Green Stewart t ` Mr. Chairman Result AN CE AN ORDINANCE AMENDING SECTIONS 1971, 1972, 1973, 1974, 1986, 1998, 2001, 2005, 2011, 2012, 2013, 2014, 2016, 2017, 2019, 2034, 2035, 2036, 2037, 2038 and 2041 of Chapter LXIV of the Re- vised Ordinances of Salt Lake City, 1920, and amending said Chap- ter LXIV by adding in and to said Chapter four new sections to be known as Sections 2014X1, 2015X1, 2017X1 and 2017X2, and REPEALING SECTION 2010 of said Chapter LXIV, relating to Water Supply and dater Works. Be it ordained by the Board of Commissioners of Salt Lake City, Utah: SECTION I. That Sections 1971, 1972, 1973, 1974, 1986, 1998, 2001, 2005, 2011, 2012, 2013, 2014, 2016, 2017, 2019, 2034, 2035, 2036, 2037, 2038 and 2041 of chapter LXIV of the Revised Ordinances of Salt Lake City, 1920, relating to Water Supply and Water works, be and the same are hereby amended to read as follows: SECTION 1971. ALLOWANCE FOR VACANCY. FLAT RATE. No allowance shall be made for the non-use of water on flat rate for a period less than three months. Any water user to avail himself of an abatement for non-use for a period longer than above specified shall report to the superintendent of water works in writing and have water turned off his premises. No reduction or abatement of water rates shall be made unless such notice shall be given. Before water will again be sup- plied, notification must be made in writing to the superintend- ent of water works and a turn-on fee of One Dollar paid. • r lid of 45.00 made before water is turned on. II � SECTIONN 2005. AUTOMATIC SPRINKLING SYSTEMS.. No automatic sprinkling system shall be permitted except on metered service. There larger service than 5/8 inch meter is required, the entire cost of installation and of meter, over and above cost of 5/a inch installation shall be paid by ep- plicant. No service larger than one inch shall be permitted SECTION 2011. FLAT RATE ASSNSSMENTS. It shall be the duty of the assessor of water rates, annually to assess each premises supplied with water on flat rates in accordance j with the provisions of the ordinances of Salt Lake City. 1 1 Such assessments for water shall be based upon the rates es-1 1 tablished by ordinance and date from the first day of July 1 of each year. 1 SECTION 2012. ASSESSMENTS ROLLS. Upon such assess- ment being made, the water assessment rolls shall be deliver4 ed to the City Auditor for verification of the total amounts of such rolls. The city auditor shall than deliver said rolls to the commissioner of water supply and waterworks who shall; II promptly notify all water users of the rates assessed and proceed to collect same as provided under Section 2013. SECTION 2013. NOTICE TO WATER TAKERS ON FLAT RAM! DELINQUENCY. The commissioner of water supply and water wore shall, before the first of July, furnish to each flat rate water user a statement of the amount due Salt Lake City for 1 use of water for the ensuing year, in accordance with schedule of water rates as provided in Section 2014 hereof. .l1 water rates shall be due and payable July first of each year and unless pai d by July 31st, shall be delinquent and subject to; shut off without further notice, and before the water shall jl be turned on all delinquent rates must be paid in full, to- lIgather with one dollar additional to cover cost thereof. The service pipes and connections from the main to point between curb and sidewalk, including curb cock, curb 1 box, meter box and meter installation will be put in and maim 1 tained by the Water Department and kept within its exclust e control., for which the following charges (including fee of One Dollar ( 1.00) provided for in Section 1974), payable in! advance, shall be made: For a 5/8 inch oonnection with 5/8 inch meter . . .:21.00 For a 3/4 inch connection with 5/8x3/4 inch meter . 24.00 For a 3/4 inch connection with 3/4x3/4 inch meter . 29.00 For a 1-inch connection with 3/4x1 inch meter . . . 30.00 For a 1-inch connection with lxl inch meter . . . . 