ANT ORDINANCE
AN ORDINANCE PROVIDING FOR AND ORDERING A SPECIAL
ELECTION AND SUBMITTING TO THE QUALIFIED TAX-PAYING
ELECTORS OF SALT LAKE CITY, UTAH, AT SUCH SPECIAL
ELECTION, THE QUESTION OF INCURRING A BONDED INDEB'T-
EDNESS IN THE AGGREGATE SUM OF THREE MILLION THREE
HUNDRED THOUSAND DOLLARS, ($3,300,000.) AND ISSUING
NEGOTIABLE COUPON BONDS THEREFOR, FOR TIE PURPOSE
OF INCREASING, IMPROVING, ENLARGING, 1 ENDING PER
FECTING AND ADDING TO THE PRESENT WATER SUPPLY AND
WATERWORKS SYSTEM OF SALT LABS CITY, UTAH, AND OF
SUPPLYING AND DISTRIBUTING WATER TO THE INHABITANTS
OF SAID CITY, BY ACQUIRING BY PURSE, EXCHANGE OR
OTHERWISE, WATER AND WATER RIGHTS, AND BY CONSTRUCT-
ING DAMS AND STORAGE RESERVOIRS, CONDUITS AND DIS-
TRIBUTING MAINS, THE SAID WATER, WATER RIGHTS AND
WATERWORKS TO BE OWNED AND CONTROLLED BY SAID CITY.
WHEREAS, there is immediate and pressing necessity for increas-
ing improving, enlarging, extending, perfecting and adding to the present wa-
ter eupply and waterworks system of Salt Lake City for the purpose of supply-
ing and distributin
g water to the inhabitants thereof for fire and domestic
purposes; and
WHEREAS, the said city is without funds in its treasury suf-
ficient to provide for the additional water, water rights and waterworks sys-
tam required in order to properly supply the inhabitants of said city with
water for fire and domestic purposes, and it is therefore necessary to issue
the negotiable coupon bonds of said city to provide funds therefor; and
WHEREAS, the board of commissioners of the said city deem it
advisable and necessary to submit to the qualified, tax-paying electors of the
said city the question of authorizing the issuing of the negotiable coupon
bonds of the said city in the aggregate amount of Three Million Three Hundred
Thousand Dollars ($3,300,000.) for the purpose of supplying and distributing
water to the inhabitants of said city, the said additional water, water rights
and waterworks to be owned and controlled by said municipality;
NOW THEREFORE, BE IT (RDATNED BY THE BOARD OF COMMISSIONERS
OF SALT LAKE CITY, OF THE CCUNTY OF SALT LAKE, AND STATE OF
UTAH:
Section 1. That a special election of each qualified electors
of Salt Lake City, in the County of Salt Lake, state of Utah, as shall have
paid a property tax in the year preceding such election, be called, and said
election is hereby ordered and called to be held on Wednesday the
31st day of March , A. D. 1920.
Section 2. That at said special election the following
question shall be, and is hereby submitted to each qualified electors of said
city as shall have paid a property tax in the year preceding said election,
towit:
"Shall Salt Lake City, Salt Lake County, Utah, create
an'indebtedness by issuing its negotiable coupon bonds
in the aggregate amount of Three Million Three Mandrel
Thousand Dollars ($3,300,000.) absolutely due and pay-
able twenty years from their date and bearing interest
at the rate of five per centum (6%) per annam, payable
semi-annually for the purpose of supplying said city
and the inhabitants thereof with additional water, the
said additional water, water rights and the waterworks
for supplying such hater to be owned and controlled by
the said municipality?"
Section 3. That the said additional water, water rights and
waterworks system to be acquired and constructed with the proceeds of said
bonds shall be owned and controlled by said city.
Section 4. That the question so submitted shall be voted an
at said election by the voters qualified as aforesaid, at the respective poll-
ing places in the respective voting districts and wards of said city, as pro-
vided by the ordinances and resolutions of said city. The vote shall be by
ballot of the form hereinafter provided, and said election shall be held and
conducted in all respects as nearly as possible in conformity with the general
election laws of the state.
Section 6. The ballots to be used in voting upon the question
above submitted shall be prepared and furnished by the City Recorder to the
judges of election, to be by then furnished to the voters, and shall be in
substantially the following printed form:

Thousand Dollars ($3,300,000.) absolutely due and Pay-
able twenty years from their date and bearing interest

(Each voter shall prepare his ballot by crossing out the word "Yes" or "No"
so that the word remaining will express his answer to the question submitted,
and shall then deposit his ballot in the ballot box provided for such pur-
pose.)
On the reverse side of said ballots there should be the form:
"Official ballot for Districts Nos. (Designation of district or politi-
cal..division), Salt Lake City, March 31s t , 1920. W. A. LELTHAM,
(fac simile signature of Recorder) City Recorder". Said ballots to be per-
forated and the stubs numbered consecutively, as provided by law.

