Newman. ._ Scheid Wells ii -- � ?� Mr.Chairman Result AN ORDINANCE An ordinance amending Sections 187 and 188 of Chapter 5 of the Revised Ordinances of Salt Lake Bity of 1913, and adding to said chapter seven sections to be known as Sections 186x, 186x1, 186x2, 190x, 190x1, 190x2 and 190x3. Be it ordained by the Board of Commissioners of Salt Lake City, Utah: SECTION 1. That Sections 187 and 188 of Chapter 5 of the Revised Ordinances of Salt Lake City of 1913, be, and the same are hereby amended so as to read as follows: SECTION 187. DUTY OF INSPECTOR OF OILS. It shall be the duty of the Inspector of Oils and Sealer of Leights and Measures to inspect all oils, gasoline and motor spirits offered for sale or kept for the purpose of sale within Salt Lake City. Such inspections shall be as frequent as practicable and necessary. SECTION 188. INSPECTION FEES. For inspecting oils as in this ordinance provided, the City License Assessor and Collector shall collect yearly in advance, from all dealers selling at retail and carrying a stock of more than ten gallons of gasoline or motor spirits, the sum of 25.00, and from all dealers selling at wholesale, the sum of $250.00. SECTION 2. That seven new sections to be known as Sections 186x, 186x1, 106x2, 190x, 190x1, 190x2 and 190x3 are hereby created 85 • • in Chapter 5 of the Revised Ordinances of Salt Lake City of 11913, and are to read as follows: SECTION 186x. KEROSENE. The color of kerosene shall; • be "water white", but a slight bluish opalescence shall be permissible. It shall contain no water or tar-like substance. It shall not contain more than a trace of any sulphur compound. It shall not flash below 110° Fahrenheit upon test by Foster or Tagliabue closed cup. All oils that will emit any combustible vapor at a temperature of less than 110° Fahrenheit shall be rejected for illuminati4g i purposes. SECTION 186x1. GASOLINE, ETC. The standards adopted, by the United States Government through the Bureau of Mines for determining the quality of gasoline, naphtha and other ; motor spirits shall be the standards for such purpose in Salt Lake City. No material, fluid or substance shall be • sold or offered for sale as gasoline which does not con- 1 form to the standard as fixed by the United States Bureau of mines, or which contains more than one per cent of solid matter. It shall be unlawful for any person to sell any gaso- line which has been adulterated by the addition or mixture ; of naphtha or any distillate or other substance, without written notice to the purchaser,of such adulteration. SECTION 186x2. COLORING MATTER. No coloring matter • shall be added to any petroleum oils used for illuminating ; or heating purposes. SECTION 190x. SUBSTITUTES. IMPROVERS. All material0, 1 fluids or substances offered or exposed for sale purporting to be substitutes for or improvements of gasoline, naphtha,] 1 motor spirits, or any product of petroleum to be used for -2- 1 power, heating or illuminating purposes, must, before bding sold, or exposed or offered for sale, be submitted to the Inspector of Oils for examination and inspection, and shall only be sold or offered for sale when properly labeled with a label /1 the form and terms of which have been ap- proved by the Inspector of Oils, in writing, and which sai4 label must have printed or stamped upon it, in type no smaller than twelve-point Gothic, a statement of all the ingredients in such material, fluid or other substance thus offered for sale. SECTION 190x1. CONTAINERS. STORAGE TANKS. It shall be the duty of the Inspector of Oils to inspect all con- 1 tainers and storage tanks from which produots of petroleums are retailed to be used for illuminating or power purposes and when suoh containers or storage tanks are found to be in an unsafe position, or to contain water or foreigh 1 matter, the Inspector of Oils shall make a written order tq have the same properly cleaned or removed, and it shall be • unlawful for the owner of such containers or storage tanks to fail to comply with said order within ten days of the date thereof, and the Inspector of Oils may forbid the sale of oil from said containers or tanks until the same have been cleaned. SECTION 190x2. EMPTY BARRELS AND CONTAINERS. It shall be the duty of the Inspector of Oils to notify the owner, or person having them in his possession, of empty j oil barrels and other oil containers which are stored or 1 placed in such position as to be dangerous to property, to remove the same to a place of safety. It shall be unlawful for any person thus notified to fail to remove such barrel or containers within ten days of the date of such notice. -3- • • SECTION 190x3. LABELS. It shall be unlawful for any person to sell or offer for sale any gasoline, kerosene, naphtha, lubricating oil or grease, or any materials, • fluids or substances the labels upon which, or the invoice$ for which contain any untrue or misleading statement; and it shall be unlawful for any person to substitute any oil or grease for any other kind or brand without notice. • SECTION 3.
