AN ORDINANCE AMENDING Title 25 of the Revised Ordinances of Salt
Lake City, Utah, 1965, by amending Chapter 4 thereof relating to
classifications and salaries of City employees; amending and enacting
a new Chapter 5 relating to pay premiums, differentials and allowances
for City employees; and amending the previous Chapter 5 to be entitled
"Chapter 5A".
Be it ordained by the Board of Commissioners of Salt Lake City,
Utah:
SECTION 1. That Chapter 5 of Title 25 of the Revised Ordinances
of Salt Lake City, Utah, 1965, relating to sickness, disability and
death benefits, be redesignated as Chapter 5A while retaining the
previsions of that chapter and each section thereof; and that Chapter
4 of said title, relating to classifications and salaries of City
employees and Chapter 5 of said title relating to pay premiums,
differentials and allowances for City employees, be, and the same
hereby are amended as follows:
Chapter 4
CLASSIFICATIONS AND SALARIES
Sections:
25-4-1. Wage schedule.
25-4-2. Wage and salary administration program adopted.
25-4-3. Salary schedule adopted.
25-4-4. Salaries of elected officials.
25-4-5. Salaries and compensation of adult school guards.

Sec. 25-4-1. Wage schedule. Employees shall be paid semi-
monthly in accordance with the wage schedule adopted by this
chapter. All regular, full-time employees shall be paid monthly
salaries. Part-time and seasonal employees shall be paid on an
hourly basis. No employee on an hourly basis shall receive in
excess of the minimum rate of pay for similar job under the
wage structure for regular employees.
Sec. 25-4-2. Wage and salary administration program adopted.
The non-executive and executive career service and civil service

position titles and classifications, as numbered, and with the
salary ranges or wage rates, as proposed and recommended and
shown in the "Wage and Salary Administration Program for Salt
Lake City Corporation Employees" (a copy of which is on file in
the office of the City Recorder) are hereby adopted and declared
as and for the position titles and classifications and the salary
ranges for all carreer and civil service officers and employees
of Salt Lake City, effective April 1, 1978, or such later date
as the Board of City Commissioners may amend said Wage and Salary
Administration Program or part thereof. The officer and employee
classifications and salaries shall be grouped under the following
titles:

Sec. 25-4-3. Salary schedule adopted. (a) All officers and
employees of Salt Lake City in Pay Class numbers 101 to 125
inclusive, under the title "Operations and Maintenance"; Pay
Class numbers 201 to 225 inclusive, under the title "Clerical
and Technical"; Pay Class numbers 301 to 325 inclusive, under the
title "Professional and Paraprofessional"; and Pay Class 401 to
405 inclusive, under the title "Police and Fire Departments" shall
be paid monthly salaries effective April 1, 1978, in accordance
with the following salary schedules and salary step increases
based on merit performance; and those officers and employees in
pay Levels 1 to 10 inclusive under the title "Executives" shall
be paid salaries approved by the Board of City Commissioners within
the salary range specified for each position.

Sec. 25-4-4. Salaries of electej officials. The salaries of
the Mayor, City Commissioners and City Auditor shall be as follows:
Mayor $2,714.00 per month
City Commissioners $2,579.00 per month
City Auditor $2,343.00 per month
Said officials shall be entitled to such salary increases,
excluding merit raises, as are hereafter provided for non-
executive level employees.

