AN ORDINANCE ADDING Title 2, Chapter 2 to the Revised Ordinances
of Salt cake City, Utah, 1955, adopting Rules and Regulations for the
Salt Lake City Municipal Airport and repealing any rules and regulations
in conflict or inconsistent therewith.
Be it ordained by the Board of Commissioners of Salt Lake
City, Utah:
SECTION 1. That the following rules and regulations consist-
ing of seventeen parts, with sections in each part as follows:
Part I., Sections 1 to 17, inclusive; Part II., Sections
1 to 16, inclusive; Part III., Sections 1 to 12, inclusive; Part IV.,
Sections 1 to 8, inclusive; Part V., Sections 1 to 10, inclusive; Part VI.,
Sections 1 to 8, inclusive; Part VII., Sections 1 to 6, inclusive;
Part VIII., Sections 1 to 7, inclusive; Part IX., Sections 1 to 5, inclu-
sive; Part X., Sections 1 and 2; Part XI., Sections 1 to 4, inclusive;
Part XII., Sections 1 to Part XI II., Sections 1 to I ., 5, inclusive; z ., 11,
inclusive; Part XIV., Sections 1 to 13, inclusive; Part XV., Sections
1 to 3, inclusive; Part XVT., Sections 1 to 10, inclusive; and Part

made for the management, conduct, government, use, operation and control
of the Salt Lake City Municipal Airport, the same be, and they are hereby
allowed, approved and adopted.
SECTION 2. Any rules and regulations heretofore enacted or
adopted by the Board of Commissioners of Salt Lake City in conflict or
inconsistent herewith are annulled and repealed insofar as such conflicts
and inconsistencies exist.
SECTION 3. In the opinion of the Board of Commissioners, it is
necessary to the peace, health, safety and general welfare of the inhabi-
tants of Salt Lake City that this ordinance shall become effective
immediately.
SECTION 4. This ordinance shall become effective upon its
first publication.

PART I. - DEFINITIONS
SECTION 1. The following words and phrases, whenever used in these
rules and regulations, shall be defined as provided herein, unless a different
meaning is specifically or more particularly described.
SECTION 2. The word "City" shall mean and have reference to Salt
Lake City, a municipal corporation of the State of Utah.
SECTION 3. "Airport" shall mean and have reference to all of the
areas comprising the Salt Lake City Airport No. 1, as provided and designated
in Section 2-1-9 of the Revised Ordinances of Salt Lake City, Utah, 1955, and
as now exist or as may hereafter be expanded and exist, together with all its
appurtenant facilities. A territorial division thereof may be designated by
any number other than the number "2."
SECTION 4. "Commission" shall mean the Board of Commissioners of
Salt Lake City, a municipal corporation.
SECTION 5. "Airport Manager" shall mean the duly appointed, acting
and qualified manager of the Salt Lake City Municipal Airport, selected and
appointed by the Board of Commissioners of Salt Lake City.
SECTION b. "Person" shall mean and include a natural person, co-
partnership, firm, association or corporation.
SECTION 7. "Driveway" shall mean any street or roadway, either
improved or unimproved, within the borders of the airport, designated for the
use or movement of vehicular travel.
SECTION 8. (a) "Traffic" shall mean pedestrians and vehicles,
either singly or together, while using any highway, roadway or driveway within
the Salt Lake City Municipal Airport; (b) "Air Traffic" shall mean aircraft in
operation any where in the air space above and on that area embraced by the
Salt Lake City Municipal Airport, and normally used for the movement of aircraf .
SECTION 9. "Parking Area" shall mean any portion of

the airport which is set aside for parking of vehicles. "Air-
craft Parking Area" shall mean the area or areas set aside and
designated for the parking of aircraft.
SECTION 10. "Pedestrian" shall mean any person
traveling afoot within the borders of the airport.
SECTION 11. "Vehicles" shall mean a device in, upon,
or by which any person or property is or may be propelled, moved,
transported, hauled or drawn upon any highway, roadway or drive-
way within the airport, excepting a device moved by human power.
SECTION 12. "Motor Vehicle" is a vehicle which is
propelled by mechanical power.
SECTION 13. "Doping" shall mean the application of a
preparation to strengthen and tighten aircraft fabric.
SECTION 14. "Aerobatic" shall mean maneuvers intention-
ally performed by an aircraft involving an abrupt change in its
altitude, an abnormal attitude or an abnormal acceleration
thereof.
SECTION 15. "Commercial Vehicle" is a vehicle used or
maintained for the transportation of persons or property for
hire, compensation or profit.
SECTION 16. Zones. (a) "Loading Zone" shall mean
that space adjacent to a curb, reserved for the exclusive use of
vehicles during the loading or unloading of passengers, property
or materials; (b)"Taxicab Zone" shall mean the space reserved for
the loading or unloading of taxicabs; (c) "Bus Zone" shall mean
that space reserved for the loading and unloading of busses;
(d) "Limousine Zone" shall mean that space reserved for the load-
ing and unloading of limousines; (e) "Loading Gate" shall mean
that space reserved for the loading and unloading of aircraft;
(f.) "Loading Ramp" shall mean equipment used in the loading and
unloading of aircraft.
SECTION 17. "Owner" shall mean a person who holds the
legal title of any aircraft or vehicle, and if said aircraft or
vehicle is the subject of any agreement for the conditional
sale or lease thereof with the right of purchase upon performance

