An ordinance amending Section 23 of the Revised Ordinances of
Salt Lake City of 1913, in relation to the construction of buildings
used as public garages.
Be it ordained by the Board of Commissioners of Salt Lake
City, Utah:
SECTION 1. That Section 23 of the Revised Ordinances of Salt
Lake City of 1913, in relation to the construction of buildings
used as public garages, be, and the same is hereby amended so as to
read as follows:
SECTION 23. CONSTRUCTION OF BUILDINGS USED AS PUBLIC
GARAGES. All buildings hereafter erected, and all buildings
hereafter altered or changed so as to be occupied as public
garages, for the purpose of storing automobiles, shall be of
brick, stone, concrete, or reinforced concrete construction;
with a system of ventilation with openings to the outer air at
floor line not less then six (6) by eight (8) inches for each
ventilator.
SECTION 2. This ordinanoe shall take effect one day after its

An ordinance repealing Seotions 1240 to 1288, inclusive, of
the Revised Ordinances of Salt Lake City of 1913, the same being
contained. in Chapter LVII of said ordinances, relating to "Streets,
Traffic and Travel on", and also repealing an ordinance of Salt
Lake City, passed by the Board of Commissioners of Salt Lake City
September 24, 1914, amending Section 1268 of said Revised Ordinances,
and enacting a new ordinance relating to travel and traffic upon
the streets of Salt Lake City.
Be it ordained by the Board of Commissioners of Salt Lake
City, Utah:
SECTION 1. The following terms whenever used in this ordinance,
unless otherwise specified, shall be deemed to have, and shall be
held to include each of the meanings respectively set forth in this
section, and any such term used in the singular number shall be
held to include the plural:
PERSON. Whenever the word "person" is used, it shell be
deemed to include partnership, firm, companies, corporations, and
the person owning, controlling or having charge of a vehicle,
street car or interurban car.
STREET. .All public streets, avenues, boulevards, alleys,
lanes, highways, foot ways, sidewalks, public parks, parktngs,
roads or other public places laid out for the use of vehicles.
CURB. The lateral boundaries of that portion of a erect
designed or intended for the use of vehicles whether marked by

curbing constructed of stone, cement, concrete or other material
or not so marked.
VEHICLE. Every wagon, hack, coach, carriage, omnibus, push
cart, bicycle, motorcycle, automobile, motor truck or other con-
veyance, except baby carriage, railroad, street and interurban
railway cars, in whatever manner or by whatever force of power the
same may be driven, ridden or propelled, which is or may be used
for or adapted to pleasure riding, the transportation of passenger:,
baggage, merchandise or freight; and every draft or riding animal,
whether driven, ridden or led, or standing still, except that en
animal or animals attached to any vehicle shall, with such vehicle,
constitute one vehicle.
MOTOR VEHICLE. All vehicles propelled by any other than
muscular power, except such as run upon rails or tracks.
DRIVER. The rider or driver of an animal, the rider of a
bicycle or motorcycle, the operator of a motor vehicle, a person
in charge or control of an animal attached to a wagon, hack, coach,
carriage or omnibus.
SECTION 2. For the purposes of this ordinance the following
streets and portions of streets in Salt Lake City shall be known,
and hereby are designated congested districts, to-wit: Main Stree,
from the north side of North Temple Street to the south side of
Fifth South Street; State Street from the north side of South
Temple Street to the south side of Fifth South Street; West Temple
Street from the north side of South Temple Street to the south Bid:
of Fifth South Street; South Temple Street from the west side of
West Temple Street to the west side of Second East Street; First)

