Be it ordained by the Board of Commissioners of Salt Lake City, Utah: SECTION 1. That Section 840 of Chapter 33 of the Revised Ordinances of Salt Lake City of 1913, relating to the office of License Assessor and Collector be, end the same is hereby amended so as to read as follows: SECTION 840. LICENSE ASSESSOR AND COLLECTOR. EMPLOiiES. SALARIES. There is hereby created in the Department of Public Affairs and Finance the office of License Assessor and Collector. The Board of Commissioners may appoint a competent person as License Assessor and Collector at a salary of 42100.00 per annum. The License Assessor and Collector shall give bond to the City in the sum of 410,000.00. The License Assessor and Collector may recommend for appointment by the Board of Commissioners the following inspectors and employees at salaries not to exceed the amounts stated, to-wit: One chief bookkeeper; 41200.00 per annum; Five inspectors; 41020.00 per annum; One stenographer; 4900.00 per annum; and such other employees as may be necessary for the proper con- duet of said office, all of said salaries to be paid in monthly installments. SECTION 2. There is hereby created a new section in Chapter 33 of the Revised Ordinances of Salt Lake City of 1913, to be know as Seotion 840x, and to read as follows: SECTION 840x. The License Assessor and Collector shall have charge of the License Department, assess and collect all license taxes and poll tax as provided by ordinance. It shall be the duty of the License Assessor and Collec- tor to assess each licensee in accordance with the provisions of the ordinances and statutes. The assessment shall be based upon the rates established by the ordinances, and all licenses, except liquor licenses, shall be payable annually in advance, and shall date from the first day of January of each year, and shall expire on the 31st day of December of each year. Provided, however, that when an application id made after the lst day of J anuary of each year, the licensee shall be required to make payment only for the unexpired portion of the year, and, if the application is approved, the license shall be issued for such unexpired portion of the year. The License Assessor and Collector shall keep three separate assessment rolls, viz., liquor license roll, merchants' license roll and miscellaneous license roll, and shall also keep a suitable index containing the names of the licensees. The names of the liquor licensees shall be arranged alphabetioally in the liquor roll; the names of the merchant licensees shall be arranged alphabetically in the merchants' license roll, and the names of each class of miscellaneous licensees shall be arranged alphabetically in the miscellaneous license roll. On or before the first day of January of each year the -2- License Assessor and Collector must complete his assessment rolls. He must take and subscribe an affidavit to the assess- ment rolls to be substantially as follows: "I, , assessor and collector of lioenae taxes of Salt Lake City, do swear that before the first day of January, 191 , I made diligent inquiry and examination to ascertain the names of all persons, firms and corporations within the city subject to assessment for license; that the persons, firms and corporations have been assessed on the assessment rolls in a000rdenoe with the rates established by the ordinances, to the best of my judgment, information and belief; that I have faithfully complied with all the duties imposed upon me under this ordinance, and that I have not imposed any unjust assessments through malice, error or other- wise, or allowed any one to escape a just and equal assessment through favor,meward or otherwise." - Failure to take or subscribe such affidavit, or any affidavit will not in any manner affect the validity of the assessment.