of the conditions stated in the agreement, and with an immediate
right of possession vested in the conditional vendee or lessee, or
in the event of mortgagor of any aircraft or vehicle is entitled
to possession, then such conditional vendee or lessee or mortgagor
thereof shall be deemed the owner for the purposes of these rules
and regulations.
PART II. - RULES AND REGULATIONS
SECTION 1. Use of Airport Property. (a) Permission
granted by the City or an authorized agent thereof, expressly
or by implication, to enter upon or use the airport or any part
thereof (including aircraft owners, operators, pilots, crew
members, mechanics, service men and passengers, spectators,
signtseers, officers and employees of airlines; agents and
employees of sales agencies; flight operators; lessees and
other persons occupying space at said airport; persons doing
business with the airport; its lessees, sub-lessees and permitees
and all other persons whatsoever), shall be upon an implied
agreement to comply with airport rules and regulations. (b) The
City reserves the right to refuse any person admission or use
of the airport.
SECTION 2. Users' Responsibility. Persons using the
airport or its facilities shall do so at their own risk and shall
assume full responsibility for their on acts; the acts of their
agents and employees, guests and invitees; and hold harmless
and save the City, its officers and employees from liability for
any loss, damage or injury resulting from their use thereof, and
shall save and hold harmless the City, its agents and employees,
from the claims of others arising out of such use or when used in
the course of any business transaction or other matter whatsoever
with such user, and at the latter's request, solicitation, invita-
tion, permission or license.
SECTION 3. Revocation of Use Privilege. Any person
refusing to comply with these rules axd regulations may be
removed from the airport upon order of the airport manager and
may be deprived of further use thereof and its facilities.

SECTION 4. Unlawful Entry, No person shall enter any
hangar or portion of any building occupied by any other person
under lease or license from the City without the consent of such
lessee or licensee.
SECTION 5. Conduct of Aviation Business. Any person
wishing to use the airport as a base for conducting a business
in any form of commercial aviation shall first make application
in writing and secure permission from the Commission, and shall
pay such fees and charges as the Commission may determine.
SECTION 6. Conduct of General Business. Any person
wishing to engage in the business of selling food, refreshments
or any other commodity or service, shall make application in
writing and secure permission from the Communion, and shall pay
such fees and charges as the Commission may determine.
SECTION 7. Professional Skills. Any person wishing
to use the airport, its facilities and services, for the purpose
of utilizing his professional skill or the professional skill of
his employees for profit, shall make a written application there-
for and procure permission from the Commission. He shall pay such
fees as the Commission may determine.
SECTION 8. Damage to Airport Property. Damage to field
lighting or other airport facilities shall be paid for by the
owner of the aircraft oricle involved or by the operator or
pilot responsible therefor.
SECTION 9. Ticket Selling. Sellers of sightseeing
tickets shall confine their activities to the space allotted to
the persons for whom they work or by whom they are employed, and
to such other areas as may be designated by the airport manager.
Sellers of such tickets shall not be permitted to solicit for
patrons unless dressed in uniform with caps displaying the name
of the person for whom they work or by whom employed.
SECTION 10. Guest Responsibility. These rules shall
apply to pilots, owners and operators of private aircraft and
vehicles, and they shall be responsible for the observance of
these rules and regulations by persons accompanying them as their
guests, invitees, students or passengers.

SECTION 11. Soliciting. Soliciting or canvassing by
any person for any business whatsoever shall be prohibited within
the airport, its buildings and facilities, unless written
permission is obtained from the airport manager. Such soliciting
shall be prohibited in any area occupied by any agency of the
federal government.
SECTION 12. Vehicular Traffic. No person shall be
permitted upon any landing area, areas, aprons, taxi strips or
runways, nor shall any person drive, park or place any vehicle
upon the same without first having been granted and received
permission to do so from the control tower. Airport maintenance
equipment must be equipped with a two-way radio and must inform the
control tower of any intention to go upon a landing area and receare
permission therefrom before doing so. Vehicles used on any
landing area after dark shall be equipped with a red light capable
of flashing danger signals which shall be mounted on top of the
vehicle cab.
SECTION 13. Advertisements. No person shall post,
distribute or display signs, advertisements, circulars, printed
material or written matter at the airport without the permission
of the airport manager.
SECTION 14. Commercial Photography. No person shall
take still, motion or sound pictures at the airport for commer-
cial purposes without the permission of the airport manager.
SECTION 15. Roads and Walks. No person shall hinder
or obstruct the use of any highway, roadway, driveway or walk
provided for vehicular travel or pedestrians, nor otherwise use
or occupy the same ex±ept in accordance with the ordinary use
thereof for the particular class of traffic involved.
SECTION 16. Dogs. Dogs may be permitted within the
airport if controlled by a leash or other means which will
secure the control thereof by the owner or person in charge of
the same.

