AN ORDINANCE Mr. Chairman Result AN ORDINANCE AMENDING ALL OF TITLE 29 of the Revised Ordinances of Salt Lake City, Utah, 1955, as amended, constituting the Plumbing Code of Salt Lake City, Utah, relating to the Division of Plumbing Inspection, Violations and Penalty, Licenses and Permits, Inspection, Standards and Regulations, Plumbing Code Review and Validity, and General Provisions. Be it ordained by the Board of Commissioners of Salt Lake City, Utah: SECTION I. That all of Title 29 of the Revised Ordinances of Salt Lake City, Utah, 1955, as amended, constituting the Plumbing Code of Salt Lake City, Utah, relating to the Division of Plumbing Inspection, Violations and Penalty, Licenses and Permits, Inspection, Standards and Regulations, Plumbing Code Review and Validity, and General Provisions, be, and the same hereby is, amended to read as follows: TITLE 29 PLUMBING CODE CHAPTER 1 DESIGNATION AND DEFINITIONS Sec. 29-1-1. DESIGNATION. This ordinance shall be known as the Salt Lake City Plumbing Code, 1961 Edition. Sec. 29-1-2. DEFINITIONS. For the interpretation and purpose of this ordinance, the following words and terms shall be defined as follows: "Back siphonage prevention device" shall mean a check valve, vacuum breaker, tail piece with vacuum breaker or other appliance, apparatus or equipment for prevention of or protection against back siphonage. "Branch" of any system of piping is that part of the system which extends horizontal, with or without lateral or vertical extensions, from the main to receive outlets not directly connected, to the main. "Building Drain" is that part of the lowest horizontal piping of a drainage system which receives the discharge from the soil, waste and other drainage pipes inside the walls of any building, and conveys the discharge to the building sewer located not less than three feet outside the foundation walls of the building. 20 _2-- "Building Sewer" is that part of the piping of a drainage system extending from the building drain to its connection with the main sewer, cesspool or septic tank. "Cesspool" is a pit having porous walls which permit seepage into the ground. "Circuit Vent" is a pipe so installed as to vent a series of fixture traps connected to the same horizontal soil or waste branch. "Cross Connections" shall mean any installation of hot or cold water piping or any portion thereof, which is so arranged, connected or installed, that it will be possible for used, unclean, polluted, or contaminated water, mixtures or substance, to enter any portion of such piping from any tank, receptacle, equipment or plumbing fixture by reason of back siphonage by suction, or any other cause, either during normal use and operation thereof, or when any such tank, receptacle, equipment or plumbing fixture is flooded. "Developed Length" of a pipe is its length along the center line of pipe and fittings. "Diameter" of a pipe is the interior diameter in all cases except tubing. "Fixtures" are receptacles intended to receive and discharge water, liquid, or water carried wastes, into a drainage system with which they are connected. "Indirect Connection" is any waste pipe which discharges into an open fixture. "Licensed Apprentice Plumber" is any person who has procured an apprentice plumbing license and properly registered with the State Department of Registration in accordance with the requirements of Title 58, Chapter 18, Utah Code Annotated, 1953, as amended. "Licensed Journeyman Plumber" is any person who has procured a Journeyman plumbing license and is properly registered with the State Department of Registration in accordance with the requirements of Title 58, Chapter 18, Utah Code Annotated, 1953, as amended. "Licensed Plumbing Contractor" is any person who has procured a plumbing contractor license and is properly registered with the State Department of Registration in accordance with the requirements of Title 58, Chapter 18, Utah Code Annotated, 1553, as amended. . 2O • -3- "Main" of any horizontal, vertical or continuous piping is that part of such system which receives the wastes or vents from fixture outlets or traps, direct or through branch pipes. "Owner" shall apply to the person in whose name ownership rests. "Person" shall include any natural person, firm, company, part- nership, or corporation. Singular shall include plural. Masculine gender shall include feminine gender. "Plumbing" shall include the installation, alteration, change, repair, removal, maintenance and use in buildings or on the premises thereabouts, of the pipes, fixtures and fittings for bringing in the water supply and removing liquid and water-carried wastes and every connection discharging directly or indirectly into the building drainage system and shall include the water supply distribution pipes, fixtures and fixture traps, the soil, waste and vent pipes, the building drain, roof drains where installed inside the walls of a building, settling traps and connections to septic tanks and cesspools. It shall also include, in connection with water sprinkling systems on residential property within the city limits, the installation, alter- ation, change, repair, removal or maintenance of all pipes and fittings on the pressure side of the said systems to and including the control valves for such sprinkling systems. It shall also include, in connection with installation, alteration, change, repair, removal, or maintenance of swimming pools within the city limits which are connected directly or indirectly to the permanent water supply, all pipes, fixtures and fittings for bringing in the water supply and for removing of the same, whether the drain lines of said swimming pools empty by gravity or pump, either directly or indirectly into the city sewage system. Further, the definition of "plumbing" shall expressly include, but not be limited to, the installation of water heaters, water softeners, waste disposals, automatic dish washers, and automatic washing machines, connected directly or indirectly to the city sewage system. "Plumbing Inspector" is any representative of the division of plumbing inspection duly authorized to make such inspections. "Plumbing Ordinance" or "This Ordinance" wherever the terms are 20 -4- contained herein, shall be construed to mean the plumbing ordinance of Salt Lake City. "Roof Drain" is a pipe which conveys the storm