Result AN ORDINANCE
An ordinance amending Sections 1384 and 1386 of Chapter 61 of
the Revised Ordinances of Salt Lake City of 1913, relating to water
supply and waterworks, repealing Section 1385 of said chapter, and
adding three new sections to said chapter, to be known as Sections
1385, 1385x and 1385x1.
Be it ordained by the Board of Commissioners of Salt Lake
City, Utah:
SECTION b. That Sections 1384 and 1386 of Chapter 61 of the
Revised Ordinances of Salt Lake City of 1913, relating to water
supply and waterworks, be, and the same are hereby amended so as to
read as follows:
SECTION 1384. It shall be unlawful for any person, firm
or corporation to do or permit to be done any of the things
hereinafter described, in any wf canyon or along any stream of
water used by the inhabitants of Salt Lake City for their water
supply anywhere within fifteen miles above the point where such
stream is taken by said city, and within a distance of three
hundred feet on either side of said stream, or at any point
where the waste or drainage therefrom will naturally find itB
way into such stream of water:
(a) To construct or maintain any corral, sheep pen, pig
pen, chicken coop, stable, or other offensive or contaminating
yard or out-house.

(b) To deposit, pile, unload or leave any manure or
y7offensive rubbish, or carcass of any dead animal. . II

GC To drive or to permit or cause any other person to
drive, or permit to run at large, any loose cattle, horses,
sheep,Jogs or other anmals.
(v) To stake or graze horses, cattle, sheep, hogs or
other animals within three hundred feet of the bank of such
stream.
(+.ft`) To permit any horses, cattle, sheep. hogs or other
animals„to water directly from the stream.
(i) To permit any horses, cattle, sheep, hogs or other
animals to remainAp near, or to pollute any such stream of

water.
J To throw or deposit any garbage or other deleterious
matterrf any kind anywhere within said limits.
(1) To permit any dog to run at large.
(,jK), To throw or break bottles or glass.
(k) To spread or eat any lunch or picnic within one rod
of the bank of such stream.
(X) To wade or bathe in the stream.

(m) To wash dishes or other articles in the stream.
(p) To commit any nuisance whatsoever.
SECTION 1386. Whenever any loose cattle, horses, sheep,
hogs or other animals are found in any canyon from the stream
of which water is taken for the use of the inhabitants of Salt
Lake City, and within fifteen miles above the highest point
where such water is taken, it is hereby made the duty of the
Department of Water Supply and Waterworks to cause any such
animals to be driven to the nearest estray potnd, there to be
dealt with according to law.
SECTION 2. That Section 1385 of Chapter 61 of the Revised

SECTION 1505x. It shall be unlawful for any person, firm or
corporation to drive, ride, lead, use or permit to be ridden,
driven, led or used, any horses, cattle, mules or other animals in
or upon any highways, roadways, by-ways, paths or places of travel,
or ways of ingress or egress in or from any canyon where the stream
of water in such canyon is taken by Salt Lake City for the use of
the inhabitants thereof anywhere within a distance of fifteen miles
from the place where said stream is taken by said city, and within
three hundred feet on either side of said stream without first
obtaining a permit from the Superintendent of Waterworks 20 to do,
so that said Superintendent of Waterworks may provide said party or
parties with police escorts so as to protect said water from being
befouled by urine, excrement or otherwise, and said person, firm or
corporation must obey the orders of said police escort or escorts as
to removing excrement, urine or other befouling substance where it
cannot find its way by drainage or otherwise into such stream of
water or any of its tributaries; and in any event such excrement,
urine and other befouling substance must be taken and deposited at
a point more than three hundred feet from either bank of said stream
at a place where by drainage or otherwise it cannot find its way
into such stream or any of its tributaries.
Ordinances of Salt Lake City of 1913, be, and the same is hereby
repealed.
SECTION 3. That three new sections be added to said. Chapter 61,
said sections to be known as Sections 1385, 1385x and 1385xA1, and to
read as follows:
SECTION 1385. It shall be unlawful for any person, firm
or corporation to haul by means of animal power or the use of
horses, cattle, mules or other draft animals, any freight of
any description, or to do any hauling or freighting of ore,
lumber, merchandise, or anything of like description on any
highway, road, path or by-way in any canyon or along any stream
taken by Salt Lake City into its water system for the use of
the inhabitants thereof, within a distance of fifteen miles
above the place where such water is taken by said city, and
within three hundred feet of either side of said stream or
tributary thereof.
SECTION 1385x. It shall be unlawful for any person, firm
or corporation to drive, ride, lead, use or permit to be ridden,

of its tributaries; and in any event such excrement and urine
must be taken and deposited at a point more than three hundred
feet from either bank of said stream and at a place Where by
drainage or otherwise it cannot find its way into such stream
or any of its tributaries.
SECTION 1385x1. It shall be unlawful for any person, firm
or corporation to construct or maintain any closet, privy, out-
house or urinal within two hundred feet of any stream or water
course from which culinary and domestic water for the inhabitants
of Salt lake City is derived, without first obtaining from the
Superintendent of Waterworks of Salt Take City a permit for the
construction and maintenance of the same. The Superintendent
of Waterworks in granting said permit shall prescribe reasonable
rules and regulations, plans and specifications for the building
and maintenance of such closet, privy, out-house or urinal, for
the purpose of safe-guarding and protecting the purity of the
water supply; and it shall be unlawful for any person to build
or maintain any such closet, privy, out-house or urinal without
complying substantially with all requirements of the Superin-
tendent of Waterworks in the building, constructing and main-
taining of the same.
It shall be unlawful for any person, firm or corporation
to construct or maintain any closet, privy, out-house or urinal
anywhere within three hundred feet of any stream or water course
from which culinary and domestic water for the inhabitants of
Salt bake City is derived, or at any point where waste or drain-
age therefrom will naturally find its way into said stream of
water, within fifteen miles above the place where such water is
taken by said city, unless such closet, privy, out-house or
urinal is provided with effective septic tanks or other germ
destroying appliances, and is kept and maintained in such a
manner and at such a location that the drainage therefrom shall

not reach the stream of water nor any of the tributaries of
said stream, nor in any wall pollute the water of said stream.
SECTION 4. For the purpose of the immediate preservation of
the health of the inhabitants of Salt Lake City, it is necessary
that this ordinance shall become immediately operative for the
following reasons:
That unless restricted or prohibited, traffic sill at once
commence and be continued along highways through canyons from Which
the s+ity'wate ' supply is taken, and large numbers of horses, cattle,
aud,pther and*Sas will be used and driven along such highways and
in said p.an en0; such animals natbrally dropping large quantities of
' manvreNand urine which will mix with the soil in such canyons.
That, the spring rains and melting snows will carry large
quantities of such manure and impurities into the streams from which
the city water supply is taken, polluting the same and endangering
the health of the inhabitants of said city.
`'bat the traffic along said roadways pulverizes the manure and
impurities dropped along the highways, and roadways and the winds
carry the same into the streams, thus polluting the water supply and
endangering the health of the inhabitants of said city.
That approximately 120,000 people, inhabitants of Salt Lake
City are dependent upon the water from said streams for domestic and
culinary use, and are constantly using said water for such purposes.
SECTION 5. This ordinance shall take effect upon its first