PART III, - GENERAL FLIGHT REGULATIONS.
SECTION 1. Federal, State and Local Regulations. No
person shall navigate any aircraft, land aircraft upon, fly
aircraft from, or conduct any aircraft operations on or from
airport other than in conformity with pertinent federal,
state and City rules and regulations.
SECTION 2. Radio. (a) Aircraft based at the airport
must be equipped with a radio receiver capable of receiving com-
munications from the control tower at all times while within the
airport control zone. (b) Aircraft used for night flight must
be equipped with a functioning radio transmitter and receiver
capable of maintaining satisfactory two-way radio communications
with the control tower while within the airport control zone.
(c) Effective July 1, 1960, all aircraft based at the airport
must be equipped with a radio receiver and transmitter capable
of maintaining satisfactory two-way radio communication wtth
the control tower while within the airport control zone. (d) No
aircraft without a radio receiver may land at the airport except
in emergency, unless the pilot has received prior permission
from the control tower.
SECTION 3. Tail Skids Prohibited. No person may base
an aircraft at or operate from the airport unless such aircraft
is equipped with a tail or nose wheel. The operation of air-
craft equipped with tail skids is prohibited on the airport.
SECTION 4. Reporting of Accidents. When, within the
limits of the airport, death or injury to person or damage to
aircraft or other property results from collision, mishap, acci-
dent or other exigency, a report shall be made immediately by
the pilot or the registered owner, to the FAA District Safety
Office, the Utah State Aeronautics Commission, and to the
airport manager, stating the make and registration number of the
aircraft, the time and place of the accident, and giving such
other information as may be required in approved accident reports
SECTION 5. Minimum Altitude over Salt Lake City. It
is unlawful to operate an aircraft over the mssidential or

business areas of the City at an altitude of less than two thousand (2,000)
feet above the ground without having first obtained permission from the Commis-
sion in writing.
SECTION 6. Dropping Objects from Aircraft. It is unlawful to drop
any material or object from an aircraft while taxiing or in flight within the
limits of the airport unless prior permission has been obtained from the FAA,
the Utah State Aeronautics Commission, and the City.
SECTION 7. Responsibility of Airplane Owner. No aircraft owner
or operator shall lease to another or otherwise permit any pilot to operate
• any aircraft on or within the limits of the airport until such owner or operator
has assured himself of the following: (a) That the lessee or permitee has
in his possession a currently effective certificate of competency, qualifying
him to operate the particular aircraft involved, or a student pilot certificate
properly endorsed for the flight involved; (b) That the pilot has in his
possession a currently effective medical certificate appropriate for airflight
undertakings; (c) That the pilot has an understanding and working knowledge
of FAA airport traffic control procedures and with the use of aircraft radio
and airport rules and regulations.
SECTION 8. Knowledge of Field Rules Required. All pilots and
student pilots shall learn and have a working knowledge of airport field rules,
traffic patterns, practice and restricted areas of Salt Lake City or the near
vicinity thereof.
SECTION 9. Reckless Aircraft Operation. Any person who manifests
a willful disregard for the safety of persons or property may be denied the
use of the airport. If such disregard is due to any violation of airport
rules and regulations or regulations in force and effect of the State of Utah
or the FAA, denial of use of the airport may be for such period of time as in
the discretion of the airport manager is deemed advisable.
SECTION 10. Flight of Student Pilot Restricted. Except for the
purpose of taking off from, and landing at the airport, no student pilot shall
fly an aircraft within the limits of Salt Lake City unless accompanied by a
certificated flight instructor.