South Street from the west side of West Temple Street to the east
side of State Street; Second South Street from the west side of
West Temple Street to the east side of State Street; Third South
Street from the west side of West Temple Street to the east side
of State Street; Fourth South Street from the west side of West
Temple Street to the east side of State Street; Pierpont Street;
Edison Street from Second South Street to Third South Street;
Commercial Street; Richards Street; Caotus Street; Post Office
Place; and Exchange Place.
SECTION 3. For the purposes of this ordinance the following
streets and portions of streets in Salt Lake City are hereby desig-
nated as restricted districts, to-wit: Ninth East Street from
Eighth South Street to Ashton Avenue; Eleventh East Street from
Ninth South Street to Twelfth South Street; Fifth East Street from
the north side of Ninth South Street to the south side of Twelfth
South Street; Ninth South Street from the west side of Fifth East
Street to the east side of Eleventh East Street; Fourth South
Street from Third West Street to Eighth West Street; the interseo-
tion of Second West and South Temple Streets; the intersections of
Second South Street with First West, Second West and Third West
Streets; the intersections of Third South Street with First West,

Second West and Third West Streets; the intersection of South
Temple and Ninth East Streets; and the intersection of South Temple
and E Streets.
SECTION 4. It shall be unlawful for any person to violate an
of the provisions of this ordinance, or to fail to observe and obe,
any of the requirements and restrictions hereof.
(Sec. 3) SECTION 5. No person shall ride, drive or propel, or cause o
permit to be ridden, driven or propelled, any motor vehicle or
bicycle upon or along any public street of this city without havine
attached thereto a bell, gong, horn or other signaling device in
good working order, and sufficient to give warning of the approach
of such vehicle to pedestrians, other riders, or drivers of other
vehicles, and persons entering or leaving street oars. No such
signaling device shall be used or sounded except when necessary to
give such warning; nor shall any person use for signaling any
device making a sound similar to that used by the police or fire
departments of this city.
(Sec. 5) SECTION 6. No person shall ride, drive or propel, or cause or
permit to be ridden, driven or propelled, any motor vehicle or
bicycle upon or along any public street of this city, unless the
same shall be equipped with a good and sufficient brake or set of

brakes which shall be of sufficient power when applied to bring
such vehicle when running at a speed of twelve miles per hour to a
full stop within ten feet from the point where such brake is applied.
SECTION 7. No person operating a motor vehicle shall permit
the motors of the same to visibly emit an undue amount of steam,
smoke or product of combustion from exhaust pipes or openings, and
even?' vehicle using gasoline, distillate, kerosene or other liquid
fuel as motor power, must be provided with a muffler or other de-
vice for the reduction of the noise of the exhaust, which device
shall not be cut out or disconnected within the limits of the city

part of its machinery running. Nor shall any person operating or

(Sec. 4 SECTION 8. No person owning, controlling or having charge of

Lake City during the period of one hour after sunset and one hour
before sunrise, unless there is attached to the front thereof two

distance, in front of such vehicle. Each of such motor vehicles
shall also have attached to the rear at the left side, a lighted

lamp reflected in such manner that it will clearly show the number

of the vehicle, and also a red light visible for a reasonable
distance in the rear thereof.
SECTION 9. No person owning, controlling or having charge of
a motor cycle vehicle shall drive, ride, propel or operate, or
permit to stand upon any street of Salt Lake City any such vehicle
during the period of one hour after sunset and one hour before
sunrise, unless there is attached to the front thereof a lighted
lamp showing a white light visible a reasonable distance, and also
J attached to the rear thereof a lighted lamp showing a red light
visible a reasonable distance, in the rear thereof.

any horse drawn vehicle, shall drive or permit such vehicle to staid
on any street of Salt Lake City during the period of one hour afte,
sunset and one hour before sunrise, unless there is attached to th.

front and a red light toward the rear, each of such lights to show
a reasonable distance from such lamp; provided, that this section

SECTION 11. No person owning, controlling or having charge o
any motor vehicle, street oar or interurban oar, shall drive, ride
propel1 operate,,upon any street of Salt Lake City, any such
vehicle, street oar or interurban oar having at the front thereof
a light of such strength or power as to dazzle pedestrians upon
such streets, or drivers of vehicles proceeding in an opposite
direction.
See. 1282) SECTION 12. Every motor vehicle shall at ell times while bein^

