An ordinance amending Chapter 5 of the Revised Ordinances
of Salt Lake City of 1913, by amending Sections 73, 74 as amended
by an ordinance passed by the Board of Commissioners April 4,
1917, 80, 81 and 82, and by adding in and to said chapter
eleven new sections to be known as Sections 72x1, 72x2, 72x3,
72x4, 72x5, 72x6, 72x7, 72x8, 72x9, 72x10 and 72x11.
Be it ordained by the Board of Commissioners of Salt Lake
City, Utah:
SECTION 1. That Sections 73, 74, as amended by an ordinance
passed by the Board of Commissioners April 4, 1917, 80, 81 and
82 of Chapter 5 of the Revised Ordinances of Salt Lake City of
1913, be, and the same are hereby amended so as to read as
follows:
SECTION 73. Every owner, lessee or occupant of any
building, premises of place of business, shall provide or
cause to be provided, and at all times keep,at such place
as the Itimmaxaf Health Commissioner may direct,suitable
and sufficient metallic receptacles for receiving and
holding garbage, paper in which garbage is encased, swill,
market waste and other refuse that may accumulate from
said building, place of business or upon said premises or
the portion thereof under the control of such person. No
receptacle shall be fillgd to exceed one hundred pounds in

weight, including weight of receptacle. Each receptacle
shall be provided with handles for the convenient lifting
of the same.
All garbage, paper in which garbage is encased, swill
and market waste must be placed in rain-proof and fly-
proof metallic receptacles with proper covers, and shall at
all times be kept securely closed, and shall be kept in
such place and in such manner as to prevent offense.
Receptacles containing garbage and other waste matter
to be collected and hauled by the City or city contractor,
shall be set out for collection at the places and at such
times as may be designated by order of the Board of Health.
Such receptacles must not be set out upon the street for
collection prior to the day of collection, and must be set
out on the day of collection before the hour of collection
designated by the Board of Health. All empty receptacles
must be removed from the street as soon as practicable
after being emptied, and in every case must be removed from
the street the same day they are emptied. No such receptacle
shall be permitted to remain on any street longer than may
be necessary for the removal of the contents thereof.
SECTION 74. It shall be unlawful fcr persons within
the garbage districts to deposit garbage, paper in which
garbage is encased, swill or market waste in the same
receptacle with stove ashes, tin cans, bottles or other
refuse. Garbage, paper in which garbage is encased, swill
and market waste may be deposited in one receptacle. Stove
ashes, tin cans, bottles and other refuse may be deposited
in one receptacle.
SECTION 80. It shall be unlawful for any person to
haul manure, garbage, waste paper, night soil or other

refuse without first obtaining a permit so to do from the
Board of Health; provided, however, this condition does not
apply to persons hauling their own manure, waste paper,
trade waste, ashes or refuse with their own conveyance.
The Board of Health may revoke permits for failure to com-
ply with city ordinances or rules of the Board of Health.
SECTION 81. It shall be unlawful for any person
engaged in the business of removing manure, night soil or
other offensive material to fail to have the word "Scavenger"
and the number of his permit in large white figures on black
ground plainly printed or attached to his wagon-bed;
provided, however, that the contractor employed by the City
to collect and remove garbage and other waste material shall
have printed or painted upon each side of the vehicles used
in the collection thereof, the words "Permit No.
(giving permit number) , Board of Health", the words "Board
of Health" being in large letters.
SECTION 82. It shall be unlawful for any person
engaged in hauling garbage, manure, rubbish or other matter
of any kind to permit, allow or cause any of said matter to
fall and remain in the streets.
It shall be unlawful for nay person to convey, trans-
port, or haul through or upon any of the public streets,
any garbage, swill, market waste, night soil or other
similar refuse except in sanitary receptacles especially
constructed for that purpose, the same to be subject to the
approval of the Board of Health.
It shall be unlawful for:.any person to suffer, permit
or allow any vehicle loaded with garbage, manure, slops,
swill, market waste or other refuse to be or remain standing
upon any public street within Salt Lake City any longer

