RESOLUTION
Result . . . . /
WHEREAS, because of reports and complaints of misconduct in the
various branches of government of Salt Lake County, the judges of the
Third Judicial District held hearings to determine whether a session
of the grand jury should be held to hear and investigate such reports
and complaints; and
WHEREAS, the judges tentatively decided that such reports and
complaints should be investigated by the Salt Lake County Attorney's
office and the calling of the grand jury held in abeyance pending such
investigation; and
WHEREAS, there persists an increasing feeling in the public mind
which casts doubts and lack of confidence over the fidelity of the
operations of local government, which now appears to spread to both city
and county units and to the investigating agencies; and
WHEREAS, it increasingly appears that the public mind will not be
satisfied and the rumors and political implications, with their attend-
ant damage to reputations and confidence in government, will not be
allayed without the calling of a grand jury.
WHEREAS, the system of grand jury investigations is an old and
established system of discovering and correcting governmental abuses
and unauthorized activities:
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF
SALT LAKE CITY that it does hereby respectfully request the judges of
the Third Judicial District to re-examine, re-evaluate and reconsider
the advisability of calling a grand jury into session without further
delay and thus dispel in the public mind the misgivings and distrust

that now exist and threaten to spread to the detriment of good govern-
ment and public confidence in governmental officials.
