Be it ordained by the Board of Commissioners of Salt Lake City, Utah: SECTION I. That Chapter X, Revised ordinances of Salt Lake City, Utah, 1934, containing Sections 335 to 345, inclusive, be and the same is hereby amended to read as follows: "CHAPTER X. CLOTHES CLEANING ESTABLISHMENTS AND HATTER'S SHOPS, REGULATIONS OF, ETC. SEC. 335. DEFINITIONS. (a) The term,"inflammable liquid", wherever used herein,shall mean any liquid with a flash point below 190 degrees Fahrenheit, closed cup tester. Inflammable liquids containing non-inflammable chemicals of greater vola- tility shall be classified as "inflammable liquids." (b) The term "gasoline, benzine or naphtha," wherever used herein,shall mean any product of petroleum or ar'i hydro-carbon liquid that will flash or emit an inflammable vapor below the temperature of one hundred (100) degrees Fahrenheit, closed cup tester. (c) The term "solvent': wherever used herein shall mean any product of petroleum or hydro-carbon liquid that will flash or emit an inflammable vapor above the temperature of one hundred (100) degrees Fahrenheit, closed cup tester. (d) "Chief of the Fire Department" means the chief of the fire department of Salt Lake City, Utah. (e) "Approved" shall mean approved by the chief of the fire department. (f) "Clothes cleaning establishment shall mean any' bull- ing or premises where more than one quart of benzine, gasoline, naphtha, solvent or other inflammable liquid is kept or storec4 to be used for cleaning or renovating for a consideration any + clothing or article of wearing apparel or fabric of any kind, 1 except hats or other head gear, and shall include dye works 1 and tailor shops, but shall not include "hatteb's shops." (g) "Hatter's shops" shall mean any building or premises! used wholly or in part for the purpose of cleaning, washing • I P or renovating for a consideration any hat, cap or other head gear. (h) "Tests". The chief of the first department shall I E test and decide, or shall cause to be tested, the flashing point of any liquid, and may, for this purpose, require the i clothes cleaning establishment or hatter's shop,For whose benefit the test is being made, to furnish a sample of a quantity not to exceed one pint of the liquid to he so tested'. SEC. 336. THE CHIEF OF THE PILE DEPARTMENT TO CHANT PER- MITS. It shall be unlawful for any person hereafter to esta.bi.- lish or maintain a clothes cleaning establishment or hatter's' shop where more than one (1) quart of inflammable liquid is kept or stored, without first obtaining a written permit therefore from the chief of the fire department, specifying 9 the name of the permittee and the location of the premises to be used as such clothes cleaning, establishment or hatter's shop, and the amount of inflammable liquid and nature thereof! desired; provided, that all persons now conducting the busi- I !' e fj ness of cleaning clothes or hat cleaning shall, after the ' passage of this ordinance, comply with all the requirements II hereafter specified in this chapter governing the storage of ji and use of inflammable liquids. No permit for quantities of 9 gasoline, benzine or naphtha in excess of one quart shall bey ii granted by the chief of the fire department where any portion of such building is used or occupied as a hotal, apartment J house, lodging house, or for living purposes whatsoever. 4 All such permits shall be printed or in writing, and shal',L be kept in evidence for the inspection of authorized persons at all times during business hours. SEC. 337. APPLICATION FOR PERMITS. All applications for ' permits to store inflammable liquids to be used in clothes cleaning establishments or hatters shops shall be made to the chief of the fire department in writing, who shall determine 1 the conditions under which any privilege granted shall be exerG- cised, and shall furnish each applicant with a written or pri4- ed copy of all requirements imposed by this chapter for his information and guidance as to the manner in which benzine, gasoline, naphtha or solvent shall be stored. for the cleaning or renovating of clothes, hats or any article of wearing apparl or fabric of any kind. SEC. 338. DRY CLEANING ROOM.