AN ORDINANCE AMENDING Chapter 25 of Title 20 of the Revised
Ordinances of Salt Lake City, Utah, 1965, relating to miscellaneous
business regulations by amending Sections 20-25-13, 20-25-15, 20-25-16,
20-25-18 and 20-25-19.
Be it ordained by the Board of Commissioners of Salt Lake City,
Utah:
SECTION 1. That Sections 20-25-13, 20-25-15, 20-25-16, 20-25-18
and 20-25-19 of the,Revised Ordinances of Salt Lake City, Utah, 1965,
relating to miscellaneous business regulations pertaining to automatic
dialing and pre-recorded message alarm systems, be, and the same hereby
are, amended to read as follows:
"Sec. 20-25-13. Automatic dialing and pre-recorded message
alarm systems. Permit required. It shall be unlawful for any
person to maintain, operate, connect, or allow to be maintained,
operated or connected, any telephone device or telephone attach-
ment which automatically dials a telephone number and then
reproduces any pre-recorded message to report any burglary or
other emergency without first obtaining a permit to do so.
"Sec. 20-25-14. * * *
"Sec. 20-25-15. Permit fee. The fee for a permit to have
such atiomatic dialing and pre-recorded message alarm system
shall be $1.00 for each system so connected; provided, however,
that the maximum fee charged any one company in any calendar
year shall be $50.00. Said direct line fee shall be paid to
the division of building inspection at the time the application
is filed.
"Sec. 20-25-16. Referral of application to Chief of Police
of Salt Lake City. The application for an automatic dialing
and pre-recorded message alarm system, together with the state-
ment of the applicant, shall be referred by the division of
building inspection to the Chief of Police of Salt Lake City
for investigation and report. The Chief of Police shall approve
such application if he finds that:
" (1) The connection of such automatic dialing and pre-recorded
message alarm system will constitute no hindrance to regular city
activities.

" (2) The person seeking the permit agrees that no messages
will be relayed to the Salt Lake City Police Department except
by an agent of his with access to customer files and by live
voice.
"(3) The person seeking the connection of such automatic
dialing and pre-recorded message alarm system maintains adequate
equipment and work force to repair, maintain, and otherwise
service such alarm system.
"Sec. 20-25-17.* * *
"Sec. 20-25-18. Installation and maintenance costs. All costs
and recurring charges incurred in the installation and maintenance
of such automatic dialing and pre-recorded message alarm system
shall be borne by the person making application for the permit.
"Sec. 2025-19. Removal of unlawful equipment. In addition
to any other remedylrovided by law, the Chief of Police of Salt
Lake City may, whenever he shall have knowledge of the use of
any device or attachment not operated or maintained in accordance
with the provisions of Sections 20-25-13 through 20-25-18, order
the removal of such device or attachment on such line termination
to which such device or attachment is connected, and the actual
cost of such removal shall be paid by the person who made appli-
cation for such alarm.
"Sec. 20-25-20. * * * "
SECTION 2. In the opinion of the Board of Commissioners it is
necessary to the peace, health and welfare of the inhabitants of Salt
Lake City that this ordinance become effective immediately.
SECTION 3. This ordinance shall take effect upon its first publi-
cation.
Passed by the Board of Commissioners of Salt Lake City, Utah, this
18th day of August, 1970.
