Woodard being first duly sworn, on oath says: I am duly appointed, ivalified and acting police o"fiver of Salt ',Lake City, and as such received the hereto attached notice end certified copy of resolution for the purpose of serving the sam upon Stella Thomas at No. 14 Commercial Street; that I have mad effort to serve the same but am unable to do so for the reason that the premises 14 Commercial Street formerly occupied by Stella Thomas are vacant, and I am informed and verily believe that said Stella Thomas has left the State of Utah. 1 1 Subscribed and sworn to before me this 8th day of I ' December, 1916. e Notary Public. WHIMEAS, Stella. Thomas, was on the 23th day of September, 1916, granted a license to conduct a rooming house at No. 14 Commercial street, Salt Lake City, upon the express assurance of said Stella Thomas that she would run a rooming house exclusively for men, and that there would not be permitted any other women on or about the premises, and that she would not sell intoxicating liquor to any person or persons on said premises; and WHEREAS, contrary to the above agreement and understanding with the Chief of Police at the said time, the said Stella Thomas did on Friday, November 24, 1916, sell to officers intoxicating liquors, and had in her possession an excessive amount of intoxicat- ing liquor, to-wit, 16 pints of beer; and at said time and date disorderly female persons other than the said Stella. Thomas were found in said premises, and one of said female inmates made an indecent prdposal to police officers and others, at said time, and place; and WHEREAS, the Chief of Police in communication of November 28, 1916, to the Board of Commissioners requested that said license previously granted to said Stella be revoked; and WHEREAS, the Board of Commissioners upon the coming in of • said report,duly passed a resolution setting necerber 6, 1916, at the hour of 11 o'clock A.M. for the hearing of the matter of said revocation, and directed the City Recorder to serve upon said licensee.a copy of said report of said Chief of °-ol.ice, and a notice of the time and place of said hearing; and WHEREAS, copies of said resolution and said report were duly served upon said licensee; and viiiPRPsis, at the time mentioned in paid resolution, and in the Council Chamber of said Board of Commissioners, said licensee refused and failed to appear, either in person or by her attorney; and LdadiJI:S, her default was duly entered, and evidence was given snowing that she was not a proper person to run a roomin;-; house by reason of the facts above set forth, which were duly verified by officers and other persons; and '.:i:SiEAS, the Board of Commissioners having fully considered the evidence aforesaid, finds the following facts: That said Stella Thomas, licensee above mentioned, did on ovember 24, 1916, sell to officers intoxicating liquors, and that on the 25tn of November, 1916, intoxicating liquor was found in said rooming house in excessive amounts, and that disorderly persons were harbored in and about said premises by said licensee, from which fasts the Hoard of Commissioners concludes that said Stella Thomas is not a proper person to hold a license under authority from Salt Lake City, and is not a. proper person to conduct a. rooming house, and t , ,t said request of tee Chief of Police that said license previously granted to said Stella Thomas be revoked be granted: NOV. THEREFORE, BE IT RESOLVED, by the Board of Commissioners of Salt Lake City, that the license heretofore granted to the said Stella Thomas, to conduct a. rooming house at No. 14 Commercial street be, and the same is hereby revoked. .Nr.
