AN ORDINANCE AMENDING Sec. 25-11-15 of the Revised Ordinances of
Salt Lake City, Utah, 1965, relating to Officers and Employees, Per-
sonnel Administration, Promotions.
Be it ordained by the Board of Commissioners of Salt Lake City,
Utah:
SECTION 1. That Sec. 25-11-15 of the Revised Ordinances of Salt
Lake City, Utah, 1965, relating to officers and employees, personnel
administration and promotions, be, and the same hereby is, amended to
read as follows:
"Sec. 25-11-15. (a) Promotions. In order that qualified
employees may be given proper consideration when a vacancy in
a job exists, and the department head deems it advisable to
fill such vacancy on a permanent basis, the department head shall
post notice of such job vacancy on the bulletin board of such
department and any major subdivision of such department, said
notice to contain the vacancy job title and the pay range. Said
notice shall remain posted for a period of five days, during
which time employees may apply in writing to the department head
for appointment to fill such vacancy, setting forth in such appli-
cation applicant's qualifications. At the close of the five day
period, or as soon thereafter as may be practicable, the depart-
ment head, after considering all applications, will make a se-
lection of a person to fill such job on the basis of qualifica-
tion and seniority, provided, however, that when a vacancy can-
not be filled by competent or experienced personnel applying
for the same, such vacancy may be filled by the supervisor or
department head with competent personnel on a probationary
basis, not to exceed ninety days. The job vacated by the suc-
cessful applicant may be filled by a temporary replacement,if
deemed necessary by the supervisor or department head, and the
person so appointed shall hold such vacated job during the pro-
bationary period of the successful applicant without receiving
an increase in his compensation. Longevity in a particular class
shall begin with the date the employee is placed on a permanent
monthly salary on the new job. The provisions hereof shall not
apply to supervisory jobs or personnel.
"(b) Probationary period. A successful applicant for a job
vacancy shall be on probation for a period of not to exceed
ninety calendar days, during which time he shall receive the
same rate of pay he was receiving when he entered on said job.

The probationary period may be extended, if necessary, for
training purposes if agreed upon by applicant and supervisor
or department head. During the probationary period applicant
shall not be eligible to apply for any other job vacancy. If
retained in the job applied for at the expiration of said
probationary period, applicant shall be ineligible to apply
for another job opening for a period of nine months, after the
expiration of said probationary period, unless authorization to
apply is given by his supervisor or department head. If appli-
cant is not retained in said job so applied for, after the ex—
piration of the probationary period, he shall be returned to
the position held prior to being accepted in the job applied
for."
SECTION 2. In the opinion of the Board of Commissioners,it is
necessary to the peace, health and welfare of the inhabitants of Salt
Lake City that this ordinance become effective immediately.
SECTION 3. This ordinance shall take effect upon its first
publication.
Passed by the Board of Commissioners of Salt Lake City, Utah,
