AN ORDINANCE

AN ORDINANCE AMENDING Title 25 of the Revised Ordinances of
Salt Lake City, Utah, 1965, relating to officers and employees of
the City, by adding a new Chapter Twenty-one thereto relating to
outside employment of City officers or City employees.
Be it ordained by the Board of Commissioners of Salt Lake
City, Utah:
SECTION 1. That Title 25 of the Revised Ordinances of Salt
Lake City, Utah, 1965, relating to officers and employees of the
City be, and the same hereby is, amended by adding a new Chapter
Twenty-one thereto relating to outside employment of City officers
or City employees, the same to read as follows:
Sec. 25-21-1. Conflict of interest prohibited.
No City officer or City employee shall:
(1) Accept employment or engage in any business
or professional activity which he might reasonably expect
would require or induce him to disclose confidential
information which he has gained by reason of his official
position.
(2) Disclose confidential information acquired by
reason of his official position nor use such information
for his or another's private gain or benefit.
(3) Use or attempt to use his official position
to secure special privileges or exemptions for himself
or others.
(4) Accept other employment which he might expect
would impair his independence of judgment in the perfor-
mance of his public duties.
Sec. 25-21-2. Consent to be obtained. No City
officer or City employee shall be employed by any other
person or business entity without first obtaining consent
of the head of the department under whom said employee
is engaged by the City.

Sec. 25-21-3. Sworn statement to be filed. No
City officer or City employee shall be employed by any
other person or business entity without having first
filed with the City Personnel Department a sworn written
statement giving the following information:
(1) Name and address of said officer or employee.
(2) Name and address of the person or business
entity by whom he is employed.
(3) A brief job description of the employment.
(4) A brief description of the nature or kind of
business in which said person or business entity is
engaged.
(5) Hours and days of employment.
(6) A statement as to whether said person or busi- F\
ness entity does business with the City or any department
thereof and whether any is contemplated.
Sec. 25-21-4. Full-time outside employment prohibited.
No City officer or employee shall be permitted to carry
on other full-time employment for any other person or
business entity; that is, no City officer or employee
shall be permitted to be employed by any other person or
business entity in excess of 30 hours per week.
Sec. 25-21-5. Penalty. Any officer or employee
violating the provisions of this chapter shall be guilty
of a misdemeanor.
SECTION 2. In the opinion of the Board of Commissioners,
it is necessary to the peace, health and safety of the inhabitants
of Salt Lake City that this ordinance become effective immediately.
SECTION 3. This ordinance shall take effect upon its first
publication.
Passed by the Board of Commissioners of Salt Lake City, Utah,
this 12th day of November, 1969.
