Finch Green Moran Mr.Chairman AN ORDINANCE Result AN ORDINANCE REGULATING AND LIC ,TvbIi`yG the practice of phrenology. e it ordained by the board of Commissioners of Salt Lake City, Utah: SECTION I. It shall be unlawful for any person to prac- tice the science, art or profession of phrenology without first making application and obtaining a license so to do and paying the license fees herein provided. _or the purposes of this section the practice of phrenology shall be deemed to mean a purported analysis of the mental faculties or,traits of character as found by an examination of the head of the patient or person examined. eECTION 2. The application for license, together with a statement under oath showing the location of the office or place of business of the applicant, the length of time applicant has practiced phrenology, the name and deseijl_otion of school or nature of instructor under whom applicant received his training and instruction, and the length of time spent in such training and instruction, shall be filed with the License Assessor and Collector. SECTION 3. The application for such license, together with the ,statement of the applicant shall by the License Assessor and Collecttar be forwarded to the Health Commissioner for in- spection and report. The Health Commissioner shall inspect the premises and all paraphernalia used by the applicant in the prac- I5 k d i e _2_ tice of phrenology and shall inquire into the general reputation land character of the applicant. the Health Commissioner shall time upon lwithina'reasonable;, receipt of such application return the same together with his recommendation as to the granting or denying of said license. ' SECTION 4. The license fee for practicing phrenology shall be the sum of �25.00 per year for each office, or place of business operated. In addition thereto, every alien, patient or customer shall be furnished with a phrenologist's head chart, which chart shall be properly marked showing remits of the analysis of the patient's heady together with character analysis in writing. SECTION 5. In the opinion of the Board of Commissioners it is necessary for the peace, health and safety of the inhabi- iitants of Salt Lake City that this ordinance become effective im- limediately.