used or operated upon the streets of Salt Lake City, have the num-
ber assigned to it by the secretary of state of the State of Utah,
displayed on the back or rear thereof in a conspicuous place and
manner, securely fastened so as not to swing, and so that the same
cannot be raised to show the back of such number, and so as to be
plainly visible, the numbers to be Arabic numerals, and upon a place
or marker, the said number to be followed by the initial letter of
this state on the plate or marker, the figures thereon to be four
inches high, and each stroke thereof to be one-half, and the said
letter thereon to be not less than one inch in width, and at all
times unobscured. The said number shall also be conspicuously
displayed upon the front of said vehicle.
(Sec. 1279) SECTION 13. No person shall ride any motorcycle, or motor

ibicycle on any street or public place within this city unless a
license has been procured for the use thereof as hereinafterApro-
vided. Each of said vehicles shall be separately licensed, and
such license shall be issued by the license assessor, signed by
1 the mayor, and attested by the city recorder, under the seal of
1 the city, after the payment by the applicant for such license to
the city treasurer of the sum of dollars for each
license per year. Such license shall be effective until the 31st
day of December next following its issuance, and shall contain the
name of the owner, the make, the style and number of such vehicle,
and may be transferred with the machine for which it is issued,
but not otherwise. There shall be issued with such license a tag
to be paid for by the licensee, stamped with the number of the
license, which tag must be attached to said vehicle in a conspic-
uous place where it can be seen at all times.
Sea. 12$3) SECTION 14. No person shall use or operate any motor vehicle
except a motor cycle, upon the streets of Salt Lake City, as
mechanic, employe, or for hire, without having obtained from the
secretary of state of the State of Utah, a badge, as provided in
subdivisions 1, 2 and 3 of Section 5 of Chapter 113 of th8 laws of
Utah, 1909, which badge shall be worn by such person., pinned to } i

clothing in a conspicuous place, at all times while he is operati
such .e-mrrisgo, and no such person shall voluntarily permit any
other person to wear said badge, nor shall any person while oper-pp
ating said .ea-w-riaxge wear any badge belonging to another person, or
a fictitious badge.
(P. 18) SECTION 16. Every person engaged in the business of renting
or hiring out motor vehicles, except motor cycles, and employing
drivers or chauffeurs to operate such vehicles, shall keep a
record containing the name, address and age of each. driver or
chauffeur, in his, their or its employ, which record shall be shown
any police officer upon demand. Every person lending his, their
or its motor vehicle shall keep a record of the name, age and
address of the person to whom loaned, and furnish the same on de-
mand to the chief ofpolice.
SECTION 16. No person shall, unless in an emergency, or to
allow another vehicle, street car, interurban car or a pedestrian
to pass, stop any vehicle on any public street of this city except
as near to the right hand curb as possible, and not less than fifty
feet from the cross walk of the intersection.

the purpose of crossing the street.
Sec. 6,p.7) SECTION 17. No person shall between the hours of eight A. M.
and 7 T. M. allow any vehicle to stand in one place in the congest-
ed districts as defined in this ordinance, longer than one hour,
but every such person shall within such time move or cause to be
moved such vehicle at least fifty feet.
SECTION 18. Every person in charge of a vehicle shall, in the I
congested districts as defined in this ordinance, approach the curb

! from any vehicle. Horse drawn vehicles shall be backed to the cur
at the angle aforesaid, and the animal or animals shall be turned
with the course of travel.
SECTION 19. No person shall hitch or leave standing, or cause
or permit to hitch or to leave standing any vehicle on any public
street of this city within ten feet of any fire hydrant.

SECTION 20. No person shall drive or permit to be driven or
ridden any vehicle by the side of another vehicle or vehicles in
any street of this city longer than is necessary to pass such other
vehicle or vehicles.
SECTION 21. Every person riding or driving any vehicle upon
the streets of this city shall, upon meeting another vehicle, pass
the same to the right, and overtaking another vehicle shall pass t.
the left thereof, and not pull over to the right until entirely
clear of the vehicle passed; but no person riding or driving any
railway
vehicle shell, in overtaking a street oar or interurban car pass
to the left thereof.
SECTION 22. Every person in charge of a vehicle on any street
of this city when signaled so to do by two blasts of a horn or two
riggs of a bell, or other signal by the driver of another vehicle
approaching from tie rear, shall,,when there is room so to do, pull
over to the right of the street or road far enough to permit such
signaling vehicle to pass on the left and on the right of center
of ouch street or road.
SECTION 24. Every person riding, driving or propelling any
vehicle, shall, on all avenues or streets divided by parkways,
walks, sunken ways or viaducts, keep to the right, except in