water from the roof of a building. "Septic Tank" is a watertight receptacle so constructed as to promote sedimentation and decomposition of sewage. "Sewage" is any liquid waste containing animal and vegetable wastes in solution and includes wastes from laboratories and industrial institu- tions. "Soil Pipe" is any pipe which conveys the discharge of water closets with or without the discharge from other fixtures to the building drain. "Soil Vent" is a pipe which receives the discharge from one or more water closets and serves as a combined soil and vent pipe. "Stack" is a general term for a vertical line of soil, waste or vent piping. "Trap" is a fitting or device so contructed as to prevent by means of sufficient water seal passage of foul air or sewer gas through the trap without materially affecting the flow of sewage or waste water through it. "Vent Pipe" is any pipe and fittings so installed as to prevent trap siphonage and back pressure and to ventilate a drainage system in whole or in part. "Waste Pipe" is any pipe which receives the discharge from any fix- tures other than a water closet and conveys the discharge to a soil pipe or the building drain. "Industrial Waste! iG the liquid wastes resulting from the processes employed in industrial establishments. CHAPTER 2 DIVISION OF PLUMBING INSPECTION Sec. 29-2-1. CITY PLUMBING INSPECTOR. (a) There is hereby created the office of City Plumbing Inspector. The Said plumbing inspector shall be furnished with assistants and staff as the Board of Commissioners of Salt Lake City, in its discretion, shall create. The city plumbing inspector shall have been a licensed journeyman plumber or plumbing contractor, licensed by the State of Utah or some other state having comparable licensing provisions, for a period of at least five years prior to his appointment; or in cases where such a person is 21) • -5- not available, he shall have had some background in the trade of plumbing or general building, and shall be familiar with the plumbing laws and regulations of the state and city. The city plumbing inspector shall be appointed by the Board of Commissioners of Salt Lake City. (b) The plumbing inspector shall have the following duties: 1 . To determine if all journeymen, apprentices, and plumbing contractors have complied with state licensing requirements. 2. To require the registration of the names of all journeymen plumbers, plumbing contractors, and apprentice plumbers annually; (and to assess a registration fee in the amount of $1 .00 for apprentices, $1 .00 for journeymen, and $5.00 for contractors.) 3. To recommend revocation of license to the State Department of Business Regulation for cause, and to report to the said State Depart- ment of Business Regulation all violations of the Salt Lake City plumbing code by journeymen, apprentices, and plumbing contractors. 4. To issue plumbing permits to licensed and registered plumb- ing contractors, as above defined, for plumbing work to be done within Salt Lake City. 5. To inspect all plumbing work conducted within Salt Lake City as required b the plumbing code, and upon completion of said work, to certify that such work has been inspected and approved, and authorize the connection of same to the city water supply or sewage system. The said inspection and certification shall be recorded on appropriate forms prepared and furnished by the office of the city plumbing inspector. 6. Where structural conditions are extremely adverse to full compliance with the plumbing regulations of this plumbing code, the plumbing inspector may grant special permission to deviate from the regu- lations, provided that in the judgment of the plumbing inspector such deviation does not create an unsanitary or unsafe condition and provided further, that no such deviation shall be allowed in buildings in course of construction. Such plumbing inspector shall have the right of entry within reasonable hours to any building or premise for the purpose of inspection or to investigate any work or conditions governed by the plumbing code, and he is hereby empowered to condemn and order repaired, removed, replaced, or changed, any plumbing found in an insanitary condition or not in accordance with the plumbing code. -6- (c) The City Plumbing Inspector and his assistants shall not in any way engage in the sale or installation of plumbing equipment upon which they are required to make inspections hereunder. CHAPTER 3 VIOLATIONS Sec. 29-3-1 . VIOLATIONS. PENALTY. (a) It shall be unlawful for any person to engage in the traee of plumbing in Salt Lake City without first being duly licensed as a journey- man plumber, or plumbing contractor, or apprentice plumber with the State Depart ent of Registration as provided under Title 58, Chapter 18, Utah Code Annotated, 1953, as amended. Any ordinance conflicting herewith is hereby modified and amended to the extent necessary to give effect to this provision. (b) It shall be unlawful for an apprentice to engage in the trade of plumbing except he be under the direct supervision of a journeyman present in the same building or on the premises thereabouts, and be licensed with the State Department of Registration, as provided under Title 58, Chapter 18, Utah Code Annotated, 1953, as amended. (c) It shall be unlawful for any person to connect any plumbing work to the Salt Lake City Water Supply or sewer system in the absence of inspection, approval and certification by the city plumbing inspector as provided in Section 29-2-1 of this Code. (d) It shall be unlawful for any person to commence any plumbing work in Salt Lake City without first securing a permit therefor as hereinafter provided. (e) It shall be unlawful for any person to violate, or to cause to be violated, any provision of this plumbing Lode. (f) Any person violating or causing to be violated any provision of this ordinance shall , upon conviction thereof, be punished by a fine in any sum less than Two Hundred Ninety-Nine ($299.00) Dollars, or by imprisonment in the city jail for a period not to exceed six months, or by both such fine and imprisonment. (g) Any person regularly employed by an owner or lessee of property, or his agents, for the sole purpose of operating and maintaining such property and to make minor repairs thereof, and any owner or lessee of property shall be exempt from the provisions of this ordinance, when doing work for which permits are not required. 