Be it ordained by the Board of Commissioners of Salt Lake City, Utah: SECTION 1. That Chapter VIII of the Revised Ordinances of Salt Lake City, 1920, be amended by addin3 t'hereto a now Article consisting of Sections 656 to 676 to read as follows: :a:HOLE XIX. iaNDLING 03 1::OTIO11 FICT=E SECTION 668. 1'IL1.1 711iNDLING, 320=1E, 11011991011. It shall be unlawful for clip' person to engage in tic_ handling, use or storage of -.lotion picture film, o'..‹cept of an apgcoved, slow-burning character, whether in the form of negatives, raw stock, finished product or discarded, scrap or used film, with- out payment of the license fee required by section 1276 of the Revised Ordinances of Salt Lake City, 1920, or to conduct such business, except in conformity to this Article; provided that the provisions hereof except as to licence shall not ap- ply to motion picture theatres; to establishments manufactur- ing raw film stool4 or to e2tablishrJents used solely for the storage of raw film stock in unbroken adcipring packages. SECTION 639. DE.P+INITIONS. The term "Standard ::eel" or reel of film means the equivalent of 1,000 linear feet of film weighing approximately five pounds. The term "Double ;Peel" means the ecuivalent of 2,000 linear feet of film weighing approximately ton pounds. The term ": ;change" means an establishment or place used for handling, exchanging, renting, leasing, storing, inspecting, rewinding or repairing film in connection with the distribution of film. The term "Laboratory" means an establishment or place in a building used for the storage, perforation, printing, development, washing, fixing, drying, assembling, polishing, finishing or other operations connected with the production of either motion picture negatives or positives. The term "Studio" means an establishment or place in a building, which place or establishment contains scenery and properties and is used for the taking of motion pictures. Tho term "Pilm Vault" means a separate room, com]eart- ment, vault or enclosure constructed said equipped in accord ance with the detailed_ requirements of this article. The term "Cabinet" shall mean a poraunent or movable fixture, or enclosure, constructed and ecrnipped in accordanse with the detailed requirements of Section 657 of this artic; e. SECTION 640. SECTION 646. STORIGE, CABINETS, ClaACITY. Two hunare reels (1,000 lbs.) or less may be stored in cabinets, but not over one hundred reels nay be placed in any one cabinet, Any storage in canoes of two hundred reels shall be in film vaults. All cabinets shall have a minirarld volume of one cubic foot for each nineteen pounds of film capacity, and shall in. no case have a volume exceedini thirty cubic feet. SECTION 647. 2101 VZOITS, CON.iTZJOTIaU. J.To film vault hereafter constructed shall canoed 1000 cubic feet in actual storage capacity, including aisles. the flo r and walls of every film vault shell be ,Aade of brich at least 8 inches thick, or of hollow tile at least 8 inches thick laid with webs horizontal or of the interlocking typel or of reinforced concrete at least 6 inches thick, or other fireproof construction of equivalent resistance to be approted by the fire marshal and inspector of buildings. In firepro f buildings the building floor may be used as the floor of tic vault if equivalent in fire resistance to the requirements given above. Vaults shall be supported by masonry or steel of sufficient strength to carry the load safely. Beams shalll rest on both olds on steel girders, iron or steel coluans, or walls or piers of masonry. Hollow tile shall not be use; for foundation walls or for walls of other than the top van t where vaults are superimposed. SECTION 648. '..00FS, I6IIJ0 . The roof of all vaults shall be an independent reinforced concrete roof at least six (6) inches thick, or other fireproof construction of equivalent resistance to he approved by the fire alrshal and, the inspector of buildings; in fireproof buildings, where the floor above is eQuivalent to this, it nap serve as the roof if the side walls are rigidly tied, into it. In construction of this type, a false ceiling, constructed of metal lath and cement plaster one (1) inch thick, or the equivalent, and with no openings to the concealed space above, may be used In limit the total interior vault space to 1000 cubic feet. Vents may extend through this false ceiling and concealed space. Film vaults shall not be provided, with sky-lights or glass windows other than as specified under vents in Section 655 of this Article. SECTION 649. HEATING IN V4UL2S 2E0=ITEL. No heating coils or other heating appliances shall be allowed in any film vault and the construction of film vaults in proximity to boilers, stacks or other sources of heat is hereby pTo- hibited. SECTION 650. VAULT POOLS. standard fire door shall be provided in each vault opening, and shall be made tight to prevent the passage of flame around the edges. It shall be of the swinging type and shall be kept tightly closed when not actually in use. Excelpt as provided herein, all fire doors shall conform to section 450 of this chapter. SECTION 651. VAULT FACNS LND =TITIONS. Racks shall not. obstruct any vent openings. film shall not be stored or kept on the floor, unless in shippin containers approved by the Interstate Commerce Commission. SECTION 652. ViULT LIGHTS. L.11 lights in film vaults shall be at the ceiling and of the fixed type, with vapor- proof globes and conduit wiring. .L11 switches shall be out4 side the vault and shall be arranged with a small pilot light to indicate on the outside of the vault whether the vault lights are on or