AN ORDINANCE AMENDING ITEMS 7, 8 and 9 of Section 31-6-1 of
the Revised Ordinances of Salt Lake City, Utah, 1955, relatingrrto
operating engineers' and firemen's license.
Be it ordained by the Board of Commissioners of Salt Lake
City, Utah:
SECTION 1. That Items 7, 8 and 9 of Section 31-6-1 of the
Revised Ordinances of Salt Lake City, Utah, 1955, relating to operating
engineers' and firemen's license, be, and the same hereby are, amended
to read as follows:
"ITEM 7. QUALIFICATIONS. (a) An applicant for a chief
engineer's license must be an engineer having at least five years'
actual operating experience in the management, control or operation
of high pressure steam boilers or steam plants of three hundred
(300) horsepower or more. Up to four years will be credited an
applicant having previous equivalent training course in mechanical
engineering at an accredited engineering school.
An applicant for a first class engineers license must be an
engineer, oiler or fireman having at least four years' actual
operating experience in the management, control or,operation of
high pressure steam boilers or steam plants of not less than one
hundred (100) horsepower. Any first class or second class engineer
or any first class or second class fireman in charge of operating
any one plant for one year prior to the effective date of this
amendment will not be required to change his rating, providing he
remains at the same plant.

An applicant for a second class engineer's license must be an
engineer, oiler or fireman of at least three years' actual operating
experience in the management, control or operation of high pressure
steam boilers or steam plants of not less than one hundred (100)
horsepower.
An applicant for a first class fireman's license must be an
engineer, oiler or fireman having at least one year actual operating
experience in the management, control or operation of high pressure
steam or hot water boilers of not less than fifty (50) horsepower.

An applicant for a second class fireman license must have
at least one year's experience in the operating of any steam or
hot water boiler.
(b) Said applicant must state the extent of his experience;
be at least twenty years of age; must be of temperate habits and
good character -- all of which must be vouched for in writing by
at least two citizens of Salt Lake City.

(c) If said applicant's qualifications are found to meet with
the requirements of this chapter and the rules and regulations pre-
scribed by the said Board of Examiners, made in pursuance thereof,
said applicant shall then be examined as to his fitness as an
engineer or fireman of astationary or portable steam boiler or hot
water boiler or one of the classes hereinafter provided for.
(d) The fee for engineerkr fireman's examination shall be
as follows:
Chief Engineer's Examination 10.00
First Class Engineer's Examination $ 5.00
Second Class Engineer's Examination 5.00
Fireman's Examination, high pressure 3.00
Fireman's Examination, low pressure 3.00
Annual examination and renewal of any license is
granted, provided said renewal is applied for
within 45 days from the expiration of any such
license 2.00
All fees shall be paid to the City Treasurer, who shall issue
a receipt to each person upon payment of the required fee.
(e) To each applicant for engineer's or fireman's examination
who successfully passed the required examination, the City may issue
a license certificate of the proper grade.
"ITEM 8. DUTIES OF BOARD. If said applicant after examination
by the Board of Examiners is found to have the requisite knowledge of
power and/or heating equipment and experience to safely operate same
and minimize fire, explosion, asphyasiation hazards and smoke
nuisance, he shall be granted a license for one year. Such license
shall be annually renewed without examination upon the presentation
of a receipt from the City Treasurer for the payment of the required
fee provided it has not been revoked and is presented within 45
days after the expiration thereof.
"ITEM 9. LICENSES. CLASSES. Engineers licenses so granted
shall be graded into three classes and fireman's licenses shall be
graded into two classes.
(a) Persons holding chief engineer's licenses may take charge
of and operate any steam or hot water plant.
( 1 Persons holding first class engineer's licenses may take
charger-and operate any steam or hot water plant not exceeding three
hundred (300) horsepower.
(c) Persons holding second class engineer's licenses may take
charge of and operate any steam or hot water plant not exceeding
one hundred (100) (horsepower.
(d) Persons holding first class fireman's license to operate
high pressure boilers shall have the right to operate any steam or
hot water boiler not exceeding seventy five (75) horsepower. First
class firemen operating high pressure boilers greater than 75 HP
shall be under the supervision of a qualified engineer.
(e) Persons holding second class fireman or boiler operator's
licenses to operate low pressure heating boilers, may operate any
boiler where the working pressure does not exceed fifteen pounds per
square inch and the rating does not exceed fifty (50) horsepower.
Ten square feet of boiler heating surface shall be equivalent to one
horsepower under this chapter, except in the case of any cast iron
sectional boiler when the horsepower shall be ascertained upon a
basis of one hundred (100) square feet of steam radiation or
equivalent for one horsepower.
(f) In all cases of temporary disability from accident, sick-

ness or other cause, an engineer with a lower grade of license,
or without a license may operate boilers and machinery of an engineer
of a higher grade, having charge of the plant, for a period not
to exceed thirty days, provided that the employer of the engineer
so disabled shall notify the chairman of the Board of Examiners
as soon as possible, after the occurrence of such disability
and submitting anapplication for a temporary permit, the granting
of which shall permit the temporary change in personnel for
such operation."
SECTION 2. In the opinion of the Board of Commissioners of
Salt Lake City it is necessary to the peace, is+alth and safety of the
inhabitants of Salt Lake City that this ordinance shall become effective
immediately.
SECTION 3. This ordinance shall take effect upon its first
publication.
