AN ORDINANCE TO RELIEVE THE EXISTING EMERGENCY OF UNEM-
PLOYMENT, AUTHORIZING AND MAKING APPROPRIATIONS FOR VARIOUS PUNLIC
WORKS PROJECTS, AUTHORIZING THE ISSUANCE OF BONDS OF SALT LAKE CITY
IN THE PRINCIPAL AMOUNT OF $715,000.00 AND PROVIDING FOR THEIR
PAYMENT.
Be it ordained by the Board of Commissioners of Salt Lake
City, Utah:
SECTION I. For the purpose of relieving the existing emer-
gency of unemployment, there is hereby appropriated for the projects
and in the amounts set forth in Section 4 of this ordinance (a) the
sum of .t715,0O0.00, this amount being less than the amount of unobli-
gated potential, possible, or expectant revenues for the current fiscal
year, it having been determined by the City Auditor and supported by
his published statement and it being hereby determined, that this
amount is not in excess of the amount of the unobli.gated revenues, and
(b) a sum equal to the total moneys which may be received from the
..{
Presi dc nt of the United. States, through the Federal Emergency. Administra-
tion of Public Works or through such other agencies as the President
may designate or create or as may be otherrise designated. or created,
as a grant of Hart of the cost of the labor and materials employed
on such projects.
SECTION 2. Ponds of the City, each to be known as °Publig
Works Bond of 1933<<, are hereby authorized to be issued in the princi-
pal amount of $715,000. Said bonds shall be dated October 1, 1933,
shall mature in the principal amount of „35,O00 on October 1, 1936,
and w`-.40,000 on. October 1st in each of the years 1937 to 1053, both
inclusive, shall be in the denomination. of 11,000 ea^h, numbered_ from
one upwards, shall bear interest at the rate of four ppercenturn (4 0)
per annum, payable semi-annually on the first days of April and Octo-
ber in each year until maturity, nail_ be payable as to both principal
and interest in such funds as are on the respective dates of payment
of principal and interest, legal tender for the payment of debt due
to the United. States of America at the banking house of the Walker .Bank
and Trust Company, Salt Lake City, Utah, and shall be substantially
in such form or forms as may be determined by resolution of the '_Soard
of Commissioners. In anticipation of or pending the issuance of such
bonds, the prover officers of the City may issue to the government of
the United States, temporary or ad interim obligations, payable from
or exchangeable for the bonds hereby authorized.
SECTION o. A. national emergency productive of widespread un-
employment and disorganization. of industry, which burdens interstate
and foreign commerce, affects the public welfare, and undermines the
standards of living of the American people, has been declared to exist
by the Congress of the United States in the National Industrial Recovery
Act. A state emergency of like import as to the State has been declared
to exist by Chapter 23, of the Laws of the State of Utah, passed at the
Second Special Session of the Twentieth Legislature. A. city emergency
rroductive of unemployment, poverty, suffering, and distress which af-
fects the public welfare and undermines the standards of living of the
people of this City and which, unless immediately relieved, will. involve
loss of life and destruction of property is hereby declared by the
Board of Commissioners to exist. The relieving of such existing emer-
gency and also the projects set forth in Section 4 of this ordinance
are corporate purposes and in the judgment of said Board are necessary
to provide for the safety, preserve the health, promote the prosperity,
and improve the morals, peace, order, comfort, and convenience of the
inhabitants of this City.
It is hereby further determined and decle..red that the bonds
herein authorized do not represent a debt which, when combined. with the
already existing indebtedness contracted without a. vote of the qualified
electors, exceeds the unob_ligated, potential, possible, or expectant
taxes and other revenues for the current fiscal year.
SECTION 4. The following projects are hereby authorized and
the respective appropriations for respective purposes are hereby made:

SECTION 5. The proper officers of the City are hereby
authorized and directed to contract with the United 2tatep of Pmerica
and do all things necessary and advisable to carry out the purposes
of this ordinance.
SECTION 3. All bonds issued pursuant to this ordinance
shall be general obligations of the City for the payment of prin-
cipal and interest of which ad valorem tax.( s are and shall be leVied
on all the taxable property within the City. LdequateOprovision shall
be made in the budget for, and a sufficient tax shall be levied and
collected in each year for the punctual payment of the principal and
interest on said bonds when the same shall become due and payable.
The full faith and credit of the City are hereby pledged to secure the
payment of said bonds and interest. The provisions of this ordinance
shall be deemed a contract with the holders of said bonds.
SECTION 7. All ordinances and resolutions or parts thereof
inconsistent with the provisions of this ordinance be and the same
are hereby repealed to the extent of such inconsistency.
SECTION 8. An emergency existing and it being necessary to
the immediate oreservation of the peace, health and safety of the in-
hp2oitants of bald Lake City this ordinance shall take effect upon its
first publicatien.
