AN ORDINANCE AMENDING Section 20-15-9 of the Revised Ordinances
of Salt Lake City, Utah, 1965, relating to hotel-motel runners and
solicitors.
Be it ordained by the Board of Commissioners of Salt Lake City,
Utah:
SECTION 1. That Section 20-15-9 of the Revised Ordinances of
Salt Lake City, Utah, 1965, relating to hotel-motel runners and
solicitors, be, and the same hereby is amended to read as follows:
Sec. 20-15-9. Hotel-motel runners and solicitors. (1)
License required. It shall be unlawful for any person to be a
runner for any hotel or motel without obtaining a license to do
so. The license fee payable under this section shall be $25 per
year or any part thereof for each hotel or motel for which a
person is a runner.
(2) Definition. Every person who, at a railroad station, bus
station, airport terminal, in the street or in any public place,
solicits trade for a hotel or motel; or any person who drives
a bus, automobile, or other conveyance, for the carriage of
persons from or to any hotel or motel, to or from any railroad
station, bus station, airport or similar terminal of public
transportation shall be deemed to be a runner for such establish-
ment for the purpose of this section, provided that this section
shall not be deemed to apply to a person driving taxicabs, buses
or other transportation for hire that are licensed under other
provisions of these ordinances.
(3) Operating and charge restrictions. A runner licensed
pursuant to this section who operates a conveyance for the carriage
of persons to and from the terminal of a public transportation
system shall not use such conveyance for transporting persons
elsewhere within the city. Any such runner must be employed by
a hotel or motel. Transportation provided shall be free of charge
and no runner, hotel or motel shall make any direct charge nor
add any charge to the normal room rate for such transportation.
(4) Notice requirements. Notice shall be clearly and con-
spicuously displayed on said vehicle that there is no charge
for transportation therein. The name of the hotel or motel shall
also be clearly and conspicuously displayed on said vehicle.
(5) Licensing procedure. Upon the payment of the required
fee and filing of the proper application therefor, a license
shall be issued to said runner authorizing him to be a runner
and licensing one vehicle for use in such capacity.
SECTION 2. In the opinion of the Board of Commissioners of
Salt Lake City, Utah, it is necessary to the health, peace and
welfare of the inhabitants of Salt Lake City that this ordinance
become effective immediately.
