An ordinance amending certain sections of ordinances relating
to what is known as street traffic, passed by the Board of Commis-
sioners February 18, 1915, August 26, 1915, and July 7, 1916, to-
wit, Sections 3, 8, 9, 11, 15, 35, 48, 50 and 51 of an ordinance
passed by the Board of Commissioners on February 18, 1916, and
Sections 16, 34, 36 and 38 of said ordinance as amended by an
ordinance passed by the Board of Commissioners August 26, 1915, wad
Be it ordained by the Board of Commissioners of Salt lake
City, Utah:
SECTION 1. That Sections 3, 8, 9, 11, 15, 35, 48, 50 and 51
of an ordinance passed by the Board of Commissioners February 18,
1915, be, and the same are hereby each amended so as to read as
follows:
SECTION 3. For the purpose of this ordinance, the
following streets and portions of streets in Salt lake City
are hereby designated as restricted districts, to-wit: Ninth
East Street from Eighth South Street to Ashton Avenue;
Eleventh East Street from Ninth South Street to Twenty-first
South Street; Fifth East Street from the north side of Ninth
South Street to the south side of Twenty-first South Street;
Ninth South Street from the west side of Fifth East Street to

the east side of Eleventh East Street; Fourth South Street
from Third West Street to Eighth West Street.
SECTION 8. No person owning, controlling or having charge
of a motor vehicle, except a motor cycle, shall drive, propel.
or operate, or permit such vehicle to be driven, propelled or
operated upon any street in Salt Lake City unless the same
shall be equipped with at least two front lamps throwing strong
White light sufficient to reveal all persons, vehicles or
substantial objects for a distance of at least 150 feet in the
direction such vehicle is proceeding, and sufficient side
illumination to indicate any person, vehicle or substantial
objeot 10 feet to the side of such vehicle at a point 10 feet
ahead of such lamps; said vehicle shall also be equipped with
a lamp(On the rear on the left side, showing a red light
plainly visible at a distance of at least 150 feet in the
reverse direction to which the vehicle is proceeding, and such
other light so reflected as to clearly reveal the figures on
the rear number plate. All such lamps or lights shall at all
times be kept burning While such vehicle is in use or operation
on any street of said city during the period of the day from
one hour after sunset until one hour before sunrise, and the
rear light or lamp aforesaid shall be kept burning while such
vehicle is standing on any such street during the time afore-
said.
SECTION 9. No person owning, controlling or having oharge
1 of a motor cycle vehicle shall drive, ride, propel or operate
the same upon any street of Salt Lake City unless the same
shall be equipped with at least one front lamp throwing a
strong white light sufficient to reveal all persons, vehicles
or substantial objects for a distance of at least 100 feet in
the Axi direction such vehicle is proceeding, and sufficient
side illumination to indicate a person, vehicle or substantial

object 10 feet to the side of such vehicle at a point 10 feet
ahead of suoh lamp. Such vehicle shall also be equipped with
a lamp on the rear showing a red light plainly visible at a
distance of 150 feet in the reverse direction to which the
vehicle is proceeding, and such other light so reflected as to
clearly reveal the figures on the rear number plate. All such
lamps or lights shall at all times be kept burning while suoh
vehicle is in use or operation in any street of said city during
the period of the day from one hour after sunset until one
hour before sunrise, and the rear lights or lamps aforesaid
shall be kept burning while such vehicle is standing on any
such street during the time aforesaid.
SECTION 11. It shall be unlawful to use on any vehicle,
street car or interurban oar operated or left standing on any
street of Salt Lake City, any lighting device of over four
candle power equipped with a reflector, unless the same shall
be so designed, deflected or arranged that no portion of the
beam of reflected light when measured 75 feet or more ahead of
the lamp or lamps shall rise above 42 inches from the level
surfaoe on which the vehicle or oar stands under all conditions
of the road. Spot lights shall not be used except when
projecting the rays directly on the ground and at a distance
not exoeeding 30 feet in front of the vehicle or oar.
SECTION 15. Every person engaged in the business of
renting or hiring out motor vehicles, except motor cycles, and
employing drivers or chauffeurs to operate such vehicles, shall
keep a record oontaining the name, address and age of each
driver or ohaufferu in his, their or its employ, Which record
shall be shown any police officer upon demand. Every person
lending his, their or its motor vehicle shall keep a record of
the name, age and address of the person to whom loaned, and
furnish the same on demand to a police officer.