20 -7- (h) It shall be unlawful for any owner, agent or occupant of any building or premises to fail , neglect, or refuse to repair, remove, re- place or change within ten days after written notice so to do from the plumbing inspector any plumbing condemned by such inspector. CHAPTER 4 LICENSES AND PERMITS Sec. 29-4-1 . LICENSES. BOND REQUIRED Except as otherwise provided for in this plumbing code, it shall be unlawful for any person to lay any service pipe connected or to be connected with the water supply or sewer system of Salt Lake City, or to do any kind of plumbing work or other work regulated in this plumbing code, unless such person has secured all licenses required under the ordinances of Salt Lake City and provides a bond in the sum of Ten Thousand ($10,000) Dollars, conditioned and subject to the provisions set forth in Section 41-2-5 of the Revised Ordinances of Salt Lake City, Utah, 1955. Said bond shall contain a further condition for the faithful observance of all ordinances, rules and regulations of Salt Lake City relating to plumbing work and other work as herein regulated, and shall be renewed on January 1st of each year. Sec. 29-4-2. PERMITS REQUIRED. Except as otherwise provided by this ordinance, no plumbing work shall be begun without a permit having first been obtained therefor from the office of the plumbing inspector and a permit to do plumbing work shall not be issued to any person other than a duly licensed plumbing contractor who has registered with the plumbing inspector as required by this code. Sec. 29-4-3. PERMITS NOT TRANSFERABLE. It shall be unlawful for any licensed plumbing contractor to use his license or to allow his license to be used in any way for the purpose of procuring a permit for any person other than himself. Sec. 29-4-4. PERMITS REVOKED OR REFUSED. The plumbing inspector may revoke a permit issued to any person who fails, neglects or refuses to do the work thereunder in conformance with this plumbing Lode and a permit to do other plumbing work may be refused such person during the time he fails to do such work in conformance with this plumbing code, provided that any person adversely affected hereunder may appeal to the Board of Commissioners -8- of Salt Lake City for a hearing upon such revocation or refusal. Sec. 29-4-5. PERMITS MUST BE PROCURED BEFORE STARTING WORK. If any work regulated by this plumbing code for which work a permit is required is commenced without a permit first having been obtained therefore, double the permit fee herein prescribed shall be paid by the defaulting party when the permit is obtained. Payment of any fee mentioned in this section, however, shall in no way relieve any person of the penalties that may be imposed for violation of the plumbing code. Sec. 29-4-6. PERMITS NOT REQUIRED, EXCEPTIONS. (a) Permits are not required to clean out or remove stoppage from traps, soil, waste and vent pipes, and/or for repairs or maintenance of faucets, valves, roof drains and water supply pipes, or extensions thereof; provided, however, that permits shall be procurred to repair or replace traps, soil, waste and vent pipes unless waived by the plumbing inspector. (b) It shall be unlawful for any person other than a duly licensed plumber to engage in the business of doing the class of work mentioned in this section in a capacity or status of service to the public and it shall be unlawful for any person other than a duly licensed plumber to indicate by the display of any sign or adverisement that he is permitted to engage in the class of work mentioned in this section, or to serve the public in any work governed by the plumbing code. Sec. 29-4-7. EXCEPTIONS. PROPERTY OWNERS. PERMITS REQUIRED. The provisions of Section 29-3-1 (a) relating to licensing shall not apply to plumbing work done by a property owner in a building owned and occupied by him as his home. An owner may install plumbing in a new residence to be occupied by himself and family, provided he does not at that time own a residence occupied by himself or his family. Such an owner, however, shall be required to secure a permit and pay all permit fees otherwise required by this plumbing code. A permit will be granted for such work provided such property owner furnishes the plumbing inspector with a com- plete layout drawing of the proposed work, satisfies the inspector that he has a working knowledge of the code requirements, pays the necessary fees, and calls for all inspections as required by this plumbing code. • -9- Sec 29--4-8 PERMIT FEES. PERMIT SCOPE LIMITED. When any plumbing work is not completed by a licensed plumbing contractor under the permit issued to him for the raid work and the work in question is added to or completed by one or more licensed plumbers, each licensed plumbing contractor shall pro- cure a permit co,eri.ng the work he performs. CHAPTER 5 STANDARDS AND REGULATIONS. Sec 29-5-1 PLUMBING TESTS REQUIRED. Before the fixtures are con- nected to the building drainage system a].]. openings shall be closed and the piping system filled with water, provided that an air test may be applied In lieu of a water test. The piping system may be tested in sections pro- ided a water head of 10 feet or more shall be applied in each sectional test or a uniform air pressure of 15 pounds or more be maintained for 15 minutes or more The air pressure shall be determined by means of a mer- cury gauge. The entire drainage and vent ,system shall be made water-tight or air-tight, an the case may be. Any material proven defective shall be replaced with sound material and the test repeated if deemed necessary by the plumbing inspector. Roof drains installed within the walls of a build- ing shall be tested as required for plumbing system. All devices for testing -10- purposes shall be furnished by the plumbing contractor. Sec. 29-5-2. INSPECTION REQUIRED. The water supply distribution system shall be installed and ready for inspection when inspection of the drainage and vent system is called for or made. Notice to inspect shall be given as soon as the installation of the drainage vent and water supply systems permit. After notice that any such systems are ready for inspection and the plumbing inspector calls at the place designated to make such in- spection and finds the work