office. Said admin-
istrative offices exist strictly to assist the chief in carrying
out his functions and consists of the following positions:
Deputy chief - lieutenant colonel
Assistant chief - major
Corporals - shall be appointed solely from the ranks
of patrolman 1st grade, and shall assume such
duties as the chief may assign
Dispatcher
Senior dispatcher
Crime lab technicians
Grade 1
Grade 2
Grade 3
Evidence room technicians I and II
(b) The deputy chief or assistant chief shall act with the
chief of police in supervising the operations of the department.
They shall confer with the chief of police to establish policies
for the functioning of the department and conduct of personnel
therein. The offices of deputy chief and assistant chief shall
become vacant and the terms of the office of the deputy chief
and assistant chiefs then in office shall cease upon a vacancy
occuring in the office of the chief of police whether by death,
resignation or removal. Such deputy chief or assistant chiefs
shall continue to serve until their successors are duly quali-
fied and appointed.
Sec. 30-1-14. Ranking officers. Command shall be exercised by
virtue of office and special assignment of officers eligible by
law and ordinance to command. The officers of the department
shall rank in the following order:

(1) Chief of police
(2) Lieutenant colonel - deputy chief
(3) Majors - assistant chiefs of police in order of
seniority in grade as major
(4) Captains - in order of seniority in grade as captain
(5) Lieutenants - in order of seniority in grade as
lieutenant
(6) Sergeants - in order of seniority in grade as sergeant
In the absence of the chief of police, the performance of his
duties shall evolve upon the lieutenant colonel and in case of the
absence of the lieutenant colonel through disability or otherwise,
then upon the next ranking officer as above specified. Seniority
in the case of the lieutenant colonel and majors shall not include
time previously served as a major or lieutenant colonel but shall
include time only from the date of consecutive service as a major
or lieutenant colonel. Officers of same rank having the same date
of appointment shall have their order of command seniority speci-
fied by the chief on date of appointment.
SECTION 3. In the opinion of the Board of Commissioners of Salt
Lake City, it is necessary to the health, peace and welfare of the inhab-
itants of Salt Lake City that this ordinance become effective immediately.
SECTION 4. This ordinance.shall take effect upon its first publica-
tion.
Passed by the Board of Commissioners of Salt Lake City, Utah, this
