AN ORDINANCE AMENDING Article 5, Schedule 14-k, and Sections 4, 5, 16,
22, 23, 24, 25, 34, 36, 38, 42, 48, 52, 80, 84, 85, 87, 130(ai,l)l30(b), 133,
135, 138, 153, 154, 155, 157, 163, 169, 174(b), 202, 203, 204, 207, 214, 220,
221, 225(b), 226, 243(a), 246, 263, 268, 269, and 270 of the Traffic Code
of Salt Lake City, relating to traffic rules and regulations, and amending
Article 1 of the Traffic Code of Salt Lake City, relating to definition of
terms, by adding thereto three new sections to be designated Sections 15.1,
17.1, and 41 .1 , relating to the definitions of "Fissionable material,"
"Guide dog," and "School bus," and amending Article 9 of the Traffic Code of
Salt Lake City, relating to qualification of vehicles, registration, and
equipment restrictions, by adding thereto a new section to be designated
Section 181 .1 , relating to school busses, and amending Article 14 of the
Traffic Code of Salt Lake City, relating to stops required of vehicles, by
adding thereto a new section to be designated Section 221.1, relating to
the designation of school busses and the duties of approaching drivers.
Be it ordained by the Board of Commissioners of Salt Lake City, Utah:
SECTION 1 . That Article 5 of the Traffic Code of Salt Lake City,
relating to accidents, be, and the same hereby is, amended to read as follows:
"ARTICLE 5
"ACCIDENTS
"Sec. 91 . Immediate notice of accidents. The driver of a vehicle
involved in an accident resulting in Injury to or death of any person
or property damage to an apparent extent of $50.00 or more, shall
immediately, by the quickest means of communication, give notice of
such accident to the Police Department if such accident occurs within
this city, and shall remain at the scene of the accident until authori-
zed to leave by a police officer, except as provided in Section 93.
"Sec. 92. Moving vehicles involved in accidents. (a) The driver
of any vehicle involved in an accident resulting in injury to or death
of any person or property damage to any vehicle which is driven or
attended by any person shall immediately stop such vehicle at the
scene of such accident or as close thereto as possible and shall then
forthwith return to and in every event remain at the scene of the
accident until he has fulfilled the requirements of Sections 91 and
93. Every such stop shall be made without obstructing traffic more
than is necessary.

"Sec. 93. Give name - render assistance. The driver of any
vehicle involved in an accident resulting in injury to or death of
any person or damage to any vehicle which is driven or attended by
any person shall give his name, address, and the registration number
of the vehicle he is driving and shall upon request and if available
exhibit his operator's or chauffeur's license to the person struck
or the driver or occupant of or person attending any vehicle collided
with and shall render to any person injured in such accident reason-
able assistance, including the carrying, or the making of arrange-
ments for the carrying, of such person to a physician, surgeon, or
hospital for medical or surgical treatment if it is apparent that
such treatment is necessary or if such carrying is requested by the
injured person.
"Sec. 94. Physical incapacity of driver - Duty of other occupants
to notify olice. Whenever the driver of a vehicle is physically
incapable o giving immediate notice of an accident as required in
Section 91 and there is another occupant in the vehicle at the time
of the accident capable of giving such notice, such occupant shall
give or cause to be given said notice and shall remain at the scene
of the accident until authorized to leave by a police officer.
"Sec. 95. Concealing identity. No person involved in an accident
shall conceal or attempt to conceal his identity, falsely identify
himself or give false information to any police officer.
"Sec. 96. Collision with unattended vehicle. The driver of any
vehicle which collides with any vehicle which is unattended shall
immediately stop and shall then and there either locate and notify
the operator or owner of such vehicle of the name and address of the
driver and owner of the vehicle striking the unattended vehicle, or
shall leave a written notice firmly attached in a conspicuous place
in or on the vehicle struck, giving the name and address of the
driver and of the owner of the vehicle doing the striking and a
statement of the circumstances thereof, and shall make report of such
accident as required by Section 98.
"Sec. 97. Involving fixtures or property on or adjacent to street
or alley. The driver of any vehi Te in an ac Tdent resulting
damage to property legally upon or adjacent to a street or alley
shall take reasonable steps to locate and notify the owner or person
in charge of such property of such fact, of his name, address and the
registration number of the vehicle he is driving, and shall upon
request exhibit his operator's or chauffeur's license and shall make
report of such accident when and as required in Section 98.
"Sec. 98. Accident reports. Duty of driver, witnesses and
investigating. officer to forward or render. Supplemental reports.
(a) The driver of a v7iicle involved in an accident resultresulting in
property damage to an apparent extent of $50.00 or more shall forward
a written report of such accident to the Financial Responsibility
Division of the Department of Public Safety of the State of Utah
within 5 days after such accident.
