AN ORDINANCE AMENDING SEC. 20-2-78 of the Revised Ordinances
of Salt Lake City, Utah, 1955, relating to license of waste disposal
contractors.
Be it ordained by the Board of Commissioners of Salt Lake
City, Utah:
SECTION 1. That Sec. 20-2-78 of the Revised Ordinances of Salt
Lake City, Utah, 1955, relating to licenses of waste disposal contractors
be and the same is hereby amended to read as follows:
"SECTION 20-2-78. WASTE DISPOSAL CONTRACTORS.
"(a) It shall be unlawful for any person to engage in
the business of removing or hauling for hire or any other
consideration through the streets of Salt Lake City any
garbage, market waste, trade waste, cinders, community
waste, animal by-products, night soil, or the contents of
privies, vaults, water closets, cesspools or grease traps
without first obtaining approval to do so from the Board
of Commissioners of Salt Lake City and thereafter securing
from the Board of Health an inspection permit approving
each vehicle to be so engaged and also obtaining from the
license assessor and collector a license for each such vehicle.
"(b) Licenses for each such vehicle shall be issued
by the license assessor and collector in two separate
classes as follows:
Class A: Vehicles engaged in the business of remov-
ing or hauling for hire or any other consideration
through the streets of Salt Lake City garbage,
market waste, trade waste, cinders and community waste.
Class B: Vehicles engaged in the business of removing
or hauling for hire or any other consideration through
the streets of Salt Lake City animal by-products,
night soil, or the contents of privies, vaults,
cesspools or grease traps.
"(c) The license assessor and collector shall issue
only one license for each vehicle so having the approval of
the Board of Commissioners and an inspection permit from the

Board of Health.
"(d) The license assessor and collector shall license
no more than 61 vehicles under Class A licenses, provided that
the number may be increased, by the Board of Commissioners
as the public interest requires.
"(b) The license fee, which shall be paid before the
issuance of any license, shall be as follows:
Class A - $50.00 per year for each vehicle licensed
Class B - $50.00 per year for each vehicle licensed
and holders of vehicle licenses under this class may
be issued a key by the Board of Health permitting
the use of such city flushing stations or dumps as
may be designated for use by the city engineer's
office and the city Board of Health and said key
shall remain the property of Salt Lake City at
all times.
"(f) All licensed waste disposal contractors' vehicles
will be permitted to dump only in such places as are designated
by the City Engineer and the Board of Health and shall be
subject to such rules and regulations as may be formulated
regulating such dumping.
"(g) The license assessor and collector shall not issue
more than one class of license for the same vehicle.
"(h) The license assessor and collector shall issue
separate licenses for each vehicle in each class and shall
keep separate records thereof. Said license assessor and
collector shall not issue to any applicant in either class a
license for any vehicle unless said applicant shall exhibit
to him an inspection permit duly issued by the Board of
Health approving the vehicle for a license under a desig-
nated class.
"(i) No vehicle shall be granted a Class "A" license
hereunder unless such vehicle has a truck bed size of not
less than ten (10) feet in length; six (6) feet in width,
and four (4) feet in height, constructed of fire retardent
metals with leakproof seams unless said vehicle is of the
packer type construction. It is further provided that all
such licensed vehicles shall be maintained in a state of
good mechanical repair, and properly painted with the name
of the operating company or individual designated thereon
in letters not less than three (3) inches in height."
SECTION 2. In the opinion of the Board of Commissioners, it
is necessary to the peace, health and safety of the inhabitants of Salt
Lake City that this ordinance become effective immediately.

SECTION 3. This ordinance shall take effect upon its first
publication.
Passed by the Board of Commissioners of Salt Lake City, Utah,
this 17th day of March , 1959.