not ready for inspection, he shall collect an additional inspection fee of $3.00 for each additional inspection required. All plumbing must have a final inspection after work is completed. Licensed . plumbers must notify plumbing inspector when work is ready for final in- spection. Failure to call for final inspection may cause issuing of permits to be held up. Sec. 29-5-3. UNLAWFUL TO COVER OR CONCEAL BEFORE INSPECTION APPROVAL. It shall be unlawful for any person to cover or conceal or cause to be covered or concealed or in any way render difficult of access for the pur- pose of inspection any plumbing installation or other work regulated by this ordinance before such plumbing or other work shall have been inspected and approved by the plumbing inspector. Such inspector is hereby empowered to make or cause to be made any such plumbing or other work accessible for the purpose of inspection without expense to the city or to the plumbing inspector. Sec. 29-5-4. FIXTURE MATERIALS. DESIGN. QUALITY. STANDARD. Except as otherwise herein provided all plumbing fixtures installed must be of a design and construction approved by the Bureau of Standards of the National Trade Extension Bureau of the Plumbing and Heating Industries. Sec. 29-5-5. SECOND-HAND OR USED FIXTURE. The re-installation of any second-hand or used fixture shall be subject to the approval of the plumb- ing inspector as to the fitness or sanitary condition of such fixture for further use. Sec. 29-5-6. URINAL GUTTER. FLOOR. All floor urinal gutters other than standard factory-manufactured types shall be made of non-absorbent and rust-resisting materials. Flushing device efficient to thoroughly flush and wash all fouled surface shall be provided. The trap, waste pipe and vent serving such fixture shall be installed accessible for cleaning purposes. • -11- Sec. 29-5-7. PIPE MATERIALS. All main or branch soil, waste, drain, vent and water supply pipes within the building shall be cast iron, gal- vanized wrought iron, lead, brass, copper or steel, provided wrought pipe shall not be used for soil or waste pipes in or underground. All cast iron soil pipe and waste pipe and fittings installed in the "building drain" shall be of a grade herein defined as "Extra Heavy", except in dwellings up to and including four family units, where service weight may be used. The weight of service weight pipe shall be prescribed in the following table: Per Single Per Double Size Hub Length Hub Length 2-inch 20 lbs 21 lbs. 3-inch 30 lbs 31 lbs. 4-inch 40 lbs 42 lbs. 5-inch 52 lbs 54 lbs. 6-inch 65 lbs 68 lbs. The use of the tile or cement pipe for drainage within the walls of the building shall be limited to subsurface drainage. No tile or cement building sewer shall be permitted within 5 feet, horizontal measure, from any building, and every type of porch construction or addition shall be considered a part of the building. A cast iron building sewer may be constructed of either service weight or extra heavy weight pipe. Sec. 29-5-8. SIZE OF SOIL PIPE. Soil pipe which receives the dis- charge from a water closet shall not be less than 4-inches in diameter and the number of water closets connected thereto shall be limited to 50. For more than 50 and not to exceed 80 water closets, soil pipe not less than 5 inches in diameter shall be used; and for more than 80 water closets, 6 -inch pipe shall be used. No increase in any soil pipe which is 4 inches or more in diameter is required to serve the discharge from additional fixtures connected thereto other than water closets. Sec. 29-5-9. WATER CLOSETS. VENTS. No vent pipe other than the soil stack is required for water closets located 7 feet or less developed length from the main soil stack or pipe. Water closets located more than 7 feet and not to exceed 15 feet from the main soil pipe or stack shall be vented with a pipe not less than 2 inches in diameter. Not more than 1 water closet and 3 fixture units midi be served by such 2 inch vent pipe, which may be installed as "wet" vent. Water closets located more than 15 feet developed length from main soil pipe or stack, shall be provided with a 3 inch vent stack extending through the roof. Batteries of water closets 20 -12- installed in multi-story buildings must be vented ahead of first water closet and at end of battery by use of circuit vent, except on top floor, where only the end of battery need by vented. This does not include blow- out type water closets. Blow-out type water closets must be individually vented. All building drains must have at least one 4 inch vent extended through roof, except on single family dwellings where 3 inch vent will be allowed. Sec. 29-5-10. FLUSH VALVES, URINALS. WATER CLOSETS. All flush valves on urinals, toilets or any other type fixture where culinary water may become polluted, must have an approved type vacuum breaker. Sec. 29-5-11. WASTE & VENTS. SINGLE FAMILY DWELLINGS. (a) On single family dwellings with water closet in basement the house drain shall be 4-inches to the last water closet. From this point a 3 inch waste and wet vent will be allowed for tub or shower, basin and sink, within 36 inches of the stack. All fixtures in the basement must be separately vented except water closet within 7 feet and floor drain within 15 feet of the main house drain. (b) 3-inch waste may be used in single family dwellings for two toilets, provided each fixture trap is protected with a dry vent. The toilet in basement may be vented with 2 inch, and said vent may be used as a wet waste and vent for not more than 3 fixture. units. Sec. 29-5-12. FIXTURE TRAPS PROTECTED. VENTS REQUIRED. Every fixture trap shall be protected against siphonage and back pressure by means of a dry vent, a separate or a circuit vent, extending through the roof as herein provided for vent pipes and the entire drainage system shall be assured of air circulation by means of such vent pipes, except as otherwise provided in this code. Sec. 29-5-13. FIXTURE UNITS. To determine the minimum size of waste pipe and vent pipe required to serve a maximum number of fixtures, a fix- ture-unit ratio as prescribed in Table No. 1 shall be employed. Sinks used for other than culinary purposes may use 11 inch waste. Sec. 29-5-14. SIZE OF WASTE PIPE AND VENT PIPE. The size of waste pipe and vent pipe shall be independently determined in each case by