than may be necessary for the purpose of loading and trans-
porting same.
It shall be unlawful for any person to keep, conduct
or operate in or within one mile of the limits of Salt Lake
City, any offensive or unwholesome business or establishment.
All suoh offensive or unwholesome businesses or establish-
ments are hereby declared to be public nuisances.
SECTION 2. That Chapter 5 of the Revised Ordinances of
Salt Lake City of 1913, be, and the same is hereby amended by
adding in and to said chapter eleven new sections to be known as
Sections 72x1, 72x2, 72x3, 72x4, 72x5, 72x6, 72x7, 72x8, 72x9,
72x10 and 72x11, said new sections to read as follows:
SECTION 72x1. DEFINITIONS. The term "Garbage" as
used in this chapter shall be held to include and mean all
animal and refuse from kitchens of residences, hotels, cafes,
restaurants and places where food is prepared for human
consumption, including all animal and vegetable refuse from
such kitchens; provided, however, that such term does not
include waste from slaughter houses.
The term "Market waste" as used in this chapter, shall
include condemned or decayed or unsound vegetables, meat,
fish and fruit, and all waste and offal thereof from
markets, stores and factories, and all vegetable waste and
refuse from such markets, stores and factories; provided,
however, that trade waste not specifically described in
this definition shall not be included in the term "market
waste", nor in the term "garbage"; provided further, that
the term "market waste" does not include waste from
slaughter houses.
The term "Stove ashes" as used in this chapter, shall
include the residue of material burned in stoves and in

carrying out of such contract shall at all times be subject
to and under the direction of the Board of Health.
SECTION 72x4. It shall be unlawful for any person
other than the city contractor to collect or convey through
the streets garbage, paper in which garbage is encased,
swill, market waste or dead animals. It shall be unlawful
for any person to interfere in any manner with any recep-
tacle containing garbage or the contents thereof, or any
receptaole containing any other form of city refuse or the
contents thereof, or to remove any such receptacle from
the location where the same was placed by the owner there-
of, or to remove any of the contents of any such receptacle.
SECTION 72xb. It shall be unlawful for any person to
deposit or cause or permit to be, deposited any city refuse
upon or in any street, or upon any premises in said city
without express permission of the Board of Health. The
Board of Health may give such permit for the disposing of
ashes or other dry refuse for filling purposes only, within
the pity limits.
SECTION 72x6. The Board of Commissioners may contract
with a person or corporation to remove from the corporate
limits of Salt Lake City any animal found dead within the
city, or any meat, fish or poultry duly condemned as unfit
for human food. by inspectors acting under the Board of
Health, and to have the exclusive right to receive dead
mail eckz dogs and oats from the city pound. Such dontractor
shall remove any such dead animal and any such meat, fish
or poultry upon being notified by any officer of the city
or other person of the presence of the same at any place
indicated, and all such dead animals, condemned meat, fish
or poultry shall be at once removed by the contractor

without charge to the city.
SECTION 72x7. It shall be the duty of every owner of
any animal found dead within Salt Lake City to immediately
notify the Board. of Health or the city contractor of the
location of such animal, so that the same may be removed as
speedily as possible.
It &all be unlawful for any person to knowingly permit
any dead animal to be or remain upon the premises of such
person longer than three hours, without notifying the Board.

or city contractor of the location of the same.
SECTION 72x8. It shall be unlawful for any person to
allow garbage or other filthy refuse to accumulate upon the
premises occupied by such person.
SECTION 72x9. It shall be unlawful for any person to
violate any rule or regulation,with regard to garbage and
its collection, imposed by rule of the Board. of Health.
SECTION 72x10. All permits of the Board of Health now
outstanding permitting or authorizing the gathering, collec-
tion or disposal of garbage, paper in which garbage is encased,
swill, slops or market waste are hereby revoked.and
cancelled.
SECTION 72x11. Any person violating any of the pro-
visions of this ordinance shall be punished as provided in
Section 83, Chapter 5 of the Revised. Ordinances of Salt
Lake City of 1913.
SECTION 3. In the opinion of the Board of Commissioners it
is necessary to the peace, health and safety of the City that

SECTION 4. This ordinance shall take effect upon its first
publication.
