TO THE QUALIFIED TAXPAYING ELECTORS OF SALT LAKE CITY, UTAH, AT SUCH SPECIAL
EELECTION THE QUESTION OF INCURRING A BONDED INDEBTEDNESS IN CERTAIN AMOUNTS
NOT EXCEEDING IN THE AGGREGATE THE SUM OF THREE MILLION, THREE HUNDRED THOU-
SAND DOLLARS (w3,300,000), FOR THE PURPOSE OF SUPPLYING SAID CITY WITH WATER
BY MEANS OF SPECIFIED PROJECTS FOR INCREASING, IMPROVING, ENLARGING, EXTEND-
ING, PEtFECTING AND ADDING TO THE PRESENT WATER SUPPLY AND WATERWORKS SYS_
TEM OF SALT LAKE CITY, UTAH, FOR SUPPLYING AND DISTRIBUTING EATER TO THE IN-
HABITANTS OF SAID CITY, BY ACQUIRING BY PURCHASE, EXCHANGE OR OTHERWISE,
WATER AND WATER RIGHTS AND BY CONSTRUCTING DAMS AND STORAGE RESERVOIRS, CON-
DUITS AND DISTRIBUTING MAINS, THE SAID WATER, WATER RIGHTS AND WATERWORKS TO
BE OWNED AND CONTROLLED BY SAID CITY.
WHEREAS, there is immediate and pressing necessity for increasing,
improving, enlarging, extending, perfecting and adding to the present water
supply and waterworks system of Salt Lake City for the purpose of supplying
and distributing water to the inhabitants thereof for fire and domestic
purposes; and
WHEREAS, the said city is without funds in its treasury sufficient
to provide for the additional water, water rights and waterworks system re-
quired in order to properly supply the inhabitants of said city with water
for fire and domestic purposes, and it is therefore necessary to issue the
negotiable coupon bonds of said city to provide funds therefor; and
WHEREAS, the Board of Commissioners of the said city deem it rut.
visable and necessary to submit to the qualified taxpaying electors of the
said city the question of authorizing the issuing of the negotiable coupon
bonds of the said city in certain amounts not exceeding in the aggregate
the sum of Three Million, Three Hundred Thousand Dollars ($3,300,000), for
the purpose of supplying said city with water by means of specified projects

said additional water, water rights and waterworks to be owned and controll-
ed by said municipality;
NOV,' THEREFORE, BE IT ORDAINED BY THE BOARD OF COMMIS-
SIONERS OF SALT LAKE CITY, 0F THE COUNTY OF SALT LAKE,
AND STATE OF UTAH:
Section 1. That a special election of such qualified electors
of Salt Lake City, in the County of Salt Lake, State of Utah, as shall
.have paid a. property tax in the year preceding such election, be called, and
•said election is hereby ordered and called to be held on Tuesday_
the __27 th day of April, A. D. 1920.
Section 2. That at said special election the following questions
shall be, and. are hereby submitted to such qualified electors of said city
as shall have paid a. property tax in the year preceding said election, towit:
',Shall Salt Lake City, Salt Lake County, Utah, create
an indebtedness by issuing its negotiable coupon bonds
in certain amounts not exceeding in the aggregate the
sum of Three Million, Three Hundred Thousand Dollars
($3,300,000), for the purpose of supplying said city
with water by means of the specified projects herein-
after stated for increasing, improving, enlarging, ex-
tending, perfecting and adding to the present water sup-
ply and waterworks system of Salt Lake City, Utah, and-
for supplying said city and the inhabitants thereof
with additional water, the said additional water, water
rights and the waterworks for supplying such water to
be owned and controlled by the said municipality, said
bonds to be absolutely due and payable twenty (20) years
from their date and bearing interest at the rate of five
per cent (5%) per annum payable semi-annually, as follows:
QUESTION 1. Bonds to the amount of Five Hundred Fifty-
five Thousand Dollars ($555,000), for the construction
of additional supply conduits, distribution mains and
conduits equalizing storage basins and canal enlargements;
QUESTION 2. Bonds to the amount of Three Hundred Thou-
sand Dollars ($300,000), for the purpose of acquiring
by purchase exchange or otherwise additional water rights
in Mill Creek and. Big Cottonwood Creek;
QUESTION 3. Bonds to the amount of Two Hundred Thousand
Dollars ($200,000), for the purpose of enlarging the Moun-
tain Dell Storage Reservoir in Parleys Canyon;

