AN ORDINANCE TO AMEND CHAPTER 6 of Title 51 of the Revised Ordinances
of Salt Lake City, Utah, 1965, relating to transitional zoning, by adding
thereto a new section to be known as Section 51-6-11, relating to mobile
home parks.
Be it ordained by the Board of Commissioners of Salt Lake City, Utah:
SECTION 1. That Chapter 6 of Title 51 of the Revised Ordinances of
Salt Lake City, Utah, 1965, relating to transitional zoning, be, and the
same hereby is, amended by adding thereto a new section to be known as
Section 51-6-11, relating to mobile home parks, to read as follows:
"Sec. 51-6-11. Mobile home parks. Where not otherwise autho-
rized by this title, the board of adjustment may permit the use
of land in any district for a mobile home park, provided that in
all cases the following conditions are complied with:
"1. The plqps shall be submitted to the planning commission
for review and. he commission finds that the proposed development
is in keeping with the character of the district within which it
is located and will not prevent the proper use of adjoining
properties for the purpose which is contemplated by the existing
zoning classification, nor will its establishment change the
character of the area in which it is proposed to be located by
reason of increased congestion, increased density, increased
traffic problems, etc. In the event that the planning commission
gives a negative finding to any of these conditions, the board of
adjustment cannot give approval without a unanimous vote of the
entire board membership.
"2. The minimum area of the tract to be developed shall be
ten acres.
"3. The minimum number of spaces completed and ready for occu-
pancy before first occupancy is permited shall be fifty.
"4. The intent of the mobile home park is for a long term
residential occupancy; therefore, no space shall be rented for
periods of less than thirty days except in those portions of the
park which may be especially approved as a travel trailer area.
"5. Convenience establishments of a commercial nature including
the park office building, automatic laundry and dry cleaning estab-
lishment, beauty and barber shops may be permitted in a mobile
home park subject to the following:

The buildings and their yard areas and parking areas shall
not occupy over 10% of the net area of the park; the buildings
shall be designed in keeping with the residential character of
the district and shall be so located and designed as to serve
the needs of the persons residing within the park only and
there shall be no outside evidence of the nature of the com-
mercial services offered, such as display windows or signs.
No advertising of any type shall be allowed outside the park
premises.
"6. The maximum density which shall be allowed is eight trailer
spaces per gross acre.
"7. Offstreet parking areas shall be provided at the rate of
at least 1.5 car spaces for each mobile home lot.
"8. There shall be a completely landscaped buffer of at least
25 feet surrounding the mobile home park and the mobile home parks
shall be fenced according to the requirements of the board.
"9. There shall be at least 20 feet between the trailers
including any awnings or attachments thereto and at least 15 feet
between an individual mobile home and any adjoining pavement areas
of a park street or sidewalk or a common parking area or other
common area.
"10. All mobile home parks shall be provided with safe and
convenient vehicular access from abutting major streets and access
shall be designed to minimize congestion and allow free flow of
traffic on such adjacent streets. The entrance road connecting
the park with a public street shall have a minimum paved width of
34 feet. Internal streets shall have a minimum paved width of
24 feet.
"11. No mobile home park shall be allowed where access to the
park is through a residential neighborhood, necessitating the use
of a residential type street system.
"12. Concrete sidewalks shall be provided from all mobile home
sites, the park streets and all community facilities.
"13. A drainage system must be provided to completely handle
all surface drainage within the park in a manner approved by the
city engineer's office.
"14. All parks must provide and maintain landscaped recreational
areas with a minimum size of 100 square feet for each lot.
"15. Signs are to be kept to an absolute minimum and when
located in a residential district the board shall approve only a
minimum size sign necessary for identification purposes, not to
exceed nine square feet. Under no condition may such signs be
of exposed neon or have any flashing or moving parts.
"16. All other provisions of the Salt Lake City ordinances
respecting the standards of construction and the licensing of
trailer parks must be complied with.
"Where the mobile home park has direct access to a major highway,
the board of adjustment may approve the use of a portion of the park

as a travel trailer park, provided the same outlined design
standards are maintained.
"The board shall have the right in approving a mobile home
park under this section to impose any additional conditions,
including increasing the above standards and requiring the
approval of operating and management standards, which are found
by the board necessary to insure the proper development of the
park in accordance with area within which it is located."