approaching Twelfth East Street on Second South Street, when such
person desires to proceed north on said Twelfth East Street, or in
approaching Second South Street on Twelfth East Street, when such
person desires to proceed west on said Second South Street; in

either case such person may proceed on the left side of said
streets, but in so doing shall keep to the right of said left side.
SECTION 26. Every person driving a slow moving or heavily
loaded vehicle, and riders of bicycles, shall keep close to the
right hand curb, allowing more swiftly moving vehicles to pass on
the left.
SECTION 26. Every person in charge of any vehicle when turn-
ing to the right from one street, avenue or alley in this city into
another street, avenue or alley, shall turn as near the right hand
curb as possible, and in turning to the left into another street,
avenue or alley, shall keep to the right of the center of the inter-
section of the two streets, avenues or alleys.
M-p. 10) SECTION 27. Every person in charge of any vehicle turning to
the left from one street, avenue or alley into another street,
avenue or alley, shall allow the right of way to a vehicle or
vehicles traveling in the direction in which such vehicle is
turning, and the person in charge of any vehicle traveling in the

1direction in which such vehicle is turning shall have the right of
way over the vehicle so turning. Every person in charge of any
vehicle turning to the right from one street, avenue or alley into
( another street, avenue or alley, shall have the right of way over
a vehicle or vehicles traveling in the direction in which such
vehicle is turning; and the person in charge of any vehicle
traveling in the direction in which such vehicle is turning shall
allow such right of way to the vehicle so turning.
(fit-p. 9) SECTION 28. Except as herein otherwise provided, every person
in charge of a vehicle traveling on a street in a generally north-
erly and southerly direction shall have the right of way over
vehicles traveling on streets in a generally easterly and westerly
direction; and every person in charge of any vehicle traveling on
streets in such generally easterly or westerly direction shall
allow vehicles traveling on streets in a generally northerly or
1 southerly direction the right of way.
SECTION 29. Every person in charge of a vehicle when about t•
stop, shall signal persons in charge of vehicles in the rear by
! raising the hand, and in case such person is about to turn off the
street, or turn around, he shall indicate to persons in charge of
vehicles in the rear with his hand, the way he proposes to turn.

(B-p. 7) SECTION 30. No person in charge of a vehicle shall pass or
attempt to pass another vehicle or vehicles upon any intersection
in the congested districts.
Sec. 1269) SECTION 31A No person shall drive a vehicle on any street,
avenue or alley of thus city, that is so enclosed as to prevent the
person in charge from having a complete view of the traffic at the
rear -e sides of such vehicle, unless there is attached to such
vehicle a mirror so placed that the person in charge is able to se:
therein the reflection of the street, avenue or alley two hundred
feet in the rear of such vehicle.
(D-p. 7) SECTION 32. Every person in charge of any vehicle upon any
street or avenue of this city shell keep the same at least eight
feet from the running board or lowest step of any street car or
interurban car which has stopped or which is about to stop to take
on or let off a passenger or passengers, and shall maintain such
distance from such car until such vehicle shall have proceeded at
least fifty feet beyond the front of such street car or interurban
oar. If by reason of the presence of a vehicle or other obstruc-
tion at the place where such oar shall have stopped or is^stopping
or by reason of the narrowness of the street or avenue it is not
possible to preserve said distance of eight feet from the running

board or lowest step as herein described, then the person in charge
of ouch vehicle shall stop the same and remain standing until such
street oar or interurban oar shall proceed.
(A..p, 7) SECTION 33. Every person in charge of any vehicle, street oar
or interurban oar, shall drive such vehicle and operate such stree,
oar or interurbana car on the streets and avenues of this city in a

careful manner, and with due regard to thensafety and convenience
of pedestrians and other vehicles and oars.
(F-p. 8) SECTION 34. No person while in an intoxicated condition shal ,
upon any street, avenue or alley of this city, ride, drive, propel
or have charge of any animal, vehicle, street car or interurban
oar. Every person being convicted of violating the provisions of
this section shall be punished as follows: For the first offense,
by a fine of not less than W.0.00 nor more than 00.00, or by
imprisonment in the city jail for a period of not exdeeding thirty
days, or by both such fine and imprisonment; and in case the perso
convicted shall at the time of committing the offense have been in
charge of a vehicle licensed by Salt Lake City, in addition to sue.

