Result AN ORDINANCE AN ORDINANCE AMENDING Title 15 of the Revised Ordinances of Salt Lake City, Utah, 1965, relating to fire prevention, by adding thereto a new chapter to be known as Chapter 29, establishing rules and regulations governing the operation, maintenance and use of auxiliary fire alarm systems within Salt Lake City, Utah. Be it ordained by the Board of Commissioners of Salt Lake City, Utah: SECTION 1. That Title 15 of the Revised Ordinances of Salt Lake City, Utah, 1965, relating to fire prevention, be, and the same hereby is, amended by adding thereto a new chapter to be known as Chapter 29, establishing rules and regulations governing the operation, maintenance and use of auxiliary fire alarm systems within Salt Lake City, Utah, said chapter to read as follows: CHAPTER 29 AUXILIARY FIRE ALARM SYSTEMS "Sec. 15-29-1. Installation and maintenance. Auxiliary fire alarm systems which function as local systems or by direct notification to the Salt Lake City Fire Department shall be installed and maintained pursuant to rules and regu- lations covering such auxiliary fire alarm systems promul- gated by the Fire Chief. Notice of new rules and regulations or amendments to existing rules and regulations shall be published 60 days prior to their effective date specifying the changes or new additions and establishing a date of public hearing not less than 30 days before the proposed effective date of new or amended rules and regulations. "Sec. 15-29-2. Definition. For the purpose of this ordinance, an auxiliary fire alarm system is defined as any system protecting any type of occupancy from fire by means of detectors, sprinklers, water-flow alarms, etc., which utilize municipal fire alarm system facilities or private reporting facilities to notify the Fire Department that a fire or other emergency exists. This shall include commercial telephone facilities, including those which utilize recording equipment to dial the emergency number on the Fire Department PBX Board and prerecorded voice instructions to notify the Fire Department of the address of the emergency. 35 -2- "Sec. 15-29-3. Inspection. The owner or operator of any occupancy containing an auxiliary fire alarm system as defined in Section 15-29-2 shall be required to have said alarm system inspected at least quarterly by a qualified technician or licensed electrician approved by the Fire Marshal of the Salt Lake City Fire Department; and report of said inspection shall be filed with the Fire Marshal following such inspection. Said report to be filed on or before the 10th of the month following said inspection. "Sec. 15-29-4. Compliance. After the effective day of the rules and regulation covering auxiliary fire alarm systems, a person, firm or corporation found guilty of violation of such rules and regulations shall be guilty of a misdemeanor." SECTION 2. In the opinion of the Board of Commissioners it is necessary to the peace, health and safety of the inhabitants of Salt Lake City that this ordinance become effective immediately. Mayor City R^c'order, 61LLLN0.J.9 cr 19)a Erev Punl�sherl April id,14>a fC,61 February 12, 1974 These rules and regulations shall be known as rules and regulations regulating the installation of, and connecting of, auxiliary fire alarm systems into the Salt Lake City Fire Department Central Alarm Office by either of the following methods. 1. Direct connections into the Municipal Central Fire Alarm Office, using space and private equipment located in the Salt Lake City Fire Department Central Fire Alarm Office, and thereby transmitting to and receiving fire alarms directly into the Salt Lake City Fire Department Central Fire Alarm Office. 2. A private auxiliary fire alarm system that transmitts alarms to the Salt Lake City Fire Department Central Fire Alarm Office through a master fire alarm box, connected into the municipal fire alarm system, transmitting alarms to the Salt Lake City Fire Department Central Fire Alarm Office over municipal fire alarm system facilities, whether wired circuits or radio alarm box facilities. TELEPHONE DIALING Private auxiliary systems using direct dialing and recording devices to transmit alarms over telephone lines to the Salt Lake City Fire Department Central Alarm Office will not be permitted. Any such systems must make arrangements with the local telephone company for the telephone company operator to receive such recorded alarms, who in turn will retransmit alarm over direct line to the Salt Lake City Fire Department Central Alarm Office, or, such recorded alarm must be transmitted to a private telephone switchboard, and retransmitted to the Salt Lake City Fire Department Central Alarm Office. All costs, rentals and fees will be the