Every person engaged in driving a motor vehicle for hire,
other than a motor cycle, shall keep a true and exact record
of every trip he shall make between the hours of six F. M. and
eight A. M. of the next day. Said record shall show the exact
time of departure from the place of employment, the place where
every stop was made and the length of time that elapsed at each
stop, and the exact time when his employment ended, and the
place where his passenger, or if more than one, where each
passenger was discharged, which record shall at all times be
open to inspection and copy by any police officer off this City
upon demand.
SECTION 35. No person between the hours of nine o'clock
A. M. and seven o'clock F. M. shall drive, propel or cause or
permit to be driven or propelled upon or over either Main
Street, West Temple Street or State Street between the south
side of South Temple Street and the north side of Fourth South
Street, or upon or over either First South, Second South or
Third South Streets between the west side of West Temple Street
and the east side of State Street, any vehicle carrying or
hauling any other vehicle containing freight, earth, dirt, sand,
gravel, Dement, brick, tiling, mortar, rook, stone, lumber,
timber, pipe, poles, hay, straw, coal, furniture, hardware,
print paper, piano or pianos, organ or organs, farm implements,
boards or boxes, or any other material or substance of like or
similar kind, unless the same is to be delivered to or taken
from some place in one of said streets. In case of receiving
any such property from a place in one of said streets, the
driver or person in control of such vehicle shall, after
receiving the same, proceed by the shortest route out of such
street, and if possible avoid going upon or crossing any other
street above mentioned, and in case such property is to be
delivered at a place in any of the streets aforesaid, the

driver or person in control of such vehicle shall proceed to
the place of delivery without if possible, using or crossing
any of the streets above mentioned.
SECTION 48. Every person in charge of any vehicle or
street oar or interurban car shall exercise all possible oars
not to injure pedestrians. (pedestrians shall have the right
of way over vehicles 41 the venter of blocks and at regular
except
street orossine/Where the crossing is closed by signal as
provided in Section 50 of this ordinance.
Every pedestrian shall keep to the right of the sidewalk
or street crossing and shall not obstruct or prevent the free
use of any sidewalk or street crossing by others. In the oon-
gested districts pedestrians shall not stop or stand so as to
obstruct the use of the sidewalk.
SECTION 50. The Chief of Police shall designate police
officers to attend upon the tublio streets to control the move-
ments, and order the stoppage of vehicles, street oars and
interurban oars in or upon such streets, in order to prevent
congestion of traffic, and to prevent accidents. Any police
officer designated by the Chief of Police to perform such duty,
shall control the movements and order the stoppage of vehicles,
street oars, interurban oars and pedestrians in or upon such
public streets for the purposes herein set forth. The movement
and stoppage of vehicles, street oars, interurban oars and
pedestrians at street intersections shall be governed as
follows:
One blast of a police whistle or a raising of a hand
indicates that the east and west bound traffic, including
pedestrians, must stop and that north and south bound traffic
may proceed; provided, that street cars and interurban railway
oars turning from a northerly or southerly direction to the
east or west shall proceed upon the sounding of one blast of

such police whistle, and shall. stop upon the sounding of two
blasts thereof.
Two blasts of a police whistle or a raising of a hand
indicates that north and south traffic, including pedestrians,
shall stop, and that east and west bound traffic may proceed;
provided that street cars and interurban railway cars turning
from an easterly or westerly direction to the north or south,
shall proceed upon the sounding of two blasts of such police
whistle, and shall stop upon the sounding of one blast thereof.
Three or more blasts of a police whistle is a signal of
alarm and indicates the approach of vehicles of the fire
department, or some other emergency, and all vehicles, street
cars and interurban railway cars, and pedestrians, shall stop
until permitted by the police officer to proceed.
When a semaphore or other signaling apparatus is installed
at a street intersection, upon the appearance of a. red light
thereon all vehicles, animals, street cars, interurban cars and
pedestrians proceeding in the direction of such light shall
stop before entering the intersection, and shall not proceed
while such light is displayed. V/hen such red light is removed
and a green light displayed, such vehicles, animals, street
cars, interurban cars and pedestrians may proceed as herein-
before in this section provided.
SECTION 51. Every pedestrian or person in charge of any
vehicle, street car or interurban car, or animal, shall at all
times comply with any direction given by whistle, voice or
hand of any police officer or by signaling apparatus.
SECTION 2. That Sections 16, 34, 36 and 38 of an ordin-
ance passed by the Board of Commissioners February 18, 1915,
a.s amended by an ordinance passed by said Board August 26,
1915, be, and they are each amended so as to read as follows;
SECTION 16. No person shall, unless in an emergency, or
to allow another vehicle, street car or interurban car or a
pedestrian to pass, park any vehicle in front of a street or
alley in the congested district of this city, nor at any other
place in said congested districts, except as near the right
hand curb as possible, nor nearer than 75 feet of the cross-
walk of a street intersection where safety zone standards are
maintained, nor nearer the crosswalk of any other intersection
than 30 feet, nor at any other place in said congested district
where safety zones are established. No person shall drive, ride
or propel any vehicle to the left of any safety zone standard
or standards where such standardsare maintained on the street.
No person shall park any vehicle on any street with the
left side to the curb. Persons desiring to discharge or take on
merchandise or passengers on the left side of the street shall
cross over by making a complete turn and stopping at the curb
on the right as provided in this ordinance. The drivers of all
vehicles when desiring to turn from one street into another
from the right to the left, shall cross to the further side of
the intersection before making such turn.
The Department of public safety, by and with the consent
and approval of the Board of City. Comm ssion s, shall have
the power at any time to make suchregulations governing the
parking of vehicles on any of the streets, avenues or alleys
of this city, or any other space which may be owned or leased
by the city, as may, in its judgment be necessary or desirable.
No person shall without the permission of the Board of
Commissioners place or cause to be placed on any street or side-
walk or on any building, any sign preventing or forbidding the
parking of vehicles in the street in front of any building or
place of business.
SECTION 34. No person while under the influence of in-
toxicating liquor shall drive, ride, propel, or have charge
of any animal, vehicle, street car or interurban car upon
any street, avenue or alley of this city. Every person being