Sec. 25-4-5. Salaries and compensation of Adult School Guards.
The Board of Commissioners may appoint and employ such number of
suitable persons as the said Board may deem advisable to serve as
Adult School Guards, to assist school children in crossing streets
in Salt Lake City at designated street crossings, said guards
to be employed in and under the Department of Public Safety and
subject to the control and supervision of the commissioners of
said department and to be paid a salary of $200 per month and in
addition to said salary shall receive the sum of $25.00 per month
as a uniform allowance.
Sec. 25-4-6. Appointment and Advancement within non-executive
classifications. Appointment to any position in any class shall
normally be made at the minimum rate of first step, and advance-
ment to rates greater than the minimum shall be successive
steps in the salary range for this class. In exceptional cases,
after reasonable effort has been made to obtain employees for a
particular class at the first step, employment at the second or
third step may, upon recommendation of the personnel director,
be authorized by the Board of City Commissioners. Employment
of individuals who possess special qualifications higher than
the minimum qualifications prescribed for the particular class
may also be authorized, upon recommendation of the personnel
director, by the Board of City Commissioners at the second or
third step of the salary range for that class.
Employees who are hired into permanent positions shall become
eligible for merit increases beginning with the first pay period
after completion of one year's continuous employment with the
City and shall be eligible for future merit increases on that
anniversary date in accordance with the salary schedule provided
under this chapter. Any such employee who receives a promotion
or reclassification shall become eligible for future merit
increases one year from that date of promotion or reclassifica-
tion; provided, however, that the Board of Commissioners of Salt
Lake City may correct an inequity in pay resulting from and by
virtue of such promotion or reclassification and future merit
increases due on said new anniversary date, by authorizing a
salary adjustment to the next higher step in the appropriate pay
classification. Any recommendation or request for said equitable
adjustment must be in writing addressed to the Board and include
the recommendation or opinion of the City Personnel Director and
contain the reasons justifying the request pay adjustment. All
merit increases for non-executive level employees shall be condi-
tioned upon the eligible employee's adequate length of service
and satisfactory performance of job requirements as specified in
the employee's current Performance Rating Report or comparable
supervisory report.
Sec. 25-4-7. Appointment and advancement within executive
levels. New employees hired into the executive level positions
listed in the "Executive" group as above provided shall be hired
at the minimum entry level salary provided, however, that upon
demonstration to the Commission by the City's personnel director
that diligent efforts to hire at the minimum level have failed
and that an individual applicant for the position has qualifica-
tions in excess of those established for the position or in
excess of other individuals competing for the position or that
the position is one of a kind, the Board of City Commissioners
may hire said new employee at a salary within the level to be
negotiated, but not to exceed the midpoint for said range level.
Subsequent salary adjustments may be made by the Board, in the
level specified, based on training, merit, longevity, cost of
living, responsibility and other relevant considerations; pro-
vided, however, that no change will be made until public notice is
given and a public hearing held pursuant to provisions of Section
10-3-813, Utah Code Annotated or any successor section thereto.

Merit increases for executive level employees shall be condi-
tioned upon the employee's full satisfaction of job requirements
as specified in the employee's current Performance Rating Report
or comparable supervisory report.
Sec. 25-4-8. Responsibility of auditor. The city auditor
is hereby charged with the duty of reviewing, each change in
salary, compensation or classification to assure that the same
conforms to the provisions of this title.
Chapter 5
PAY PREMIUMS, DIFFERENTIALS AND ALLOWANCES
Sections:

25-5-11. Standby pay.
25-5-12. Callback pay.
Sec. 25-5-1. Longevity pay. In addition to the salaries herein
provided, every officer and employee who has completed fourteen
(14) consecutive full years of employment with the CITY, shall,
after his or her fifteenth (15th) anniversary date, receive a
monthly longevity benefit in the sum of $61.50 per month. The
years of employment specified hereunder shall not be required to
be consecutive for receipt of this longevity benefit by employees
of the Clerical Unit, if such employees' absence from service
was due to involuntary termination following five (5) years or
more of consecutive employment with the City and the employee was
re-employed by the City within twenty-four (24) months of such
termination.
Sec. 25-5-2. Shift differentials. In addition to the salaries
referred to under Chapter 4, the City shall pay the following
hourly premiums to full-time, salaried employees in the Operations
and Maintenance and Clerical Units who work the following
regularly-scheduled shifts:
Swing shift-(starting hours between 12:00 noon
and 8:59 p.m.) -- $.15 per hour;
Night shift-(starting hours between 9:00 p.m. and
5:59 a.m.) -- $.20 per hour;
Relief shift (consisting of two night shifts, two
in the Police swing shifts and one day shift, all
Department-- within an employee's regularly-
scheduled work week) -- $.20 per hour.
Shift differential premiums shall be used in the computation
of overtime pay; however, such premiums shall not be used to
compute compensation for standby, callback or any other premium
pay or minimum hourly guarantees.