The court may in imposing a fine, enter as part of the judgment
that in default of the payment of the fine the defendant may be
imprisoned in the city jail for a period of not exceeding thirty
days. For the second offense, imprisonment in the pity jail for
a period of not less than thirty days and not more than six months
and in case the person convicted shall at the time of committing
the offense, have been in charge of a vehicle licensed by Salt Lak:
City, in addition to such imprisonment, the judgment shall provide
that such lioense be revoked.

twenty feet in length, or eight and a half feet in width; nor any
vehicle loaded with or hauling earth, dirt, sand, gravel, brick,
fire proof tiling, mortar, rook, stone or lumber, or any wreckage,
unless the same is being taken to or from an excavation, building

or place being made, constructed, repaired or demolished, located

upon one of the streets above mentioned. Every vehicle loaded. or
hauling as aforesaid, shall proceed to and from its destination by
the most direct route, avoiding when possible so to do, passing
over any part of either of the streets above mentioned; provided,
that nothing in this section shell prevent any vehicle from cross-
ing any of the parts of the streets herein mentioned.
SECTION 36. No person shall drive, ride or propel, or cause
or permit to be driven, ridden or propelled, any vehicle upon any
street, avenue or alley of Silt Lcke City, or on any part of any
street, avenue or alley of said city, at a greater rate of speed
than in this section provided, to-wit, eight miles per hour over
and across any intersection in the congested and restricted dis-
tricts, as defined and located in this ordinance; fifteen miles per

Every person convicted of violating the provisions of this
section shall be punished as follows: For the first offense, by a
fine of not less than 010.00 nor more than 60.00, or by imprison-
ment in the city jail for a period not longer than thirty days, or
by both such fine and imprisonment. For a second offense, if
committed within one year after conviction of the first offense, b
a fine of not less than N50.00, and not more than100.00, or by

imprisonment. For a third, or any subsequent offense committed
within one year after conviction 6f the first offense, by a Fine

ment in the city jail for a period of not less than sixty days,
and not more than six months, or by both such fine and imprisonmen .
That in case the person convicted of a second or third offense, at
the time of oommitting the offense shall have been in charge of a
vehicle licensed by Salt Lake City, in addition to such fine or
imprisonment or both, the judgment shall provdde that such license
be revoked. The court may in imposing a fine under this section,
enter as a part of the judgment that in default of the payment of
the fine, the defendant be imprisoned in the city jail for a period

(Cy9) SECTION 37. No person shall drive, ride or cause to be driven
or ridden, any animal, or ride, drive or propel, or cause to be
ridden, driven or propelled, any vehicle over or across any newly
made •pavement in any public street across or around which pavement
there is a barrier, or at, over or near which there is a person or
a sign warning persons not to drive over or across such pavement,
or a sign stating that the street is closed.
(E-9) SECTION #8. No person under eighteen years of age shall
engage himself for hire, or be employed by any person, firm, asso-
ciation or corporation, as driver of any motor vehicle, except a
motor cycle, nor shall any person under sixteen years of age drive
any motor vehicle upon the streets of Salt Lake City; provided,
however, that any person under the age of eighteen years and over
the age of sixteen years who shall satisfy the chief of police of
his olor her competency, end secure from such officer a written
permit to drive a motor vehicle, may drive such vehicle owned by
his or her parents, when accompanied by an adult person; provided
such adult person sits in the same seat with such driver.

SECTION 39. No pedestrian or rider, driver or occupant of any
vehicle shall lay hold of any part of any other vehicle, street
car or interurban car while the same is in motion.