convicted of violating the provisions of this section shall
be punished by a fine of not less than $50.00 nor more than
299.00, or by imprisonment in the city jail for a period of
not less than thirty days nor more than six months, or both
such fine and imprisonment; and in case the person convicted
shall at the time of committing the offense have been in charge
of a vehicle licensed by Salt Lake City, in addition to such
fine or imprisonment or both, the judgment shall provide that
such license shall be suspended for a period of not less than
six months, if such license has that long to run; otherwise,
that it be revoked. The court may in imposing a fine, enter
as part of the judgment that in default of the payment of the
fine the defendant may be imprisoned in the city jail for a
period of not less than thirty days nor exceeding six months.
SECTION 36. No person shall drive, ride or propel, or
cause to be driven, ridden or propelled any vehicle upon or
along any street, avenue, boulevard or public alley of Salt
Lake City, at a speed greater than is reasonable and safe,
having due regard for the width, grade, character, traffic
and common use of such street, avenue, boulevard or public
alley; or so as to endanger life, limb or property in any re-
spect whatever; or at a speed greater than at the rate of
eight miles per hour in crossing the intersection of any street,
avenue, boulevard or public alley with another street, avenue,
boulevard or public alley in Salt Lake City; or in turning
from one street into another street, or at a speed greater
than at the rate of fifteen miles per hour upon any street or
public alley in the congested districts of said city as de-
fined, established and set out in this ordinance; or at a speed
greater than at the rate of twenty-five miles per hour upon
or along any other street, avenue, boulevard or public alley
in said city.
Upon approaching any bridge, dam, sharp curve, dug-way or

deep descent,or in traversing such bridge,dam,curVe,dugway
or descent, the driver or operator of any such vehicle shall
at all times have the same under immediate control.
Upon approaching or passing any person walking in the
roadway or traveled part of any street, avenue or alley of
this city, or any horse or other draft animal being led, rid-
den or driven thereon, or upon any bridge or crossing at an
intersection of streets, avenues or alleys, the driver or op-
erator of a motor vehicle or motorcycle, shall at all times
have the same under immediate control; and if such animal
shall appear to be frightened, or if the person in charge
thereof, shall signal by raising his hand or calling, the
driver or operator shall immediately stop his vehicle. If
traveling in the opposite direction, the driver or operator
shall hold his vehicle stationary until such animal shall
have had reasonable time to pass by; and if traveling in the
same direction, he shall use reasonable caution in order to
avoid frightening the animal or causing accident; and in ap-
proaching or passing such animal, the operator shall not use
the exhaust cut-out of his vehicle or cause any other unnec-
cessary noise.
SECTION 38. It shall be unlawful for the owner or person
in charge or control of any motor vehicle or motorcycle to
permit the same to be operated or driven upon any street of
Salt Lake City by anyperson under sixteen years of age; and
it shall be unlawful for any person under sixteen years of
age to operate or drive any motor vehicle or motor cycle upon
any street of salt Lake City; and it shall be unlawful for any
person to take, use, operate or drive any motor vehicle upon
any street of Salt Lake City without the permission of the
owner thereof.
SECTION 3. All ordinances and resolutions and parts of
ordinances and resolutions in conflict with any of the pro-
visions of this ordinance ore hereby repealed to the extent