SECTION 11. Flight over Salt Lake City. Persons
flying any aircraft within the limits of Salt Lake City or the
airport shall operate the same as to cause a minimum of inconveni-
ence, noise or danger to others, or damage to property.
SECTION 12. Airport Beacon Lighted. Lighting of the
rotating beacon during daylight hours shall be an indication
that instrument flight rules are in effect.
PART IV. - GENERAL TRAFFIC RULES
In addition to CAR-60, the following traffic rules
shall govern flight operations at the airport:
SECTION 1. Exceeding Airport Weight Limits Prohibited.
No person shall land, take off or taxi an aircraft on the ramps,
runways and taxiways of the airport with a gross weight in
excess of the design limits for such ramps, runways and taxiways.
The airport manager shall authorize and designate the placement and
parking of all aircraft servicing equipment on the airline and
other aircraft ramps on the airport.
SECTION 2. Control Tower. Air and ground traffic
shall be under the direction of the control tower. All instruc-
tions to personnel of aircraft and vehicular traffic shall be
transmitted by radio or by flashing light gun signals.
SECTION 3. Radio Frequencies. The control tower shall
use the following frequencies until changed or amended by proper
lawful authority:

SECTION 4. Radio Equipment Required. All aircraft
flying locally at the airport must be equipped with a radio
receiver in good condition and capable of reading the messages
of the control tower when within the airport traffic control zone.
On and after July 1, 1960, all aircraft flying locally at the
airport must be equipped with a radio receiver and transmitter in
good operating condition and capable of maintaining satisfactory
communication with the control tower when flying within the
airport traffic control zone.
SECTION 5. Use of Radio. When within the control zone,
receivers on all aircraft will remain tuned in to the control
tower and shall have the volume control turned up adequately to
reeeive and understand control tower instructions, whether the
aircraft containing the receiver is in flight or on the ground.
Receivers shall be kept tuned to the control tower until the
aircraft is properly parked.
SECTION 6. Radio Clearance to be Acknowledged. Any
person flying, piloting, operating or in charge of aircraft must
receive control tower clearance to taxi, take off and land. The
receipt of such clearances must be acknowledged by radio or
signalled by rocking wings, or moving ailerons or rudder.
SECTION 7. Permission to Taxi Required. No person
shall start to taxi any aircraft until control tower clearance
hn been received by the operator thereof, nor taxi into take-off
position on the runway until cleared by the authorized personnel
in charge of the control tower.
SECTION 8. Light Gun Signals. In the event of radio
failure, or for the control of no-radio traffic approved by the
control tower, standard light gun signals shall be observed.
Pilots shall acknowledge signals by rocking wings or blinking
navigation or landing lights.
PART V. - TAXIING RULES
All aircraft shall be governed by the standard CAR-60
rules for taxiing, in addition to the following:
SECTION 1. Runway Numbering. Runway numbers, when

included in take-off or landing instructions, shall have the

Note: East take offs prohibited.
SECTION 2. Taxiing past Terminal Building. Persons
, taxiing past aircraft parked in front of the administration
building shall use extreme caution. Adequate clearance shall be
given when passing vehicles or persons working on aircraft.
SECTION 3. Taxi Instructions Required. All aircraft
shall receive clearance from the control tower before taxiing
out on the field. After clearance, the pilot shall follow
instructions and proceed toward take-off point on the designated
runway, remaining clear of the runway until authorization to taxi
into position and hold has been received from the control tower.
SECTION 4. Taxiing Precautions. Aircraft shall be
taxied carefully, having regard for the safety of other aircraft,
and the pilot shall be on the alrt for radio or light signals
from the control tower.
SECTION 5. Crossing Runways. Aircraft shall not cross
any runway until cleared by the control tower.
SECTION 6. Taxiing between Hangars. Aircraft shall
not taxi out on the ramp, or from the ramp to the parking area
between the Western Air Lines hangar and the Thompson Flying

Service hangar, or between the Thompson Flying Service hangar and
the Kemp and Kelsey Air Service hangar, unless attended by a
person qualified to handle aircraft. Persons taxiing aircraft
back and forth across the road (2300 West) from the landing
area to the private hangar area, shall proceed cautionsly and be
alert for vehicular or aircraft traffic.
SECTION 7. Passing other Aircraft. No aircraft shall
pass another aircraft while taxiing, but may pass such aircraft
if it is stalled. Passing shall be made cautiously. Aircraft
may pass other aircraft while taxiing only if cleared to do so
by thDcontrol tower.
SECTION 8. Runway Clearance Required. Aircraft shall
not be taxied closer than 100 feet to a runway for warm-up
and, if practicable, shall warm up away from the entrance to
any taxi strip.
SECTION 9. Taxiing in and out of Hangars Prohibited.
No aircraft shall be taxied Into or out of any hangar or moved
into or out of any hangar with an engine running.
SECTION 10. Taxiing of Jet-Powered Aircraft. No jet
or prop-jet aircraft shall be taxied at the airport where the
exhaust blast is likely to cause injury to opersons or property
or to runways, aprons or taxi strips. If it is impossible to
taxi aircraft without causing such damage, engines must be shut
down and aircraft towed to destination.
PART VI. - TAKE-OFF PROCEDURES
All aircraft shall be governed by the standard CAR-60
rules for take off, in addition to the following:
SECTION 1. Tower Clearance Required. Take off shall
not be commenced until clearance has been received from the
control tower.
SECTION 2. Warm-Up Procedure. Aircraft shall warm up
on ramps adjacent to end of runways facing in the direction of
take off. When ready for take off, light aircraft without
transmitters shall turn and face the control tower to indicate
that take-off clearance is desired.