"(b) The Financial Responsibility Division of the Department of
Public Safety of the State of Utah may require any driver of a vehicle
involved in an accident of which report must be made as provided in
this section to file supplemental reports whenever the original report
is insufficient in the opinion of the department and may require
witnesses of accidents to render reports.
"(c) Every law enforcement officer who investigates a motor vehicle
accident of which report must be made as required in this section,
either at the time of and at the scene of the accident or thereafter
by interviewing participants or witnesses, shall forward a written
report of such accident to the Financial Responsibility Division of
the Department of Public Safety of the State of Utah within 24 hours
after completing such investigation.
"Sec. 99. Physical incapacity of driver - Duty of owner to file
written report. Whenever the driver is physically incapable of making
a written report of an accident as required by Section 98 and such

driver is not the owner of the vehicle, then the owner of the vehicle
involved in such accident, within 5 days after learning of the accident
shall make such report not made by the driver.
"Sec. 100. Accident report forms - contents. The Police Depart-
ment shall furnish forms for accident reports required by this code.
The written reports to be made by persons involved in accidents and
by investigating officers shall call for sufficiently detailed in-
formation to disclose, with reference to the traffic accident, the
apparent cause, conditions then existing and the persons and vehicles
involved.
"Sec. 101 . Garage keeper to rye orrt damaged vehicle. The person
in charge of any garage or repair shop to which is brought any motor
vehicle which shows evidence of having been involved in an accident
of which report must be made as provided in Section 98, or struck
by any bullet, shall report to the Financial Responsibility Division
of the Department of Public Safety of the State of Utah and to the
police department within 24 hours after such motor vehicle is received,
giving the engine number, registration number, and the name and
address of the owner or operator of such vehicle.
"Sec. 102. Accident repo its - Confidential - Privileged - Certificate
of Compliance. All accident reports made by persons involved in
accidents or by garages shall be for the confidential use of the
Financial Responsibility Division of the Department of Public Safety
of the State of Utah or other state agencies having use for the records
for accident prevention purposes, or for the administration of the laws
of this state relating to the deposit of security and proof of finan-
cial responsibility by persons driving or the owners of motor vehicles,
except that the Financial Responsibility Division of the Department
of Public Safety of the State of Utah and the police department may
disclose the identity of a person involved in an accident when such
identity is not otferwise known or when such person denies his presence
at such accident. No such report shall be used as evidence in any
trial , civil or criminal , arising out of an accident, except that the
Financial Responsibility Division of the Department of Public Safety
of the State of Utah and the police department shall furnish upon
demand of any person who has, or claims to have, made such a report or,
upon demand of any court, a certificate showing that a specified
accident report has or has not been made to the Financial Responsibility
Division of the Department of Public Safety of the State of Utah
solely to prove a compliance or a failure to comply with the require-
ment that such a report be made."
SECTION 2. That Schedule 14-k, referred to in Section 154 of the
Traffic Code of Salt Lake City, as amended, relating to restricted parking
meter zones, be, and the same hereby is, amended to read as followst
"SCHEDULE 14-k
"Refer Sections 149 and 154
"RESTRICTED PARKING METER ZONES
"All zones where restricted meters are installed as indicated by
appropriate traffic control devices posted by the Traffic Engineer.
"All zones designated by the Traffic Engineer by appropriate
traffic control devices as Freight Loading Zones for morning hours
until 11:00 a.m. and regular zones from 11:00/to 6:00 p.m.

SECTION 3. That Section 4 of the Traffic Code of Salt Lake City,
relating to the definition of "Bicycle", be, and the same hereby is, amended
to read as follows:
"Sec. 4. Bicycle. Every device propelled by human power upon
which any person may ride, having two tandem wheels either of which
is over twenty (20) inches in diameter and including any device
generally recognized as a bicycle though equipped with more than one
front or rear wheels."
SECTION 4. That Section 5 of the Traffic Code of Salt Lake City,
relating to the definition of "Bus", be, and the same hereby is, amended to
read as follows:
"Sec. 5. Bus. Every motor vehicle equipped for carrying more than
10 passengers and used for the transportation of persons other than
a taxicab."
SECTION 5. That Section 16 of the Traffic Code of Salt Lake City, re-
lating to the definition of "Flammable liquid", be, and the same hereby is,
amended to read as follows:
"Sec. 16. Flammable liquid. Any liquid which has a flash point
of 70 degrees F. or less, as determined by a tabliabue or equivalent
closed-cup test device."
SECTION 6. That Section 22 of the Traffic Code of Salt Lake City,
relating to the definition of "Motor Vehicle", be, and the same hereby is,
amended to read as follows:
"Sec. 22. Motor Vehicle. Every vehicle which is self-propelled
and every vehicles which is propelled by electric power obtained from
overhead trolley wires, but not operated upon rails."
SECTION 7. That Section 23 of the Traffic Code of Salt Lake City,
relating to the definition of "Motor-Driven Cycle", be, and the same hereby
is, amended to read as follows:
"Sec. 23. Motor-driven-cycle. Every motorcycle, including every
motor scooter, wwith a motor which produces not to exceed five horse-
power, and every bicycle with motor attached."