(J-9) SECTION 40. No person shall drive or ride, or cause to be
driven or ridden any animal or vehicle upon or along any public
sidewalk, or leave any animal or vehicle on or along any public
sidewalk in such manner as to obstruct the same.
(L-10) SECTION 41. The officers and firemen ftf and all vehicles and
apparatus of the fire department, ',when going to, ommonnitift, or
returning from a fire, and all ambulances whether public or privat
and all other vehicles when employed in carrying sick or injured

persons to a hospital or other place for relief or treatment, and 1

the officers, patrolmen and vehicles of the police department shall

have right of way over all other persons and vehicles on any streets,
and through any procession, except vehicles carrying U. S. mail.
SECTION 42. Vehicles under the control of the board of com-
missioners used for flushing or sprinkling,public streets, avenues
or alleys of the city, or for the collection of garbage, and the
emergency crew of the water works department when responding to a
fire or emergency call, shall have right of way over all other
vehicles except those carrying U. S. Mail, ambulances, fire
department apparatus and vehicles of the police department.
SECTION 43. Every person in charge of any vehicle in or upon
any street of this city, upon the approach of any vehicle or

apparatus of the fire department, or any police patrol wagon, or
any ambulance, or the emergency crew of the water works department

or of any auxiliary fire apparatus, shall immediately stop such
vehicle as near as possible to the right hand. curb of such street;
nor shall such vehicle be moved until such apparatus, police patrol,
emergency crew, auxiliary fire apparatus or ambulance shall have
passed the same.
(N-10) SECTION 44. No person in charge of any vehicle upon the
streets of this city shall wilfully stop, or drive, or cause to be
stopped or driven, any such vehicle along or across any street
railway track or interurban railway track in such manner as
unnecessarily to hinder, delay or obstruct the movement of any car
traveling upon such track.
(13) SECTION 45. No person, firm or corporation, nor any employe
of any person, firm or corporation controlling, operating, or in
charge of any car or train of care operated by steam or any other
motive power, shall cause or permit such car or train of oars, or
any portion of the same to stand or be moved in, along or across
any public street in such manner as to prevent for a period of fiv=
minutes or longer, any person or vehicle from crossing the track
or tracks on which such car or train or trains of cars are stendin

or being moved.

Any person, firm or corporation convicted of a violation of
any provisions of this section sholl upon conviction thereof, be
punished by a fine of not loss than ,ip60.00 nor more than j 299.00,
or by imprisonment in the city jail for a period of not less than
thirty days, nor more than six months, or by both such fine and
imprisonment.
SECTION 46. No person, firm or corporation, either as owner,
employe or otherwise, controlling, operating or in charge of any
vehicle, street err or interurban car, shall cause or permit such
vehicle or car to be stopped in or upon any street in the congested
districts of this oity, so that any portion thereof or of the
fender attached thereto shall project between the prolongation of
the lines of the sidewalk of the street crossing intersecting or
terminating in the street, or in or upon which such vehicle or oar
is so stopped; provided, that the provisions of this section shall
lot apply in case of emergency, or when such vehicle or ear is
stopped for the purpose of avoiding an accident.
SECTION 47. No person operating or in charge of a street car
on Main Street between the south side of South Temple Street and. %
the south side of Iourth boui,h Street, shall stop such car to take
on and let off passengers except on the side of the intersection
such oar is approaching, and in the center of the block between
intersections. In turning into Main Street from another street, no
person operating or in charge of a street car shall stop the same
to take on or let off passengers on said Main Street except in the
center of the block between intersections.
SECTION 48. That part of streets, avenues and alleys between
the curb lines is primarily intended for vehicles, but pedestrians
have the right to cross the same in safety, and every person in
charge of any vehicle or street oar or interurban oar shall exercisle
all possible care not to injure pedestrians. Pedestrians shall

Every pedestrian shall keep to the right of the sidewalk or
street crossing, and shall not obstruct or prevent the free 'use of
any sidewalk or street crossing by others. In the congested dis-
tricts pedestrians shall not stop or stand so as to obstruct the
use of the sidewalk.
SECTION 49. No pedestrian shall interfere with the movement
of vehicles or street cars or interurban oars. No pedestrian shall
cross an intersection of streets in the congested districts