the total fixture-units of all fixtures connected thereto as prescribed in Table No. 2, provided that 14 inch pipe shall not be used to serve any fixture rated as 12 fixture-unit in Table No. 1. DISTANCE OF VENT FROM TRAP SEAL. No trap shall be placed more than 3- feet from its vent. No crown vented traps shall be installed except in case of replacement or as may be allowed due to structural conditions. Sec. 29-5-16. HORIZONTAL VENT PIPE CONNECTIONS. The installation of horizontal offsets in vent pipes shall be avoided where practicable to do so. No horizontal vent pipe shall be installed on a level with or below the maximum water level of the fixture except vent pipe connections to floor level traps serving bath tubs or similar fixtures. Horizontal vent offset connections to soil or waste pipes must be made with inverted sanitary tees and drainage fittings. All horizontal vent pipe connections shall be as short as practicable and must be installed with a maximum fall toward the trap, soil or waste pipe. 20 -14- Sec. 29-5-17. VENT PIPE TERMINALS. All vent pipes located less than 12 feet from any door or window or ventilator or air-conditioning unit opening in any building must not terminate less than 2 feet above such opening. Where the roof is used for purposes other than weather pro- tection, no vent pipe shall terminate less than 6-feet above the roof. Sec. 29-5-18. VENT PIPE TERMINALS ADJOINING HIGHER BUILDINGS. In the event that a new building is built higher than an existing building, the owner or contractor of the new building shall not locate window or door openings within 12 feet of an existing vent stack on the lower building unless the owner or contractor of such new building shall defray the expense of, or shall make such alterations to conform with this ordin- ance. It shall be the duty of the owner of the lower building to make such alterations therein upon receipt in advance of money or security therefore, sufficient for the purpose, from the owner or contractor of the higher building, or to permit at the election of the owner or contractor of the higher building to make such alterations. Sec. 29-5-19. WASTE OPENING WITHOUT VENT PROVISION PROHIBITED. No waste or drainage opening shall be "roughed in" for future use without providing a proper vent. In every residence building having a basement, a vent pipe not less than 11 inches in diameter shall be installed when the plumbing system is being roughed in. Such vent pipe must extend through the basement ceiling at a convenient point and be accessible for future use, except where the plumbing system includes a sink or similar fixture in the basement. Sec. 29-5-20. LOCAL VENTILATION. A water closet or urinal shall not be installed or allowed in an unventilated room or compartment or in, a sleeping room. The room or compartment in which a water closet or a urinal is located shall have direct communication with the outer air by means of a window or individual air duct. Such air duct must be not less than 3 x 14 inches, or equal area, and constructed of incombustible material. Sec. 29-5-21. SANITARY PRECAUTION (WATER CLOSETS). A sink or other fixture shall be provided as required by the plumbing inspector wherever a water closet is installed. 20 -15- Sec. 29-5-22. DEFECTIVE FIXTURES. All plumbing fixtures shall be maintained in a clean and sanitary condition. All plumbing fixtures found defective or in an unsanitary condition shall be made sanitary, replaced, or removed within ten days upon notice from the plumbing inspector. Sec. 29-5-23. WORKMANSHIP. Workmanship shall be of such mechanical efficiency as to accomplish results sought to be obtained by the plumbing code. Sec. 29-5-24. DEAD ENDS PROHIBITED. Dead ends are prohibited in the installation or alteration of any plumbing system. A dead end shall be construed to mean that part of any soil, waste or building drain not used for discharging sewage or waste water and not vented and terminated at a length of 5 feet or more and sealed in any manner. Sec. 29-5-25. GRADE AND SUPPORT OF PIPING. All piping shall be run in practicable alignment. All horizontal soil and waste pipes must have a grade of not less than k-inch fall to the foot and must be supported or hung in a firm, substantial manner at intervals of 7-feet, except where fittings or, stack risers need extra support. Sec. 29-5-26. WATER SUPPLY DISTRIBUTION PIPES. All water supply distribution pipes must be run in practical alignment, firmly secured and installed in such a manner as to assure complete drainage of the entire distribution system. Due care must be exercised to avoid freezing conditions. Water pipes must not be plastered in or otherwise installed in an outside wall. Control valves or stop cocks must be placed and maintained in accessible locations and such valves or cocks must not be of the metal core type, main service valve in house to be same size as service entering house. The water supply distribution system shall be installed and ready for inspection when inspection of the drainage and vent system is called for or made. All ends in water supply piping must be reamed full size. Sec. 29-5-27. CHANGE IN DIRECTION. All changes in direction of soil, waste and drainage pipes must be made by the appropriate use of proper degree drainage fittings. Sanitary tees may be used in a vert- ical,position only. Quarter bends may be used in soil lines where the change in direction of flow is from horizontal to vertical. Where quarter bends are used to change from vertical to horizontal such bends must be 20 -16- of the extra long turn type. Basin tee prohibited at base of any waste line, turn to be made by extra long turn type ell and must be protected with basin tee for clean out to serve both waste and vent. Sec. 29-5-28. CROSS CONNECTIONS. It shall be unlawful for any licensed plumber, apprentice, contractor, or any other person either to install or knowingly allow to be installed any cross connection where the potable water supply may become contaminated. Sec. 29-5-29. CAST IRON PIPE. All cast iron pipe and fittings in- stalled must be sound, smooth, free from cracks, sand holes and other defects, of a uniform thickness and thoroughly coated inside and outside while hot with asphaltum or coal tar pitch. All extra heavy cast iron pipe and fittings shall be marked as such by having the