SECTION 8. That Section 24 of the Traffic Code of Salt Lake City,
relating to the definition of "Motorcycle", be, and the same hereby is amended
to read as follows:
"Sec. 24. Motorcycle. Every motor vehicle, other than a tractor,
having a seat or saddle for the use of the rider and designed to travel
on not more than three wheels in contact with the ground and weighing
less than 1250 pounds."
SECTION 9. That Section 25 of the Traffic Code of Salt Lake City,
relating to neutral zones, be, and the same hereby is, amended to read as
follows:
"Sec. 25. Dividinq Section. The area or space between two sets
of double yellow painted lines, or set apart by physical barrier, to
separate traffic lanes for vehicles that move in opposite directions
upon any street or highway."

SECTION 10. That Section 34 of the Traffic Code of Salt Lake City,
relating to the definition of "Railroad", be, and the same hereby is,
amended to read as follows:
"Sec. 34. Railroad. A carrier of persons or property upon
cars, operated upon stationary rails."
SECTION 11 . That Section 36 of the Traffic Code of Salt Lake City,
relating to the definition of "Railroad train", be, and the same hereby
is, amended to read as follows:
"Sec. 36. Railroad train. A steam engine, electric or other
motor, with or without cars coupled thereto, operated upon rails."
SECTION 12. That Section 38 of the Traffic Code of Salt Lake City,
relating to the definition of "Right-of-way", be, and the same hereby is,
amended to read as follows:
"Sec. 38. Rieht of Wavr• . The right of one vehicle or pedestrian
to proceed in a iawru, manner in preference to another vehicle or
pedestrian approaching under such circumstances of direction, speed
and proximity as to give rise to danger of collision unless one
grants precedence to the other."
SECTION 13. That Section 42 of the Traffic Code of Salt Lake City,
defining sidewalk, be, and the same hereby is, amended to read as follows:
"Sec. 42. Sidewalk area. That portion of a street or highway,
between the curb lines or the lateral lines of a roadway and the
adjacent property lines."
SECTION 14. That Section 48 of the Traffic Code of Salt Lake City,
defining a through street or highway, be, and the same hereby is, amended
to read as follows:
"Sec. 48. Through street or highway. Every street or portion
thereof at the entrances to vihTch vehicular traffic from inter-
secting streets is required by law to stop or yield the right of
way before entering or crossing the same when stop signs or yield
right of way signs are erected as provided in this code."
SECTION 15. That Section 52 of the Traffic Code of Salt Lake City,
relating to the definition of "Traffic-control signal", be, and the same
hereby is, amended to read as follows:
"Sec. 52. Traffic-control signal . Any device, whether manually,
electrically or mechanically operated, by which traffic is alter-
nately directed to stop and to proceed."
SECTION 16. That Section 80 of the Traffic Code of Salt Lake City,
relating to emergency vehicles, be, and the same hereby is amended to read
as follows:
"Sec. 80. Emergency vehicles. The driver of an emergency vehicle
shall be exempt from the driving restrictions imposed by Articles 4,
7, 8, 10, 11, 12, 13, 14, 15, 16 and 17 of this code when driving
under the following conditions:
"(1) Said exemption shall apply whenever such authorized vehicle

is being driven in response to an emergency call or when used in
the pursuit of an actual or suspected violator of the law, or when
responding to but not returning from a fire alarm.
"(2) Said exemption shall apply only when the driver of said
vehicle while in motion sounds audible signal by bell , siren or
exhaust whistle as may be reasonably necessary, and when the vehicle
is equipped with at least one lighted lamp displaying a red light
visible under normal atmospheric conditions from a distance of 500
feet to the front of such vehicle, except that an authorized emergency
vehicle operated as a police vehicle need not be equipped with or
display a red light visible from in front of the vehicle."
SECTION 17. That Section 84 of the Traffic Code of $alt Lake City,
relating to traffic control signals, meaning of colored lights and signals,
be, and the same hereby is, amended to read as follows:
"Sec. 84. Traffic-control si . Mead of colored lights
and s__iygna��ls. Rights and duties off ddrivers an pe-7cestT s. When-
ever traffic is contr 1Ted by a traffic-control signal exhibiting
the words "Go," "Caution," or "Stop," or exhibiting different
colored lights successively one at a time, or with arrows, the
following colors only shall be used and said terms and light shall
indicate and apply to drivers of vehicles and pedestrians as follows:
"(a) "Green" alone
"(1) Vehicular traffic facing the signal, except when pro-
hibited under Section 261 , may proceed straight through or turn
right or left unless a sign at such place prohibits either such
turn. But vehicular traffic shall yield the right of way to
other vehicles and to pedestrians lawfully within the intersection
at the time such signal is exhibited.