Section 6. No ballot answering said question "Yes" or "No" as
the case may be, shall be received by the judges of election unless the person
offering the same shall be a qualified elector in Salt Lake City, and shall
have paid a property tam in the year preceding said election.
Section 7. The City Recorder is hereby directed forthwith to
proceed to select and maks arrangements for not more than five suitable voting
places in each municipal ward in Salt Lake City and make contract for the same;
also to select and submit to the Board of Commissioners for appointment a list
of names of at least three suitable persons of proper political belief for each
voting place to act as judges of election therein, each of said persons to be
a resident of one of the voting districts in the municipal ward in which he is
to act as judge. The City Recorder is directed to make such report to the
Board of Commissioners as soon as he can conveniently do so.
Section 8. The City Recorder is hereby instructed to secure
copies of registration books, sample ballots, notices of election, stationery,
tables, chairs and such other things as may be necessary for such election for
each voting place, and is hereby instructed to incur the expense for so doing
and to employ the necessary help for holding said election in accordance with
the provision of law.
Section 9. The vote cast at said election on the question sub-
mitted shall be canvassed and returned and the return made and the result
declared in the same manner, as nearly as possible, as is provided by law for
the canvass, return and declaring the result of votes cast at an election for
municipal officers.
Section 10. The Mayor and City Recorder of Salt Lake City are
hereby directed and required to make proclamation and give notice of the time
and place of said election by publication of such notice in four daily news-
papers published and circulated in said city daily for four successive weeks

prior to the date of said election, the first publication to be not less
than thirty days prior to said election, and also by posting copies of such
notice at each polling place in each ward in said city which notice shall be
so posted at least ten days prior to said election.
Said notice and proclamation shall be in substantially the follow-
ing form:

PUBLIC NOTICE.
Pursuant to ordinance No. _02. of Salt Lake City, Utah, adopted
and approved on the 86 tIt day of February , A. D. 1920, pub-
lid notice is hereby given that a special election will be held in the re-
spective polling places in each ward in said city on Wedne sdav
the 31st day of March , A. D. 1920.
At said election there will be submitted to a vote of such quali-
fied registered electors of Salt Lake City as shall have paid a property tax
therein in the year preceding such election, the following question:
"Shall Salt Lake City, Salt Lake County, Utah, create
an indebtedness by issuing its negotiable coupon bonds
in the aggregate amount of Three Million Three Hundred
Thousand Dollars ($3,300,000.) absolutely due and pay-
able twenty years from their date and bearing interest
at the rate of five per centum (5%) per annum, payable
semi-annually for the purpose of supplying said city
and the inhabitants thereof with additional water, the
said additional water, water rights and the waterworks
for supplying such water to be owned and controlled by
the said municipality?"
The polls will be opened at seven o'clock A. M., and continue
open until seven o'clock P. M. of the same day, and will be closed at that
hour.
There shall be no special registration of voters for the said
election, bat the "official register" last made or revised shall constitute
the "official register" for such election.
The ballots to be used in voting on the question submitted will
be prepared and furnished by the City Recorder to the judges of election, to
be by them furnished to the voters. The election will be held and conducted
in all respects, as nearly as possible, in conformity with the general oleo-
tion laws of the state.

IN WITNESS WHEREOF, the Board of Conmissioners of Salt Lake City,
in the state of Utah, have caused this notice to be pxbliehed and posted as
required by law, this 27th day of February, A. D. 1920.

Section 11. In the opinion of the Board of Commissioners
of Salt
Lake City, Utah, the water supply for the city is inadequate for fire and
domestic purposes, and there is a pressing necessity for supplying said city
with additional water. It is, therefore, necessary for the health, peace
and safety of said city that this ordinance become operative immediately so
that the election provided for herein may be held on the date specified sad
the bonds issued as soon as possible. Consequently an emergency is hereby
declared, and this ordinance shall take effect and be in force immediately
upon this publication.
Section 12. This ordinance, immediately upon its passage, shall be
recorded in the book of ordinances of said city kept for that purpose,
authenticated and approved by the Mayor, attested by the City Recorder, and
shall be published in the Salt Lake Herald, official newspaper published in
Salt Lake City, and shall take effect and b in force immed