SECTION 3. Turns after Take Offs. After taking off,
aircraft shall attain a minimum altitude of 400 feet above the
ground, and shall be 1,000 feet or more beyond the airport bound-
ary before making the first turn, unless otherwise directed by
the control tower. CAUTION: Aircraft taking off on Runway 32
shall turn slightly after take off and assme a northerly direction,
keeping east of the North-South taxiway and 1,000 feet or more
east of Runway 34 left. Aircraft landing on Runway 14 shall fly
east of and parallel to Runway 16 right, keeping east of the
North-South taxiway and 1,000 feet or more east of Runway 16
right.
SECTION 4. Highway Clearance. All aircraft on take
off shall clear highways paralleling airport at an altitude of
50 feet or more above the ground.
SECTION 5. Formation Take Offs. Formation take offs
or take offs closer than a full runway separation will not be
permitted unless prior permission has been granted by authorized
personnel in charge of the control tower.
SECTION 6. Unusual Manuevers. Before any manuever is
practiced other than normal take off and landing, permission to
do so must be received from the control tower. Instructors about
to execute simulated forced landings on take off shall call the
control tower and obtain permission to do so before starting
flight.
SECTION 7. Touch-and-Go Landings. All persons pilot-
ing aircraft while practicing touch-and-go landings and take offs
shall clear runways thereafter as soon as possible. Any person
flying or piloting aircraft coming to a complete stop and desir-
ing to take off again, must taxi back via taxi route specified
by the control tower to the end of the runway for take off.
SECTION 8. Mid-Runway Clearance. The person authorized
and in charge of the control tower may, upon request, clear
light aircraft for take off on Runways 32 and 34 Right where
they intersect the East-West runway . He may also clear light
aircraft for take off upon request, using Runway 16 Left at the

mid-taxiway or the North taxiway.
PART VII. - TRAFFIC PATTERN
SECTION 1. Conformance to Traffic Pattern Required.
All persons flying aircraft within the control zone, at an
altitude of less than 2,000 feet above the airport, will fly in
conformance with the Salt Lake traffic pattern and instructions
from the control tower.
SECTION 2. Traffic Pattern Described. The traffic
pattern at the airport for light aircraft sti311 be a rectangular
path around the east side of the airport at an altitude of 800
feet above the ground, and a horizontal distance of 1,000 feet
or more from the boundaries of the airport.
SECTION 3. Entering and Leaving Pattern. All persons
flying light aircraft shall so control it as to enter the traffic
pattern at an altitude of 800 feet above the ground from the
east and at a forty-five degree angle to the downwind leg. Upon
leaving the traffic pattern, aircraft shall be flown as to leave
the pattern at a fory-five degree turn before entering the down-
wind leg at an altitude of 500 feet above the ground. Upon
request, pilots may be granted permission from the control tower
for a straight-out departure.
SECTION 4. Passing Aircraft in Traffic Pattern. All
light aircraft must be flown to conform to the outlined flight path
minimum when making training flights and shall not pass other
aircraft in the line of traffic unless on the side away from the
airport and at a sufficient distance to avoid accident or cutting
out other aircraft in landing.
SECTION 5. Pattern for Large Aircraft. The traffic
pattern for large aircraft shall consist of a circular path to
the west of the airport at an altitude of 1,200 to 1,500 feet
above the ground. Large aircraft shall call the control tower
when about 15 miles out therefrom for clearance to enter the
traffic pattern.
SECTION 6. Pattern foe Military Aircraft. Military

aircraft shall use the traffic pattern of their counterparts in
civilian aircraft. Tactical aircraft may deviate from the
published traffic pattern with permission from the control tower.
PART VIII. - LANDING RULES
All persons piloting or flying aircraft shall be
governed by the standard CAR-60 rules for landing, in addition to
the following:
SECTION 1. Entering Pattern. Persons piloting or fly-
ing aircraft, using Runways 34 Right and 16 Left, shall control
the same so aF to enter the traffic pattern from the east. Per-
sons piloting or fl ying aircraft using Runways 34 Left and 16
Right shall control the same so as to enter the traffic pattern
from the west.
SECTION 2. Gaution--Obstructions to the South. Persons
landing aircraft from the south must so control the same so as to
clear the highway by an altitude of not less than 50 feet.
(CAUTION: Power line running east and west parallels south
boundary of atrport at a distance of approximately 1500 feet.) _'
SECTION 3. Caution--Take off on Runway 32. CAUTION:
Persons piloting or flying aircraft taking off on Runway 32 shall
so control the same so as to turn slightly after take off and
assume a northerly direction, keeping east of the North-South
taxiway and at least 1,000 feet east of Runway 34 Left. Those
aircraft landing on Runway 14 shall fly to the east of and paral-
lel to Runway 16 Right, keeping east of the North-South taxiway
and at least 1,000 feet to the east of Runway 16 Right.
SECTION 4. Landing Clearance Required. Persons land-
ing aircraft shall observe and acknowledge instructions from
control tower, whether by radio crby signal light.
SECTION 5. Clearing Runways. After completing the
landingxan, persons piloting or taxiing aircraft shall clear the
runway immediately via the nearest taxiway or follow'.instructions
from the control tower. Pilots must use caution to avoid hitting
elevated runway or taxi lights.
SECTION 6. Passing on Landings Prohibited. No person