"(2) Pedestrians facing the signal may proceed across the
roadway within any marked or unmarked crosswalk.
"(b) Steady "Yellow" alone Aoymysfi/g following the "Green"
signal .
"(1) Vehicular traffic facing the signal is thereby warned
that the "Red" signal will be exhibited immediately thereafter
and such vehicular traffic shall not enter or be crossing the
intersection when the "Red" signal is exhibited.
"(2) Pedestrians facing such signal are thereby advised that
there is insufficient time to cross the roadway, and any pedes-
trians then starting to cross shall yield the right of way to
all vehicles.
"(c) Steady "Red" alone
"(1) Vehicular traffic facing the signal shall stop before
entering the nearest crosswalk at an intersection or at such
other point as may beu 'pdlicated by a clearly visible line and
shall remain standing/"Green" is shown alone; provided that
vehicular traffic stopped in the lane nearest the right hand
side of the highway, unless prohibited by a sign, may cautiously
enter the intersection for the purpose of making a turn to the
right but shall not interfere with other traffic nor endanger
pedestrians lawfully within a crosswalk.
"(2) No pedestrian facing such signal shall enter the roadway
unless he can do so safely and without interfering with vehicular
traffic.
"(d) Steady "Red" with "Green Arrow."
"(1) Vehicular traffic facing such signal may cautiously
enter the intersection only to make the movement indicated by
such arrow, but shall yield the right of way to pedestrians law-
fully within a crosswalk and to other traffic lawfully using
the intersection.

"(2) No pedestrian facing such signal shall enter the roadway
unless he can do so safely and without interfering with any
vehicular traffic.
"(e) In the event an official traffic-control signal is erected
and maintained at a place other than an intersection, the provisions
of this section shall be applicable except as to those provisions
which by their nature can have no application. Any stop required
shall be made at a sign or marking on the highway pavement indicating
where the stop shall be made, but in the absence of any such sign
or marking the stop shall be made at the signal ."
SECTION 18. That Section 85 of the Traffic Code of Salt Lake City,
relating to special pedestrian-control signals, be, and the same hereby
is, amended to read as follows:
"Sec. 85. S ecial pedestrian-control signals. Meeaanlng of signals.
Rights and dut es. Whenever special pedestrian contr�gnals
exhibiting the words "Walk" or "Don't Walk" are in place, such
signals shall indicate as follows:
"(a) "Wahl' - Pedestrians facing such signal may proceed across
the roadway in the direction of the signal and shall be given right
of way by the drivers of all vehicles.
"(b) "Wait" or "Don't Walk" - No pedestrian shall start to cross
the roadway in the direction of such signal , but any pedestrian who
has partially completed his crossing on the walk signal shall proceed
to a sidewalk or safety island while the wait or don't walk signal
is showing."
SECTION 19. That Section 87 of the Traffic Code of Salt Lake City,
relating to unauthorized traffic control devices and commercial adver-
tising, be, and the same hereby is, amended to read as follows:
"Sec. 87. Prohibition of unauthorized traffic control devices.
Commercial advertising. Public nuisance. (a) No person shall place,
maintain, or display upon or in view of any highway any unauthorized
sign, signal , light, marking, or device which purports to be or is an
imitation of or resembles an official traffic-control device or
railroad sign or signal , or authorized emergency vehicle flashing
light, or which attempts to direct the movement of traffic, or which
hides from view or interferes with the effectiveness of any official
traffic device or any railroad sign or signal, or which is of such
brilliant illumination and so positioned as to blind or dazzle a
driver on any highway adjacent thereto, and no person shall place
or maintain nor shall any public authority permit upon any highway
any traffic sign or signal bearing thereon any commercial adver-
tising. This shall not be deemed to prohibit the erection upon
private property adjacent to highways of signs giving useful
directional information and of a type that cannot be mistaken for
official signs.
rr(b) Every such prohibited sign, signal , lightur marking is
declared to be a public nuisance and the City Traffic Engineer
or any police officer is hereby empowered to remove the same or
cause it to be removed without notice."
SECTION 20. That Sections 130(a) (1) and 130(b) of the Traffic
Code of Salt Lake City, relating Ito the prohibition of stopping, standing,
parking or driving in specified areas, be, and the same hereby are,
amended to read as follows:
"Sec. 130. Stopping, standing, parking or driving. Prohibition
as to specified areas. (a) * *

"(1) On a sidewalk area.
* * *
"(2) No person shall move a vehicle under his control into any
such prohibited area or upon any area not designated for vehicular
travel or parking."
SECTION 21 . That Section 133 of the Traffic Code of Salt Lake City,
relating to parking so as to obstruct traffic, be, and the same hereby
is, amended to read as follows:
"Sec. 133. Parking not to obstruct traffic. No person shall
park any vehicle upon a street in such a manner or under such con-
ditions as to leave available less than 10 feet of the width of
the roadway for free movement of vehicular traffic."