Sec. 25-5-3. Certification differentials.
(a) EMT differentials. Personnel currently certified by
the State of Utah as Emergency Medical Technicians and assigned
by the fire chief to duty as Emergency Medical Technicians
shall be paid 3% of a 1st grade firefighter's salary, pay
class 404L, as a pay differential in addition to their regular
salaries.
(b) Paramedic differentials. Personnel currently certified
by the State of Utah as paramedics and assigned to duty as
paramedics by the fire chief shall be paid 10% of a 1st grade
firefighter's salary, pay class 404D, as a pay differential in
addition to their regular salaries.
(c) Education incentive pay for police officers. Full-time,
permanent police officers who have completed all required basic
training courses and probationary periods, shall be entitled
to the following monthly allowances according to the educa-
tional degree held by such officers:
Doctorate $100.00 per month
Masters 75.00 per month
Bachelors 50.00 per month
Associate 35.00 per month
An officer shall be eligible for incentive pay hereunder
following submission of his or her diploma evidencing com-
pletion of degree requirements at a full-accredited college
or university to the Chief of Police.
The foregoing notwithstanding, no officer shall be entitled
to compensation under this subsection for an educational degree
which qualifies the officer for his or her position of employ-
ment; or for any degree which is not specifically related to
the officer's actual employment duties as determined by the
City Commission upon recommendation of the chief of police.
For the purposes of this subsection, degrees in the following
shall be presumed to be job related:
Business
Health
Humanities
Law
Medicine
Nursing
Pharmacy
Public Administration
Social and Behavioral Science
Social Work
In addition to the above, such police officers shall receive
a monthly allowance of $25.00, during months in which the officer
is actually attending classes of three (3) credit hours or more
in fulfillment of a course requirement for a degree specified above.
(d) Certification incentive pay for automobile mechanics.
In addition to salaries provided herein, automotive mechanics
I and II, employed by the City on a full-time, permanent basis,
who have completed their probationary periods, shall be enti-
tled to $5.00 pay each month for each successive National
Institute for Automotive Service Excellence (NIASE) test suc-
cessfully completed and passed by such employees, to a maximum
of $40.00 per month for each employee.
(e) Incentive pay for inspectors of the department of
building and housing services. Any inspector within the
department of building and housing services who has success-
fully passed the International Conference of Building Officials

Certification Examination shall be paid an additional $40 per
month. Said increase in monthly salary shall commence with
the pay period immediately following the date that the official
certification of successful passage of said examination is
filed with the city personnel director.
(f) Incentive pay for water and waste water plant
operators. Any city water plant operator or waste water plant
operator who qualifies for, and receives from the Utah Board
of Certification for Water and Waste Water Operator, a
certificate which verifies his certification as a water plant
operator or waste water reclamation plant operator in Grade 1
and/or Grade 2, shall receive the following per month incentive
pay over and above his/her base salary:
Grade 1 - $20.00 additional per month
Grade 2 - $20.00 additional per month
Sec. 25-5-4. Snow fighter differentials. Non-executive level
employees designated by the CITY as members of the Snow Fighter
Corps, shall receive a pay differential equal to eight and six-
tenth percent (8.6%) of their regular monthly salary during the
periods of November 1, 1978, to May 15, 1979, and from October 15,
1979 to May 15, 1980. Such pay differential shall be for work
related to snow removal and spring run-off and shall be specified
separate from regular earnings on each employee's semi-monthly
wage statement. The decision as to which employees shall be
assigned to or removed from the Snow Fighter Corps shall be at the
sole discretion of the City.
Sec. 25-5-5. Uniform allowances.
(a) Peace officers employed on a full-time, permanent basis
with the police department shall receive the sum of $35.00 per
month as a uniform allowance.
(b) Members of the fire department (except for clerical
and civilian personnel) who are required to wear uniforms
while in the execution of their duties with the City shall
receive the sum of $35.00 per month as a uniform allowance.
Such uniform allowances are provided on the condition that
eligible employees maintain their uniforms through their duty
shifts in reasonably good, clean, neat and pressed condition;
of proper identification and insignia, not worn, frayed or
unsightly, and otherwise in full compliance with applicable
fire department regulations. Failure to maintain apparel in
accordance with the above shall be grounds for disciplinary
action, including forfeiture of uniform allowances provided
hereunder.
(c) The following personnel in the Clerical Unit, when
required to wear uniforms in the execution of their duties
with the City shall receive the sum of $25.00 per month as a
uniform allowance:
Police clerical and civilian personnel;
Fire department clerks.
(d) Personnel in the Operations and Maintenance Unit,
when required to wear uniforms in the execution of their
duties with the City shall have such uniforms furnished and
maintained at the City's expense with the following exceptions:
1. Personnel in the Public Works Department (other than
welders, mechanics and parking enforcement personnel) shall
maintain their uniforms at their own expense;

