Lake City, Utah, 1965, relating to miscellaneous business regulations by adding thereto eight new sections to be known as Sections 20-25-13 through 20-25-20 inclusive, relating to licensing of automatic dialing and pre-recorded message alarm systems. Be it ordained by the Board of Commissioners of Salt Lake City, Utah: SECTION 1. That Chapter 25 of Title 20 of the Revised Ordinances of Salt Lake City, Utah, 1965, relating to miscellaneous business regulations, be, and the same hereby is, amended by adding eight new sections to be known as Sections 20-25-13 through 20-25-20 inclusive, relating to licensing of automatic dialing and pre-recorded message alarm systems, to read as follows: Sec. 20-25-13. Automatic dialing and pre-recorded message alarm systems. Permit required. It shall be unlawful for any person to maintain, operate, connect, or allow to be maintained, operated, or connected, any telephone device or telephone attachment which automatically selects a public I primary telephone trunk belonging to Salt Lake City and then , reproduces any pre-recorded message to report any burglary or other emergency without first obtaining a permit to do so. Sec. 20-25-14. Application for permit. Every applicant for the permit required by the preceding section shall make application to the division of building inspection and file therewith a statement containing all specific provisions made and safety procedures taken relating to false alarms and testing procedures. Sec. 20-25-15. Permit fee. The fee for a permit to have ' such private secondary telephone line terminating at one location in any building owned by Salt Lake City shall be Ten Dollars ($10.00) which shall be paid to the division of building inspection at the time the application is filed. 8 -2- Sec. 20-25-16. Referral of application to Chief of Police of Salt Lake City. The application for a private secondary telephone line terminating at one location in any building owned by Salt Lake City, together with the statement of the applicant, shall be referred by the division of building inspection to the Chief of Police of Salt Lake City for in- vestigation and report. The Chief of Police shall approve such application if he finds that: (1) The termination of such telephone line will con- stitute no hindrance to regular city activities. (2) The person seeking the termination agrees that no messages will be telephoned on said line except by an agent of his with access to customer files. (3) The person seeking the termination maintains adequate equipment and work force to repair, maintain, and otherwise service such alarm system. Sec. 20-25-17. Restriction. Monitoring panels, annun- ciating or receiving equipment. No person, unless authorized to do so by the Chief of Police of Salt Lake City, shall place any monitoring panels and annunciating or receiving equipment, other than a private line telephone, in any building owned by Salt Lake City. Sec. 20-25-18. Wnstallation and maintenance costs. All costs and recurring charges incurred in the installation and maintenance of such private secondary telephone line shall be borne by the person making application for the termination. Sec. 20-25-19. Removal of unlawful equipment. In addition to any other remedy provided by law, the Chief of Police of Salt Lake City may, whenever he shall have knowledge of the use of any device or attachment not operated or maintained in accordance with the provisions of Sections 20-25-13 through 20-25-18, order the removal of such device or attachment on such line termination to which such device or attachment is connected, and the actual cost of such removal shall be paid by the person who mad application for such line termination. Sec. 20-25-20. Exemptions. The term "person" shall not include the City of Salt Lake. SECTION 2. In the opinion of the Board of Commissioners of Salt Lake City, it is necessary to the peace, health and welfare of the inhabitants of Salt Lake City that this ordinance become effective immediately. 8 -3- SECTION 3. This ordinance shall take effect upon its first publication.
