AN ORDINANCE AMENDING TITLE 1 of the Revised Ordinances of Salt
Lake City, Utah, 1965, relating to animals and fowl, by adding thereto
a new Chapter 6, relating to the control of rabies.
Be it ordained by the Board of Commissioners of Salt Lake City,
Utah:
SECTION 1. That Title 1 of the Revised Ordinances of Salt Lake
City, Utah, 1965, relating to animals and fowl, be, and the same hereby
is, amended by adding thereto a new Chapter 6, relating to the control
of rabies, to read as follows:
CHAPTER 6
CONTROL OF RABIES

Sec. 1-6-1. Definitions. For the purpose of this ordinance,
the following definitions shall prevail:
Doq shall mean any canine animal, male or female, sexed or
neutered.
Vaccination shall mean the innoculation of a dog by a veterinarian
duly authorized to practice veterinary medicine in the State
of Utah.
Own shall, unless otherwise specified, be deemed to mean, keep,
harbor, or have control, charge, or custody of a dog. This
term shall not apply to dogs owned by others which are
temporarily maintained on the premises of a veterinarian or
kennel operator.
Owner shall mean any person keeping, harboring, or having charge
or control of, or permitting any dog to habitually be or
remain,on, or be lodged or fed within, such person's house,

yard or premises. This term shall not apply to veteri-
narians or kennel operators temporarily maintaining on
their premises dogs owned by others.
Rabies Control Authority shall mean the Salt Lake City Animal
Control Department which shall be responsible for enforce-
ment of this ordinance.
Sec. 1-6-2. Rabies vaccination required. Effective January
1, 1971, every dog 4 months of age and older within the Salt Lake
City limits shall be vaccinated against rabies. Young dogs shall
be vaccinated within thirty (30) days after they have reached
4 months of age. Unvaccinated dogs acquired by owner in or moved
into Salt Lake City must be vaccinated within thirty (30) days
after purchase or arrival unless under 4 months of age, as speci-
fied above. Every dog shall be revaccinated thereafter every
twelve (12) months with a nerve tissue rabies vaccine, or every
twenty-four months with a modified live virus rabies vaccine
approved by the Salt Lake City-County veterinarian.
Sec. 1-6-3. Duties of veterinarian. It shall be the duty of
each veterinarian within the Salt Lake City limits, when vacci-
nating any dog for rabies, to complete a certificate of rabies
vaccination (in duplicate) which includes the following information:
1. Owner's name and address.
2. Description of dog. (Breed, sex, markings, age, name.)
3. Date of vaccination.
4. Rabies vaccination tag number.
5. Type of rabies vaccine administered.
6. Manufacturer's serial number of vaccine.
A copy of the certificate shall be distributed to the owner and
the original retained by the issuing veterinarian. The veteri-
narian and the owner shall retain their copies of the certificate
for the interval between vaccinations specified in Sec. 1-6-2
hereof. Additionally, a metal or durable plastic tag, serially
numbered, shall be securely attached to the collar or harness
of the dog. Whenever the dog is out-of-doors, whether on or off the
owner's premises, the collar or harness with the vaccination tag
must be worn.
Sec. 1-6-4. Costs. The cost of rabies vaccination and/or
impoundment shall be borne by the owner of the dog.
Sec. 1-6-5. Transient dogs - exception. The provisions of
this ordinance with respect to vaccination shall not apply to
any dog owned by a person temporarily remaining within the Salt
Lake City limits for less than 30 days, or any dog brought into
the City for less than 30 days, for field trial, hunting or show
purposes. Such dogs shall be kept under strict supervision of
the owner. However, it shall be unlawful to bring any dog into
the City which does not comply with the animal health laws and
import regulations of the State of Utah which are applicable to
dogs.
Sec. 1-6-6. Impoundment of rabies suspects. A. Any dog sus-
pected of being afflicted with rabies, or any dog not vaccinated
in accordance with Sec. 1-6-2 hereof which has bitten any person
and caused an abrasion of the skin of such person, shall be seized

and impounded by the Salt Lake City Animal Control Department or
impounded under the supervision of a licensed veterinarian for
a period of not less than 10 days from the date of the bite. If,
upon examination by a veterinarian, the dog has no sign of rabies
at the end of said impoundment, it may be released to the owner
or, in the case of a stray, it shall be disposed of in accordance
with applicable laws.
B. Any dog, vaccinated in accordance with Sec. 1-6-2 hereof,
which has bitten any person shall be confined in a kennel by the
owner or as required by the Salt Lake City Animal Control Depart-
ment for a period of 10 days from the date of the bite.
Sec. 1-6-7. Handling of dogs bitten by rabid animals. In
the case of dogs known to have been bitten by a rabid animal,
the following rules shall apply:
A. Unvaccinated dogs.
(1) In the case of dogs which are not vaccinated in
accordance with Sec. 1-6-2 hereof, and which have been bitten
by a known rabid animal, said bitten (exposed) dog should be
immediately destroyed.
(2) If the owner is unwilling to destroy the bitten (exposed)
dog, the dog shall be immediately isolated and confined in a
kennel under veterinary supervision for a minimum of 6 months.
The dog shall be destroyed if the owner does not comply herewith.
B. Vaccinated dogs.
(1) If the bitten (exposed) dog has been vaccinated in
accordance with the provision of Sec. 1-6-2 of this ordinance,
the dog shall be revaccinated within 24 hours and impounded
for a period of 30 days following revaccination, or
(2) If the dog is not revaccinated within 24 hours, the
dog shall be isolated and confined in a kennel for 6 months
under the supervision of a veterinarian, or
(3) The dog shall be destroyed if the owner does not comply
with item (1) or (2) of this subsection B.
Sec. 1-6-8. Impoundment of dogs without a valid rabies vaccina-
tion tag. A. The Rabies Control Authority may authorize a pound
or pounds, or it may enter into a cooperative agreement with a
licensed veterinarian for the establishment and operation of a pound.
B. Any dog found off the owner's premises and not wearing a
valid rabies vaccination tag shall be impounded. All impounded
dogs shall be given proper care and maintenance. Each impounded
dog shall be kept and maintained at the pound for a minimum of
5 days unless reclaimed earlier by the owner.
C. Notice of impoundment of all dogs, including any significant
marks of identification, shall be recorded at the pound as public
notification of impoundment. Any unvaccinated or unlicensed dog
may be reclaimed by its owners during the period of impoundment
by payment of prescribed pound fees and complying with rabies
vaccination requirement of this ordinance within 72 hours of
release. Any vaccinated dog impounded because of lack of a rabies
vaccination tag may be reclaimed by its owner by furnishing proof
of rabies vaccination and payment of all impoundment fees prior
to release.

D. At the expiration of impoundment a dog may be claimed by
payment of established pound fees of $10.00 plus board and by
compliance with the rabies vaccination requirement of this
ordinance within 72 hours of release. If the dog is unclaimed
at the end of 5 days, it may be disposed of in accordance with
applicable rules and regulations.
Sec. 1-6-9. Penalties for violation of ordinance. The owner
of any dog who fails to abide by any of the provisions of this
ordinance, shall be fined not less than $10.00 nor more than
$100.00.
Sec. 1-6-10. Pound fees. Fees for impoundment shall be
established by the Salt Lake City Animal Control Department.
Sec. 1-6-11. Enforcement. Power to enforce the provisions
of this ordinance is hereby granted to the Salt Lake City
Animal Control Department.
