WHEREAS, the Salt Lake City International Airport is in urgent and immediate need of major expansion to serve rapidly increasing passenger loads and flight schedules; and WHEREAS, substantial sums of Federal Airport aid are dependent upon the City's ability to provide matching funds; and WHEREAS, the only source of sufficient money to carry the projects forward is from bond proceedings; and WHEREAS, recent decisions of the United States Supreme Court have made it impossible for the City to legally authorize and sell bonds; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF SALT LAKE CITY to earnestly entreat the Utah Legislature, which will convene on January 12, 1970, to place before the electorate of the State at the next general election a proposition to amend the Utah Constitution in such manner as will enable Salt Lake City and all other public bodies in the State to proceed with bonding programs and that the necessary statutory changes be enacted to implement the constitutional amendments.