words EXTRA HEAVY or an abbreviation thereof cast in distinct raised letters and all such pipe and fittings shall conform to commercial standard C-5-188-59. Sec. 29-5-30. COPPER WATER PIPE. All copper tube for water piping above ground shall have a weight of not less than type L, and for water piping below ground a weight not less than type K. All copper tubing classifications designated in this code shall be in accordance with specifications of the Copper and Brass Research Association. Sec. 29-5-31. COPPER DRAINAGE AND VENT PIPE. Copper tube for above ground drainage and vent piping shall have a weight of not less than that of copper drainage tube type DWV for dwellings up to and including a four- plex. Copper tube for above ground drainage and vent piping• for dwellings larger than a fourplex, and for all commercial or industrial buildings, shall have a weight of not less then that of copper tube type M. Only ap- proved copper drainage fitting permitted. Sec. 29-5-32. LEAD PIPE. All lead pipe shall be of best quality drawn pipe and all soil and waste pipe, factory bends and traps included, shall weigh not less per linear foot than prescribed in Table No. 3, TABLE NO. 3 Diameter of Weight Lead Pipe Per. All threaded drainage fittings used in connection with soil and waste pipes shall be of the recessed type, or standard weight and dimensions, galvanized or coated with coal tar pitch or asphaltum, provided short turn 90-degree ells shall not be installed with any waste line, and provided further, all 90- degree ells used in any sink waste line must be of extra long turn type, measuring at least 4u inches end to center, except where the sink trap is connected to a branch arm extension. Sec. 29-5-34. MALLEABLE IRON FITTINGS. All malleable iron fittings used in soil, waste, vent and water supply pipes shall be galvanized. Sec. 29-5-35. FERRULES, SOLDERING NIPPLES AND BUSHINGS. All caulking ferrules, soldering nipples and bushings shall be of best quality heavy cast brass. Sec. 29-5-36. CAULKED JOINTS. All caulked joints shall be made of pure lead and oakum or redwood wedge pabking. The lead shall be not less than one-inch deep and well caulked. Sec. 29-5-37, SCREW JOINTS. All screw joints in wrought pipe shall be standard screw joints and every end in drainage, soil, waste, vent and water supply shall be reamed full size. Sec. 29-5-38. CAST IRON JOINTS. Cast Iron Joints shall be either caulked joints or screw joints made in the approved manner. Sec. 29-5-39. WROUGHT PIPE OR BRASS PIPE TO CAST IRON. Connection between wrought pipe or brass pipe to cast iron pipe shall be caulked or screw joints. In case of reduced connection, a tapped reducer having a wall thickness of not less than .1-inch shall be used. The use of clean- out bodies for this type of connection is prohibited. Sec. 29-5-40. LEAD PIPE. WIPED JOINTS. Joints in lead pipe or between lead pipe and brass or copper pipe, ferrules, or soldering nip- ples, shall be full-wiped joint. Sec. 29-5-41. LEAD PIPE TO CAST IRON OR WROUGHT PIPE. Brass fer- rules or soldering nipples shall be used in making joints between lead pipe and iron pipe. Sec. 29-5-42. SLIP JOINTS. All slip joints in waste, vent, water pipe and flush pipe shall be permanently exposed and accessible. 20 -18- Sec. 29-5-43. WATER-CLOSET, PEDESTAL URINAL. TRAP STANDARD SERVICE SINKS. Connections to cast iron pipe shall be made by means of a heavy cast brass flange securely soldered to lead pipe and bolted to the fixture with brass bolts; provided, however, that cast iron soil pipe and flanges may be used in lieu of lead pipe and brass flanges to connect toilet bowls, pedestal urinals and trap standard service sinks; and further provided that where toilets are "roughed in" for future use a hub sealed with a cast iron plug must extend through the finished floor. A heavy cast brass or iron flange shall be used in connection with screw pipe. Pure linseed oil putty or other approved material must be used to assure a water-tight joint between flange and fixture. Sec. 29-5-44. TRAPS. WHERE REQUIRED. Every fixture shall be separa- tely trapped with a water seal trap placed as near the fixture as practic- able, except that, set of two laundry trays or two dental cuspidors may be served with one trap. All fixture traps shall be installed in a firm, substantial manner and maintained accessible. Sec. 29-5-45. TRAPS, KINDS. Traps for bathtubs, lavatories, sinks, and similar fixtures, shall be of not less than 17 gauge brass, cast iron, lead or malleable iron galvanized or procelain enameled and shall be so constructed as to retain a water-seal of at least three inches in depth. No form of trap which depends for its seal upon the action of movable parts or concealed interior partitions shall be used, except traps formed integral in urinal or water closet bowls, drinking fountains or other fixtures. Sec. 29-5-46. DRUM TRAPS. All cast iron drum traps installed shall be of the three-opening type, except where such traps are installed with a vertical vent and waste. Drum traps must not be installed inverted, except by express permission. Covers must be brass, finished or chrome where exposed, and shall measure at least 41-inches across top, with hex head at least 3/8-inches high by l,—,-inches, top not less than 3/32-inches thick, and must have at least three threads. Rough brass measure of cover shall be at least 4 inches across top, 3/16-inches thick, with hex hear' -inch high by 1 inch. Cover must have at least three threads. -19- In finished basements where waste pipe is concealed a clean-out must by left in vent located in access door for tub, and be accessible. Access door must be left in partition at over-rim fixture end of all built-in bathtubs, minimum to be 12 inches by 24 inches. Sec. 29-5-47. "P" TRAPS. BATHTUBS. Bathtubs may be connected with "P" traps, provided that where the bottom of such trap is not accessible it shall have a clean-out in the crown of the trap. All "P" traps in- stalled shall be of the open-pattern type. Sec. 29-5-48. GREASE TRAPS. Grease traps shall be so constructed as to intercept and clarify* greasy waste water to the extent that the drain- age system and the public sewer system will be protected against grease corrosion. The size, capacity and construction of grease traps shall be and in accordance with the foilowin table. subject