AN ORDINANCE AMENDING all of Chapter 8 of Title 25 of the Revised
Ordinances of Salt Lake City, Utah 1955, as amended, relating to classifica-
tions and salaries.
Be it ordained by the Board of Commissioners of Salt Lake City,
Utah:
SECTION 1. That Chapter 8 of Title 25 of the Revised Ordinances
of Salt Lake City, Utah 1955, as amended, relating to classifications and
salaries, be, and the same hereby is, amended to read as follows:
"CHAPTER 8.
CLASSIFICATIONS AND SALARIES.
Sec. 25-8-1. Wage and job classification committee
established. There is hereby created a wage and job
classification committee consisting of eight (8) members.
Sec. 25-8-2. Id. Members and method of appointment.
Six (6) of the members of the wage and job classification
committee shall be non-civil service employees of Salt
Lake City, one from each of the following departments:
Department of Parks & Public Property
Department of Public Safety
Department of Streets & Public Improvements
Department of Public Affairs & Finance
Department of Water Supply & Waterworks
Department of City Auditor
The elected head of each department shall appoint the
representative from his department. The other two (2)
members shall be a representative each from the Salt
Lake City Employees' Association and from the American
Federation of State, County and Municipal Employees -
A.F.L. - C.I.O., who shall be appointed by their re-
spective executive boards. Appointments shall be on a
continuing basis until changed by the appointing authority.

The members of said committee shall select one of
their number to be chairman and another member to be
secretary.
Sec. 25-8-3. Id. Duties. The duties of the wage and
job classification committee shall be as follows:
(a) To review such job classifications of the non-
civil service employees of Salt Lake City of Class 12
and below as may be referred to the committee by the
elected head of one of the above named departments, or
by his representative, using the procedures, factors and
point system as established in the previous evaluation
program, and to submit findings to the Board of Commissioners,
relative to reclassification of jobs to eliminate any exist-
ing inequities.
(b) To evaluate new jobs or positions which may from
time to time be established to effectively carry on func-
tions of city government.
(c) To review existing wage and salary structures and
make findings as to any changes therein, after comparison
of studies of wages and salaries in private industries and
comparable governmental agencies.
(d) To secure such necessary counsel and assistance
from the Department of Employment Security of the State of
Utah and/or other professional agencies as may be required,
incurring no expense therefor to Salt Lake City without
prior approval and authorization from the Board of
Commissioners.
(e) After full consideration, to submit its findings,
with recommendations, if advisable, to the Board of Commis-
sioners, being guided at all times by the best interests
of the residents of Salt Lake City.
Sec. 25-8-4. Id. Meetings. The committee shall meet
as often as may be necessary to perform the functions and
duties prescribed by this chapter and may meet during
regular hours of employment. The members of the committee
shall receive no additional compensation for their work
as such members.
Sec. 25-8-5. Salary schedule adopted. Except as to
elected officers and except as to personnel in the classified
Civil Service and except as to all officers and employees
classified above classification 12, all officers and employees
of Salt Lake City shall be classified into two divisions
entitled "Clerical and Technical Officers and Employees,"
and "Production and Maintenance Officers and Employees,"
respectively, and into twelve classifications within each of
the separate divisions. Each officer and employee of Salt
Lake City in classifications 12 and below shall be paid
compensation for service within his respective classification
in accordance with the following schedules:

Sec. 25-8-6. Offices classified. The officers of
Salt Lake City holding the offices established by Chapter 7
of this title shall receive the salaries prescribed by this
section which, for those offices classified 12 and below,
shall be the salaries prescribed by the salary schedules
in accordance with the classifications of offices pre-
scribed by this section and which, for those offices
classified above 12, shall be the salaries prescribed by
this section:

Sec. 25-8-7. Places of employment classified. All
places of employment in classifications 12 and below shall
be classified in their respective classifications at the
date of this ordinance until such classification is changed
pursuant to Section 25-8-3. All places of employment classi-
fied above Classification 12 shall be classified by the
department head of each department subject to approval of
such classification by the Board of Commissioners, and also
subject to such salary for the respective position as may
be set by the Board of Commissioners.
Sec. 25-8-8. Reduction in salaries. This chapter shall
not be construed to require the reduction of salary of any
officer or employee employed on the effective date of this
ordinance, but such officer or employee shall receive his
present salary until entitled to a greater one in accordance
with his classification and years of service.
Sec. 25-8-9. Change in salary and classification. No
change in salary or classification shall be made or become
effective unless it is made in accordance with the provisions
of this chapter.
Sec. 25-8-10. Responsibility of auditor. The city
auditor is hereby charged with the duty of reviewing each
change in salary or in classification to assure that the
same conforms to the provisions of this chapter.
SECTION 2. The foregoing salaries shall be effective as of
February 1, 1963.
SECTION 3. In the opinion of the Board of Commissioners it is
necessary to the peace, health and safety of the inhabitants of Salt Lake
City that this ordinance shall become effective immediately.
SECTION 4. This ordinance shall take effect upon its first
publication.