SECTION 50. The chief of police shall designate a sufficient
number of police officers to attend upon the public streets to
oontrol the movements, and order the stoppage of veh t.lee, street
cars and interurban cars in or upon such streets, in order to
prevent congestion of traffic, and to prevent accidents. Any
police officer designated by the chief of police to perform such
duty shall control the movement, end order the stoppage of
vehicles, street oars, interurban cars and pedestrians in or upon
such public streets for the purposes herein set forth. The move-
ment and stoppage of vehicles, street cars, interurban cars and
pedestrians at street intersections shall be governed by whistle
or other signal given by such police officer es follows:
(14) One blast of a police whistle or a raising of a hand indicate:
that the east and west bound trafficnrsiust stop, and that north and

and indicates the approach of vehicles of the fire department, or
some other emergency, and all vehicles, street cars and interurban
railway ca.re, ehell stop until permitted by the police officer to
proceed.
SECTION 51. Every person in charge of any vehicle, street
car or interurban car, or anim.a,,,rall at all times comply with
any direotion given by whistle, voice or h<<nd of any police officer
as to stopping, starting, approaching or departing from any place
in the street. Every pedestrian desiring to cross at any street
crossing shall at all times comply with any direction given by
whistle, voice or hand of any police officer as to crossing such
street.
SECTION 52. Every person in charge of any animal, or vehicle
standing along or near the curb of any street within the col e

districts, shall at the request of any police officer, move such.

Every person shall comply with any instruction or direction
displayed upon any post, standard, sign or device for the regula-
tion of traffic in any public street.
SECTION 54. Subject to the approgal of the board of commis-
sioners, the department of public safety may establish zones of
quiet in the vicinity of hospitals and other public institutions,
and other places, and notices shall be conspicuously placed desig-
nating the limits of such zones. Every person in charge of a
vehicle, street car, interurban car or railway train, or any other
type of vehicle, shall exercise special care to approach and pro-
ceed through such zones as noiselessly as possible.
SECTION 55. No person shall deface, injure, move or iaterfer:.
With any sign, standard, post, rope or other device installed or
placed for the purpose of directing or regulating traffic. ��

SECTION 56. No person shall throe^, deposit or place in or upo
any public street, avenue or alley of this city any nails, tacks,
crockery, scrap iron, tin, wire, bhttles, glass, bores, wood,
boards, stone, thorns or thorny clippings, or thorny branches of
trees or bushes, or any other article or thing likely to puncture
or injure the tire of any vehicle.
SECTION 57. In case of an accident to a person or property
on any of the streets, avenues or alleys of this city, due to the
operation thereon of any vehicle, the person operating or in charge
of such vehicle shall stop, and upon request of the person injured,
or any person present, give such person his name and address, and
if not the owner of such vehicle, the name and address of such
owner.
SECTION 58. No person shall operate a motor vehicle upon any
sidewalk of Salt Lake City. •
SECTION 59. The provisions of Sections 16, 17, 18, 19, 21,
22, 25, 28, 50, 32, 35, 36, 46 and.1-..-"ff oft this ordinance shall
not apply to any vehicle or the person in charge of any vehicle
connected with the fire department or police department of this
city when in the performance of duty.
SECTION 60. The provisions of Sections 16, 17, 18, 19, 21,

apply to vehicles of any auxiliary fire apparatus belonging to any
person, firm or corporation engaged in furnishing gas or electrici'y
to Salt Lake City or its inhabitants, or the person in charge of
such vehicle when responding to a fire call.

SECTION 64( The provisions of Sections 16, 18, 19, 21, 25,
30, 40 and 46 of this ordinance shall not apply to vehicles or to
the persons in charge of vehicles of the health department in the
collection of garbage. ,
SECTION ea. The provisions of Sections 10, 16, 18, 19, 20,
21, 22, 25, 26, 27, 28, 30, 35 and 40 of this ordinance shall not
