AN ORDINANCE AMENDING Section 25-4-6(e) of the Revised Ordinances
of Salt Lake City, Utah, 1965, relating to merit increases for city
employees.
Be it ordained by the Board of Commissioners of Salt Lake City,
Utah:
SECTION 1. That Section 25-4-6(e) of the Revised Ordinances of
Salt Lake City, Utah, 1965, relating to merit increases for city
employees, be, and the same hereby is amended as follows:
Sec. 25-4-6. ***

(e) Merit increases. Non-executive level employees who
are hired into permanent positions shall become eligible for their
merit increases beginning with the first pay period after completion
of one year's continuous employment and shall be eligible for
future merit increases on that anniversary date in accordance
with the salary schedule herein provided. Any such employee who
receives a promotion or reclassification shall become eligible for
future merit increases one year from that date of promotion or
reclassification; provided, however, that the Board of Commission-
ers of Salt Lake City may correct an inequity in pay resulting
from and by virtue of such promotion or reclassification and future
merit increases due on said new anniversary date, by authorizing
a salary adjustment to the next higher step in the appropriate
pay classification. Any recommendation or request for said
equitable adjustment must be in writing addressed to the Board
and include the recommendation or opinion of the City Personnel
Director and contain the reasons justifying the requested pay
adjustment.
Upon recommendation by a department head and upon certifica-
tion of available funds by the City Auditor, the City Commission
may grant a merit increase to any executive level employee during
calendar year 1978, not to exceed five percent (5%) of such
employee's then current salary, on the 1978 eligibility date
specified under this subsection for non-executive level employees
with the following exceptions:
(1) Employees whose eligibility dates occur prior to
April 1, 1978, who have received no merit increase for 1978,
shall be eligible for such increase on April 1, 1978; and
(2) Employees whose eligibility dates occur after July 1,
1978, shall be eligible for such increase on July 1, 1978.

(3) Promotions, reclassifications, and hirings, occurring
during calendar year 1978, shall not be considered to establish
any eligibility dates for executive level employees under the
provisions of this subsection.
All merit increases for non-executive level employees shall
be conditioned upon the eligible employee's adequate length of
service and satisfactory performance of job requirements as spe-
cified in the employee's current Performance Rating Report or
comparable supervisory report. Merit increases for executive
level employees shall be conditioned upon the employee's full
satisfaction of job requirements as specified in the employee's
current Performance Rating Report or comparable supervisory re-
port.
SECTION 2. In the opinion of the Board of Commissioners of
Salt Lake City, it is necessary to the peace, health and welfare
of the inhabitants of Salt Lake City that this ordinance become
effective immediately.
SECTION 3. This Ordinance shall take effect upon its first
publication.
Passed by the Board of Commissioners of Salt Lake City, Utah,