shall land an aircraft in such a manner as to pass another land-
ing, taxiing or taking off.
SECTION 7. Landing on Runways Required. Landings and
take offs will be confined to paved runways.
PART IX. - MISCELLANEOUS TRAFFIC RULES
SECTION 1. Holding on Runways Prohibited. No person
shall board or disembark from any aircraft on the landing or
take-off area except in the case of an emergency, nor shall any
aircraft hold on a runway or landing strip while instructors are
coaching students, (Instructors shall not solo students except
from ttm end of runways and in doing so, shall clear runway before
disembarking from aircraft.)
SECTION 2. Repairing Aircraft on Landing area Prohi-
bited. No person having charge or control of an aircraft shall
permit the same to remain unnecessarily on any part of the land-
ing or take-off area for the purpose of repairs.
SECTION 3. Removal of Damaged Aircraft. Every aircraft
owner, his pilot and agents severally, shall thresponsible for
the prompt removal of wrecked aircraft as soon as permitted by
FAA regulations.
SECTION 4. Impounding of Aircraft. The airport manager
may claim a mechanic's lien and hold any aircraft until all
charges for materials or labor have been paid.
SECTION 5. Portable Equipment must be Secured.
Portable loading ramps, baggage trucks and other such portable
equipment shall be equipped with brakes, or, if not so equipped,
shall be secured by suitable locking devices when not in use.
PART X. - FLIGHT INSTRUCTION
SECTION 1. Flight Instruction Approved. Until further
notice, persons flying light aircraft may practice landings at
the airport, but such landing practice shall include a normal
approach and take off.
SECTION 2. Flight Instructors Responsible for Students.
Flight instructors shall be responsible for their students' being

fully informed of the standard FAA CAR-60, and of standard air
traffic control procedures, and with rules of the airport, and
shall be held responsible for the conduct of students while under
their supervision.
PART XI. - AIRCRAFT PARKING RULES
SECTION 1. Oyer Responsibility for Tie-Down. It shall
be the duty of aircraft owners to securely fasten their airplanes
to the tie downs provided for that purpose. Connecting ties
shall have a tensile strength of 3,000 pounds or more.
SECTION 2. Parking on Apron. Light aircraft may be
parked on the apron adjacent to the fence in the area extending
north of the Western Air Line hangars during daytime. Airline
aircraft shall use the painted parking spots designated for
their use.
SECTION 3. Securing of Unattended Aircraft. No person
shall leave an aircraft unattended unless within a hangar or
otherwise properly tied or secured. Owners shall assume the risk
of damage to their own aircraft and shall be liable for any
damage to other's property caused by their negligence in permit-
ting the movement of their aircraft when attended or unattended.
SECTION 14. Airline Parking Positions. No person shall
park an aircraft on the airline parking positions for a period
longer than thirty (30) minutes without prior approval of the
airport manager. No person shall park an aircraft so as to
interfere with the proper use of airline equipment on the airline
parking positions.
PART XII. - RUNNING ENGINES
SECTION 1. Starting Engines. No person shall start an
aircraft engine unless a competent operator is at theeont.rols and
unless the parking brakes of the aircraft are fully applied, or
the wheels of the aircraft are securely blocked with blocks
equipped with ropes suitable to remove them safely.
SECTION 2. Running Engines in Hangars Prohibited. No
person shall start aircraft engines or run them while in hangars.