40.00 Charges for other size connections and all work done by the department of water supply and water works, including; cutting and replacing pavement where necessary, shall be fixes by the Superintendent of Water Works at an actual coat 1 for work and material plus 10%. Where an old service pipe ' is replaced by a new service pipe of a larger size the charge shall be the same as the charge for the installation of a new service pipe. In all cases the minimum size service pipe II from the curb box to the premises to be supplied with water shall be a 3/4 inch pipe. An applicant, residing on a street where there is 1 no water main, may be granted a regular service connection of 3/4 inch pipe from curb box location on street where water main exists for a distance of not more than two hundred feet) at an additional cost of twenty-five cents (25i) per foot fo such connection, and for 1 inoh pipe the charge shall be thirty cents (30i) per foot additional. SECTION 1973. SERVICE PIPES. Service pipes must be ! so arranged that the supply to each separate house or premises may be controlled by a separate stop-cock, placed within and,! -2- I f1 II near the line of the street curb. Before water will be supplied through such service pipe, some one person must agree to be re- sponsible for and pay for all water used through said service. Where water is now supplied through one service, to one or more houses or persons, the commissioner of water supply and water works may, in his discretion, either refuse to fur-/ nigh water until separate services are provided, or may contiinue the supply on condition that one person shall be responsible ) for and pay for all water used through said service. No person will be permitted to conduct water pipesI across lots or buildings to other premises. SECTION 1974. ci.UA ITY OF SERVICE PIPE. PERMIT AID FEB. All service and other pipes used underground shall be of, cast iron, standard galvanized iron, extra strong lead or tin- lined lead (except private pipes where the board of commission- ers grants the use of special material), laid not less than four feet below the surface of the ground and of sufficient 1 strength to stand the water pressure. All work upon and alter- ations or extensions of water pipes, and size of pipes shall / it be to the acceptance of the superintendent of water works. ' No connection of service pipes shall be made withoi4t first obtaining a permit therefor from the department of water supply and water works, for which permit there shall be paid the sum of one dollar,(4.00). Before permit is issued plumbers shall designate orb the application blank correct street and house number to be served. If incorrect number is given a charge of 41.00 will be made for issuing corrected permit and no permit will be issued to said plumber until said correction is made. SECTION 1986. PLUMBING. REPORTS TO BE MADE. Every plumber who, after having obtained a permit from the depart- ment of water supply and water works, shall install any pipe or fixtures for persona desiring to use water, or who shall make additions or extensions to pipes or fixtures already/ -3-. L, I installed, shall, within twenty-four hours after the same shall be completed, fill in and return to the superintendents of water works, upon blanks to be furnished for that purposet it a full report thereof. SECTION 1998. FIRE PROTECTION. Pipes to be used only in case of fire and not covered by meter will be allowed within buildings on the following conditions: The fire pipes must be entirely disconnected from those used for other pur, poses, and hose pipes or branches must be arranged by means of seals, or otherwise, so that they oan be used only in ease of fire. A charge of 8.00 par year, payable in advance on 1 July 1st and delinquent august 1st shall be made for such fire service. upon failure to pay id charge, service will: - II be disconnected. should water be used through such fire pipe for other than fire purposes, the superintendent of water works shall require that a meter be installed upon the fire pipes at owner's expense and no water shall be delivered to said fire pipes until such meter is installed. In no case will any connection larger than 6 inches he allowed. SECTION 2001. TURNING ON AFTER BEING TURNED OFF II PROHIBITED. Hose connections for sprinkling garden, lawns and other purposes, 50 square yards or less, 01.50, and for each I!. additional square yard, 3 cents. par washing each private vehicle . . . . 01.00 For each animal on premises . . . . . . 1.00 • Private dwelling occupied by one family (5 rooms or less} 4.00 Each additional room .75 Each additional family 3.00 Each bath tub 1.00 Each toilet . 