AN ORDINANCE AMENDING Section 24-1-15, Revised Ordinances of
Salt Lake City, Utah, 1965, by adding thereto two new subsections
24-1-15.1 and 24-1-15.2, relating to recommendations, appointments,
and expenditures.
Be it ordained by the Board of Commissioners of Salt Lake City,
Utah:
SECTION 1. That Section 24-1-15, Revised Ordinances of Salt
Lake City, Utah, 1965, by adding thereto two new subsections 24-1-15.1
and 24-1-15.2, relating to recommendations, appointments and ex-
penditures, be, and the same hereby is, amended to read as follows:
"Sec. 24-1-15.1. Expenditures -- Public Purpose.
No liability against Salt Lake City shall or may be
created and no expenditure of public funds may be made
which are not for a public purpose.
Sec. 24-1-15.2. Expenditures -- Limitations. No
liability against Salt Lake City may be created and
no expenditure of public funds may be made without the
sanction and approval of the board of commissioners
first had and obtained; provided, however, that the
foregoing notwithstanding:
(a) The commissioner of each statutory de-
partment may authorize the purchase of supplies,
tools, merchandise and materials ordinarily and
customarily used by said department in the or-
dinary course of its day to day operation, if the
total of said purchase is under the sum of $500.00.
(b) When an urgent immediate emergency exists
therefor, the commissioner of each statutory de-
partment shall have the power to employ, temporarily,
sufficient help or assistance to relieve the exist-
ing emergency. Thereafter, said commissioner at the
next meeting of the board of commissioners, or as soon
thereafter as practicable, must submit a statement of
his acts and doings and the reasons for creating such
liability.
Except as herein provided, no person other than the board
of commissioners shall create liability against the city."
SECTION 2. In the opinion of the Board of Commissioners of
Salt Lake City, it is necessary to the peace, health and welfare
of the inhabitants of Salt Lake City that this ordinance become

effective immediately.
SECTION 3. This ordinance shall take effect upon its first
publication.
Passed by the Board of Commissioners of Salt Lake City, Utah,
this 12thday of June ,1974.