SECTION 3. Run-Up Areas. Aircraft engines shall be
run up only in areas designated by the airport manager or control
tower, and shall be so placed that hangars, shops, groups of
persons, and other aircraft will not be in the path of the prop-
eller stream or the blast from jet engines and where noise from
such engine run-up will not unreasonably inconvenience others.
SECTION 4. Run-Up of Jet or Jet Prop Engines. No jet
or jet prop engine shall be run up except on warm-up pads or in
other areas authorized by the airport manager.
SECTION 5. Responsibility of Airport Employees.
Persons employed at the airport shall observe every precaution
for their own safety when in the vicinity of turning propellers or
jet engines and it shall be their duty to warn others of inherent
dangers.
PART XIII. - AIRCRAFT REFUELING AND DEFUELING
SECTION 1. Dispensary. No aircraft shall be refueled
except by an authorized fuel. dispenser so designated by the
Commission.
SECTION 2. Refueling. The fueling of all aircraft
shall be accomplished by use of gasoline trucks, pumps and pits
by
approved/the airport manager. Aircraft will be properly
grounded while being refuelad. Refueling from barrels or other
containers is prohibited.
SECTION 3. Prohibited while Enginer Running. No air-
craft shall be refueled while the aircraft engine is running or
while such aircraft is in a hangar or other enclosed place.
SECTION 4. Smoking Prohibited. No smoking shall be
permitted within fifty (50) feet of an aircraft fuel tank while
such aircraft is being refueled or defueled.
SECTION 5. Attendant Required when Passenger in
Aircraft. During the fueling or defueling of any aircraft, no
passenger or passengers shall be permitted in such aircraft
unless a cabin attendant is stationed at or near the cabin door.

SECTION 6. Grounding Required. During/refueling or

defueling of any aircraft, the aircraft and fuel dispensing or
draining apparatus shall be properly grounded so as to prevent
ignition of volatile gases by static electricity.
SECTION 7. Prevention of Fuel Overflow. Persons
engaged in aircraft fuel handling shall exercise care to prevent
overflow of fuel.
SECTION 8. Operating Electrical Switches. During fuel
handling in or about any aircraft, no person shall operate any
radio transmitter, receiver or switch electrical appliances off or
on in such aircraft.
SECTION 9. Prohibited when Gasolir on Ground. No
person shall start the engine of any aircraft whenever gasoline
is on the ground or pavement thereunder. Mien gasoline is spilled
or leaks from gasoline-dispensing equipment or from aircraft,
those in charge thereof shall immediately notify the airport
fire department.
SECTION 10. Maintenance of Fueling Equipment. Fueling
and defueling equipment, including hoses, valves, nozzles and
such other equipment as may be used, shall be maintained in a
safe operating and non-leaking condition.
SECTION 11. Grounding l 'ices. All hoses, funnels
and appurtenances used in fueling and draining operations shall
be properly equipped with a grounding device.
PART XIV. - FIRE PROTECTION - GENERAL
SECTION 1. Responsibility of Airport User. Every
person using the airport or its facilities in any way shall use th
utmost caution to prevent fire.
SECTION 2. Smoking Forbidden. Smoking shall be pro-
hibited in all airport buildings except in buildings housing
offices and waiting rooms, and shall be limited to such rooms.
SECTION 3. Storing of Inflammable Liquids. Aircraft
fuel and other inflammable liquids shall be stored in arordance
with the requirements of the S It Lake City Fire Code. (See
Sections 15-9-1 to 15-9-90, inclusive, of Revised Ordinances of

Salt Lake City, Utah, 1955, as amended by Bill No. 19 of 1957).
SECTION 4, Painting and Doping of Aircraft. Painting and doping
is hereby prohibited except in rooms provided for that purpose and approved
by the City Fire Marshall.
SECTION 5. Cleaning of Aircraft Engines. The cleaning of motors
or other parts of aircraft shall not be carried on in any hangar except
with non-inflammable substances. If inflammable liquids are employed for
this purpose, the operation shall be carried on outside buildings and a safe
distance away from the same or other aricraft.
SECTION 6. Heating Equipment. All heating equipment and fuel
burning appliances installed in any structure shall be in accordance with the
regulations of the City Fire Code.
SECTION 7. Heating of Oil. The method of heating oil shall be
restricted to heating by steam, hot water, hot air, or electric heaters.
SECTION 8. Welding and Heating. Welding operations or the use
of any appliance with an open flame or highly heated part shall not be allowed
except in the shop spaces designated for such purposes by the Airport manager.
SECTION 9. Motor Vehicles in Hangars Prohibited. No automobile
or other motor vehicle shall be driven into or allowed to remain inside any
hangar ordinarily used for the storage or parking of aircraft for hire or
reward except when necessary for some operation therein requiring its entrance.
Provided, however, that a hangar, or portion of a hangar, set aside and
ordinarily used as a repair shop is exempted from this provision.
SECTION 10. Floor Care. All lessees shall keep the floors of
hangars, shops, store rooms, aprons and areas adjacent thereto leased by them,
free of oil, grease, waste and other inflammable material.
SECTION 11. Waste Receptacles. Metal receptacles with self-closing
covers shall be provided for the disposal of oily waste, rags and other
rubbish, and the contents thereof shall be removed at least daily.
SECTION 12. No boxes, crates, rubbish, paper or other litter shall
be permitted to accumulate in, about or around any hangar, and all oil, paint
and varnish cans, bottles or other containers shall be removed from the hangar
immediately upon being emptied.

