and AMENDING Sections 25-4-5 and 25-4-6 of the Revised Ordinances of
Salt Lake City, Utah, 1965, relating to classifications and salaries.
Be it ordained by the Board of Commissioners of Salt Lake City,
Utah:
SECTION 1. That Sections 25-4-1, 25-4-2, 25-4-3 and 25-4-4 of
the Revised Ordinances of Salt Lake City, Utah, 1965, relating to
classifications and salaries, be, and the same hereby are REPEALED.
SECTION 2. That Section 25-4-5 and 25-4-6 of the Revised Ordin-
ances of Salt Lake City, Utah, 1965, relating to classifications and
salaries, be, and the same hereby are, AMENDED as follows:
Sec. 25-4-5. Position titles and classifications and salary
ranges - career service and civil service officers and employees.
The non-executive and executive career service and civil service
position titles and classifications, as numbered, and with the
salary ranges or wage rates, as proposed and recommended and shown
in the "Wage and Salary Administration Program for Salt Lake City
Corporation Employees" (a copy of which is on file in the office
of the City Recorder) are hereby adopted and declared as and for
the position titles and classifications and the salary ranges
for all career and civil service officers and employees of Salt
Lake City, effective April 1, 1978 or such later date as the Board
of City Commissioners may amend said Wage and Salary Administra-
tion Program or part thereof. The officer and employee classifi-
cations and salaries shall be grouped under the following titles:

Sec. 25-4-6. Salary schedule adopted. (a) All officers and
employees of Salt Lake City in Pay Class numbers 101 to 125
inclusive, under the title "Operations and Maintenance;" Pay
Class numbers 201 to 225 inclusive, under the title "Clerical and
Technical;" Pay Class numbers 301 to 325 inclusive, under the title
"Professional and Paraprofessional;" and Pay Class 401 to 405
inclusive, under the title "Police and Fire Departments" shall be
paid monthly salaries effective April 1, 1978, in accordance with
the following salary schedules and salary step increases based on
merit performance; and those officers and employees in pay
Levels 1 to 10 inclusive under the title "Executives" shall be
paid salaries approved by the Board of City Commissioners pursuant
to the provisions of subparagraph "(b)" of this section.

(b) Effective April 1, 1978 the Board of Salt Lake City
Commissioners hereby adopts the "Wage and Salary Administration
Program" for officers and employees in the "Executive" group as
above established (a copy of said Program is on file with the
City Recorder) , together with the salaries therein provided.
Subsequent salary adjustments may be made by the Board, in the
level specified, based on training, merit, longevity, cost of
living, responsibility and other relevant considerations;
provided, however, that no change will be made until public notice
is given and a public hearing held pursuant to provisions of Sec-
tion 10-6-41 Utah Code Annotated or any successor section thereto.
(c) All new employees hired into the executive level positions
listed in the "Executive" group as above provided shall be hired
at the minimum entry level salary provided, however, that upon
demonstration to the Commission by the City's personnel director
that diligent efforts to hire at the minimum level have failed
and that an individual applicant for the position has qualifica-
tions in excess of those established for the position or in excess
of other individuals competing for the position and that the
position is one of a kind, the Board of City Commissioners may
hire said new employee at a salary within the level to be negotiated,
but not to exceed the midpoint for said range level.
(d) The executive salaries adopted in the "Wage and Salary
Administration Program" is in lieu of any and all other compensa-
tion for services rendered, including merit increases and longe-
vity, overtime, callback and standby pay, but does not preclude
applicable uniform allowance payments, court time compensation,
mileage or car allowances as provided in these Revised City
Ordinances.
(e) Merit increases. Anniversary date change on promotion or
reclassification and equitable pay adjustment. Non-executive level
employees who are hired into permanent positions shall become
eligible for their merit increase beginning with the first pay
period after completion of one year's continuous employment
and shall be eligible for future merit increases on that
anniversary date in accordance with the salary schedule herein
provided. Any such employee who receives a promotion or reclassi-
fication shall become eligible for future merit increases one
year from that date of promotion or reclassification; provided,
however, the Board of Commissioners of Salt Lake City may correct
an inequity in pay resulting from and by virtue of such promotion
or reclassification and future merit increases due on said new
anniversary date, by authorizing a salary adjustment to the next

higher step in the appropriate pay classification. Any recommen-
dation or request for said equitable adjustment must be in writing
addressed to the Board and include the recommendation or opinion
of the City Personnel Director and contain the reasons justifying
the requested pay adjustment.
(f) Uniform allowance. In addition to the salaries herein
provided, employees who are required to wear a uniform in the
execution of their duties with Salt Lake City Corporation shall
receive the following monthly compensation as a uniform allowance:
Members of the Police and Fire Departments
except for clerical and civilian personnel $35.00
Police clerical and civilian personnel who
are required to wear uniforms 35.00
Fire department clerks and dispatchers who
are required to wear uniforms 25.00
Airport operations officers who are
required to wear uniforms 25.00
Parking enforcement personnel who are
required to wear uniforms 25.00
(g) Except as above provided for executive pay classifications,
appointment to any position in any other class shall normally
be made at the minimum rate of first step, and advancement to
rates greater than the minimum shall be successive steps in the
salary range for this class. In exceptional cases, after reason-
able effort has been made to obtain employees for a particular
class at the first step, employment at the second or third step
may, upon recommendation of the personnel director, be authorized
by the Board of City Commissioners. Employment of individuals
who possess special qualifications higher than the minimum
qualifications prescribed for the particular class may also be
authorized, upon recommendation of the personnel director, by
the Board of City Commissioners at the second or third step of
the salary range for that class.
(h) Pay differential for emergency medical technicians and
paramedics.
(1) Personnel currently certified by the State of Utah as
an Emergency Medical Technician and assigned by the fire
chief to duty as said Emergency Medical Technician shall be
paid 3% of a 1st grade firefighter's salary, pay class 404 D,
as a pay differential in addition to his or her regular salary.
The foregoing notwithstanding, no such pay differential shall
be given to any person in the executive pay classification.
(2) Personnel currently certified by the State of Utah as
a paramedic and assigned to duty as a paramedic by the fire
chief shall be paid 10% of a 1st grade firefighter's salary,
pay class 404 D, as a pay differential in addition to his or
her regular salary. The foregoing notwithstanding, no such
pay differential shall be given to any person in the executive
pay classification,
(i) Effective December 1, 1976, the salaries of the City Court
Judges shall be ninety percent (90%) of the salaries of the judges
of the Third District Court of the State of Utah.

(j) Tool allowance. In addition to the salaries herein pro-
vided, auto mechanics I and auto mechanics II shall receive the
sum of $25.00 per month as a tool allowance. The tool allowance
herein provided for shall become effective as of April 1, 1977.
SECTION 3. In the opinion of the Board of Commissioners of
Salt Lake City, it is necessary to the peace, welfare and health of
the inhabitants of Salt Lake City that this ordinance become effective
immediately.
SECTION 4. This ordinance shall take effect upon its first
publication.