off. SECTION 653. VENTS. Each film vault, and each comp art.f ment of a cabinet when the cabinet contains more than 50 I pounds of film, shall separately vent to the outer air, witi a vent having a minimum effective sectional area of 70 square inches for each 100 reels (equivalent to 140 square inches per 1,000 lbs. of film) capacity. Cor a standard vault of 1000 cubic feet, the vent opening shall be not less than 1,400 square inches. The outlet of each vent shall be above the roof, or mate to face the street, court, or other clear space giving a distance of at least 30 feet to doors, windows, or other openings. Openings in K falls of a building in the same plane • or parallel planes and facing in the same direction as that in which the vent is situated shall not be considered as coming within the intent of this rule. No vent outlet shall be within 25 feet, measured horizontally, of an exterior fi4e escape, nor shall it be below any such fire escape which is within this distance. S. gage, and shall be covered with 1 inch of ap- proved heat insulation material when required by the Bire Marshal and not nearer than 9 inches to any combustible material. Exterior metal flues shall be of a construction equivalent to that of smoke stacks and in conformity to section 470 of this chapter. SECTION 655. VNTS, PROTECTION OF. Each vent opening directly through an exterior wall shall be protected against the weather by single thickness glass (1/16-inch thick), I painted a dark color, or by other incombustible dragile ma- terial, in a sash arranged to open automatically in case ofi fire by the use of an approved releasing device placed in- side the film storage. The area of the glass shall be the effective sectional area of the vent opening. No pane of glass shall be smaller than 200 square inches. Any protec- tion equivalent to the above may be accepted in lieu thereof. SECTION 656. VENTS - SCREEN GUARDS. A light wire screlen not coarser than 1/8-inch mesh shall also be placed over each vent, so arranged as not to interfere with the auto- matic operation of the sash. Bars or screen designed to prevent.burglary or injury to contents shall not have a mes'1 of less than 4-inch, shall be located inside the light wire screen, and shall give a net opening equal to that called for under Section 653. A permanent guard shall be installed to prevent films from being forced against the vent openings of small con- tainers. SECTION 657. CABINETS, PARTITIONS, RACKS, DOORS. Cabi- nets containing in excess of 50 reels of film shall be di- -7- L. vided into at least two distinct compartments• Each com- partment shall be provided with an independent fire door; the separating partition shall be practically air tight an of substantial construction. Cabinets shall be so insulate as to prevent the contents of one compartment being involve by a fire in the other. the racks shall be so arranged that the film container immediately adjacent to the partitions do not touch same on either side. Spacers shall be provide, so as to have such containers at least -H.-inch away from the partition on either side• Separating partitions may be constructed of 3/8-inch hard asbestos board, or of _-inch soft asbestos board en- closed between steel or iron sheets, 22 U. ti. gage. Che exterior sides of cabinet and doors may be composed of =-1- h asbestos board carried on a frame work of 11.: x 1_ x 1/8-inch angles, or may be made of 18 U.S. gage metal, double walle , with 17? inches of sir space. She shelves or racks within the cabinet must be of metal and arranged to store film con- tainers on edge, and so errniged that film cannot be placed under or between containers _ the vertical position. Doors' to compartments shall be so arranged as to remain normally closed, shall be kept closed by catches at three points, and shall be normally sufficiently tight tp prevent the en- trance of flame due to the burning of a reel of film in an adjoining compartment. Doors on divided cabinets shall be� hinged so that they will not expose the contents of one cor- partment to the other in case a door is open. SECTION 658. FIREPROOF BUILDINGS,SPkINra,I:'RS. 5Ihenevesj any buildings other than those excepted in Section 638, end�l of more than one story in height shall be used for handling i or storage of film as defined in this article such buildin0 shall be of fireproof construction as required in this char- ter, and shall not be used for anyother ur ose ,,p p ,„all such buildings shall be equipped from and including the lowest -8- floor on which films are handled to the.top of the buildi with an approved automatic sprinkler system. Such sprinkl=' s shall extend throughout the building and extra sprinkler heads shall be liberally supplied over drying drums, joini • or assembling tables, receiving and distributing counters and other places where an excessive amount of film is handled. ' SECTION 659. SPPINI1i S IN Pall VAULTS. Each film vaul in buildings covered by section 658 shall be equipped with a ratio of one head to each 62'„ cubic feet of total vault space, based on interior measurements. Sprinklers shall be arranged to uniform distribution so that one sprinkler shall be provided for every 830 pounds of film. Proper sheet met baffles shall be installed where required by the inspector of buildings and the fire Marshal. later supplies for auto le matic sprinklers shall be based on an estimate of 20 gallon a minute per head for 30 minutes for the total number of heads in the vault, plus one-half the heads in any fire sec- tion on the same floor. Where tanks are depended upon, th minimum capacity shall be 