(,a)'lhe dry cleaning room of a clothes cleaning establishment shall be a fireproof building not more than one story high, with no basement beneath; such building must be of brick, laid in cement mortar, stone or con+ ! I crete construction with cement floor. (b) The doors of such room must be of the most improved pattern of automatic fire doors; the windows shall be of wire glass with metal frames and sashes. jl (c) The walls of said room shall be provided with vent is holes, at the floor line, not less than six (6) by eight (8) inches in area, and protected by iron bars. There shall be ati least two such openings in each outside wall. The chief of thq fire department may require, when deemed advisable for proper ventilation, that an exhaust blower be located in an air con- duit whose inlet openings shall be at or near the floor line, and the discharge end of such conduit shall be carried four feet above the roof of the building. The exhaust blower and conduit shall be of a size sufficient to change the air of• the . building every three minutes, and such blower shall be in oper1 ation at all times during working hours. (d) The dry cleaning room shall be equipped with fire Tr I -4- I 1 buckets of sand or other fire extinguishing equipment, the quantity and type to be determined by the chief of the fire 9 I department and suitable 'ono smoking''• signs shall be posted in conspicuous places in all clothes cleaning establishments and 1 hatter's shops. (e) Where steam is available, the dry cleaning room of a g . clothes cleaning establishment shall have installed. an aoprove steam fire extinguishing system, the supply value for which shall be placed on the outside of the room with one valve so 1 arranged that it cap be turned on from the outside of the building. 1 I (f) There shall be no connection from the said clothes I cleaning establishments to public or private sewers, drain, ti I catch basin or pit, and all such establishments shall be heat-1 ed by hot water or steam only. i I (g) The lighting must be done by electricity in the most f I improved manner, the wire to be run in conduits; all lamps must be approved vapor-proof lamps with keyless sockets; and all I 1 switches must be at least four and one-half (40 feet above I the floors and located near doorways. I i (h) It shall be unlawful to locate, have, use or maintain steam generating boiler, dynamo or motor within the walls of 1 any clothes cleaning establishment except in a room entirely separated from the cleaning and dyeing rooms. (i) The cleaning rooms of hatter's shops shall be made to Icomply with the provisions of this section wherever, and to such extent, as the chief of the fire department may deem necessary[ for the safe operation of the same. SEC. 339. STORAGE OF GASOLINE, BENZINE, NAPHTHA. OR. SOLTEN' . Not more than one gallon of gasoline, benzine or naphtha, or 1 II i ,Ii more than five (5) gallons of solvent as defined in Section i 335, shall be kept or stored for use above ground. in any cloths cleaning establishment or hatter's shop, except in approved 1 E 1 Iclosed machines. All quantities of benzine, gasoline or naph.t•a I . 4 in excess of one (1) gallon or solvent in excess of five (5) .f, -5- gallons, except in such approved closed machines, shall be stored in underground tanks of the following specifications: (a) All storage tanks shall be constructed of not less than 12 gauge galvanized steel, carefully riveted and soldered and coated on the outside with asphaltum or other rustproof material. There shall be no openings or pipe connections ex- cept on the top thereof, and no tank shall be connected eitheri directly or indirectly with any drain, catch basin or sewer. (b) Tanks must not exceed 300 gallons capacity each, and not more than six (6) tanks for benzine, gasoline, naphtha or solvent of 300 gallons capacity each shall be allowed in con- nection with any clothes cleaning establishment or hatter's shop. SEC. 340. VENT PIPES. All storage tanks shall be provided with a galvanized iron vent pipe. Such vent pipes must be carried up at least twelve (12) feet above the ground level and terminate in a double goose-neck spark protector, the openr ings of which must be covered by a brass or copper wire screen] of at least 30 mesh. This vent pipe must be placed on a dead wall as remote from windows and doors as possible, and. must be; attached to the wall with pipe hooks and kept firmly in place. SEE. 341. PUMPS. All gasoline, benzine, naphtha or sol- vent must be drawn from storage tanks by automatic closing valve pumps and no gravity, siphon, air or water pressure sys- tem shall be permitted; such pumps shall be located. a.Love the tops of the tanks and may be placed inside the building. Pumps must be of an approved design, having valves to close all suc- tion pipe lines. 342. SEC PIPES. All pipes shall be galvanized and be put to- gether with litharge and glycerine, and must lead out of the II tops of storage tanks. i� SEC. 343. HANDLING OF GASOLINE, BENZINE, NAPHTHA OR SOL- I VENT. the piping shall be so arranged that all gasoline, ben- zine, naphtha, or solvent shall be pumped from tanks to wash- ers and return without being exposed to the air. ' -6- SEC. 344. REGULATIONS. (a) No open lights of any kind shall be allowed in any room where benzine or gasoline is used. (b) No stove, forge, torch, boiler or any furnace, flame, or fire shall be allowed in any room where benzine or gasoline is used.