2. Airport operations officers who are required to wear
uniforms while in the execution of their duties shall
receive the sum of $35.00 per month as a uniform allowance
in lieu of any uniform expense to the City; and
3. Parking enforcement personnel in the Public Works
Department who are required to wear uniforms shall receive
the sum of $25.00 per month as a uniform allowance in lieu
of any uniform expense to the CITY.
Sec. 25-5-6. Tool allowances. Auto Mechanics I and Auto
Mechanics II or employees meeting the following qualifications
shall receive the sum of $25 per month as a tool allowance:
(a) Be required to use their personal tools on the City
job, said requirement being listed in the job descriptions
for the position held by the employee.
(b) The replacement cost of the tools used must exceed
$1,500;
(c) Actually use the tools on a daily basis and not just
store them on the job site;
(d) Immediate supervisor certify to the personnel depart-
ment and commissioner in charge of said department that the
employee requesting the tool allowance meets the minimum
requirements, said certification to be in writing and updated
at least annually.
The City will not require employees to provide their own tools
in excess of $1,500 without paying the tool allowance provided
hereunder. Toe tool allowance will not be paid unless such tools
are required by the City.
Sec. 25-5-7. Automobile allowances. Employees who are
authorized to use and who do use privately-owned automobiles
for official CITY business shall be reimbursed for their operation
expenses of said automobiles at the rate of seventeen ($.17) cents
per mile for each mile actually traveled in official City business,
except for meter readers in the Department of Public Utilities
who shall receive an automobile allowance of: (1) $30.00 per month
for meter readers whose route is within five (5) mile radius of
the Water Department offices at 1530 South West Temple; and (2)
$40.00 per month for meter readers whose route is outside said
five (5) mile radius of said Water Department office for more
than fifty percent (50%) of the time during the month. Before
payment is made to any officer or employee pursuant to the terms
of this section, the use of the automobiles must be authorized
by the employee's supervisor and the mileage traveled must be
verified by the head of the department involved.
Sec. 25-5-8. Travel allowances. Employees of the City, when
required to travel overnight away from home on official City
business shall be entitled to the following expenses:
(a) Meals. A per diem meal allowance not to exceed $20 for
each full day of a majority thereof during which the employee
is absent from the City. If actual costs exceed this amount,
the actual amount will be reimbursed only upon presentation
of proper documentation.
(b) Lodging. Actual cost of lodging outside the City not
to exceed $35 per day unless approved in advance by the Board
of Salt Lake City Commissioners.
(c) Travel. Actual cost to include taxi, bus, airlines,
train or automobile. Where alternative forms of travel are

available such as personal automobile versus an airline, the
City will reimburse the lesser amount unless an alternative
amount i9 approved in advance by the Board of Salt Lake City
Commissioners.
(d) Advances. The City will advance the estimated actual
travel cost for taxi, bus, airline, train or automobile and
lodging and $20 per day for meals.
(e) Within :aeven days from the employee's return, each
such employee must complete and submit to the city auditor
a travel statement for settlement. The city auditor shall
determine all costs attributed to the city-related business
for which money was advanced and/or reimbursement is
requested. Such travel settlement shall require receipts for
the following:
1. Airline travel.
2. Cost of lodging.
3. Receipts for individual meals exceeding $20 per day
where reimbursement is requested in excess of per diem.
4. A registration receipt where a convention or confer-
ence has been attended.
It is the City Commission's intention that the travel reimburse-
ment policy herein established is to reimburse the employee's
actual out-of-pocket costs and expenses while attending to City
business.
Sec. 25-5-9. Meal allowance. An employee in the Operations
and Maintenance or Clerical Unit required to work two (2) or more
hours beyond and consecutive to his/her regular duty shift shall
be paid $3.50 as reimbursement for meals. Employees shall receive
$3.50 for each additional consecutive four (4) hours of work
beyond his/her regular duty shift. Such reimbursement shall be
made semi-monthly to entitled employees upon such terms and con-
ditions as may be prescribed by a department head concerning
applications for reimbursement and verification of authorization.
Sec. 25-5-10. Overtime compensation.
(a) Employees required to perform overtime work as defined
in this title shall be compensated either by pay at one and
one-half the applicable hourly rate, or an allowance of time
off from employment with pay on the basis of one and one-half
hours off for each hour of overtime worked. The determination
of whether to award pay or compensatory time off shall be at
the absolute discretion of the City, except, however, that
employees may indicate a preference for form of overtime pay-
ment contingent upon approval by the department head, schedul-
ing requirements and availability of funds.
(b) The foregoing notwithstanding no person employed by
the City in a position in executive levels 1 through 5 shall
be eligible for overtime pay. Such officers and employees
may, however, be permitted compensatory time off, on a
straight-time basis, for authorized overtime hours worked.
Such time off should be granted only under extraordinary cir-
cumstances, upon permission of a departmental head or authorized
representative, it being contemplated that the salaries for
such employees include compensation for the bulk of overtime
work requirements.
(c) Notwithstanding the provisions of this subsection, it is
recognized that in certain instances, overtime work may be the