to approval of the plumbing inspector, / Sinks, dishwasher mach- ines and other similar fixtures in restaurants, hotels, boarding houses, bakeries, ice cream factories or other places where an unusual amount of greasy waste water is discharged into a public sewer system shall be con- nected with grease traps. All grease traps shall be maintained in such condition as to effectively serve the purpose intended, and must be in- stalled in an accessible location. No water- jacketed grease trap or interceptor shall be approved or installed.. Sec. 29-5-49. FLOOR DRAIN'TRAPS. BACK-WATER VALVE. All floor drain traps installed in basement floors or in the ground floors of buildings, shall be equipped with a back-water valve of brass or bronze metal and such valve shall be accessible for repairs or replacement by means of a threaded cast brass clean-out plug finished flush with the floor. All such traps must have a water seal of at least 4-inches. All such traps installed more than 15-feet or with over a 4-foot rise from the building drain shall be vented and the diameter of such vent pipe must be at least l; inches, provided, that more than one such trap installed on the same waste pipe shall be vented by means of a vent not less than 2 inches i.n 0) -20- diameter installed from the end of such waste pipe and continued through the roof in accordance with vent regulations. Sec. 29-5-50. SHOWER-BATH TRAPS. VENTS. LEAD SAFETY PAN. Every shower-bath trap installed shall be vented. More than one shower trap in battery formation on the same horizontal waste branch may be vented by means of a single combined waste and vent pipe, provided such combined waste and vent pipe shall not be less than 2 inches in diameter. All shower traps installed in any floor other than a basement floor shall be of the dual drainage type and fitted with a lead safety pan of a weight not less than 3 pounds per square foot. Such pan must cover the entire floor of the shower stall and extend up the walls of the stall at least 6 inches, and such pan must be coated on both sides with asphaltum or coal tar pitch. Approved composition pans may be used in place of lead. Shower traps lo- cated in a basement floor shall be installed as required in this code for floor drain traps. Prefabricated shower cabinets of approved type may be installed in basement provided they are wasted into an approved back-water floor drain with hub opening in floor drain above water-seal of trap and must be trapped at cabinet. Prefabricated shower cabinets above basement must have a base of pre- cast stone, cement aggregates, or similar materials, and must be reinforced, base to extend 6 inches above floor and be water-tight. Steel cabinets must be galvanized and bonderized and high temperature baked-on synthetic enamel or equal. Sec. 29-5-51. PIPE CLEAN-OUTS. Clean-outs shall not be less in size than the pipe served up to and including 4 inch pipe clean-outs for screw pipe, and fittings shall be heavy cast brass plugs with a solid wrench shoulder not less than 1 inch thick and 1 inch high. Clean-outs for caulked pipe shall be separate fittings and the body of such clean-outs shall be not less than t inch thick. The plug for such clean-out body must be of cast brass at least 3/16 inch thick with standard threads and a wrench shoulder as above described. All clean-out plugs must be made water-tight without the use of any substance which renders the plug dif- ficult to remove. Clean-outs shall be installed in the building drainage system at all right-angle or 90 degree change in direction and at the end 20 -20A•. of all horizontal lines of soil, waste and drain pipes, except concealed short branches which do not exceed 15 feet developed length, provided every change in direction is made by the appropriate use of 45 degree, 60 degree, or LONG SWEEP 90 degree fittings, and provided further that the location and number of clean-outs required in each installation of soil, waste and vent pipes shall be subject to the approval of the plumbing inspector. Sec. 29-5-52. SEPTIC TANKS. Every septic tank, cesspool, or privy vault installed, the location of such tanks and the disposal of the dis- charge therefrom, shall be subject to the approval of the Sanitary Div- ision of the Board of Health pertaining thereto. Sec. 29-5-53. CESSPOOLS, CONSTRUCTION, LOCATION. Every cesspool, septic tank, or privy vault, shall be constructed in accordance with the rules and regulations promulgated by the Board of Health pertaining thereto. Sec. 29-5-54. SETTLING TRAPS. All auto wash racks, garages, stores, or warehouses containing inflammable substances, car barns, buildings for stabling or keeping of horses, cows and other animals, dairy products or plants using milk or processing milk products, laundry or dry cleaning or similar establishments, high-pressure boiler and heating plants, must install traps or settling tanks of a contruction approved by the Salt Lake City Engineer. 20 -21- The outlet pipe from settling traps which are located more than 15- feet from the building drain or from the building sewer shall be provided with a 4-inch vent stack. Settling traps used in ice cream factories, dairies, or other places where needed, shall be vented at top of both compartments. Sec. 29-5-55. INDUSTRIAL WASTES. Industrial waste systems shall be installed with the approval of the department having prisdiction over such wastes. Sec. 29-5-56. DIRECT CONNECTIONS REQUIRED. Except as otherwise pro- vided by this code, every plumbing fixture installed shall be connected direct to the building drainage system. Sec. 29-5-57. SODA FOUNTAINS, COUNTER CONNECTIONS, INDIRECT. Soda fountains or other similar counter connections shall not connect directly to any building drainage system. The waste pipe from counter fixture opening shall discharge into a properly trapped and vented sink placed and maintained in an accessible location and fitted with a 4-inch mesh metal screen supported at least 2-inches above the bottoms of the sink. Such sink must be at least 12-inches in depth unless otherwise determined by the plumbing inspector. The waste pipe serving a soda fountain or counter connection must not be less than i-g-inches in diameter; provided, however, that such waste pipe shall be increased in diameter where required by the plumbing inspector. Recessed drainage