The Board of C missioners of Salt Lake City, Salt Lake County, Utah, met in regular session at its regular meeting place in the City Hall in said City at ten o'clock A. M. on the 9th day of August, 1961, with the following members of the Board of Commissioners present, to wit: J. Bracken Lee, Mayor L. C. Romney, Commissioner Herbert F. Smart, Commissioner Joe L. Christensen, Commissioner Conrad B. Harrison, Commissioner There was absent: None. There was also present Herman J. Hogensen, City Recorder, Norman W. Kettner, City Attorney and Louis E. Holley, City Auditor. After the meeting had been called to order, the following ordinance was introduced in writing, was read in full and pursuant to motion duly made by Commissioner Conrad B. Harrison and seconded by Commissioner L. C. Romney , was adopted by the following vote: YEA: J. Bracken Lee L. C. Romney Herbert F. Smart Joe L. Christensen Conrad B. Harrison NAY: None. The ordinance was then signed by the Mayor in open meeting, recorded by the City Recorder,and ordered published one time in the Deseret News- Telegram, a daily newspaper published in said city. The ordinance is as follows: ORDINANCE NUMBER 67-1961 AN ORDINANCE providing for thetulding of a special election in Salt Lake City, Utah, for the purpose of submitting to the quali- fied taxpaying electors thereof the question of the issuance of certain bonds of said city, and declaring an emergency. 67 - 2 - WHEREAS it has been determined by the Board of Commissioners of Salt Lake City necessary to make certain improvements in said city; and WHEREAS the city does not have funds available for the payment of the cost thereof and has determined to defray such cost through the issuance of its bonds in the amounts specified in the form of ballot hereinafter provided; and WHEREAS it is desired to submit the question of the issuance of such bonds to the vote of the qualified taxpaying electors of the city; NOW, THEREFORE, Be It and It Is Hereby Ordained by the Board of Commissioners of Salt Lake City, Salt Lake County, Utah, as follows: Section 1. That on the 12th day of September, 1961, there shall be held a special election between the hours of 7:00 o'clock A.M. and 8:00 o'clock P.M., at which there shall be submitted to such qualified electors of said city as shall have paid a property tax in the year preceding such election the propositions appearing in the form of ballot set out in Section 5 hereof. Section 2. That the voting places for said election shall be those specified in the form of notice of election set out in Section 4 hereof. Section 3. That such election shall be conducted as nearly as may be in conformity with the general election laws of the State of Utah and the officials of said city shall and are hereby authorized and directed to perform and do all things necessary to the proper calling and conduct of such election and the canvass of the results thereof. Section 4. That notice of said election shall be given by publishing the following notice of election in each issue of the Deseret News-Telegram, a newspaper of general circulation printed and published in Salt Lake City, for the four full weeks immediately preceding said election, the first said publication to be made not later than twenty-eight days before the date of said election. In its discretion the city may omit in each publication of such notice other than the four notices published at weekly intervals, beginning with the first publication, the list of voting places set forth in the form of notice contained in this section and may substitute therefor the statement: "The voting places to be used for said election shall be those set forth in the election notices published in the Deseret News-Tele- gram on August 12 , 1961, and August 19. , 1961, August 26 , 1961, and September 2 , 1961." and September 9, 1961 67 - 3 - Such election notice shall be in substantially the following form: ELECTION NOTICE TO ALL SUALIFIED ELECTORS OF SALT LAKE CITY, UTAH TAKE NOTICE that on the 12th day of September, 1961, an election will be held in Salt Lake City, Utah, at the places set out below for the purpose of submitting to such qualified electors of said city who shall have paid a property tax therein during the year preceding said election the following propositions: PROPOSITION NUMBER 1 Shall Salt Lake City incur debt and issue bonds to the amount of $5,000,000 to run for a period of not more than twenty (20) years from the date thereof and to bear interest at a rate,or rates not in excess of 6/ per annum for the purpose of paying part of the cost of erecting a necessary public building to be used for court and public safety purposes including a city jail, the housing of the police department, the housing of other public safety facilities and administrative offices used in that connection, municipal court-rooms, city offices and other related facilities, including a heating plant and other necessary equipment and furnishings for such building and including the purchase and improvement of a site therefor? PROPOSITION NUMBER 2 Shall Salt Lake City incur debt and issue bonds to the amount of $2,500,000 to run for a period of not more than twenty (20) years from the date thereof and to bear interest at a rate,or, rates not in excess of 6% per annum for the purpose of erecting a municipal building to be used for public library purposes including the acquisition of a site and all necessary furnishings and equipment therefor? PROPOSITION NUMBER 3 Shall Salt Lake City incur debt and issue bonds to the amount of $2,500,000 to run for a period of not more than twenty (20) years from the date thereof and to bear interest at a rate,or. rates not in excess of 6% per annum for the purpose of con- structing storm drains and sewers and facilities, including all necessary equipment and appurtenances thereto? PROPOSITION NUMBER 4 Shall Salt Lake City incur debt and issue bonds to the amount of $2a500,000 to run for a period of not more than twenty (20) years from the date thereof and to bear interest at a rate,or rates not in excess of 6/ per annum for the purpose of con- structing a main trunk outfall sanitary sewer on Redwood Road and other collection lines and collection facilities, in- cluding all necessary equipment and appurtenances and in- cluding the purchase of easements and rights of way therefor? 67 - 4 - PROPOSITION NUMBER 5 Shall Salt Lake City incur debt and issue bonds to the amount of $7,000,000 to run for a period of not more than twenty (20) years from the date thereof and to bear interest at a rate,,or rates not in excess of 6% per annum to pay the cost of con- structing a sanitary sewer facility for the purpose of im- provement of the disposal and treatment of sanitary sewage, and all equipment and appurtenances properly related thereto and including the purchase and improvement of a site therefor?