10,000 gallons. Sprinkler systems for film vaults shall be equipped with a Z-inch drop line and valve, which shall be used for a weekly test. Such test will not be required if a record- ing pressure gage is attached to the drop line. SEC'iION 660. FIRE P.:0TECTION OP S'T0RAGE CABINETS. Piltr storage cabinets holding over 50 pounds of film shall be safeguarded by having an approved fire extinguisher placed in close proximity thereto, or provided with equivalent pro- tection to be specified by the fire Uarshal. SECTION 661. CUEGIICAL EXTINGUISHERS. Each room,mther than film vaults, in which film is handled. or stored, shall be equipped with at least one approved 2 -gallon chemical fire extinguisher and one pail of water. Except as provided herein all wiring and equipment shall conform to and be governed, by the provisions of Article 17 of this chapter and, shall be run in metal conduit. Lights placed in drying rooms shall have rigid, fixtures and, be protected by vapor-proof outer glotes. Such vapor-proof globes may be used in other loca- tions, but any light not so protected. shall be equipped wit a substantial metal guard so arranged as to prevent acci- dental breakage of the globe. All lights shall be equipped with keyless sockets and operated by wall switches. SECTION 663. EXITS; POTABLE DIC.723; 11OTOP3. Light boxes reading "E,dT" in red letters sit..itiches in height shall be placed at the exits of all dark rooms. Portable electric lights on extension cords are pro- hibited in any room in which film is handled or stored. Motors shall be of the non-sparking type, or shall be of an enclosed type, so arranged as to minimize the danger of sparks. SECTION 664. HEATING PlliMITTED. Artificial heating i any room where film is handled or kept, except as prohibit d in Section 649, may be direct or indirect, but only low- pressure steam not exceeding 5 pounds, or hot water, will be permitted, and. all heat generating apparatus shall be it a separate room. Gas and. oil stoves and electric heaters -10- . . • in all such rooms are prohibited. SECTION 665. S'TEC1 PIPES, GUARDS, AIR SYSTEid. All steam pipes, within 6 feet of the floor and where passing through partitions or near woodwork shall be covered with approved pipe covering. Stham pipes shall not be permitted to pass through any vault. All radiators, heating coils, pipes, or returns that are near the floor ar are so located as to permit any combustible material, waste or dirt to corn: in contact with them shall be guarded and protected by mean. of --inch mesh ; alvanized•stee:l •:iire cloth, 20 E. 0; S., gag or its equivalent. The bottoms of gaards shall be arranged so as to lift up fer cleaning purposes and the tops shall slope so that guards can not be used as a shoif. I.2.1fD:ING -'IL,i, I. C.C. COIYTi_INIT,S. In ex- changes where the daily receipt or delivery of film exceeds 10 reels, cabinets or vaults shall be provided within 10 feeit of the receiving counter into which films shall be placed immediately upon receipt. ,The storage vault or cabinet may be utilized to cover this requirement. An exception to thin . may be made where films are received in Interstate Commerce Commission containers and left in such containers until de- posited in the vault. SECTION 661. PILMS NOT IN CONTAINERS. The number of reels of film not in containers shall be limited to 20 in a single room at any one time and such reels shall be carefully kept from contact with combustible material. In addition, not more than 10 reels to each operator may be kept in such room if in au approved container. All other film in the examining and repairing room awaiting attention shall be kept in vaults or cabinets. -11- ;h'i SECTION 668. SCRAP AND WASTE. All scrap or waste film shall be kept tiunder water; or in self-closing standard met waste cans; or their equivalent, .to be approved by the fire Marshal, and removed from the building as required by the fire Marshal. Such waste film shall be immediately deposit ed in the proper receptacle and shall be kept separate from paper waste or other rubbish. SECTION 669. CEMENT. Any compound of collodion and amyl acetate or similarly inflammable cements inside each exchange shall not exceed the quantity required each day, and shall be limited to one gallon, to be kept in approved safety cans. SECTION 670. PICTURE MACHINES AND BOOTHS. ?','lotion pic- ture machines and booths in exchanges, studios and labora- tories shall be safe-guarded in accordance with the require- ments of the National Electrical Code. The booth may be omitted if the machines are in a separate room, adequately ventilated, and enclosed by incombustible partitions, and remote from any film vault, cabine#,or room where films are handled. If more thaan five machines are in one room, each machine shall be separately enclosed in an approved booth. SECTION 671. SMOKING PROHIBITED. Smoking is prohibite in any vault, laboratory, room or place in which film is inspected, examined, or repaired, or in any receiving or del- livery room, or in any other room or place where cement is handled or stored, or in which film not in approved contain- ers is handled or kept, or in any room where posters or lit - ographa are handled or stored. donspicuous "No Smoking" signs shall be posted in prominent places. Laboratory work and ex- perimental work shall be performed in individual rooms equi - ped for these purposes and separated by means of fireproof -12- d"I �w partitions from regular workrooms. SECTION 673. STORAGE OF OTHER GOODS. No other goods or material than film shall be stored in the same vault or cabinet with film, , ✓ SECTION 674.
