AN ORDINANCE AMENDING Title 20 of the Revised Ordinances of
Salt Lake City, Utah, 1965, relating to licenses and business regula-
tion, by adding thereto a new Chapter 32, relating to wrecker service.
Be it ordained by the Board of Commissioners of Salt Lake City,
Utah:
SECTION 1. That Title 20 of the Revised Ordinances of Salt Lake
City, Utah, 1965, relating to licenses and business regulation be, and
the same hereby is, amended by adding thereto a new Chapter 32, entitled
Wrecker Service to read as follows:
"Chapter 32
WRECKER SERVICE
20-32-1. License required.
20-32-2. License.
20-32-3. Referral to Police Department.
20-32-4. Fee.
20-32-5. Insurance.
20-32-6. Drivers - Bond.
20-32-7. Rates.
20-32-8. Failure to comply.
Sec. 20-32-1. License required. Any automobile wrecking
service providing wrecking service for Salt Lake City Corporation
and any such service wishing to be available for call through the
Salt Lake City Police Department dispatcher must be licensed as
provided in this Chapter.
Sec. 20-32-2. License. A license as provided in Section
20-32-1 shall be issued upon application to the Salt Lake City
License Assessor and upon sufficient showing:
(a) That the vehicle storage facility is completely
enclosed by a fence of at least 6 feet in height and
properly secured so as to minimize the hazard of theft
and vandalism.
(b) That each wrecker is properly equipped with
all towing devices necessary to adequately and safely
transport a vehicle from the point of pickup to the
point of delivery.
(c) That each wrecker is properly identified by
the name and address of the licensee affixed to the
vehicle in a readily visible location.
(d) That an efficient answering service be
available to insure prompt response.

Sec. 20-32-3. Referral to Police Department. Each appli-
cation shall be referred to the Chief of Police for investigation
as to compliance with the requirements set forth in Sec. 20-32-2.
Sec. 20-32-4. Fee. The fee for a Wrecker Service License
shall be $15.00 per annum. A plate shall be issued for each license
fee paid.
Sec. 20-32-5. Insurance. No wrecking services licensed
pursuant to the authority of this Chapter shall be conducted
unless there is on file with the City Recorder a certificate of
insurance executed by an insurance company authorized to transact
business in this state, to the effect that there is in full force
and effect a policy of insurance conditioned to pay any final
judgment against the holder of said certificate for bodily in-
jury or the death of any person resulting from the negligent
operation, maintenance or use of a wrecker or for the loss or
damage to the property of others in the minimum amount of $10,000
for bodily injury to or death of one person in connection with one
accident and in the amount of $20,000 for injuries or death of
more than one person in one accident, and for damage to property
of others in the minimum amount of $5,000.00 for any one accident.
Such policy or policies shall cover all wreckers used or to be
used. Salt Lake City shall also be included in each certificate
as an additional insured.
Sec. 20-32-6. Drivers-bond. All drivers operating wreckers
which are owned by any person licensed pursuant to the authority
of this Chapter shall be personally bonded by a corporate surety
bond in the amount of $1,000 executed by a surety company
authorized to do business in the State of Utah.
Sec. 20-32-7. Rates. All towing rates and schedules shall
be posted in a conspicuous location at the place of business
and shall be noted in full and readily visible upon the receipt
or claim check issued to the customer by the wrecker company.
Sec. 20-32-8. Failure to comply. No wrecker service operated
pursuant to this Chapter shall be conducted unless all of the
foregoing requirements have been met, and failure to so comply
shall be grounds for revocation of the license issued by auth-
ority of this Chapter. -
SECTION 2. In the opinion of the Salt Lake City Board of Commis-
sioners it is necessary to the peace, health, safety and welfare of the
inhabitants of Salt Lake City that this ordinance become effective
immediately.
SECTION 3. This ordinance shall take effect upon its first
publication.
Passed by the Board of Commissioners of Salt Lake City, Utah,