SECTION ]3. Every building on the airport and every
repair shop, doping or welding room shall be equipped with
adequate fire extinguishers and first-aid equipment approved by
the City Fire Marshall. Such extinguishers and equipment shall
be maintained in first-class working condition at all times, and
it shall be the duty of the airport manager to designate some
person to examine the same and report their condition to him as
frequently as he shall require.
PART XV. - GENERAL RULES OF CONDUCT
SECTION 1. Disorderly Conduct. (a) No person shall
commit any disorderly, obscene, indecent or unlawful act or com-
mit any nuisance on the airport. (b) No person shall drink any
intoxicating liquors upon any portion of the airport. (c) No
person shall become intoxicated on any portion of the airport,
. or drink intoxicating liquors thereon, except in compliance with
law, or be in an intoxicated condition.
SECTION 2. Sanitation. Garbage, papers and refuse or
other waste material shall be placed in receptacles provided for
that purpose.
SECTION 3. Firearms and Explosives. (a) No person
except authorized peace officers, post office, customs, express
and air carrier employees or members of the armed forces of the
United States on official duty shall carry any firearms or explo-
sives on the airport.
PART XVI. - MOTOR VEHICLE REGULATIONS
SECTION 1. Operations in Accordance with State Law.
Motor vehicles shall be operated on the airport in strict accor-
dance with the motor vehicle laws of the State of Utah and the
ordinances of the City and in addition thereto, the following
regulations pertaining to operation of motor vehicles on
the airport.
SECTION 2. Parking Areas. Parking areas for automo-
biles and similar vehicles shall be set aside for airport
employees and for the visiting public. No person shall park

such vehicle in any other place on the airport without permission
of the manager.
SECTION 3. Permission to Drive on Landing Area Required.
Automobiles will not be permitted in or around hangars or on the
landing field, runways, aprons, taxistrips, etc., without prior
permission from the airport manager. Automobiles, trucks and
other equipment being driven on the landing area, runways, taxi-
strips and aprons must display standard checkered flags or
flashing red light if operated during the nighttime, and must not
be operated without prior permission of the control tower.
SECTION 4. Speed Limits. Motor vehicles shall be
operated on established streets and roadways within the airport
in strict compliance with speed limits posted on traffic signs
and in any event, shall not be in excess of twenty-five (25)
mils.: per hour and shall be in conformity with all motor vehicle
laws ad regulations and practices of the State of Utah, and
shall at all times be operated in a safe and proper manner. Motor
vehicles being operated on passenger loading ramps, aircraft
parking ramps and in areas immediately adjacent to hangars shall
be driven cautiously and at speeds not exceeding ten (10) miles
per hour.
SECTION 5. Reporting of Accidents. All persons
involved in any accident resulting in personal injury or damage to
property on the airport shall report promptly to the office of
the airport manager. Accidents involving personal injury shall
be reported immediately to the airport manager's office or to the
City Police Department if the manager's office is closed.
SECTION 6. Parking Vehicles. No person shall park a
vehicle on the airport other than in the manner and at locations
indicated by posted traffic signs and markings.
SECTION 7. Lights Required. Persons operating motor
vehicles on the airport during the nighttime shall have vehicles
equipped with headlights and one or more tail lights. The
headlights shall conform to State law and shall be kept lighted
when the vehicle is in operation on any portion of de airport
during the nighttime.
SECTION 8. Under the Inngfluence. of= ntoiioatiin '13`9�ior or

Narcotic Drugs. No person under the influence of intoxicating liquor or
narcotic drugs shall operate a motor vehicle on the airport.
SECTION 9. Loading or Unloading of Common Carriers.
No common carrier or vehicle for hire or taxicab or limousine
shall load or unload passengers at the airport at any place
other than that designated by the airport manager.
SECTION 10. Vehicles for Hire. No person shall
operate any vehicle for hire on or from the airport without secur-
ing an appropriate permit or license from the Commission and
complying with such conditions as may be prescribed by the
airport manager.
PART XVII. - PENALTY
SECTION 1. Any person guilty of violating any of the
provisions of this ordinance shall be deemed guilty of a misde-
meanor and punishable by a fine not to exceed Three Hundred
Dollars ($300.00) or imprisonment not to exceed One Hundred
Eighty (180) days or by both such fine and imprisonment.
SECTION 2. It shall be unlawful for any person to
violate or refuse to obey any of the foregoing rules or regula-
tions.
SECTION 3. Any person operating or handling any air-
craft in violation of these rules, or refusing to comply there-
with, may be removed or ejected from the airport or may be
temporarily grounded by, or under the authority of, the airport
manager, and may be deprived of the further use of the airport and
its facilities fbr such length of time as may be deemed necessary
to insure the safeguarding of the same and the public and its
interest therein.
