Higham City Recorder Salt Lake City Corporation FEB 6 1979 200 City and County Bldg jQ Salt Lake City, UT 84111 04'N^ , ✓v CIffi RECORDER Dear Ms. Higham: On behalf of Secretary Brown, I am replying to your letter of January 9, 1979 forwarding a copy of the Board of City Com- missioners' resolution which opposes the closure of Fort Douglas as a military post. As you know, the Department of Defense and the Department of the Army operate against limited resources and, therefore, must continually review their activities and operations with a view toward achieving greater economies and management efficiencies. In this light, the Army is studying Fort Douglas and certain other installations and activities to ascertain whether we can reduce nonessential overhead, improve the use of scarce resources, make better use of large multi- mission installations and achieve associated cost savings. These are not the only factors considered, however. There are many considerations which enter into a study of this nature including those enumerated in the Board's resolution--cost of alternatives, disposition of facilities, operational and training needs, and environmental and socioeconomic impacts. I would like to emphasize that no decision has been made to realign Fort Douglas, and that the concerns of the Board of City Commissioners will be considered in the study and decision- making process. No announcement of the preferred alternative is expected before March 1979. DAMO-TRS Ms Mildred V. Higham, City Recorder Your interest in the Army and Fort Douglas is understood and appreciated. The Board registers its firm opposition to any proposal by the Federal Government and the Secretary of Defense which calls for the closure or fragmentation of the current operations conducted at Fort Douglas. 2. The Federal Government would be well advised to consider transferring certain additional federal operations to the available space at Fort Douglas which is not currently occupied. Such action would result in a great savings to the federal treasury and would -2- result in a more efficient allocation of government resources.