2.00 I i Provided, that the minimum charge for dwellings occupied by one family shall be Six Dollars (46.00) per year unles installations and water service are paid for according! to the foregoing schedule in excess of that amount. For all other purposes water shall be measured by meter and paid for at meter rates. The Commissioner of Water Supply and 'Water Works shall have power to adjust all erroneous bills and rates sndi shall report all such adjustments, with the reason therefor,' to the city auditor, and to the board of commissioners, month- �� ly, or oftener if required. SECTION 2016. METER RATES. BILLS RENDERED. The II rates for water supplied through meters to all places will be the same for all consumers, namely, five and one-half cents per 100 cubic feet for the first 13,000 cubic feet; five cents per 100 cubic feet for the second 13,000 cubic f j feet; four and one-half cents per 100 cubic feet for all -6- over 26,000 cubic feet consumed per month. The minimum charge for water used through a meter shall be 50 cents Ij per month. Public schools shall pay the above rates less a discount of 25 per cent. Bills for water used through meters shall be ren- dered monthly or quarterly. If the bills rendered as afore-4 said are not settled and paid within fifteen days after ittheir rendition, the commissioner of water supply and water works shall cause the water to be turned off and before the I i water is turned on all unpaid water rates must be paid in full, together with a turn-on fee. of 41.00. When for any reason the water meter shall fail to register, bills shall be rendered at the average rate con- .' sumed for like periods of time. Should any water taken, using a water meter, desiz+a to have the meter on his premises tested, the charge shall it be 42.00 where the meter is found to be correct or to regis' tar ih favor of the consumer; but where found to be over- registering, the cost of such test shall be borne by the city. jl Any water user to avail himself of an abatement ji for non-use of water on a meter shall report to the superin-; tendent of water worka in writing and have water turned off his premises and the meter removed. SECTION 2017. METERS FURNISHED BY THE CITY. Meters Ii of type approved'by the Board of Commissioners up to and in eluding 1 inch in size will be furnished and maintained by the city. L.11 meters of larger size than 1 inch shall be furnished at the expense of the xp applicant. In all cases, y{: 4 type of meter to be furnished shall be approved by the euperr intendant of water works. All water meters shall be under the control of the superintendent of water works. Water meters must be readily accessible to the meter reader on his regular trip and where the meter is not aciessible a concrete meter box must be installed at the curb for which there shall be a charge of 16.00. This provi- sion may be enforced by turning off water until complied with. SECTION 2019. REMITTANCE TO INDIGENTS. The Board of Commissioners upon recommendation of the Commissioner of 1 it Water Supply and Water Works may remit in whole or in part the water bill of any person upon a showing by affidavit that each person is indigent and has no means with which to ! pay said bill. SECTION 2034. EXTENSIONS. Hereafter all water maixl extensions shall be made without special taxes being levied to pay for same. Ij SECTION 2035. ANY PERSON MAY HAVE WATER MAIN EX- TENDED. any person desiring to have the water mains within, the city extended, and being willing to advance the whole expense of such extension, and receive the return thereof, l �I! as hereinafter provided, may make application to the board I III of commissioners by petition containing a description of such proposed extension, accompanied by a map showing the location thereof, which petition shall also contain an offer to advance the, whole expense of making the same as said ex-i pense shall be certified to by the superintendent of water works. SECTION 2036. COST OP EXTENSIONS. Upon the receipt of such petition and map, and before the petition is grant- it ed, the board of commissioners shall obtain from the super-,' -S- I I { , j1 ! �1 I intendent of water works a certified statement showing, the whole cost and expense of making such extension. SECTION 2037. AMOUNT OP COSTS TO BE DEPOSITED WITH CITY TREASURER. If the board of commissioners shall grant said petition, before any work shall be done on such exten- sion, and within thirty days, or such other time as the board shall indicate, after the granting thereof, the amount! of the cost and expense of making such extension as certi- fled by the superintendent of water works, shall be deposit! i ed with the city treasurer of this city. SECTION 2038. MONEY TO BE RETURNED. The sum of 1 money deposited as provided in Section 2037 of this chapter shall be returned to the person depositing the same, or to his assigns, personal representative or successor, by the city treasurer when