SECTION 22. That Section 135 of the Traffic Code of Salt Lake City,
relating to all-night parking, be, and the same hereby is, amended to read
as follows:
"Sec. 135. All-night �arking prohibited. (a) No person shall
park a vehicle on any street for a period of time longer than one
hour between the hours of 2:00 a.m. and 5:00 a.m. of any day,
except physicians during emergency calls.
"(b) No person who owns or has possession, custody or control of
any vehicle shall park said vehicle upon any street or alley for
more than a consecutive period of 21 hours, except as provided under
subparagraph (a) hereof."
SECTION 23. That Section 138 of the Traffic Code of Salt Lake City,
relating to prohibited parking, be, and the same hereby is, amended to
read as follows:
"Sec. 138. Parking prohibited. No person shall park a vehicle:
"(1) On any public street or alley where the width of the
roadway is less than 20 feet;
"(2) On the south or east side of any public street or alley
where the width of the roadway is over 20 feet, but less than 30
feet, unless otherwise directed by traffic control devices; or
"(3) Upon any private driveway within a central traffic district
where the width of the driveway is less than 20 feet."
SECTION 24. That Section 153 of the Traffic Code of Salt Lake City,
relating to twelve minute parking meter spaces, be, and the same hereby
is, amended to read as follows:
"Sec. 153. Twelve minute meter spaces. The City Traffic
Engineer is hereby authorized to create twelve minute parking meter
spaces within any parking meter zone by the installation of parking
meters providing for a maximum parking time of twelve minutes. No
person shall permit any vehicle to remain parked in any parking
meter space adjacent to any twelve minute meter for a continuous
period of longer than twelve minutes, or at any time when the meter
violation indicator is shown."
SECTION 25. That Section 154 of the Traffic Code of Salt Lake City,
relating to restricted parking meter zones, be, and the same hereby is,

amended to read as follows:
"Sec. 154. Restricted parking meter zones. Streets or parts
of streets described in Sc edule 1 +I k,—attached hereto and made
a part hereof, are hereby declared to be restricted parking meter
zones. No person shall park or permit any vehicle to remain
parked in any restricted parking meter space within any restricted
parking meter zone during the restricted period except those persons
included within the class for whose benefit the restriction is
imposed."
SECTION 26. That Section 155 of the Traffic Code of Salt Lake City,
relating to 36 minute parking meter spaces, be, and the same hereby is,
amended to read as follows:
"Sec. 155. 36 minute parking meter s aces. The City Traffic
Engineer is heresy authorized to create minute parking meter
spaces within any parking meter zone by the installation of parking
meters providing for a maximum parking time of 36 minutes. No
person shall park or permit any vehicle to remain parked in any
parking meter space adjacent to any 36 minute meter for a continuous
period of longer than 36 minutes, or at any time when the meter
violation indicator is shown."
SECTION 27. That Section 157 of the Traffic Code of Salt Lake City,
relating to coins required and parking permitted by various parking meters,
be, and the same hereby is, amended to read as follows:
"Sec. 157. Coin. Period allowed. (a) Permission to park in
a parking meter space of a four hour parking meter zone shall be
granted only upon the deposit of one or_more ten cent coins, one
or more five cent coins, one or more one cent Dins, or any combina-
tion thereof, lawful money of the United States, in the parking
meter at or near the front or forward end of such parking meter
space and then only for the time indicated by the meter upon inser-
tion of such coin or coins.
"(b) Permission to park in a parking meter space of a tw(ohour
parking meter zone shall be granted only upon the deposit of one ten
cent coin, one or more five cent coins, one or more one cent coins,
or any combination thereof, lawful money of the United States, in
the parking meter at or near the front or forward end of such park-
ing meter space and then only for the period of time indicated by
the meter upon insertion of such coin or coins.
"(c) Permission to park in a parking meter space of a one hour
parking meter zone shall be granted only upon the deposit of one
ten cent coin, one five cent coin, one or more one cent coins, or
any combination thereof, lawful money of the United States, in the
parking meter at or near the front or forward end of such parking
meter space and then only for the period of time indicated by the
meter upon insertion of such coin or coins.
"(d) Permimion to park in a thirty-six minute parking meter space
shall be granted only upon the deposit of one ten cent coin, one
five cent coin, one or more one cent coins, or any combination thereof,
lawful money of the United States, in the parking meter at or near
the front or forward end of such parking meter space and then only
for the period of time indicated by the meter upon insertion of such
coin or coins.
"(e) Permission to park in a twelve minute parking meter space
shall be granted only upon the deposit of one ten cent coin, one five
cent coin, or one one cent coin, lawful money of the United States,
in the parking meter at or near the front or forward end of such
parking meter space and then only for the period of time indicated
by the meter upon insertion of such coin or coins."