responsibility of the person having control of protected premises utilizing such a reporting system. e3e) 2 All other provisions relating to the installation, approval of plans and specifications and maintenance of auxiliary systems as outlined in these rules and regulations shall apply without reservation. STANDARDS The standards for auxiliary systems and such connections as specified shall be National Fire Protection Association Pamphlets 71, 72, 72 A , 72 C, 73, and the requirements of the Utah Fire Rating Bureau and the Salt Lake City Fire Department. APPLICATION - PERMIT The Chief of the Salt Lake City Fire Department, or his authorized representative, is hereby designated as the Authority Having Jurisdiction. Jurisdiction whenever used in the ordinance shall mean the City of Salt Lake City. Application for a permit to connect an auxiliary fire alarm system to the municipal fire alarm system, or to locate equipment in the Central Fire Alarm Office, shall be made in writing to the Chief of the Salt Lake City Fire Department on application forms provided by the Fire Department. Upon receipt of such application the Fire Chief shall then cause to be made an inspection of the premises and of the plans of the system, including equipment proposed. If all is found to be in compliance with these rules and regulations, a statement to that effect will be noted on the application, signed by the person making the inspection. The Fire Chief may thereupon issue a permit authorizing the installation or connection to be made. Permit must be obtained before installation begins and is not transferable. Reasonable fees for inspection of system may be charged. 35 - 3 - Application and permit shall become a part of these rules and regulations and shall serve as Salt Lake City's requirements for installation and regulation of such auxiliary fire alarm systems. Change of ownership shall not be permitted. A new permit must be obtained upon a change of ownership. LIABILITY All equipment of the licensee and the installation and maintenance shall be the liability of the licensee. Salt Lake City assumes no liability for malfunction of the auxiliary fire alarms system or for any malfunction of the municipal fire alarm system; and the licensee agrees to save the city harmless from any liability or responsibility of whatsoever nature, arising by reason of or out of the installation. The licensee hereby granted permission to install such equipment in the Salt Lake City Fire Department Central Fire Alarm Office shall be subject to the right of the city to at any time, revoke or relocate the same and any such removal or relocation of equipment shall be at the expense of the licensee. RETROACTIVITY The Fire Chief may issue a permit for continued use and connection of present auxiliary systems now using this service; so long as in his opinion it serves the best interests of Salt Lake City and the permittee is in full compliance with the terms of this permit, and, the continued use does not present a hazard to the efficient and reliable operation of Salt Lake City's Fire Alarm System. 35 INSPECTION The Fire Chief or his representative may at any reasonable hour inspect the system, to ascertain that the system is operative and in full compliance with these rules and regulations and able to detect a fire and transmit the alarm of fire to the Salt Lake City Fire Department Central Fire Alarm Office. In the event inspection reveals a fault that would prevent correct operation of the system, or a violation of the rules and regulations, or, upon continued false alarms or other malfunction, the system will be disconnected from the municipal fire alarm system of Salt Lake City, and correction made before being reconnected. MODIFICATIONS Modifications or extensions of the system must receive the approval of the Salt Lake City Fire Chief or his authorized representative. Major modifications may require the issuance of a new permit. REPEAL OF CONFLICTING ORDINANCES All former rules and regulations or any parts thereof conflicting with the provisions of these rules and regulations are hereby repealed. The City Commission hereby declares that should any section, paragraph, sentence or word of these rules and regulations be declared, for any reason, to be invalid it is the intent of said City Commission that it would have passed all other portions of these rules and regulations independently of the invalid portion. REQUIREMENTS FOR MAKING CONNECTION TO SALT LAKE CITY FIRE ALARM SYSTEM 1. All auxiliary fire alarm systems shall conform to the standards of the National Fire Protection Association Pamphlets 72 and 73, as modified herein, and the 85 - 5 - National Electrical Code, most recent issues, before approval shall be granted for making connections to the Municipal Fire Alarm System. For obtaining fire insurance credit of the auxiliary system to be installed, the Utah Fire Rating Bureau should be contacted. 