so directed by the board of commissioners, by paying 25 per cent of the sum so deposited, without inter- est, on the first day of July in each year until said sum 1 is fully paid, the first payment to be made on the first dai of July of the year next following the year in which the 1 money is deposited. SECTION 2041. PRIVATE PIPES. When permission is granted by the board of commissioners to any person to put in a private water service, the whole cost of installing th4 same shall be paid by the person obtaining such permission. ; All such water service shall be maintained and kept in good repair by the owners and users thereof at their own cost and expense. In all cases a curb box, curb cock and meter box shall be installed and maintained by the water works depart- meant for each separate premises. The cost for furnishing a 3/4 inch curb cock, curb box and 5/Rx3/4 inch meter install ation, including y1.0O permit fee, will be 010.00. Nheneve3 a larger size curb cock or meter is called for the addition4l cost of same shall be paid for by applicant. -9- 1 ii it I �I 1 should anyone connect to a private pipe without a permit from the waterworks department, water may be shut off at the main until permit is taken out and all expense of shutting off and turning on is paid. Whenever a city water main shall have been laid in front of premises already connected to a private pipe, the owner or occupant shall upon notice from the superintendent of water works, make application for re-connecting the pre- misea to the city water main. The charge for this re-conneo- tion will be 410.00; for this price the city will tap the main and extend. a 3/4 inch service pipe, re-connecting the premises at the curb. SECTION 2. That Chapter LXIV of the Revised Ordinances Fof salt Lake City, 1920, be and the same is hereby amended by add- kng in and to said chapter four new sections to be known as Sea- r, ultions 2O1.4X1:, 20l5Xi, 2017X1 and 201712, relating to water supply land water works, to read as follows: SECTION 2014X1. NEW SERVICE TO BE EETEERID. Whenever a new service pipe is installed connecting any premises with ' the water mains of Salt Lake City, or whenever any new pre- mises are connected to a private line which is supplied by water from the water system of Salt Lake City, a water meter ICI shall be installed. No premises shall be permitted to go on flat rate after meter is once installed, but shall remain on meter. It shall be unlawful for any person engaged in construction work to use water from the city mains, except through a meter. 1 II, SECTION 201XT. FLAT RATES TRANSFERRED TO METER. Whenever a flat rate account is ordered metered, the install-f ation oast thereof shall be as follows:- 5/8 x 3/4 6.00 3/4 x 1 inch 11.00 1 inch x 1 inch . . 18.25 -10- ', sl Where annual assessmsnts of water rates have al- ready been made, the commissioner of water supply and water works is hereby authorized to withdraw said assessments from the date that water meters are placed in such establishments ) and thereafter charge for water taken by meter rates. SECTION 2017X1. E TER DEPOSITS uND AGREEIiIENTS. Water takers, who are not the owners of the premises on which metered water service is being supplied, shall deposit with the City Treasurer an amount sufficient to cover the cost of the water meter and any water bills which mqy accumulate, and in no case shall this deposit be less than 10.00. The City Treasurer shall issue a certificate of deposit upon re- ceipt of the same. The amount deposited shall be refunded to the holder of the certificate upon return of meter in serviceable condition, payment of all water bills and surren- der of certificate. All bills for water must be paid prompt- ly without reference to said deposit. Whenever any such consumer of water shall fail to pay his water bill, the money deposited, or an part thereof ma be applied to the y y payment of such delinquent bills by the board of commissioners. At the option of the Commissioner of Water Supply and Water Works no meter deposit need be made if the owner of the premises metered shall sign an agreement to the effect that he will be responsible for the payment of all bills for water used throu a such meter as provided in Section ac16 of this chapter. SECTION 2017X2. UNLAWFUL TO INJURE. It shall be un- lawful for arty person to deface, injure or destroy any drinking fountain, water trough,g pipe, value or appurtenance connected with the water system of Salt Lake City, or to open,injure, de- face or in any manner impair a water meter.