SECTION 28. That Section 163 of the Traffic Code of Salt Lake City,
relating to stopping in freight curb loading zones, be, and the same
hereby is, amended to read as follows:
"Sec. 163. Stopping in freight curb loading zone.
"(1) No person shall stop a vehicle or permit the same to remain
stopped for any purpose or length of time other than for the expedi-
tious loading and/or unloading of materials in any place marked as
a freight curb loading zone during hours when the previsions appli-
cable to such zones are in effect. Vehicles so using freight curb
loading zones must have a city vehicle license plate fastened to
the front of the vehicle as prescribed by city ordinance. In no
case shall the stop for loading and/or unloading of materials
exceed 30 minutes.
"(2) The driver of a passenger vehicle may stop at a place
marked as a freight curb loading zone for the purpose of and while
actually engaged in loading or unloading passengers when such
stopping does not interfere with any city licensed vehicle-used
for the transportation of materials which is waiting to enter or
about to enter such zone; provided, however, that said driver must
remain with his vehicle."
SECTION 29. That Section 169 of the Traffic Code of Salt Lake City,
relating to parking on sidewalk areas, be, and the same hereby is, amended
to read as follows:
"Sec. 169. Parking on sidewalk area prohibited. It shall be
unlawful for any person to leave or cause to be left, or parked
any vehicle upon any portion of a street or highway between the
the curb lines or the lateral lines of a roadway and the adjacentProperty
lines."
SECTION 30. That Section 174(b) of the Traffic Code of Salt Lake
City, relating to vehicle equipment, be, and the same hereby is, amended
to read as follows:
"Sec. 174. * * *
"(b) NO person shall do any act forbidden or fail to perform
any act required by the laws of the State of Utah relating to tires,
lamps, brakes, fenders, horns, sirens, whistles, bells and other
parts and equipment, size, weight and load of any vehicle; provided,
however, an authorized emergency vehicle may be equipped with and
may display flashing lights which do not indicate a right or left
turn."
SECTION 31. That Section 202 of the Traffic Code of Salt Lake City,
relating to right_ of way between vehicles, be, and the same hereby is,
amended to read as follows:
"Sec. 202. Right of way between vehicles. (a) The driver of
a vehicle approaching an intersection shall yield the right of way
to a vehicle which has entered the intersection from a different
highway.
"(b) When two vehicles enter or approach an intersection from
different highways at approximately the same time the driver of the
vehicle on the left shall yield the right of way to the vehicle
on the right.
"(c) The right of way rule declared in paragraph (b) is modified
at through highways and otherwise as hereinafter stated in this code,"

SECTION 32. That Section 203 of the Traffic Code of Salt Lake City,
relating to left turns at intersections, be, and the same hereby is,
amended to read as follows:
''Sec. 203. Vehicle turning left at intersection. The driver
of a vehicle within an intersection intending to turn to the left
shall yield the right: of way to any vehicle approaching from the
opposite direction which is within the intersection or so close
thereto as to constitute an immediate hazard, during the time when
such driver is moving within the intersection."
SECTION 33. That Section 204 of the Traffic Code of Salt Lake City,
relating to vehicles entering a through street or stop intersection, be,
and the same hereby is, amended to read as follows:
"Sec. 204. Vehicle entering throughstreet or stop intersection.
(a) The driver of a vehicle shall stop as required by this act at
the entrance to a through highway and shall yield the right of way
to other vehicles which have entered the intersection from said
through highway or which are approaching so closely on said through
highway as to constitute an immediate hazard, but said driver having
so yielded may proceed and the drivers of all other vehicles approach-
ing the intersection on said through highway shall yield the right
of way to the vehicle so proceeding into or across the through
highway.
"(b) Except when directed to proceed by a police officer or traffic
control signal , every driver of a vehicle approaching a stop inter-
section indicated by a stop sign shall stop as required by Section
214 and after having stopped shall yield the right of way to any
vehicle which has entered the intersection from another highway or
which is approaching so closely on another highway as to constitute
an immediate hazard during the time when such driver is moving across
or within the intersection.
"(c) In the event that a driver, after having driven past a
stop sign, is involved in a collision with a pedestrian having right
of way in a crosswalk or a vehicle having right of way in the inter-
section such collision shall be deemed prima facie evidence of his
failure to yield the right of way as required by this section, but
shall not be considered negligence per se in determining legal
liability for such accident."
SECTION 34. That Section 207 of the Traffic Code of Salt Lake City,
relating to yielding right of way signs, be, and the same hereby is, amended
to read as follows:
"Sec. 207. Yield right of way signs. (a) The City Traffic
Engineer shall erect and maintain a yield right:of way sign at
all intersections where directed by the Board of City Commissioners
and when such a sign is erected the driver of a vehicle approaching
the same shall in obedience to such sign slow down to a speed
reasonable for the existing conditions, or shall stop if necessary
as provided in Section 214, and shall yield the right of way to
any vehicle in the intersection or approaching on another highway
so closely as to constitute an immediate hazard during the time
when such driver is moving across or within the intersection.