2. Direct Connections Into The Municipal Central Fire Alarm Office If this application is to request permission for direct connection into the Central Office of the Municipal Fire Alarm System, the method of wiring the auxiliary system and the method of terminating the system for reception of the emergency signals must be acceptable to the Salt Lake City Fire Department Fire Alarm Division. A description of the auxiliary system including specifica- tions, wiring diagrams, floor plans and means of termination in the Salt Lake City Fire Department Central Fire Alarm Office must accompany and become a part of said application. Switchboard and console cabinets for alarm facilities must match present municipal central fire alarm office cabinets. The owner or person having control of facilities using direct connections to the Central Fire Alarm Office shall be wholly responsible for the satisfactory operation, testing, maintenance and upkeep of all such facilities, including any equipment installed in the Salt Lake City Fire Department Central Fire Alarm Office. Failure to comply may result in the disconnection of such facilities. 3. Connection Through Master Fire Alarm Boxes When it is desired to connect an auxiliary fire alarm system into a municipal fire alarm circuit, the owner or his representative shall make formal application to the Salt Lake City Fire Chief, supplying a description of the auxiliary system including specifications, wiring diagrams, floor plans and means of termination. 35 • - 6 - The master box is to be located near the protected premises for the greatest value to the general public, its location to be determined by the Salt Lake City Fire Department Fire Alarm Division. The master box shall be available to the public and the Salt Lake City Fire Department at all hours. The master box may be either flush or surface mounted, or a mounting pedestal may be required, as determined by the Salt Lake City Fire Department Fire Alarm Division. A supervisory local alarm panel shall be installed in connection with the trip relay of the master box and designed to assure proper restoration of the master box trip relay to normal operation. The local supervisory panel shall have supervisory current to the master box trip coil not in excess of 50 milliamperes and tripping current of approximately 250 milliamperes. THE OWNER OR CONTRACTOR SHALL PROVIDE THE FOLLOWING FOR EACH OCCUPANCY: a. A local energy type master fire alarm box or a radio type master fire alarm box. b. The local energy type master fire alarm box to be of the positive non-interference and succession type with automatic grounding feature. Box shall operate on . 100 ampere DC circuit and shall be equipped with an independent trip relay which shall be energized from a local power supervisory circuit connected from the auxiliary system panel. The . 100 ampere DC municipal fire alarm box circuit shall terminate at the master box terminals and shall not be inter-connected in any manner with the auxiliary system equipment. The Salt Lake City Fire Department shall assign the code wheel number or box number for the master box. c. Should the person having control of premises to be protected elect to install a radio type fire alarm box such person shall provide radio alarm box and related equipment, meeting Salt Lake City specifications, and compatible with Salt Lake 35 7 City equipment, and install same at his expense in a location determined by the Salt Lake City Fire Department Fire Alarm Division, meeting all applicable requirements herein contained. The Salt Lake City Fire Department Fire Alarm Division will make final connections to the radio alarm box. When said connections are made, system tested and operating satisfactorily, the radio fire alarm box shall become Salt Lake City property and will be maintained by the Salt Lake City Fire Department. d. Interior master fire alarm boxes will be allowed only for special occupancies such as hospitals, where there is a PBX board, with an operator on duty 24 hours daily. In such occupancies the master fire alarm box will be located in the immediate proximity of the switchboard room under visual supervision of the PBX operator. The ground terminal of such interior master box shall be connected to a cold water line with #8 AWG bare, solid copper wire. One inch rigid conduit or larger, containing two #10 AWG 600 volt insulated solid copper conductors shall be run underground from the master box to the nearest utility pole or underground terminal as