Thousand Dollars ($120,000), for the purpose of enlarg-
ing the pumping plant at the head of the Borden River
on Utah Lake and for additional pumping plants in con-
nection with the canal system;
QUESTION 5. Bonds to the amount of Two Hundred Thousand
Dollars ($200,000), for the construction of additional
storage reservoirs in City Greek Canyon;
QUESTION 6. Bonds to the amount of Seven Hundred Twenty-
five Thousand Dollars ($725,000), for the construction of
storage reservoirs in Big Cottonwood Canyon;
QUESTION 7. Bonds to the amount of One Hundred Seventy-
five Thousand Dollars ($175,000), for the construction of
storage reservoir in Mill Creek Canyon;
QUESTION 8. Bonds to the amount of One Hundred Twenty-
five Thousand Dollars ($125,000), for the construction of
storage reservoir in :emigration Canyon;
QUESTION 9. Bonds to the amount of Two Hundred Thousand
Dollars ($200,000), for the purpose of acquiring water
rights in Little Cottonwood Creek;
QUESTION 10. Bonds to the amount of Three Hundred Thousand
Dollars ($300,000), for the construction of conduit from
the mouth of Little Cottonwood. Canyon to connect with the
Big Cottonwood conduit;
QUESTION 11. Bonds to the amount of Four Hundred Thousand
Dollars ($400,000), for the constretion of storage reser-
voir in Little Cottonwood Canyon?"
Section 3. That the said additional water, water rights and water-
works system to be acquired and constructed with the proceeds of said bonds
shall be owned and controlled. by said city.
Section 4. That the questions so submitted shall be voted on at
said election by the voters qualified as aforesaid, at the respective polling
places in the respective voting districts and wards of said city, as provided
by the ordinances and resolutions of said city. The vote shall be by ballot
of the form hereinafter provided, and. said election shall be held and conducted
in all respects as nearly as possible in confortaity with the general election
laws of the state.

Section 6. No ballot answering said questions "Yes" or "No", as
the case may be, shall be received by the judges of election unless the per-
son offering the same shall be a qualified elector in Salt Lake City, and
shall have paid a property tax in the year preceding said election.
Section 7. The City Recorder is hereby directed forthwith to
eight
proceed to select and make arrangements for not more than tiEe suitable vot-
ing places in each municipal ward in Salt Lake City and make contract for
the same; also to select and submit to the Board of Commissioners for appoint-
ment a list of names of at least three suitable persons of proper political
belief for each voting place to act as judges of election therein, each of
said persons to be a resident of one of the voting districts in the municipal
ward. in which he is to act as judge. The City Recorder is directed to make
such report to the Board of Commissioners as soon as he can conveniently do
so.
Section 8. The City Recorder is hereby instructed to secure
copies of registration books, sample ballots, notices of election, stationery,
tables, chairs and such other things as may be necessary for such election
for each voting place, and is hereby instructed to incur the expense for so
doing and to employ the neceo-s,aa7 help for holding said election in accord-
ance sith the provision of lam.
Section 9. The vote cast at said election on the luestions sub-
mitted ehall be canvassed and returned and the return made and the result de-
clared in the same manner, as nearly as possible, as is provided by law for
the canvass, return and declaring the result of votes cast at an election for
municipal officers.
Section 10. The Mayor end City Recorder of Salt Lake City are
hereby directed and required to make proclamation and give notice of the time
and place of said election by publication of such notice in four daily news-

papers published and circulated in said city daily for Pour successive weeks

prior to the date of seid election, the- first publication to be not lase
than thirty days prior to said election, and also by posting copies of such
notice at each polling•place in each ward in said city which notice shall be
so posted at least ten days prior to said election.

given that a special election will be held in the respective polling places

Section 11. In the opinion of the Board of Commissioners of Salt
Lake City, Utah, the water supply for the city is inadequate for fire and
domestic purposes, and there is a pressing necessity for supplying said city
with additional water. It is, therefore, necessary for the health, peace
and safety of said city that this ordinance become operative immediately so
that the election provided for herein may be held on the date specified and
the bonds issued as soon as possible. Conse:uently an emergency is hereby
declared, and this ordinance shall take effect and be in force immediately
upon this publication.
Section 12. This ordinance, immediately upon its pa.-.sage, shall
be recorded in the book of ordinances of said city kept for that purpose,
authenticated and approved by the Mayor, attested by the City Recorder, and
shall be published in the Salt Lake Herald, official newspaper published in
Salt Lake City, and shall take effect and be in force immediately upon such
publication.