"(b) In the event that a driver, after having driven past a
yield right of way sign, Is involved in a collision with a pedes-
trian having right of way in a crosswalk or a vehicle having right
of way in the intersection such collision shall be deemed prima
facie evidence of his failure to yield the right of way as required
by this section, but shall not be considered negligence per se in
determining legal liability for such accident.
"(c) If a driver of a vehicle approaches an intersection and
finds a car has been stopped at a yield.right;of way :,y sign on an
intersecting approach and has been waiting to enter, the oncoming

motorist shall yield the right of way to him in the same manner as
if he had been waiting at a stop sign."
SECTION 35. That Section 214 of the Traffic Code of Salt Lake City,
relating to the duty of drivers to stop at stop signs, be, and the same
hereby is, amended to read as follows:
"Sec. 214. Driver to stop at stop sign. Every driver of a
vehicle approaching a stop sign shal stop before entering the cross-
walk on the near side of the intersection, or, in the event there
Is no crosswalk, shall stop at a clearly marked stop line, but if
none, then at the point nearest the intersecting highway where the
driver has a view of approaching traffic on the intersecting high-
way before entering the intersection, except when directed to
proceed by a police officer or traffic control signal ."
SECTION 36. That Section 225(b) of the Traffic Code of Salt Lake
City, relating to backing of vehicles, be, and the same hereby is, amended
to read as follows;
"Sec. 225. Backincj. When permissible. * of *
"(b) No vehicle shall be backed into, or around a corner of,
any intersection."
SECTION 37. That Section 226 of the Traffic Code of Salt Lake City,
relating to the duty of drivers to keep a proper lookout, be, and the same
hereby is, amended to read as follows:
"Sec. 226. Duty to keep proper lookout. No person shall drive
a vehicle on the streets of this city without keeping a reasonable
and proper lookout for other traffic, objects, fixtures or property
thereon or adjacent thereto."
SECTION 38. That Section 243(a) of the Traffic Code of Salt Lake
City, as amended, relating to funeral processions, be, and the same hereby
is, amended to read as follows;
"Sec. 243. Funeral identification, right of way. (a) Each
motor vehicle participating in a funeral procession, when accompanied
by an adequate police escort or escort service, shall display
illuminated headlights thereon and shall follow not more than 30
feet behind the next preceding motor vehicle in such funeral proces-
sion, and such vehicles so identified shall have the right of way
at any street intersection over all other vehicles, except authorized
emergency vehicles. For the purposes of this section and the next
preceding section of this code the term "adequate police escort
or escort service" shall mean a police escort or other escort service
consisting of two escort vehicles or one escort vehicle for each 25
' vehicles included in the funeral procession, whichever is greater."
SECTION 39. That Section 246 of the Traffic Code of Salt Lake City,
relating to driving through safety zones, be, and the same' hereby is, amended
to read as follows:
"Sec. 246. Driving through safety zone. No vehicle shall at
any time be driven through or within a safety zone, dividing section,
roadway traffic island or any area within or along a roadway from
which vehicular traffic is intended to be excluded."
SECTION 40. That Section 263 of the Traffic Code of Salt Lake City,
relating to the obstruction of intersections by locomotives and railroad
cars, be, and the same hereby is, amended to read as follows:

"Sec. 263. Obstructing intersection for five minutes. No person
or persons operating or in charge of any rat rsad, railroad train
or locomotive shall cause or permit any locomotive, railroad car,
train of railroad cars or any portion thereof to obstruct any inter-
section between a railroad and public street so as to prevent any
person or vehicle from crossing the railroad tracks at such an
intersection for a period longer than five minutes."
SECTION 41 . That Section 268 of the Traffic Code of Salt Lake City,
relating to pedestrians and incapacitated persons, be, and the same hereby
is, amended to read as follows:
"Sec. 268. Pedestrians and incapacitated persons. (a) Notwith-
standing the foregoing provisions of this code every driver of a
vehicle shall exercise due care to avoid colliding with any pedestrian
upon any roadway and shall give warning by sounding the horn where
necessary and shall exercise proper precaution upon observing on a
roadway any child or any incapacitated person or any person carrying
a cane as described in paragraph (b) below or any person being
accompanied by a guide dog.
"(b) A person wholly or partially blind, and no other person,
may carry a cane or walking stick, white in color, or white tipped
with red, and seven-eighths of an inch or more in diameter, as a
means of protection and identification as an indication to all
traffic to exercise extraordinary care to avoid accidents."
SECTION 42. That Section 269 of the Traffic Code of Salt Lake City,
relating to pedestrians walking along or upon roadway, be, and the same
hereby Is, amended to read as follows:
"Sec. 269. Walking along or upon roadway. (a) Where sidewalks
are provided it shall be unlawful for any pedestrian to walk
along and upon an adjacent roadway.