most efficient means of: accomplishing municipal duties under
circumstances where budgetary constraints do not permit over-
time compensation in excess of regular hourly rates. Under
such circumstances, the City Commission may accept petitions
from eligible employees, (other than persons employed within
the Clerical Unit) , on forms approved by the City Attorney,
for overtime: work on a straight-time, hourly basis. The
acceptance of such petitions by the Commission shall be
deemed a waiver of the petitioning employees' rights to
receive overtime compensation in excess of their regular
hourly rates and shall render such employees ineligible for
overtime compensation in excess of their regular hourly
entitlements.
(d) When time off from employment is allowed as compensa-
tion for overtime, such time off shall be granted within twelve
(12) months from the performance of overtime work.
(e) All paid time shall be defined as time worked for
purposes of overtime computation; provided, however, that call-
back and standby pay premiums or unworked hourly guarantees
shall be excluded from such computation.
Sec. 25-5-11. Standby pay. Employees may be required by an
appropriate department head or designated representative to keep
themselves available for City service during otherwise off-duty
hours and either remain at home or leave word where they can be
reached for an immediate call to service. Such employees shall
receive the following compensation in addition to that to which
they are otherwise entitled:
(a) Employees designated by the City as members of the Snow
Fighter Corps, shall be required to standby to respond to
emergency situations on a continuous basis and shall receive
therefore the compensation referred to under Section 4 of this
chapter or overtime compensation where applicable, but no other
compensation or minimum hourly guarantees.
(b) All other non-executive level employees required to
standby to respond to emergency situations shall receive two
(2) hours straight time pay per each 24-hour day they are on
standby status. In addition thereto, each such employee shall
be guaranteed a minimum four (4) hours' work or straight-time
pay therefore on such occasions as they actually report to
work while on standby status.
Sec. 25-5-12. Callback pay. Employees who have been released
from normally scheduled work and standby periods who return to
work upon direction of an appropriate department head or designated
representative, without advance notice or scheduling, shall
receive the following compensation:
Employees within the Police Unit--two (2) hours compen-
sation on such occasions as they actually report to
work.
Employees within the Operations and Maintenance Unit--a
three (3) hour straight-time pay premium and a
guaranteed minimum of four (4) hours work or straight
time pay therefore.
Sec. 25-5-13. Application of chapter to full and part-time
employees. The benefits provided under this Chapter shall be
available to full-time, permanent employees of the City only;
except that unsalaried part-time and seasonal employees of the
City shall be entitled to the following benefits:

(a) If required to wear uniforms in the execution of their
duties with the City, uniforms shall be furnished a$ the City's
expense;
(b) Tool allowances, under the circumstances specified in
Section 6 of this chapter;
(c) Automobile allowances, under the provisions of Section 7,
except that automobile allowance for meter readers in the
Department of Public Utilities shall be pro rated based upon
the ratio that hours worked bears to full time employment;
(d) Meal allowances under the provisions of Section 9, for
hours worked beyond and consecutive to an employee's regular
duty shift of eight (8) hours or greater, except that this
benefit shall not apply to employees paid from the golf enter-
prise fund.
SECTION 2. In the opinion: of the Board of Commissioners of Salt
Lake City, it is necessary to the peace, health and welfare of the
inhabitants of Salt Lake City that sections 1 and 2 of Chapter 5 of
this ordinance be retroactive in'effect to October 1, 1978, as they
apply to employees in the Clerical Unit, and that the remainder of the
provisions of this ordinance be retroactive in effect to November 1,
1978.
SECTION 3. This ordinance shall take effect upon its first publi-
cation.
