AN ORDINANCE AMENDING TITLE 25 of the Revised Ordinances of
Salt Lake City, Utah, 1955, entitled "OFFICERS AND EMPLOYEES," by
adding a new chapter to said title to be known as Chapter 15 of
said title entitled "CITY CONTROLLER"; establishing the offices
of City Controller and Assistant City Controller; establishing the
oath and bond requirements and qualifications for the office of
City Controller; and prescribing the duties to be performed by the
City Controller.
Be it ordained by the Board of Commissioners of Salt Lake
City, Utah:
SECTION 1. That Title 25 of the Revised Ordinances of Salt
Lake City, Utah, 1955, be, and the same hereby is, amended by adding
thereto a new chapter to be known as Chapter 15 of said title, entitled
"City Controller" to read as follows:
"Sec. 25-15-1. CREATION OF THE OFFICE OF CITY CONTROTJ.FR.
There.is hereby created the offices of City Controller and
Assistant City Controller within the department of Public
Affairs and Finance. Each of said offices shall be filled by
appointment by the Board of Commissioners of Salt Lake City.
The Board may from time to time appoint such subordinate
employees as may be deemed necessary.
"Sec. 25-15-2. OATH - BOND. Before assuming the duties
of his office, the City.Controller shall take and subscribe
the constitutional oath of office and shall furnish bond
to Salt Lake City in the sum of $4,000.00. Said bond shall
be conditioned for the faithful performance of the duties
of his office and the observance of all laws pertaining to
his office.
"Sec. 25-15-3. QUALIFICATIONS. The City Controller must
be a.resident of Salt Lake City and must be licensed by the
State of Utah to practice as a certified public accountant at
all times during his period of appointment. Should any duly
appointed City Controller fail to meet the above requirements

at any time during his term of employment, his office shall
immediately become vacant and shall be filled by appointment
by the Board of Commissioners.
"Sec. 25-15-4. DUTIES OF THE CITY CONTROLLER. The City
Controller shall act as an efficiency and financial advisor
to the Board of City Commissioners. He shall constantly
review all aspects of city government, including revenues,
expenditures and the operation of the various departments
and offices of the city for the purpose of determining the
standards of efficiency therein and recommending such changes
as in his judgment will promote economy and efficiency in
the conduct of city goverment. He shall make a written
report to the Board of Commissioners on the status of
the budget at least once every three months and such other
times as the Board of City Commissioners may direct. He shall
further make a written report to the Board of City Commission-
ers once every three months on the efficiency level of the
various city departments, together with such recommendations
as he may deem appropriate. All reports and recommendations
of the City Controller shall be made public and a copy
thereof shall be on file with the City Recorder and open to
public inspection.
"Sec. 25-15-5. POWERS AND DUTIES OF THE ASSISTANT CITY
CONTROLLER. The Assistant City Controller shall aid the City
Controller in all matters pertaining to the City's financial
affairs and administrative procedures as required, and shall
conduct and attend to such other matters in behalf of the
City and its officers as the Board of Commissioners or City
Controller may direct.
"Sec. 25-15-6. ACCESS TO RECORDS. The City Controller,
Assistant City Controller and subordinate employees shall
have full access to all official books, records, papers and
vouchers of every department, office and employee of the City,
excepting confidential criminal investigation files of the
Police Department.
SECTION 2. In the opinion of the Board of Commissioners of
Salt Lake City, Utah, it is necessary to the peace, health, and safety
of the inhabitants of Salt Lake City that this ordinance become
effective immediately.
SECTION 3. This ordinance shall take effect upon its first
publication.
Passed by the Board of Commissioners of Salt Lake City, utah,
this 19th day of March, 1959.