''(b) Where sidewalks are not provided any pedestrian walking
along and upon a highway shall when practicable walk only on the
left side of the roadway or its shoulder facing traffic which may
approach from the opposite direction."
SECTION 43. That Section 270 of the Traffic Code of Salt Lake City,
relating to soliciting rides, be, and the same hereby is, amended to read
as follows:
"Sec. 270. Soliciting rides or business in roadways prohibited.
No person shall stand in a roadway for the purpose of-soliciting
from the occupant of any vehicle a ride, or employment, or the
parking, watching or guarding of a vehicle or other business."
SECTION 44. That Article 1 of the Traffic Code of Salt Lake City,
relating to definitions of terms, be, and the same hereby is, amended by
adding thereto a new section to be designated Section 15. 1, relating to
the definition of "Fissionable material," said section to read as follows:
"Sec. 15.1 . Fissionable material . Any material whose nucleus
will split into one or more approximate equal parts, when receiving
energy from any external source."
SECTION 45. That Article 1 of the Traffic Code of Salt Lake City,
relating to the definitions of terms, be, and the same hereby is, amended
by adding thereto a new section to be designated Section 17.1, relating to

the definition of "Guide dog," said section to read as follows:
"Sec. 17.1 . Guide dog. Every dog, which has been specially
trained and is being used for guiding a person wholly or partially
blind, while such dog is equipped with a harness designed for the
purpose of such guiding."
SECTION 46. That Article 1 of the Traffic Code of Salt Lake City,
relating to definitions of terms, be, and the same hereby is, amended by
adding thereto a new section to be designated Section 41 . 1, relating to
the definition of "School bus'; said section to read as follows:
"Sec. 41 .1 . School bus. Every bus owned by a public or govern-
mental agency and operated primarily for the transportation of
school children or privately owned and primarily operated for the
transportation of school children, except such vehicles as are
chartered or leased by a school district from a certified contract
carrier, or common carrier, when such vehicles are subject to
inspection by the public service commission of Utah."
SECTION 47. That Article 9 of the Traffic Code of Salt Lake City,
relating to qualification of vehicles, registration, and equipment restric-
tions, be, and the same hereby is, amended by adding thereto a new section
to be designated Section 181 .1 , relating to vehicle modifications, said
section to read as follows:
"Sec. 181.1 . Vehicle modifications. It shall be unlawful for
any person to operate a motor vehicle on any street or alley within
Salt Lake City when such vehicle has been mechanically altered or
changed to cause the lowest part of the body or chassis to be closer
to the ground than it was at the time it was manufactured. The
provisions of this section shall not apply to the following vehicles:
(a) implements of husbandry
(b) Farm tractors
(c) Road machinery
(d) Road rollers
SECTION 48. That Article 14 of the Traffic Code of Salt Lake City,
relating to stops required of vehicles, be, and the same hereby is, amended
by adding thereto a new section to be designated Section 221 .1, relating to
the designation of school busses, and the duties of approaching drivers,
said section 221 .1 to read as follows:
"Sec. 221 .1 . School busses. Designation. Duty of approaching
drivers. (a) Every school bus, when operated for tTlle transportation
of school pupils shall bear upon the front and rear thereof a
plainly visible sign containing the words 'school bus' in letters
not less than four inches in height, which can be removed or covered
when the vehicle is not in use as a school bus. Every school bus
when operated for the transportation of school children shall be
equipped with alternating flashing red light signals visible from the
front and rear of a type to be approved and mounted as prescribed
by the state road commission. Provided that all busses purchased or
repainted after the effective date of this code shall display the
words 'school bus' in letters not less than eight inches in height.

'r(b) The driver of any vehicle upon a highway, street or road,
upon meeting or overtaking any school bus equipped with signs as
herein required which has stopped on a highway, street or road for
the purpose of receiving or discharging any school children and
when such school bus is displaying alternating flashing red light
signals visible from the front or rear, shall bring such vehicle
to a stop immediately before reaching said school bus and shall
not proceed until said flashing signals cease operation. The
driver of a vehicle upon a highway with roadways separated by a
dividing section need not stop upon meeting or passing a school
bus which is upon the other roadway.
"(c) The driver of a school bus shall operate these signals
at all times when children are unloading from a school bus to cross
a street, highway, or road or when a school bus is stopped for the
purpose of loading children who must cross a highway, street or
road to board said bus; or at any othe time when it would be
hazardous for vehicles to proceed past the stopped school bus.
Such alternating flashing red signals shall not be operated except
when the school bus is stopped for loading or unloading school
children or for any emergency purpose."
SECTION 49. In the opinion of the Board of Commissioners, It is
necessary to the peace, health and safety of the inhabitants of Salt Lake
City, Utah, that this ordinance become effective immediately.
SECTION 50. This ordinance shall take effect upon its first publi-
cation.