fittings must be used throughout the main waste pipe and branches and the same shall be provided with sufficient clean-outs. Such waste pipes shall be trapped and vented to an extent determined by plumbing inspector. Open fixtures shall not be in- stalled in room with water closets or urinals. All waste pipes to open fixture must terminate at least 2- inches above flood level of fixture, and such fixture must be provided with cold water faucet for cleaning. Sec. 29-5-58. PUBLIC TOILETS. In public, commercial, or industrial buildings there shall be at least one water closet for every 15 persons employed in or occupying the building. Where both male and female use the premises of a building, there shall be separate toilet rooms for each.. Elongated toilet bowls and open frorL seats must be installed in all public toilet rooms. Sec. 29-5-59. ROOF DRAINS. Pools for roof drains must be approved and inspected and must be at least 10 feet from any foundation or. footing 20 -22- of building. Sides shall be rocked up and top shall be of reinforced con- crete at least 6-inches thick. Sides of pool shall be concrete block. Pool shall be sized to take care of roof being served. Sec. 29-5-60. REFRIGERATOR, ICE BOX DRAIN, INDIRECT CONNECTION. A waste pipe, receiving the drainage from a refrigerator, ice box or similar fixture where food is stored, except mechanical refrigeration, shall empty into an open sink that is properly supplied with water, connected, trapped and vented. No ind .Y'ect waste pipe shall empty into a fixture located in a room or compartment where a water-closet or a urinal is installed. No drain of any kind will be allowed inside of a walk-in refrigerator used for food storage. Sec. 29-5-61. CLOTHES WASHERS. Domestic clothes washers may dis- charge (over the rim) into laundry trays or other receptor, or into a stand pipe trapped and vented. When a stand pipe is installed as a receptor for the waste from any appliance, both the stand pipe and the trap must be accessable and must be at least 11-inches in diameter. Cast iron "P" traps or drum receptors may be used. Each such stand pipe receptor must,erminate at an exposed location immediately adjacent to and in the same room and extend at least 6-inches above possible water level in the appliance or in any fixture to which it it connected. If "P" traps are installed in walls, access door panels will be required. Sec. 29-5-62. DISHWASHERS, DOMESTIC. (a) Gravity-type dishwashers (those having no discharge pump) must be directly connected to a trap independent of any other plumbing fixture. (b) Pump-type dishwashers may be directly connected to trap or dis- charge across a fixed air gap or broken connection into a single, or double compartment sink (over the rim), or into the inlet side (top or head) of an approved food waste disposal unit. Sec. 29-5-63. DRINKING FOUNTAINS. Drinking fountains may be in- stalled on a direct connection by means of one pipe serving as a com- bined waste and vent provided no fixtures other than drinking fountains are connected thereto and every fountain is separately trapped. Sec. 29-5-64. PROHIBITED JOINTS AND CONNECTIONS. No trap or con- trivance of any kind which prevents free ventilation from the sewer and 20 -23- throughout the entire course of the drainage system shall be allowed. A disposer or kitchen sink must not be connected to same waste pipe where a bathtub or washing machine is connected on the same floor. No' commercial or industrial disposer will be permitted. Except flange or ground joint solder unions, the use of unions in soil, waste or vent pipes is prohibited. The use of quarter bends with heel inlet is prohibited except where the heel inlet is installed in a vertical position. Soil, waste or vent pipes shall not be used as roof drains, nor shall roof drains be used as oil, waste or vent pipes. In no case shall roof drains connect with the public sanitary sewer system. Offset fitting may be used only in vertical lines of soil waste and vent pipes and such fitting shall not exceed a 6 inch offset. No saddle hubs or bands shall be used in connection with drainage or vent pipes. The use of couplings in soil or waste pipe shall be avoided, but where necessary the recessed drainage type shall be used. Double hub-fittings shall not be installed except in vent stacks. Wood plugs shall not be used to support plumbing; work on fixtures. No close pattern "P" traps shall be used. Sec. 29-5-65. CENTER OF ROOM PLUMBING.In Laboratory rooms and other places where sinks are located at center of room and only a dwarf partition between sinks, where vent pipe in center of room would not be desirable, in order to protect traps against self-siphona„e, the waste size must be two pipe sizes larger than individual sink connection required, and vent continue to partition. Where convenient, a small fixture should waste into line after turning to vertical to keep vent line open, and vent must be protected with clean-out. CHAPTER 6 CODE REVIEW AND VALIDITY Sec. 29-6-1. CODE REVIEW MANDATORY. This code shall be reviewed not less frequently than once every two years by the plumbing inspector and such other parties as the inspection department shall deem advisable, pro- vided, however, that where possible he shall meet with other plumbing 20 -2k- inspectors of other political subdivisions of the state, together with re- presentatives of the trade, for the purpose of keeping the code up to date with research and technical advancements as these things may apply to sanitary installations. Sec. 29-6-2. VALIDITY. If any section, sub-section, sentence, clause or phrase of this chapter is, for any reason, held to be unconstitutional, such decision shall not affect the validity of the remaining portions of Code this Plumbing. / The Board of Commissioners of Salt Lake City hereby declares that it would have passed this chapter and each section, sub-section, sen- tence, clause or phrase thereof, irrespective of the fact that any one or more sub-sections, sentences, clausesor phrases be declared unconstitutional. SECTION 2. In the opinion of the Board of Commissioners of Salt Lake City, Utah, it is necessary to the peace, health and safety of the in- habitants of Salt Lake City, Utah, that this ordinance become effective immediately. SECTION 3. This ordinance shall take effect upon its first publication.