designated by the Salt Lake City Fire Department Fire Alarm Division. If utility pole is selected, the underground conduit shall enter a raintight junction box, size 12 inches x 6 inches x 4 inches. The bottom of the junction shall be 54 inches above ground level. Inside the junction box shall be securely mounted two Brach lightning arrestors, assembly #184 complete, or equal. From the top of the junction box a 1/2 inch conduit (rigid) with entrance cap attached and containing two #12 AWG color coded TW solid copper conductors shall extend to the overhead pole position of the municipal fire alarm box circuit. A 5/8 x 96 inch copperweld - tl - ground rod shall be connected to a #8 AWG bare copper ground wire to the lightning arrestors. If underground terminal point or pedestal is required, equipment must be provided and installed as directed by the Salt Lake City Fire Department Fire Alarm Division, using NEC approved methods. e. Should more than one occupancy desire to terminate in one master box a radio type master box will be provided by said occupants, conforming to Salt Lake City Fire Department specifications. Not more than four separate occupancies in the immediate vicinity will be permitted to connect to one radio box. Each occupancy must have individual auxiliary control panel and separate wired circuits, underground, from premises to the master box. Final connections will be made by the Salt Lake City Fire Department Fire Alarm Division and title of the box upon incorporation into the municipal alarm system will be vested in Salt Lake City Corporation. f. For each wired box, from the fuse and arrestor terminal pole or terminal point, the contractor shall install overhead circuit wire to a point selected by the Salt Lake City Fire Department Fire Alarm Division, nearest to an existing municipal fire alarm circuit. Two single conductors, neoprene insulated, #10 AWG, copperweld 40% conductivity solid wire, installed on Hubbard#1340 type clovises with #1609 insulators shall be used and attached to the poles with threaded drive point bolts and 2 inch square washers. Wires shall be a minimum of 12 inches apart, pulled in tight with minimum sag, and installed an average of 20 feet above ground level. g. The master fire alarm box and related equipment and associated wiring from the lightning arrestor terminal box to the point where connections are made to the municipal fire alarm box circuit shall become part of the municipal fire alarm system and therefore under their ownership and maintenance. The city will supervise operation of the circuit and supply current to the master box. ale) 9 4. 'It shall be the responsibility of the owner'to maintain and regularly inspect' and test the operation of all fire alarm auxiliary circuits and equipment within the premises. Such tests of the auxiliary system shall be made by a qualified technician or licensed electrician at least once each quarter, and shall include a test through the master fire alarm box to the Salt Lake City Fire Department Central Alarm Office. Following completion of the test and inspection of the auxiliary alarm system the person making the test shall file a written report of the auxiliary system condition with the Salt Lake City Fire Marshal, as specified. In the event of trouble or alarm signals auxiliary system will be checked within 24 hours by qualified technician or licensed electrician who will certify in writing to the Fire Marshal that the system is functioning properly. The city will test the master box and their circuit to the master box at proper intervals. Failure to prevent repeated false alarms, or provide satisfactory service for the auxiliary system may result in its disconnection from the municipal system. 5. To facilitate locating the point from which an auxiliary fire alarm system originates, either within the area of a building or buildings, or on the premises, one of the following methods is recommended: a. Manual pull boxes and sprinkler systems be either coded separately through a local slash or printed recorder, or individually connected to an indicating panel. b. Automatic fire detection equipment be zoned to a given area on the same floor and connected to an indicator panel or recorder device to show the building section from which the alarm originated. 6. Salt Lake City Corporation will not in any way be held liable for operational failure of the auxiliary system or from within their own system. 35 - 10 - PERFORMANCE BOND Any party maintaining an auxiliary fire alarm system covered by the Revised Ordinances of Salt Lake City, Utah, 1965, Sections 15-29-1 through 4, shall furnish bond in the amount of $100.00 to guarantee performance of his obligations under said ordinance.
